Developing disaster mutual assistance decision criteria for electricity industry

Purpose Disaster mutual assistance (DMA) or mutual aid is a reciprocal arrangement between organizations that permits and prearranges one company to access resources from another company to recover from disaster impacts faster. As a practical tool to access response resources quickly, DMA can be an important element of an effective emergency management process, but the decision to provide (or not to provide) DMA is challenging and involves a number of factors. The purpose of this paper is to present the results of a study conducted to identify DMA decision criteria and their weights based on electricity companies operating in North America. Design/methodology/approach The authors employed a combination of Delphi and analytical hierarchy process (AHP) methods. Delphi method identified the decision criteria that should be considered before electricity utilities enact their DMA agreements. A standard AHP calculated the weights of identified DMA criteria. Findings In total, 11 criteria were identified and classified into three main groups: responding criteria, requesting criteria and disaster criteria. Of the 11, “Emergency Conditions” within the responding criteria group, “Extent of Damage” of the requesting criteria group, and “Size of Disaster”, associated with the disaster criteria group, had the highest weight. Three other factors (“Work Safety Practice”, “Natural Hazards” and “Availability of Resources”) carried a noticeable weight difference, while the remaining factors were weighted relatively lower. Practical implications At present, a decision to provide mutual assistance is highly subjective, based on “gut feel”, and dependent on interpersonal relationships between the requestor and the provider. However, mobilizing and dispatching electricity industry crews is a risky and costly operation for both requesting and responding companies and requires careful assessment for which a cost-benefit threshold has not been developed. This cost-benefit perspective is often frowned upon owing to the intended altruistic nature of DMA agreements and its influence on decision makers. The developed criteria in this study are intended to assist electricity companies in making a more informed and quantifiable decision when deliberating a request for mutual assistance. These criteria may also be used by assistance-requesting companies to better identify electricity companies that are more likely to provide assistance to them. Originality/value This study contributes to the literature by examining the current state of DMA in electricity utilities, identifying decision criteria and weighing such criteria to enable electricity companies in making more objective decisions, thereby, increasing the overall effectiveness of their disaster management process.

PurposeThis paper seeks to examine the potential for regulation to reduce information asymmetries between firm insiders and outside investors.Design/methodology/approachExtensive prior research has established that there are substantial effects of information asymmetry in seasoned equity offers (SEOs). The paper tests for a mitigating effect of regulation on such information asymmetries by examining differences in long‐run operating performance, changes in that performance, and announcement‐period stock returns between unregulated industrial firms and regulated utilities that issue seasoned equity. The authors also segment the samples by firm size, since smaller firms are likely to have greater asymmetries.FindingsConsistent with regulated utility firms having lower levels of information asymmetry, they have superior changes in abnormal operating performance than industrial firms pre‐ to post‐issue and their announcement period returns are significantly less negative. These findings are most pronounced for the smallest firms, firms likely to have the greatest information asymmetries and where regulation could have its greatest effect.Research limitations/implicationsThe paper does not examine costs of regulation. Thus, future research could seek to measure the cost/benefit trade‐off of regulation in reducing information asymmetry. Also, future research could examine cross‐sectional differences between different industries and regulated utilities.Practical implicationsRegulation reduces information asymmetry. Thus, regulation or mandated disclosure may be appropriate in industries/markets where information asymmetry is severe.Originality/valueThis paper is the first to compare the operating performance of regulated and unregulated SEO firms.

Purpose – The purpose of this paper is to explore the influence of personal values on students’ learning behaviours. Hong Kong construction students are often criticized, by both practitioners and educators, as rote learners. To improve students’ learning processes, extensive research on a variety of aspects of construction education has been conducted. However, limited attention has been paid to the influence of personal values on students’ learning behaviours. The impact of personal value factors on the learning approaches of Chinese construction students in Hong Kong is investigated. Design/methodology/approach – A questionnaire survey was conducted to ethically Chinese construction students in four universities in Hong Kong. A total of 820 questionnaires were distributed and 431 valid returns were collected. Findings – The survey identified six influential values (namely, personal integrity, conservatism, determination, discipline, interpersonal relationships, and achievement), and shows that students who emphasize the virtues of personal integrity, determination, and a positive attitude toward achievement are better able to handle their interpersonal relationships, which will eventually lead them to engage in deep learning. Originality/value – Work to develop appropriate value systems is thus recommended in freshmen courses, as is the use of cooperative learning approaches. Such value systems will have a long-term influence on the learning approaches of construction students.

