Political and administrative decentralization and responses to COVID-19: comparison of the United States and South Korea

PurposeThis study explains the variation of government responses to the pandemic by focusing on how centralization/decentralization in politics and administration creates conflicts and coordination problems. Specifically, the authors make comparisons between the U.S. and South Korea to reveal differences in macro-level structures and associated responses. One of the key points of comparison is the centralized, hierarchical governance system, which may thwart or facilitate a coordinated response.Design/methodology/approachThis is an in-depth comparative case study of the two countries that showed different trajectories during the initial response to COVID-19. The comparison allows us to highlight the long-standing debate about centralization/decentralization and offers implications for government responses to crises shaped by political systems and administrative structures.FindingsWhile there are inherent pros and cons to decentralization, the COVID-19 pandemic highlights the institutional limitations in American federalism and the advantages that centralized administrative coordination creates during times of crisis. American federalism has unveiled systematic problems in coordination, along with the leadership crisis in polarized politics. The response from South Korea also reveals several issues in the administratively centralized and politically polarized environment.Research limitations/implicationsWhile the authors risk comparing apples and oranges, the variation unveils systematic contradictions in polarized politics and offers important implications for government responses in times of crisis. However, this article did not fully account for individual leadership as an independent factor that interacts with existing political/administrative institutions.Practical implicationsThere is certainly no one best way or one-size-fits-all solution to mitigating the COVID-19 pandemic in countries under different circumstances. This article demonstrates that one of the essential determining factors in national responses to the pandemic is how the political and administrative dimensions of centralization/decentralization are balanced against each other.Originality/valueUnlike previous studies explaining the country-level responses to COVID-19, this study focuses on the variance of political and administrative decentralization within each country from the political-administrative perspective and reveals the systematic contradictions in coordination and the leadership crisis in polarized politics.

Here, the genome sequences of two soil bacteriophages isolated from a red chili plantation in Indonesia are presented. The genome of vB_BspS_SplendidRed (42,859 bp) is highly similar to Bacillus phage Ray17 from the United States, while vB_BspM_MarvelLand (156,945 bp) is highly similar to Bacillus phage BC01 from South Korea.

Purpose The purpose of this study was to examine associations between fear of terrorism and several predictors (gender and nationality) and outcomes (moral disengagement, authoritarianism, aggression and social anxiety) in the USA and South Korean young adults. Of particular interest were the potential moderating and mediating roles of moral disengagement between fear of terrorism and the other outcomes. Design/methodology/approach Samples of 251 college students from the USA and 211 college students from South Korea completed survey packets including measures of fear of terrorism, moral disengagement, authoritarianism, aggression and social anxiety. Findings US participants expressed greater concern about a terrorist threat to their country, while South Koreans worried more about terrorist threats to their family or themselves. Females in both countries reported greater fear of terrorism and social anxiety. In both countries, fear of terrorism was associated with aggression, social anxiety and moral disengagement. Mediation analyses showed that fear of terrorism exerted a significant direct effect and an indirect effect via moral disengagement on aggression and authoritarianism in the US sample. Moderation analyses revealed that moral disengagement moderated the relationship between fear of terrorism and social anxiety in the Korean sample. Research limitations/implications This study has the common limitations of cross-sectional studies; i.e. it cannot prove causal relationships. Practical implications The findings support Albert Bandura’s view that efforts to address the excesses of counterterrorism and other negative outcomes of fear of terrorism, attending to issues of moral disengagement may be helpful. Originality/value The authors findings provide support for the view that fear of terrorism is associated with negative psychological and social outcomes and that moral disengagement can play an important role in those negative outcomes. Moreover, it adds to evidence that the negative role of moral disengagement shows considerable generalizability across gender and two very different cultures.

PurposePolitical analyses of the East Asian welfare state development often stress the importance of the power resource model, in which vibrant coalitions between the leftist party, interest groups, civil society and working-class unions have become driving factors in producing generous welfare outcomes. Challenging such analyses, this article discusses the convergence of the political attitude between political actors who are increasingly homogeneous (supportive) when it comes to the universal welfare state notion by focussing on childcare in South Korea.Design/methodology/approachBy using desk review of the peer-reviewed literature and reports, this article investigates the causation for why political parties with different political ideologies were keen on extending childcare programs and its outcome in addressing the existing demographic problems in Korea.FindingsAlthough the collective movement, especially in the 1990s and 2000s, had given important contributions to the early development of childcare in South Korea, more breakthroughs in childcare features were precisely and rapidly developed after politicians from different spectrums of political affiliations converged in their supportive attitude of the universal welfare. The driving factors of political convergence itself are not merely due to electoral competition or political activism; furthermore, it can be linked to the increased global institution involvement in domestic policy with extensive permeability, which, have ruined domestic policy development maintained for ideological reasoning and bring in more popular policy setting.Originality/valueThis article contributes to the growing literature on the political aspect of East Asian social policy studies, which goes beyond the traditional power resource analysis and makes a novel contribution to the childcare policy studies.


