Purpose Agency is inherently an institution and involves dynamic socio-cultural processes that facilitate development. This paper is written in three parts. The purpose in Part 1 was to represent agency theory as an institutional theory, and consideration was made of the relationship between development, growth and globalisation. In Part 2, the purpose was to explore development with respect to the political context, explaining in terms of culture under what conditions political groups may come to power. Using political frames intended to define their nature and realities, they seek to attract agents in their political sphere to gain administrative power. In this Part 3, the purpose of this paper is to model, using cybernetic agency theory, the nature of development and reduction to instrumentality. Design/methodology/approach Development theory is a multidisciplinary field in which research and theories are clustered together and set within an adaptive institutional activity system framework. An adaptive activity system has a plural membership of agents represented by agency. In Parts 1 and 2 of this paper, agency was shown to have an institutional basis. Activity system development was also explained as a process of institutional evolution, and its potential was shown to provide power acquisition in a political landscape by competitive political frames which vie for support in a place of potentially susceptible agents. Here in Part 3, agency theory will be used to model the dynamic relationships between political frames and the agents that they wish to attract by projecting both cognitive and emotional structures, this enabling the anticipation of behaviour. Findings These relate to the three parts of the paper taken together. Agency is an evolutionary institutional system that can represent socio-political development. A model for political development has been created that identifies the conditions under which formal political groups are able to promote frames of policy to attract support from autonomous agents that constitute the membership of the activity system, and hence gain agency status. On the way to this, it connects Bauman’s theory of liquid modernity to Sorokin’s theory of socio-cultural dynamics and cultural stability. One result is the notion of liquid development, an unstable condition of development in adaptive activity systems. Agency theory can usefully explain detailed changes in agency, the relationships between agency agents, and interactions between agencies, this embracing institutional processes. Research limitations/implications The implication of this research is that it will allow empirical methods to be used that potentially enables political outcomes in complex socio-political environments to be anticipated, given additional appropriate measurement criteria. Originality/value The synergy of agency and institutional theories to explain the process of development is new, as is its application to the political development process in a political landscape. As part of this synergistic process, it has been shown how Bauman’s concept of liquidity relates to Sorokin’s ideas of socio-cultural change.

To distinguish between development and growth/globalisation, agency will be taken to have an internal and external context. Distinction will then be made between development as an internal attribute of agency and its consequences, which may include the external attributes of growth/globalisation. It will also be explained that development may have a less desirable condition when it becomes liquid. Findings The three-part paper develops a political development theory that identifies the conditions under which formal political groups are able to promote frames of policy to attract support from autonomous agents that constitute the membership of the activity system, and hence gain agency status. Furthermore, Bauman’s theory of liquid modernity is connected to Sorokin’s theory of socio-cultural dynamics and cultural stability. One result is the notion of liquid development, an unstable condition of development in adaptive activity systems. Research limitations/implications The implication of this research is that, given additional appropriate measurement criteria, it will allow conceptual and empirical methods to be used that will potentially enable political outcomes in complex socio-political environments to be anticipated. Purpose Agency development is inherently a process of institutional evolution. The purpose of this part 2 (of a 3 part) paper is to explore development in the political context, producing a cultural model of political development as institutional evolution, explaining how political groups may come to power culturally. This requires a detailed examination of culture and cultural change, and a study of strategic political frames that define political groups seeking support for political power from agents in a political sphere. During cultural instabilities or social crises, frames may become cynical and embrace liquid persuasion and hence populism. Design/methodology/approach A cultural model for political development is created involving three variables (emotional climate, cultural order and compliance). This enables cultural comparison of different political groups. Strategic political frames are examined to understand how those vying for agency power may attract support from agents in the activity system. Liquid frames are also explored to understand the cynical nature of populism and its contribution to institutional devolution. Findings A political development theory result that identifies the conditions under which formal political groups can promote frames that may attract support from agents from who they require support to gain agency power status. A model is produced for political development. It explains populism as a thin ideology with a collectivist orientation that uses liquid framing, and it introduces its individualist counterpart, political synergism. Research limitations/implications The implication of this research is that it will allow empirical methods to be used that potentially enable political outcomes in complex political environments to be anticipated, given additional appropriate measurement criteria. Originality/value Linking agency and institutional theory to explain the process of development is new, as is its application to the political development process in a political landscape. As part of this linkage, it has been shown how Bauman’s concept of liquidity relates to Sorokin’s ideas of socio-cultural change.

In Chapter 14, Brown and Yaeger discuss the sociopolitical organization of several key sites in the Mopan Valley from the early Middle Preclassic through the end of the Late Classic period. Through an examination of monumental architecture, public art, and ritual practices, the authors describe the political development over this 1,600-year period beginning with Early Xunantunich, the first major political center beginning in the early Middle Preclassic, to the latest, Classic Xunantunich, which was abandoned in the 9th century. The centers of Actuncan and Buenavista del Cayo filled a vacuum in the valley in the intervening centuries, playing major roles on the political landscape during the Late Preclassic and Early Classic periods, respectively. The authors trace how political authority and ideology became more centralized and the institutions of divine kingship developed as each center succeeded one another. It is clear from the data presented in this chapter that monumental constructions are at the forefront of our understanding of the development of the political landscape in the Mopan Valley, a landscape where ritual and religion played key roles in the rise of complexity.