Purpose – Child participation is increasingly a global phenomenon as stated by Article 12 of the United Nations Convention on Children's Rights. This supports the first principle, Democracy, of the Health Promoting School movement. The purpose of this paper is to facilitate a three-phase participatory research process (PRP) to document the views of children about participation in school. Design/methodology/approach – A total of 248 primary school pupils aged nine to 13 years participated: the first group of pupils answered two questions on individual coloured paper; the second group categorised these data separately, by question, assigning labels for each of the categories; and the third group used the categories to develop schema. The analysis was inductive. Findings – The most common categories for what made pupils feel a part of their school were school uniforms, sports, friends, teachers and their school/classroom environment. Increase in the number of school activities, encouraging friendship and equal participation were key indicators of how pupils would ensure that everybody felt a part of the school. The findings indicate that interpersonal relationships and belonging are in the opinion of children important for taking part in school life. Originality/value – The paper illustrates children's understanding of what taking part in school means to them. The PRP encouraged pupils to have control of the three-phase research process, and demonstrated the ability of children to work together in groups while having fun at the same time.

Purpose – Knowledge Management (KM) is a contemporary research field of high interest for both academics and practitioners. For more than 15 years, successful companies have used KM as their most valuable source of competitive advantage. The purpose of this paper is attempt to extend the existing empirical approaches (research models), by focusing on the process of KM and its diffusion throughout the organisation. Design/methodology/approach – The present study proposes a newly developed conceptual framework that adopts a four-step approach, highlighting four areas of interest that have never been simultaneously examined before: knowledge antecedents, KM process, KM outcomes (satisfaction from the KM process) and individual (employee) outcomes. The proposed conceptual framework is tested, using a structured questionnaire, in a sample of 211 bank employees. The reliability and the validity of the questionnaire were thoroughly examined, while research hypotheses were tested using the “Structural Equation Modelling” technique. Findings – The results revealed that companies with enhanced innovative culture and an organisational climate that facilitates cooperation between employees tend to promote and ultimately maximise knowledge diffusion. Moreover, a contribution of the present study is the empirical confirmation of the relationship between the proposed factor “satisfaction from the knowledge management process” and both organisational commitment and job satisfaction. Research limitations/implications – A limitation stemming from the adopted methodology is the use of self-report scales to measure the factors (constructs) of the proposed model. Moreover, the present paper lacks a longitudinal approach, since it provides a static picture (snapshot) of the application of KM within enterprises. Practical implications – The paper highlights-specific areas (factors) that companies should enhance in order to harvest the potential benefits of KM. According to the empirical findings, organisations should focus on their human capital when managing their knowledge processes. After all, employee satisfaction from the KM process is found to be crucial for enhancing their job satisfaction and job performance. Originality/value – The paper proposes an enhanced conceptual framework that incorporates critical issues concerning the successful implementation of KM, thus, providing valuable tools for decision makers and academics. Its originality lies in the nature of its approach. More specifically, the present study examines the impact of KM on individual-level (employee), something that rarely appears in the relevant literature. Additionally, it incorporates “satisfaction from the knowledge management process” as a significant outcome of the KM process, thus, enriching the literature of the field. Finally, it investigates the impact of three contextual factors (innovative culture, organisational climate, inter-functional coordination) on KM process (externalisation, internalisation, socialisation, combination), adopting an approach that acknowledges KM as a function (factor) that transmits contextual influence onto individual effectiveness. The results of the study may be generalised in other sectors with similar characteristics (knowledge-intensive and learning organisations, service sector companies, etc) and in other developed countries whose financial institutions face similar challenges as the ones in Greece.

Purpose The purpose of this study is primarily to discuss the synergic and separate use of knowledge and intelligence, via knowledge management and competitive intelligence, in each stage of strategic management process. Next, this paper aims to discuss the implications of each stage of strategic management process for knowledge management and competitive intelligence and vice versa. Design/methodology/approach A systematic literature review was performed within time frame of 2000-2016. Extracted information from reviewed studies was synthesized and integrated in strategic management model of Fred David. Findings A strategic management model with lens of knowledge management and competitive intelligence is proposed. Each stage of knowledge management process has implications for knowledge management and competitive intelligence and vice versa. In addition, synergic and separate use of knowledge and intelligence results in effective decision-making, leading to competitive advantage. Research limitations/implications Learning curve of knowledge management and competitive intelligence and being limited to the use of Fred David model are among the many key limitations. Practical implications Experts of knowledge management, competitive intelligence and strategic management can use this study to gain competitive advantage based on knowledge and information resources. Organizations should have knowledge management function and competitive intelligence to support the strategy formulation, implementation and evaluation. Social implications Readers can take a view for how they can manage their knowledge and information resources from a strategic perspective. Originality/value This study proposes a strategic management model with lens of knowledge management and competitive intelligence. The model discusses ways for synergic and separate use of knowledge and intelligence in each stage of strategic management, leading to competitive advantage. In addition, it discusses the holistic and integrated implications of knowledge management and competitive intelligence for each stage of strategic management process and vice versa.

