Purpose – In 2001, Dutch politician Jacques Wallage introduced the concept of “communication in the heart of policy”, which sought to bridge the perceived gap between the government and the populace. He also advocated for a stronger focus on the proper representation of cabinet ministers in the mass media. The purpose of this paper is to explore the implications experienced by communication professionals in the Dutch public service in terms of integrating this approach. Design/methodology/approach – This paper is based on a series of 17 qualitative semi-structured interviews held with communication professionals either previously or currently employed in the Dutch public service. Findings – The findings show that it has become increasingly difficult for communication professionals in the Dutch public service to maintain the strict separation between government communication and political communication that once characterised their work. Research limitations/implications – The focus of this paper is on government communication in the Netherlands at a national level. Practical implications – This paper argues that a stronger focus on the image and reputation of cabinet members blurs the line between government communication and political communication, which may defeat the purpose of “communication in the heart of policy”. Originality/value – This paper offers a unique insight into government communication practices in a consociational state, where politics are marked by negotiation and a common striving for broad consensus, and where the public service is controlled by coalition governments rather than one particular party.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.

PurposeThe purpose of this paper is to investigate the work roles of the Royal Malaysia Police Volunteer Reserve officers.Design/methodology/approachA grounded theory approach was utilized for the generation and analysis of the data. Data were collected through interviews, observations and follow-ups. Semi-structured interviews were conducted with 20 male and female volunteer reserve officers and 5 regular police officers aged between 24 and 58 years of mixed socioeconomic backgrounds, ethnicities and ranking in the Royal Malaysia Police force. Two civilian respondents (spouses of the Police Volunteer Reserve officers) were also interviewed for this study for the purpose of theory sampling.FindingsThe data were analyzed qualitatively resulting in a model of Royal Malaysia Police Volunteer Reserve officer roles consisting of four orientations.Research limitations/implicationsStudy outcomes are discussed theoretically and administratively. The four role orientations identified will assist researchers studying police reserve volunteerism.Practical implicationsStudy outcomes allow administrators to utilize and deploy police reservists in consonance with the four role orientations identified.Social implicationsThis study provides insight into how police reservists conceive of and execute their roles as they negotiate them in relation to the regular police officers they work with and the public from which they are drawn.Originality/valueThis is the first study of police volunteerism in Malaysia.

Purpose Gridded management in the public service supply is still in the experience exploratory stage, and this paper aims to analyze the inherent logic and operation mode of the gridding mechanism of the public supply based on the existing theory study and practices, and verify its efficiency so as to come to the conclusion whether it could be promoted to a wider range. Design/methodology/approach The methodology applied in this paper was case study/deductive induction. Findings The grid model in the public service supply needs to be demonstrated completely in theoretical logic and operation principles before it is promoted across the country. Meanwhile, full support of the government is required in terms of service concept, function distribution, technical parameters and infrastructure. Research limitations/implications The inherent logic and operation mode of the gridding mechanism of the public service supply needs enough practice tests. The practical test of efficiency analysis of the gridding mechanism of the public service supply is not enough. Social implications This paper validated whether the gridding mechanism that originated from China’s urban management can be promoted to all over the country in the public service supply. It provides references for government policy. Originality/value This paper constructs a gridded management model for public service provision in urban and rural areas on the basis of an analysis of the plight of traditional model of public service provision, thus delivering the same standard of public service for both urban and rural areas through optimization of resource allocation without requiring more supply and fundamental change to the content of service.

Purpose The objectives of this present study are twofold. First, it aims to investigate the performance objectives of PPP implementation in Malaysia. Second, it aims to examine the differences in the perceptions of two PPP key players – the public and private sectors – pertaining to the performance objectives. Design/methodology/approach A questionnaire survey was used to elicit the perceptions of the public and private sectors concerning the performance objectives of PPP projects in Malaysia; 237 usable responses were obtained and analysed using SPSS to rank the importance of the performance objectives and to examine the differences in the perceptions between the government and private sectors. Findings The results reveal that the five most important performance objectives for PPP implementation in Malaysia based on overall respondents’ perceptions are “High-quality public service”, “Provide convenient service for society”, “Within or under budget”, “On-time or earlier” and “Satisfy the need for more public facilities”. As for differences in the perceptions of the two key players, only one objective was perceived as statistically more important by the public sector respondents than by their private sector counterparts. Originality/value The contribution of this paper is that it not only provides empirical evidence for the performance objectives for PPP implementation in Malaysia, but also offers evidence concerning the differences in the perceptions of the public and private sectors pertaining to the performance objectives.

