Purpose The purpose of this paper is to understand the process that occurs within public employment offices (PEOs) and its consequences for unemployed people. Specifically, it analysed some practices needed to implement activation programmes developed in some PEO in Lombardy (Italy) and the role of front-line officers, promoting a dialogue between the literature on activation policies on one hand and the literature on street-level bureaucracy on the other. Design/methodology/approach The fieldwork has been conducted in Lombardy, which is one of most economically developed areas both in Italy and in Europe. The empirical research integrated quantitative and qualitative research tools; specifically a CATI survey of 994 persons; participant and non-participant observations, semi-structured interviews, and an analysis of documents in four PEOs. Findings The paper describes and analyses both practices needed to implement activation programmes and the perceptions of the social actors (unemployed people and front-line officers) who build and address these practices daily. Specifically, the attention is focussed on the different forms of discretion used by PEOs’ front-line officers and a mix of technical, relational and psychological support received in the PEOs. Moreover, the authors noticed that the front-line officers’ discretion seemed to be more limited in those parts of the activation process in which it should be more relevant, that is, the identification of training courses aimed at increasing unemployed workers’ skills. Notwithstanding these limits, many users expressed positive opinions of these courses, which could be explained by secondary functions of training courses. Research limitations/implications The qualitative portion of the fieldwork has limited generalisability because it focussed on few PEOs. Practical implications The findings are relevant to policy makers who deal with activation policies and to public and private organisations that implement those policies. Originality/value Many studies have analysed the implementation of the welfare-to-work model that has oriented the reforms of labour market activation policies in most countries, focussing on the more tangible outcomes (essentially their efficacy in terms of re-employment rates). A growing stream of recent literature has begun to place more attention on the non-economic consequences of activation programmes, focussing mainly on countries with quite a long tradition of activation policies while remaining scant in countries where the implementation of activation programmes is still fragmented and more recent (like Italy). This paper aims to begin filling this gap by improving the knowledge on some non-economic consequences of activation programmes, focussing on user-officer relations and on daily practices in PEOs.

Purpose – The purpose of this paper is to examine the interplay between the role of front line managers (FLMs) and their contribution to the reported gap between intended and actual human resource management (HRM). Design/methodology/approach – The findings draw on case study research using 51 semi-structured interviews with managers across two UK retail organisations between 2012 and 2013. Findings – This paper argues that FLMs are key agents in people management and play a critical role in the gap between intended and actual employee relations (ER) and HRM. The research found that these managers held a high level of responsibility for people management, but experienced a lack of institutional support, monitoring or incentives to implement according to central policy. This provided an opportunity for them to modify or resist intended policy and the tensions inherent in their role were a critical factor in this manipulation of their people management responsibilities. Research limitations/implications – The data were collected from only one industry and two organisations so the conclusions need to be considered within these limitations. Practical implications – Efforts to address the gap between intended and actual ER/HRM within organisations will need to consider the role tensions of both front line and middle managers. Originality/value – This research provides a more nuanced understanding of the interplay between FLMs and the gap between intended and actual HRM within organisations. It addresses the issue of FLMs receiving less attention in the HRM-line management literature and the call to research their role in the translation of policy into practice.

PurposeIntelligence-led policing (ILP) involves the analysis of data to inform the development and implementation of strategic actions aimed at more efficiently reducing crime. The purpose of this paper is to examine how chronic acquisitive offenders – a focus of ILP – respond to police patrol, and how this knowledge can be turned into actionable strategies to reduce crime.Design/methodology/approachInterviews were conducted with 137 chronic offenders who had multiple convictions for burglary, robbery and/or vehicle crime. The interviews involved the collection of both qualitative and quantitative data, including responses to situational crime vignettes.FindingsWhen encountering police patrols, criminals were initially more likely to displace (e.g. committing crime elsewhere and/or later in the day) than to desist from offending. Some of the conditions under which police patrol was most effective were identified, including offenders’ fear of being recognized by officers. Repeated thwarted crime attempts appeared to be most impactful, with even the most chronic offenders becoming “worn down.”Practical implicationsThe profiles of top offenders should be systematically disseminated to front line officers to augment the effectiveness of police patrol and minimize the possibility of crime displacement.Originality/valueOffender interviews are a valuable source of information but they have been underutilized within an ILP framework. This research illustrates how offender interview research can inform and support the role of police in preventing crime.