Significance The decision followed the devastation caused by Hurricane Matthew, which struck the country on October 4, killing hundreds. With estimates of casualties and property damage still being revised upwards, it is unclear when the electoral authorities will be in a position to reschedule the much-delayed elections. Impacts The United States will push for elections to be rescheduled quickly, as it was opposed to the rerun in the first place. However, holding elections too quickly would be controversial, as it would risk disenfranchising displaced voters. Popular anger at the devastation will be ultimately channelled into frustration with the political paralysis. The crisis could drive up attempted migration to the Dominican Republic and the United States.


Subject US relations with North and South Korea under the incoming Trump administration. Significance The period of transition to Donald Trump's presidency in the United States has displayed neglect and misunderstanding of Korean peninsula affairs, adding to risks for the region as it approaches a period of significant strategic challenge. Impacts Until Trump's team enunciates policy on the Koreas, responses to events will be unprepared and reactive. Trump's policy will influence presidential elections in South Korea, where left-of-centre candidates question the value of the US alliance. The Trump administration’s policy and communication via Twitter heightens risk of misunderstanding within the region.


Significance In the wake of the terrorist attacks in Paris, the political debate on law enforcement 'going dark' due to encryption has resurfaced again in the United States and United Kingdom. However, governments have yet to demonstrate evidence of a loss of security capability because of encryption. Impacts The 'going dark' debate may be being used to distract from security agencies' existing surveillance capabilities. The debate's outcome could have a severe negative effect on consumer trust in internet-based businesses. Businesses will see opportunities in relocation to jurisdictions with robust laws that do not weaken cryptographic systems.


Significance The National Liberation Front (FLN) and Democratic National Rally (RND) received the most seats, as expected, amid widespread voter apathy. Impacts The government will continue its austerity strategy in response to the low oil price, and face more social tension and protests. The young generation will lose even more trust in the political system and opt for protest, resignation and emigration. The supporters of security and economic cooperation with the United States within the regime were strengthened.


Significance It had threatened to do so during a fortnight of ever more violent rhetoric against South Korea and its president, spearheaded by supreme leader Kim Jong-un’s sister, Kim Yo-jong. Pyongyang now threatens to nullify the 2018 peace accord by reactivating vacant border guard posts and holding military exercises near the Demilitarised Zone. Impacts President Donald Trump’s impulsiveness and a live dispute over history between Seoul and Tokyo hamper a coordinated response. Trump is unlikely to perceive yielding to pressure from Kim as something that will boost his chances of re-election. Tokyo’s recent suspension of a new missile defence project will reduce its ability to protect the United States from North Korean missiles. Increasing hostility between Washington and Beijing may reduce the latter’s willingness to put pressure on Pyongyang.


Significance This is the latest in a series of deadly terrorist attacks attributed to al-Shabaab since late July hitting high-profile targets in Mogadishu. The militant group is succeeding in carrying out these strikes as the country prepares for a political transition. Impacts The United States and other Western backers of the Somali government will step up security support to safeguard the elections. Al-Shabaab will accelerate complex attacks into November aimed at soft targets. The attacks will fail to disrupt upcoming indirect elections but could undermine confidence in security and the political process.


Significance The Council’s decision came as a fragile political agreement struck at the new year unravels, with security deteriorating in several parts of the country. The spike in unrest drew international attention when the UN confirmed that two experts conducting research on mass graves in Kasai were found slain after being abducted with their Congolese colleagues just days before the Council’s vote. Impacts The United States appears indifferent to the UN mission and may play a limited role if turmoil escalates. Opposition splits could limit the salience of political violence while further fragmenting the security environment. Unrest related to the political standoff is currently not affecting the main mining regions. Chances for holding credible, inclusive and legitimate elections this year appear remote.