Purpose The purpose of this paper is to explore the application of scenarios, as part of foresight process in the attempt to anticipate and understand the future vulnerabilities, trends and challenges for macro planning process. Design/methodology/approach The use of multidisciplinary knowledge, tools and methodologies with the aim of finding new solutions to the grand challenges faced by government have gained popularity in the Malaysian public sector. One of the tools gaining prominence is the use of scenario planning, where it has been widely used by both the public and private sectors to manage risk and develop robust strategic plans in face of uncertain future. The method is extensively applied by many corporations and multinationals particularly among international oil and gas organisations. In the public sector, scenarios have been effectively used in many areas and discipline to provide a broad and deep understanding and inclusive approach in formulation and development of policies. Findings This paper described the use of scenarios to understand the present and future of anti-corruption, as well as anticipate emerging areas of corruption, both within the government and its ecosystem. This led to the formulation of the national level policy on anti-corruption. Research limitations/implications The National Anti-Corruption Plan is an open and living document that will be continuously reviewed throughout its five years implementation duration. It is the reference document for ministries, agencies and governments-linked companies in Malaysia to develop their own Organisational Anti-Corruption Plan. Therefore, the document will be a strategic document for the Government of Malaysia to materialise their anti-corruption effort as a strategic conversation engagement with stakeholders that will provide new insights to the scenarios developed. Practical implications Often, policymakers begin the process of policy formulation through the identification of the problem statement, with hypothesis developed for the subject matter by project owners and stakeholders. Upon understanding the problems, efforts will then be made to identify solutions or strategies through deliberation by stakeholders. However, this direct approach may produce gaps and lack the required future robustness. The use of scenarios will ensure inclusiveness of approach, taking into consideration all present challenges, anticipating future need and trends that emerged in domestic, regional and international contexts. Social implications This paper addresses corruption by developing solutions that enable the government to solve present problem and to prevent future occurrences by anticipating incidents and areas of corruption; it is about proactive measures rather than reactive measures. This paper also emphasizes on a different perspective – looking at multiple lenses – understanding the systemic issues and interdependencies of anti-corruption challenges. The stakeholders then shift their lenses, narrowing the issues towards specific areas, from a broader perspective to a more focused perspective measure. This study ensures critical stakeholders’ involvement and buy-in; findings and suggested solutions are shared and tested amongst targeted groups. This will enable collective insights and shared responsibility for stakeholders in ensuring the success of the implementation of the plan. Originality/value The authors wish to highlight that reviews of various anti-corruption policy documents, especially in the Asia Pacific region were made. This was intended to highlight the significance of this paper and how it shows that the application of scenarios in formulation of a national level anti-corruption policy is unprecedented.

Purpose Empresa Brasileira de Pesquisa Agropecuária (Embrapa, the Brazilian Agricultural Research Corporation), owned by the Brazilian Government, is one of the most efficient agencies for promoting sustainable tropical agriculture in the world. However, although information is available, farmers do not always put the technologies and knowledge into practice. There is a large difference between the average productivity of farmers and crop or herd potential. Thus, this paper aims to describe and analyze the process of technology transfer of the Embrapa Agrobiology Unit. Design/methodology/approach The study reviewed the classical and diffusionist models of technology transfer (TT) in Brazilian agriculture and the role of the government in innovation. This was based on documentary research and structured interviews with four employees, supported by a structured roadmap composed of four categories for analysis: the role of TT; the organizational structure of the area; the TT strategies; and the ways of delivery, methods and tools of TT. By a qualitative approach, the results were treated through content analysis. Findings The results indicated that the area of TT at Embrapa went through a recent restructuring, which included the interchange and collective construction of knowledge (ICC) in its TT process, to turn entrepreneurship into reality. The company is dedicated to bringing knowledge to the most important people: farmers. This has been done through a participatory TT model, which has involved multiplier agents from the research stage to the transfer stage. Research limitations/implications Some limitations were found, among them, the fact that only internal members of Embrapa were interviewed, limiting the view of the TTICC staff and without knowing the multiplier agents’ opinion and other actors involved in the process. In addition, it is a qualitative research that is subject to the interpretation of the researcher. Practical implications This study contributed to reflections about the TT process and how it can be used by different actors, along with the role of the State in innovation. Social implications In addition to contributing to the development of products, processes and technologies for the economic, social and environmental development of Brazil, Embrapa has been outstanding in generating knowledge for the advancement of science. Its results have had impacts not only nationally but also worldwide. Embrapa has played a key role in Brazilian agriculture as well as in livestock, mainly, in supporting governmental projects and in the implementation of public policies. Originality/value The aim of this study was achieved, as there was a possibility of describing and analyzing the technology transfer process at Embrapa Agrobiology Unit, located in the city of Seropédica, Rio de Janeiro. It is concluded that Embrapa has been committed to involving the farmer in the process of interchange, collective construction of knowledge and technology transfer. The farmer has become the focus of this process, reducing the development of “shelf” researches and increasing the participation of the farmer or of the multiplier agent. The importance of studying and knowing the process of technology and knowledge transfer to the public of interest should be highlighted, and especially the reasons why this technology or knowledge are often not adopted by the public. It was possible to identify that Embrapa has noticed the difficulties of farmers and realized that the best way the best way of transforming technological solutions and knowledge into innovation is by involving the farmer in the process of construction and of transfer. Thus, the farmer gives greater credibility to the technology or generated knowledge because this is something that he himself helped build. In the sphere of contemporary institutional knowledge management, Embrapa has had as its main point of departure the demand and the needs of society. For this, it has created means to ensure the participation of different actors because they signal the construction of technological solutions and of innovation and they are the ones who know the real situation. However, this is a recent progress within Embrapa that has evolved and generated results. Thus, research, science and technology institutions must go beyond technology transfer and must ensure the involvement, participation and interaction of the public of interest to promote significant change, social, economic and environmental development and transformation. Embrapa observed this from the referential framework that included technology transfer, interchange and the collective construction of knowledge.

