Command college – foresight as a foundation to police executive development

Purpose The education of police executives has been a priority of criminal justice agencies for more than 40 years to address the need to professionalize law enforcement in America. Since the 1980s, programs for this purpose have existed, one of which is the California POST Command College. Command College is an academically oriented executive development program intended to “invest in the future” as its students – mid-career police managers – acquire the tools and skills necessary to be promoted to executive positions. This paper aims to answer the question, “Does the Command College achieve its intended goals?” Design/methodology/approach A survey instrument was used to obtain perspectives of recent graduates and of those who had graduated from the program more than four years before the survey. An assessment of the frequency of promotions to command and executive roles was completed, and an external academic assessment of the program’s curriculum was completed by a university. Findings Support for the program by graduates increased over time, graduates were promoted at a rate of three times higher than baseline averages for police managers and the program’s curriculum was vetted as being equivalent to graduate-level courses at the university level. Research limitations/implications As its value is validated through this assessment, others can learn how they might better prepare their police executives for the future. No similar law enforcement program has been similarly assessed, so others may also learn ways to ensure they are achieving their intended outcomes from this example. Given the differences in other law enforcement leadership programs in terms of student selection and specific goals, direct comparisons would be limited, both by the program differences and the research design used by others as they work to validate their success in meeting their goals. Originality/value Although law enforcement executive education has existed since 1935, and leadership training programs for the police since 1982, no research has been conducted to validate the outcomes and impact of such programs on the graduates of such programs and their agencies.

Learning outcomes After studying this case, the students/participants would be able to: discuss important personality traits of an entrepreneur; understand specific challenges faced by a venture as it moves toward higher growth stage; discuss the importance of strategic planning and managerial style as the ventures move from establishment stage to growth stage. Case overview/synopsis The case is about MotivPrints, a two years old venture, offering custom designing and commercial printing to businesses in Gujarat, India. MotivPrints was established by Himanshu Dhadnekar in 2016 and had 85 SME clients and 35 vendors by 2019. Himanshu, a young entrepreneur had been involved in entrepreneurial activities since his school days and was also involved in a couple of business ventures during his MBA. However, he had been flip-flopping as an employee and entrepreneur, as then. At MotivPrints, he handled key responsibilities of developing client networks, generating business, marketing and managing relationship with vendors. With limited support of a team of freelancer associates, no permanent staff for assistance and lack of funds made it imperative for Himanshu to plan for scaling up his venture for survival and growth. Could he envision MotivPrints as a larger entity? If yes, what changes, mandated by growth, were needed to be made in both – the entrepreneur and the organization? Complexity academic level The case can be discussed in the class of entrepreneurship at the master’s level. It can also be used in the entrepreneurship specialization course in the second year of post-graduation. PurposeHigher education and universities have faced unprecedented and ubiquitous changes. The University of Tehran or “UT,” as the leading university in Iran, is not immune to these changes. The purposes of this study is to investigate the current situation and future of the UT and gain insights and possible responses to changes that suit its strengths and potential to progress in an increasingly competitive, complex environment with uncertainties. It identifies deep fundamental underpinnings of the issue and highlights them for policymakers to formulate strategies and future vision of the UT.Design/methodology/approachCausal layered analysis (CLA) was applied as a framework and the data collected from different sources such as literature reviews, content analysis of rules, regulations and master plans of the university and coded interviews of four different groups of university stakeholders were analyzed. The current system of UT, as well as hidden beliefs, that maintains traditional perceptions about university was mapped. Next, by applying a new recursive process and reverse CLA order, new CLA layers extracted through an expert panel, the layers of CLA based on new metaphors to envision future of UT were backcasted.FindingsThe results from CLA layers including litany, system, worldview and metaphor about the current statue of UT show disinterest and inertia against changes, conservative, behind the times and traditional perceptions, and indicate that the UT system is mismatched to the needs of society and stakeholders in the future. The authors articulated alternative perspectives deconstructed from other worldviews so there are new narratives that reframe the issues at hand. The results show that to survive in this fast-paced revolution and competition in higher education, UT should develop scenarios and formulate new strategies.Research limitations/implicationsThe authors had limited access to a wide range of stakeholders. As the UT is a very big university with so many faculties and departments, to access a pool of experts and top policymakers who were so busy and did not have time to interview inside and outside of university was very hard for the research team. The authors also had limitation to access the internal enactments and decisions of the trustee board of the UT and the financial balance sheets of the university.Originality/valueIn this paper, by mixing different methods of futures studies, the authors have shown how to move forward while understanding the perspectives of stakeholders about the future of UT by a new recursive process and reverse CLA order. A supplementary phase was added to improve CLA and to validate the method and results, which were ignored in previous studies.

