Infrastructure debt fund policy framework in India – issues and challenges

Purpose – This paper aims to identify gaps and critical issues in policy framework for infrastructure debt fund (IDF) to become financially viable in the Indian context. Growth of any economy is dependent on successful implementation of infrastructure projects. However, infrastructure development is linked to availability of equity and debt funds to finance these projects. IDF is an instrument which aims at enabling financing of infrastructure. Design/methodology/approach – The exploratory research adopted is qualitative and based on secondary data related to infrastructure needs, challenges, factors influencing infrastructure financing and options available for infrastructure financing in the Indian context. It investigates the relationship between external factors, internal factors and viability of IDF and provides recommendations to policy makers to roll-out an enabling policy and regulatory environment. Findings – Findings show that issues such as entry barriers for banks, insufficient tax incentives, restrictions on type of projects to be considered for funding and meeting the expectation of low-cost funds need to be addressed so that IDFs can contribute toward funding requirement of the infrastructure sector. Research limitations/implications – IDFs have been recently introduced in India and the use of primary and secondary data has been limited. Comparison of IDF guidelines in India with guidelines for similar instruments in developed countries has been left for a later stage. Originality/value – Value of this study is that it identifies the issues in current guidelines of IDF through the understanding of the policy and regulatory framework that governs IDF. The study also makes recommendations to the government and regulators which would enable IDF to become a viable instrument.

PurposeThe e-Government has a potential to entrench Good Governance in Pakistan. However, this technology could not be successfully developed and implemented in public sector – despite of efforts made by the Government. Consequently, public sector is suffering from bad Governance, which ultimately affects the Governance as well as e-Government ranking of Pakistan in the globe – as indicated by the UN surveys and other relevant indices. This paper aims to propose a novel techno-policy framework for its successful implementation by considering all relevant critical success factors (CSFs) and determining their relative importance from policymakers’ perspective. Further, it aims to excerpt the root causes of e-Government failure in Pakistan and to derive valuable policy implications for its success in the public sector.Design/methodology/approachThe techno-policy framework was developed by identifying all the CSFs and assimilating them by deploying the analytic hierarchy process (AHP) approach. The survey instrument was designed to compare all the CSFs on the basis of AHP scale and to collect the socio-demographic data. An interview based survey of all the concerned stakeholders was conducted to know their perspective about the proposed framework and to determine their relative importance about all the CSFs. Finally, the empirical estimations were performed by using the Expert-Choice decision-making system.FindingsThe analysis of empirical results depicts that among CSFs’ main-categories –Governanceis the most important; whereas, theManagementandResourcesare relatively more important; however, theSocio-Economicsis relatively less important for the e-Government success in Pakistan. Further, among CSFs’ sub-categories –Political, Managerial, Legislative, Non-Technical, andTechnicalare relatively more important thanSocial, Economic, andScopefor the e-Government success in Pakistan. Lastly, among all CSFs –Political Stability, Managerial Strategy, ICT Policies, Funding, Portal Technology, Education & Skills, Cost, andAutonomyare the most important factors of their respective categories, and which can positively affect the e-Government success in Pakistan.Research limitations/implicationsThis study fills the gap caused by paucity of literature in terms of empirical based techno-policy research in the e-Government domain – from implementation perspective. Further, it serves as a prototype for the prospective researchers, who aim to conduct policy oriented research toward e-Government development in their respective regions.Practical implicationsThe key findings, policy implications & recommendations of this study are quite valuable and of practical significance for the government, policymakers, practitioners, researchers and all the concerned stakeholders and beneficiaries. Further, this study paves a way forward toward entrenching the Good Governance in Pakistan.Originality/valueThis study contributes in several ways. It highlights the significance of e-Government as a technology for attaining Good Governance in Pakistan. Further, it presents consolidated view of all the concerned stakeholders toward the successful implementation of all e-Government programs in Pakistan. Finally, it provides a guideline for the government agencies to formulate their e-Government policy and strategy as per the needs of all stakeholders in Pakistan.