Purpose The purpose of this paper is to present findings from research into food insecurity amongst older people aged 50 years and older in the UK. Design/methodology/approach This paper uses secondary analysis of national-level survey data and semi-structured interviews with older people receiving emergency food from foodbanks. Findings There is a forgotten care gap in the UK where a substantial number of older people are living in food insecurity. Many older people live alone and in poverty, and increasing numbers are constrained in their spending on food and are skipping meals. Food insecurity amongst older people can be hidden. Within families a number of older people were trying to ensure that their children and grandchildren had enough to eat, but were reluctant to ask for help themselves. Research limitations/implications The broad categorisation of older people aged 50 and above comprises people in very different circumstances. The qualitative component of the research was undertaken across various sites in a single city in England. Despite these limitations, the analysis provides important insights into the experiences of the many older people enduring food insecurity. Practical implications An increased public and professional awareness of food insecurity amongst older people is needed. Increased routine screening for under-nutrition risk is a priority. Policy initiatives are needed that are multifaceted and which support older people across a range of age groups, particularly those living alone. Social implications Food insecurity amongst older people in the UK raises questions about the present policy approach and the responsibilities of the government. Originality/value The research provides important new insights into the experiences of the many older people experiencing food insecurity in the UK by drawing on survey data and interviews with older people using foodbanks.

Purpose – This article aims to review qualitative research on tax practitioners. US tax professionals have always found themselves in a uniquely ambiguous position. Unlike auditors, the espousal of service to the public interest is not constantly articulated. Unlike management consultants, the devotion that practitioners can have to their clients’ interest cannot be unconstrained. Tax practitioners are expected to help clients minimize their tax liabilities, while simultaneously assisting the government collect fair shares of tax revenue. Using semi-structured interviews, the paper examines the nuance of this navigation. Practitioners struggle to serve two masters, albeit imperfectly. The qualitative nature of relationships looms as a disproportionally important factor, often neglected in normative accounts and empirical evaluations Design and methodology/approach – Semi-structured interviews with tax practitioners. Findings – Practitioners struggle to serve two masters, albeit imperfectly. Where they strike the balance is difficult to predict, as people differ in how aggressive they are willing to be. Practitioners want to be ethical and rarely are willing to take positions that they perceive to be dangerous to their livelihood. The fear of audits is also shared. The qualitative nature of relationships looms as a disproportionately important factor, and one that is not well-appreciated in the literature. Research limitations/implications – More study of a qualitative nature is needed. Students need to be given a better idea of the conflicts that exist in practice on a daily basis. More work is needed that exposes the importance of the client interface and the limited value of tax research outside of the marketplace. Practical implications – The long-term relationship with clients is very important to how tax practitioners approach the ambiguities of the tax law. How tax practitioners decide what is worth an investment of their time is under-studied Social implications – The extent to which we can ask individuals to protect the integrity of the tax collection process is debatable as long as they are compensated by self-interested taxpayers. The limits of ethical codes should be revisited in such a complex world. Originality/value – Actually listens to working professions describe their world.

Purpose The purpose of this paper is to benchmark the operational and financial performances of the major Indian seaports to help derive useful insights to improve their performance. Design/methodology/approach A two-stage data envelopment analysis (DEA) methodology has been used with the help of data collected on the 13 major seaports of India. The first stage of the DEA captured the operational efficiencies, while the second stage the financial performance. Findings A window analysis over a period of three years revealed that no port was able to score an overall average efficiency of 100 per cent. The study identified the better performing units among their peers in both the stages. The contrasting results of the study with the traditional operational and financial performance measures used by the ports helped to derive useful insights. Research limitations/implications The data used in the study were majorly limited to the available sources in the public domain. Also, the study was limited to the major seaports which are under the Government of India and no comparisons were carried out with other local or international ports. Practical implications There is a need to prioritize investments and improvement efforts where they are most needed, instead of following a generalized approach. Once the benchmark ports are identified, the port authorities and other relevant stakeholders should work in detail on the factors causing inefficiencies, for possible improvements in performance. Originality/value This paper carried out a two-stage DEA that helped to derive useful insights on operational efficiency and financial performance of the India seaports. A combination of the financial and operational parameters, along with a comparison of the DEA results with the traditional measures, provided a different perspective on the Indian seaport performance. Considering the scarcity of research papers reported in the literature on DEA-based benchmarking studies of seaports in the Indian context, it has the potential to attract future research in this field.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.