Purpose – The purpose of this study is to explore how the employees and managers experienced skill-based pay (SBP) plans through the lens of the organizational justice perspective. The article investigates SBP plans and highlights the difficulties encountered in implementing them. SBP plans take a number of different forms that may diverge from the declared model. Design/methodology/approach – This study investigates the SBP plan implementation in situ. Following Yin’s case study design method, documents were collected, semi-structured interviews were conducted and observations were recorded in two different companies in France. Findings – The organizational justice concepts allow the authors to shed light on the mechanisms through which SBP implementation may lead to negative outcomes. First, the authors argue that injustice perceptions are a critical element in the SBP implementation. Second, they argue that the way SBP plans are implemented by front-line managers influence employee attitudes and behaviours. When employees consider that the decisions are established on the basis of criteria that lack legitimacy, they adopt withdrawal behaviour. Research limitations/implications – The majority of studies on SBP are largely atheoretical in nature. It is suggested that the organizational justice framework should be utilized to improve the authors’ understanding of what shapes the reaction of workers towards such plans. The authors consider that justice and trust are a particularly useful duo of lenses through which to examine the motivation of workers to be engaged in such plans. Practical implications – The implications for the practice of management surround the issue of unanticipated results of actions. It is not simply a question of designing the most appropriate SBP plans. The key issue is how they are actually implemented by front-line managers. Specifically, the findings highlight the pivotal role front-line managers play in building trust towards employees. Training in procedural justice should accompany SBP implementation. Originality/value – This paper highlights the complexity of implementation of SBP. By examining SBP implementation through the lenses of the organizational justice concepts, it sheds light on the under-theorized reactions to SBP implementation, and advances understanding of the mechanisms through which it affects employee attitudes and behaviours.

PurposeThe purpose of this paper is to provide insights into the impact of agencification on the process of administrative reorganization in Greece. It is suggested that agencies tend to create a parallel administrative space that operates disjointly or even detached from the central bureaucracy. This hypothesis is tested and elaborated in relation to Greece's centralist administrative tradition.Design/methodology/approachThe analysis identifies the critical junctures of the domestic agencification pattern and seeks to explain its evolution on the basis of historical-cultural factors, rational choice explanations and country-specific variables. The methodology combines quantitative and qualitative research. Along with a review of existing literature, data were collected through semi-structured interviews and the Registry of Entities and Agencies.FindingsThe findings show that agencification never became a coherent policy reform tool, while its outcomes were filtered by the centralist and politicized tradition of the Greek state. The effect of agencification was proved to be highly path-dependent and contingent upon the broader administrative tradition. The agencification policy does not follow a clear direction and has been shaped as a random combination of ad hoc decisions, external pressures and domestic politics.Research limitations/implicationsThe paper provides some generalizations of the agencification experience. However, they do not cover all specificities and particularities of agencies and their applicability varies. Further research could consider these variations.Originality/valueA novelty of this study is that it links the agencification effect with three key aspects of the administrative reform process, namely, decentralization, debureaucratization and depoliticization. In addition, no single study exists regarding agencification in Greece; thus, the paper is the first to provide an overall view of the Greek arm's length bodies.

Purpose Today, urban entrepreneurship is considered one of the vital strategies that directed cities toward self-control by reducing the unemployment rate and its arising problems, creating sustainable revenue and preparing the ground for citizens’ independence. This paper aims to present an integrated foresight framework and establish the boundary conditions for urban entrepreneurship of women breadwinners. The study explains how particular women solve workplace-specific poverty and foster urban wealth by developing startups, new businesses or ventures. Design/methodology/approach The current research uses a qualitative method and uses the grounded theory approach. Data were collected by selecting 24 outstanding women entrepreneurs using snowball sampling and semi-structured interviews in Tehran Metropolitan. Findings The results of the study reveal that the main aspects of the model of urban entrepreneurship consist of causal factors, intervening factors and contextual conditions. By shaping the policies and organizing educational plans, training courses and empowering of women, as well as the establishment of supportive units for the development, identification of the opportunities, developing protective rules, the factors as mentioned above lead to cultural, social and economic development, tendency toward entrepreneurship and development of entrepreneurship among women. Originality/value This study undertakes a first of its kind cross-disciplinary conceptual analysis at the level of how women breadwinners foster urban wealth using developing new businesses, startups or ventures. Despite the importance of urban entrepreneurship, theories for understanding the nexus of urban contexts remain underdeveloped. Therefore, there is still a theoretical gap and lack of research; hence, the current study tries to shed light on the topic and fill this gap in the body of knowledge.

Purpose – This study aims to explore how insurance organisations interpret organisational resilience; to identify potential objectives, elements and practices of organisational resilience within insurance organisations; and to investigate the impact of culture on resilience. Design/methodology/approach – An empirical study in the insurance industry in Jordan was undertaken. The population consists of all 28 insurance companies registered at the Amman Stock Exchange. Data were collected via a survey questionnaire followed by three semi-structured interviews. Findings – Results revealed that respondents understand the meaning of organisational resilience differently. Various factors constitute organisational resilience in Jordanian insurance organisations. Nevertheless, some key factors that have the potential to improve organisational resilience were missing. Culture influenced the level of organisational resilience considerably. Practical implications – This study provides insights into the factors that enable organisations to withstand future risks, which, in turn, ensures long-term survival. It also reveals how culture affects the level of organisational resilience. This paper provides a basis for policymakers in Jordan to start actively considering existing resources and cultural trends to introduce new frameworks for improving resilience in the insurance sector. Originality/value – This study is made in the context of an emerging economy; Jordan. It uses quantitative and qualitative research approaches. It is also one of the few studies to discuss resilience in relation to culture and within the insurance sector.