At present novel corona virus (COVID-19) has affected 213 countries around the world. In the context of both developing and less developed countries, it has proven to be fatal. Bangladesh, being a country of low-middleincome economy is still experiencing daily rise of COVID-19 cases. This study investigates the impact of COVID-19 on some important sectors of the country, where the education system is in danger as well as the lion’s share of the inhabitant cascade with poverty. The outcome of the research also states the overall management system has not worked smoothly in the pandemic situation. It focused on the existing emergency crisis response management plan, policy framework and parliamentary organizations of Bangladesh which are not good enough to battle a pandemic such as COVID-19. The secondary data were collected from different credential sources. This research mainly focused on the in-depth analysis of crisis during this time and highlighted the crisis sector management of Bangladesh. Hence, it formulated a proposal on 10 sector-based (education, economic, general public, victim, Government, private sector, defense, medical services, media, social value perception) Crisis Response Management Technique and a committee that would work in post COVID-19 time in Bangladesh. In future, this research and its policy frame work would help the government to allocate the budget for different sectors not only for pandemic situation but also for another crisis and help minimize its catastrophe. Purpose The purpose of this paper is to examine the challenges of accountability and development in Nigeria. In the literature, corruption is seen as an indicator of a lack of political accountability in most countries of the world, especially in less developed countries such as Nigeria. The Nigerian Government has taken several actions to address the problems of bad governance and corruption that have impeded economic development, but unfortunately these measures have not yielded the desired results. Design/methodology/approach Thus, this study examined accountability and developmental issues in Nigeria using secondary data and then made use of the auto-regressive distributed lag econometric technique to analyze the data. Findings The results from the study found that a rise in total government expenditure poses a danger of reducing Nigeria’s economic development in the long run and that control of corruption and political (the institutional variables) has a direct and significant effect on Nigeria’s economic development. Originality/value Therefore, upon these findings, this paper recommended that for Nigeria to experience development, corruption should be eliminated, and the Nigerian Government should spend on viable projects and economic activities that will be beneficial to the populace and the society at large and hence bring about economic development. Accountability is the hallmark of a prudent government that ensures efficient management of resources and transparency in the utilization of funds by the government. The absence of accountability mechanism allows corruption to thrive, which hinders the developmental process.

Purpose COVID-19 has hard-hit the global economy when the majority of developed countries could not demonstrate effective resolutions even a year after the outbreak. This study aims to present how government or policymakers could minimize the negative impacts of major incidents (pandemic) and speed up the process of recovery. It was also intended to identify effective strategies for crisis management. Design/methodology/approach A mixed research method was applied. Qualitative research studies of interviews were used to collect primary data from the stakeholders while archival research method of textual and documental information was used for secondary data on the pandemic facts. Findings The impacts of the governmental and enterprise actions with a focus on effective mega-crisis management strategies were structured based on the three themes, namely, appropriate measures, timely decisions and the role of the government. These strategies can minimize the destruction to the economy (or organization) while stabilize the emotional and psychological aspects of the people during the crisis and lead the society back on track once the crisis starts to diminish. Originality/value The experience of Macao in successfully responding to the crisis of pandemic provides constructive references to policymakers on the set up of timely strategic plans and business management on remedy actions, particularly to regions where the pandemic is still out of control.

Purpose – The purpose of this paper is to attempt to find out whether the new information and communication technologies can make a significant contribution to the achievement of the objective of good governance. The study identifies the factors responsible for creating a conducive environment for effective and successful implementation of e-governance for achieving good governance and the possible barriers in the implementation of e governance applications. Based on the comprehensive analysis it proposes a strategic policy framework for good governance in Punjab in India. Punjab is a developed state ranked amongst some of the top states of India in terms of per capita income and infrastructure. Design/methodology/approach – The study designs a framework for good governance by getting the shared vision of all stakeholders about providing good quality administration and governance in the Indian context through “Participatory Stakeholder Assessment”. The study uses descriptive statistics, perception gap, ANOVA and factor analysis to identify the key factors for good governance, the priorities of public regarding e-services, the policy makers’ perspectives regarding good governance to be achieved through e-governance. Findings – The study captures the good governance factors mainly contributing to the shared vision. The study further highlights that most Indian citizens in Punjab today believe in the power of information and communication technology (ICT) and want to access e-governance services. Major factors causing pain and harassment to the citizens in getting the services from various government departments include: unreasonable delay, multiple visits even for small services; poor public infrastructure and its maintenance in government offices. In the understanding of citizens the most important factors for the success of e-governance services are: overall convenience and experience of the citizens; reduction in the corruption levels by improvement in the transparency of government functioning and awareness about the availability of service amongst general masses. Originality/value – The present study has evolved a shared vision of all stakeholders on good governance in the Indian context. It has opened up many new possibilities for the governments, not only to use ICTs and help them in prioritizing the governance areas for focused attention, but also help to understand the mindset of the modern citizenry, their priorities and what they consider as good governance. The study will help policy makers focus on these factors for enhancing speedy delivery of prioritized services and promote good governance in developing countries similar to India.

This paper aims to explore the emergence of ‘Green Banking’ in Bangladesh, with a focus on the role of financial regulation and regulators in greening the financial sector. It also examines the contribution and involvement of banks and non-bank financial institutions in promoting green economic transition. The study is based on the review of secondary data collected from various sources, such as quarterly reports, annual reports, websites of the central bank of Bangladesh, and other commercial banks and non-bank financial institutions as well as various articles, and newspapers reports on green banking in Bangladesh. The collected data is reviewed using descriptive statistics. The research results reveal that the central bank of Bangladesh played a major role in greening the financial system of the country by implementing various green policies and regulatory measures. Although Bangladesh is still far behind the developed countries in terms of environmental performance, the country has made a remarkable progress in initiating and expanding green banking practices, infrastructure development, and accelerating green growth in recent years.