AbstractThe political landscape in Malaysia has been changing since the late 1990s with a gradual rise in resistance from civil society and the opposition parties. Domestic politics have become more contentious recently, particularly evidenced by the advent of a strong civil society and a multi-cultural opposition coalition. Thus, the social capital stimulated by ICTs and CSOs has played a vital role in strengthening and empowering the role of the opposition parties in Malaysia. This study seeks to understand how ICT-driven social capital has facilitated the surge in the opposition movement by situating the political use of social capital in a broader socio-political context. Hence the dramatic political change has been intertwined with the dynamics of social capital and creation of a public sphere accelerated by the rapid growth of ICTs in the country. By analyzing recent voting patterns, this study demonstrates that ICT-driven social capital does have a great impact on the changing political landscape in Malaysia, particularly in shaping voting behavior and political participation of Malay and non-Malay citizens in domestic politics.

Subject Changes to the political landscape. Significance This year’s general election has transformed the political landscape that prevailed for over two decades in Brazil. The centre-right Social Democrats (PSDB) were pushed away from the mainstream by a surging far-right led by President-elect Jair Bolsonaro. After winning four straight presidential elections, the Workers’ Party (PT) was defeated in the runoff. It retains some leverage, but now faces increasingly serious challenges to its hegemony on the centre-left. Impacts Ineffective management of relations with Congress could undermine Bolsonaro’s ability to pass key legislation. Protest movements not aligned to established parties could proliferate in the coming years. Bolsonaro’s Social Liberal Party (PSL) will fail to establish itself as a leading party in the longer term.


Significance Decades of one-party rule by the Democratic Party of Socialists (DPS) ended at the August 30 elections, which delivered a stinging rebuke to veteran strongman Milo Djukanovic. For 30 years he has dominated the political landscape, alternating between the roles of prime minister and president, occasionally exercising power from behind the scenes. Impacts Brussels in particular will seek reassurance that the new government will adhere to Djukanovic’s generally pro-Western line. The election shows that, contrary to external assessments, democracy is alive in Montenegro and even a long-standing autocrat can be ousted. Despite its leaders’ protestations, the coalition’s composition suggests a closer relationship with Serbia and Russia. The change from the familiar Djukanovic regime with its favoured client links can be expected to weaken FDI, already reduced by COVID-19. Attacks on Bosniaks in Montenegro may lead to demonstrations by co-religionists in Bosnia, destabilising an inherently unstable country.

The Ethiopian transition, that began with the overthrow of military dictator Mengistu Haile Mariam in May 1991, formally ended with the swearing in of the newly elected Government of the Federal Republic of Ethiopia in August 1995. The intervening four years were a contentious time of clashes among rival political forces to determine the rules under which the transition would be conducted and hence which forces would be favoured. The first act of the Ethiopian Peoples Revolutionary Democratic Front (EPRDF) after deposing Mengistu was to convene a National Conference and establish a Council of Representatives that initially included a wide array of political groups. The EPRDF led throughout this transitional period and capitalised on its commanding position to consolidate its power. The party dominated the political landscape by virtue of its military power, effective organisation and leadership, and control of the agenda and rules of competition. It structured the transition around new ethnically defined regions, a constitution that emphasised self-determination, and a series of largely uncontested elections.

The denial of the institutionalization of political power by various civilian as well as martial law regimes has been a constant problem in Pakistan. Muhammad Ali Jinnah was the first person who could do so in an effective manner, but his eternal departure in the early phase of the history of Pakistan changed the entire course of the country, and the successor leadership had to pursue self-serving politics just to prolong their rule. The same is the case with the rule of General Pervaiz Musharraf (1999-2008), which converted the parliamentary system envisaged by the 1973 constitution of Pakistan into a quasi-presidential system just to prolong the military dictatorship. The subsequent rule of the Pakistan Peoples' Party (2008-2013) was a tough period for the political leadership since the preceding dictatorship had completely altered the socio-political landscape of the country; however, the political wisdom of Mr. Asif Ali Zardari helped the country to sail smoothly during the aftershocks of the martial law regime. In that perspective, the current study intends to analyze the political developments in Pakistan during the third rule of the Pakistan Peoples' Party over the country during the period 2008-2013.


Subject Emmanuel Macron's political movement. Significance The political movement En Marche (Let's Go) was founded by France's Economy Minister Emmanuel Macron on April 6. It is the first time that a party has been launched by a minister while still in office. Macron has so far shown no intention of resigning but he may have to do so later this year as criticism about his ambiguous status is mounting from within government ranks. Impacts Macron's novel approach is likely to appeal to those frustrated with established parties and lack of progress. Support for the movement could encourage the next government to attempt more far-reaching reforms. The movement provides him with a platform that will help his future political ambitions.