Purpose With the advent of ICTs, a large percentage of university students are shifting their interest and focus on digital learning resources from print ones. This study aims to examine the diversity, motivations and challenges students face in using these learning resources at Teofilo Kisanji University (TEKU) in Tanzania. Design/methodology/approach The researchers used elements of both quantitative and qualitative research approaches in a complementary fashion. The study draws upon cross-section survey data collected from students (n = 90) alongside follow-up key informants semi-structured interviews with library and academic staff (n = 10). Findings The study’s findings signify that internet resources are significantly deployed by students than other resources such as CD-ROM, e-books, journals, slides and audio clips. The findings further inform that the wide range of these resources and 24/7 convenient access are important motivating factors for their usage. On the other hand, the cost of internet services, limited searching competencies and limited subscribed databases inhibit effective and efficient usage of these by students at TEKU. Originality/value The present study clearly discloses students’ motivations for accessing and using digital learning resources.

PurposeWhile clinical governance is assumed to be part of organisational structures and policies, implementation of clinical governance in practice (the praxis) can be markedly different. This paper draws on insights from hospital clinicians, managers and governors on how they interpret the term “clinical governance”. The influence of best-practice and roles and responsibilities on their interpretations is considered.Design/methodology/approachThe research is based on 40 in-depth, semi-structured interviews with hospital clinicians, managers and governors from two large academic hospitals in Ireland. The analytical lens for the research is practice theory. Interview transcripts are analysed for practitioners' spoken keywords/terms to explore how practitioners interpret the term “clinical governance”. The practice of clinical governance is mapped to front line, management and governance roles and responsibilities.FindingsThe research finds that interpretation of clinical governance in praxis is quite different from best-practice definitions. Practitioner roles and responsibilities held influence practitioners' interpretation.Originality/valueThe research examines interpretations of clinical governance in praxis by clinicians, managers and governors and highlights the adverse consequence of the absence of clear mapping of roles and responsibilities to clinical, management and governance practice.

PurposeRadical notions of recognition at work have not been considered widely in respect of organizational change. This article examines the introduction of a change programme across two UK police departments, during which front-line officers were actively involved and consulted throughout its pilot phase. The purpose of this article is to consider the question of whether or not a perceived sense of recognition amongst officers contributed to the success of this initiative.Design/methodology/approachThe research utilizes qualitative data derived from individual interviews, focus groups and observations, gathered over one year, within two UK police departments. The data was analysed thematically. Reflection, and an ongoing discussion with officers, led to a theoretical exploration of recognition in order to explore the apparent success of the programme.FindingsRecognition, consisting of a sense of love, respect and esteem, appears to offer a notable impetus to the acceptance of a change programme within a traditionally change averse organization. Resistance to organizational change may be better addressed through a strategy that seeks to actively promote the claims to recognition of organizational members, particularly through the extension of a right to participate within the context of a supportive and protective culture of engagement.Originality/valueThe article utilizes the novel, but increasingly utilized, theory of recognition to analyse and explain positive employee involvement in a change programme within the police. An approach that helped to achieve change in a widely acknowledged change-resistant organization.

Purpose This paper presents the results of a qualitative study that involved students of an interdisciplinary PhD program. The study objective was to gather requirements to create a knowledge graph information system. The purpose of this study was to determine information-seeking practices and information needs of this community, to inform the functionalities of a proposed system, intended to help students with relevant resource discovery and decision-making. Design/methodology/approach The study design included semi-structured interviews with eight members of the community, followed by a website usability study with the same student participants. Findings Two main information-seeking styles are recognized and reported through user personas of international and domestic (USA) students. The findings show that the useful information resides within the community and not so much on the program website. Students rely on peer communication, although they report lack of opportunities to connect. Students’ information needs and information seeking are dependent on their progress through the program, as well as their motivation and the projected timeline. Practical implications Considering the current information needs and practices, a knowledge graph hosting both information on social networks and the knowledge produced by the activities of the community members would be useful. By recording data on their activities (for example, collaboration with professors and coursework), students would reveal further useful system functionalities and facilitate transfer of tacit knowledge. Originality/value Aside from the practical value of this research that is directly influencing the design of a system, it contributes to the body of knowledge on interdisciplinary PhD programs.