Purpose – The purpose of this paper is to link the multifarious problems of the elderly in a socio-economic and psychological framework. Design/methodology/approach – The universe of the sample is elderly left behind in emigrant households in Kerala. In total, 600 samples were mustered using multistage stratified random sampling method. The paper, with the aid of factor analysis, χ2 and correspondence analysis, blemish the principal factors responsible for the migration-induced exclusion of the elderly. Findings – The empirical result derived from the study shows that migration-induced exclusion is all pervasive in Kerala. The elderly left behind yearn for the presence of their children rather than the emigration and concomitant remittances. Research limitations/implications – The findings of the study are helpful to the policy makers to understand the issues faced by the elderly and include all stakeholders concerned to find a solution to tackle these problems faced by the elderly due to emigration of their children. Practical implications – The study is practically relevant in developing appropriate policy framework in Kerala as it illumines the role of the government to overcome the exclusionary trend and other manifold problems of the elderly. Social implications – The study sheds light to a new social problem developing in the state in the form of elderly exclusion owing to emigration of the young working groups in regional dimensions, demographic levels, community angles and the emerging culture of old age home in the Kerala economy and society. Originality/value – The study is a unique one and tries to situate the principal factors responsible for the emigration-induced exclusion of the elderly in Kerala with empirical evidence.

Purpose – The purpose of this study is to examine the effect of boards’ demographic diversity on firms’ strategic change and the interaction effect of firm performance. Design/methodology/approach – This paper used secondary data derived from publicly listed firms in Kenya during 2002-2010 and analyzed the data using fixed effects regression model to test the effect of board demographic and strategic change, while moderated regression analysis was used to test the moderating effect of firm performance. Findings – The results partially supported board demographic diversity–strategic change hypothesis. In particular, results indicate that age diversity produces less strategic change, while functional diversity is associated with greater levels of strategic change. The moderated regression results do not support our general logic that high firm performance enhances board demographic diversity–strategic change relationship. In effect, the results reveal that at high level of firm performance, board demographic diversity produces less strategic change. Originality/value – Despite few studies that have examined board demographic diversity and firm performance, this paper introduces strategic change as an outcome variable. This paper also explores the moderating role of firm performance in board demographic diversity–strategic change relationship, and finally, the study uses Kenyan dataset which in itself is unique because most governance and strategy research uses data from developed countries.

Purpose – The purpose of this paper is to develop an analytical framework that challenges the condescending view of multinationals of emerging countries. In this paper, it is showed that emerging multinational companies (EMNCs) developed valuable resources that leveraged their internationalization strategies. Design/methodology/approach – An exploratory approach was used to investigate the internationalization strategies of EMNCs. A qualitative study was built on secondary data sources, particularly analysis of cases of the internationalization of Latin American companies. Findings – The internationalization strategies deployed by EMNCs are similar to the strategies of traditional multinationals (firms of developed countries). Similarly, EMNCs exploit, acquire or defend their resources in foreign markets. Additionally, the selection of each strategy depends on the availability, transferability and substitutability of the resources involved in the internationalization. Research limitations/implications – The traditional approaches that study the role of resources in the internationalization of the EMNCs have some shortcomings. It is worth conducting additional research including the approach developed here to advance in the comprehension of the behavior of EMNCs. Practical implications – Managers must identify and develop key resources to invest abroad. Additionally, managers need to take into account the characteristics of the resources of their firms to select an adequate strategy abroad. Originality/value – This paper shows that EMNCs are not resource laggards. Consequently, theoretical and empirical evidence is provided to advance the development of comprehensive theories of the internationalization of EMNCs. This paper offers academics and practitioners with a new focus to analyze the internationalization of EMNCs which are recognized as a driving force of the global economy.

Purpose This paper aims to identify challenges and opportunities for social enterprises (SE) in civil engineering in Brazil. Design/methodology/approach Starting from the transformative social innovation theory and inspired by grounded theory principles, this paper conducts three-stage exploratory research. First, this paper mapped the Brazilian SE civil engineering ecosystem. Next, this paper classified the SE initiatives along with an organizing framework. Finally, this paper conducted 11 interviews with key ecosystem actors and analyzed data through iterative, parallel and interrelated content analysis procedures. Findings The 37 SE found were classified along “Sustainability,” “Housing,” “Transportation” and “Sanitation” pillars, which are aligned with the United Nations’ social development goals. This paper found 50 challenges and opportunities, which were aggregated along seven dimensions. Three elements are particularly relevant as opportunities: opportunities for SE with ecosystem supporters, specialized investors and partnership with major companies; while government and early investment are the most relevant challenges. Research limitations/implications Research findings and conclusions cannot be extended to other sectors and countries. Usual limitations associated with exploratory qualitative research must also be highlighted. Practical implications The government should offer financial and technical support for civil engineering in working in partnership with ecosystem supporters. Academy could use SE content and ecosystem for its students and should offer diverse resources for network creation. Originality/value Focusing on civil engineering SE in Brazil, this study sheds light on a high-impact sector that has not been studied yet.