Purpose Extant research shows that individual’s relationship with brand can be structurally similar to both interpersonal love relationship and religious relationship. A stream of consumer research states that individual can love a brand like a person loves another person. Another stream of consumer research postulates that individual can perceive brand equivalent to religion, and even substitute religion with brand. Research is scarce connecting these two different paradigms of brand relationship, given that interpersonal relationship is not necessarily as devotional as religious relationship. The purpose of this paper is to conceptualize the psychological process through which an individual can substitute his/her religion with brand. The basic theoretical premise of this substitution behaviour is the proposition that brand meanings can be perceived as equivalent to religious meanings. Design/methodology/approach This paper has conducted an integrative review of selected extant research related to individual-brand relationships, interpersonal relationships and religiosity. Findings This paper develops a consumer response hierarchy model showing the inter-related psychological processes through which an individual can substitute his/her religion with brand. The model forms the basis for the discussion of theoretical contributions and managerial implications. Originality/value The value of this conceptual paper lies in developing a process model for the first time in the area of consumer-brand relationship domain explaining the stage-wise psychological processes through which individual can move from mere cognitive brand satisfaction towards perceiving brand as substitute of religion.

Purpose – The purpose of this paper is to propose a methodology for the engineering of E-maintenance platforms that is based on a value-driven approach. Design/methodology/approach – The methodology assumes that a value-driven engineering approach would help foster technological innovation for maintenance management. Indeed, value-driven engineering could be easily adopted at the business level, with subsequent positive effects on the industrial applications of new information and communication technologies solutions. Findings – The methodology combines a value-driven approach with the engineering in the maintenance scope. The methodology is tested in a manufacturing case to prove its potential to support the engineering of E-maintenance solutions. In particular, the case study concerns the investment in E-maintenance solutions developed in the framework of a Supervisory Control and Data Acquisition system originally implemented for production purposes. Originality/value – Based on literature research, the paper presents a methodology that is implemented considering three different approaches (business theories, value-driven engineering and maintenance management). The combination of these approaches is novel and overcomes the traditional view of maintenance as an issue evaluated from a cost-benefit perspective.

Purpose – The purpose of this paper is to analyse costs and benefits from new collaborations in daily emergency response and to demonstrate how cost-benefit analysis (CBA) can be used for evaluating effects from these kinds of collaborations. Design/methodology/approach – CBA is used to evaluate two collaborations. The cases are: security officers that respond to fire and rescue service (FRS) calls; and home care nurses that assist the FRSs when they respond to urgent medical calls. Interviews, public documents and incident reports have been used as sources of data. Findings – Most costs are relatively straightforward to estimate. More difficult to estimate are the turn-out costs, including the services that cannot be performed when the new actors take on new assignments. One important benefit from these kinds of collaborations is reduced response time. Other benefits include increased situational awareness and improved preventive work in Case 1, as well as improved working conditions for the traditional resources and increased medical competence in Case 2. The analysis indicate that the case with the security officers most likely was socially beneficial, while the case with the home care nurses at the time of the study was not. Originality/value – The authors provide a thorough description and analysis of two interesting new ways of performing daily emergency response. Furthermore, the authors depict how CBA can be used to structure the analysis and evaluation of new initiatives in emergence services and how it can be used for identifying improvement potential. The authors also identify and discuss what is needed in terms of documentation as well as research, for it to be possible to improve the quantitative analysis of these kinds of initiatives.

Purpose This paper aims to estimate willingness to accept (WTA) hypothetical nuclear energy projects and the impact of net perceived benefits across three countries: Italy, a country without nuclear plants in operation; the UK, a country with nuclear plants in operation and the United Arab Emirates (UAE), which has more recently opted for the inclusion of nuclear energy in its energy mix. These valuations can support cost-benefit analyses by allowing policymakers to account for additional benefits and costs which would be otherwise neglected. Design/methodology/approach Data collection was conducted through online nationwide surveys, for a total of over 4,000 individuals sampled from Italy, the UK and the UAE. The surveys included choice experiments designed to elicit preferences towards nuclear energy in the form of WTA, indicating estimated compensations for welfare worsening changes and questions to measure perceived risks and benefits. Findings The average WTA/Km is the lowest for the case of the UAE. What is more, perceived net positive benefits tend to decrease the WTA required by the UAE respondents? Moreover, across the cases, albeit to a lesser extent with regard to Italy’s case, there is evidence that a more positive benefit perception seems to increase the valuation of environmental and public benefits offered as part of the experiment. Originality/value The contribution of this study is primarily twofold: first, it provides a comparison of WTA values in a context where the availability of choice experiment data is scant; second, it assesses whether and to what extent perceived net positive benefits of nuclear energy impact WTA of nuclear energy projects.