Purpose A research project exploring emerging student needs explored six aspects of student life: living, learning, working, playing, connecting and participating. Design/methodology/approach A modified version of the University of Houston’s “Framework Foresight” method was used to explore the future of six aspects of future student life. The resulting scenarios were analyzed for their implications, including the use of the World Café technique, and ultimately led to the identification of nine emerging student needs. Findings Nine specific emerging needs of future students could be used strategically by institutions of higher education to guide and inform planning and to generate innovative ideas for university offerings. Specific examples of offerings that would meet the projected future needs are recommended. Research limitations/implications In terms of research limitations, the paper is focused on the needs of students and does not purport to be an exhaustive analysis of all of the issues influencing higher education. It views the future of higher education through the lens of students and their emerging needs. Practical implications The paper is intended for educators, researchers and administrators to provide insight on how the needs of students, their key customers, are evolving. Originality/value This piece explores student life in its totality as way to more accurately identify student needs in the future.

Purpose The purpose of this study is to outline the specific details and lessons learned during a cold case collaborative effort, which granted graduate students and a professor from the University of South Florida the opportunity to assist Pasco Sheriff’s Office in the investigation of a cold case homicide. Methodology The collaboration between law enforcement and academics is a new and emerging strategy to investigate cold cases and identify the elusive offenders who committed these crimes. Such collaboration aids law enforcement by obtaining a force multiplier for investigative resources, accessing cutting-edge evidence-based research and cultivating innovative approaches to their work. For academics, such collaboration allows the unique opportunity to engage in translational criminology, which is an important and increasingly encouraged aspect of the field. Findings In this paper, the authors provide an overview of the process used to study this cold case as part of an experiential academic course, provide evidence-based research findings relevant to cold case investigations and outline the steps for others to replicate the efforts. Originality/value The authors describe in detail the process used to “work” the cold case, academic research that the authors found useful in understanding and investigating cold cases, important lessons learned and advice for future academics and practitioners who undertake an incredible collaborative effort such as this.

Purpose – The purpose of this paper is to compare the nature of campus police and city police in the areas of human resource and select community policing practices and policies. This comparison serves as an update to the work of Bromley and Reaves (1998a, b) and Bromley (2003). Design/methodology/approach – This paper utilizes the Bureau of Justice Statistics Campus Police Reports from 2012 and the Law Enforcement Management and Administrative Statistics Reports from 2007 and 2013 to provide a comparison between campus and city departments in matters of human resource and community outreach policies and practices, paying special attention to demographics, salary, education, training, pre-employment screening, collective bargaining, community-policing, and special programs utilized. Findings – The data suggest that, while differences do exist between campus and city practices, there are a substantial number of similarities between the two. In some areas, such as workforce diversity, campus police are somewhat ahead of their city counterparts. These findings indicate that campus departments are a primary piece of the larger law enforcement community. Originality/value – Overall, the comparisons continue to reinforce the notion that campus departments are part of the larger law enforcement community. This information may provide insights for both campus and city police executives, as well as to top-level executives at institutions of higher education.

Significance Just over one year ago, leaders of the remaining 27 EU member states met in Rome to mark the 60th anniversary of the founding of the EU's forerunner and launched a debate on the future of their Union. They set out a roadmap for dialogue, with the aim of agreeing a plan for future development of the EU before the European Parliament elections in May 2019. Impacts Public debates about the future of the EU may give voters a sense of ownership and dissuade them from supporting Eurosceptics. As the Commission becomes more politicised, some governments may claim that Commission law enforcement actions are politically motivated. Debate over the 2021-27 budget may lead to fresh conflicts as some governments want to link EU subsidies to respect for the rule of law.

Purpose The rapidly changed global context for internationalization (IZN) over the next decade prompted a decision to use a futurist perspective for identifying issues to be considered in the organization’s next strategic plan. This paper aims to report on this project to identify current and strategic issues influencing the future strategy of the higher education (HE) IZN for Thailand on behalf of the Bureau of International Cooperation Strategy and the Office of the Higher Education Commission. Design/methodology/approach The research approach was a customized version of the University of Houston’s Framework Foresight method. It involved framing the domain with a description and domain map, scanning for signals of change within the domain and emerging issues analysis to produce a set of current and emerging issues. A planning step synthesizes a set of recommended actions. Findings The key findings reported in this paper are the identification of 14 current and emerging issues influencing the future of the IZN of HE in Thailand. The issues were organized along with the three horizons framework: H1: how are we [currently] doing? H2: what should we do next and H3, where do we want to go? The primary recommendation of this research reported on in this study is to consider the 14 issues for inclusion into the next strategic plan. Seven specific strategic options mapped over three phases were identified as well. The research reported here was carried out for Thailand, but the process could easily be adapted by other countries and other topics. Research limitations/implications The modified version of the University of Houston Framework Foresight approach has been applied successfully to many topics. The topic explored here is focused on one nation, Thailand. The authors feel the lessons are, however, broadly applicable. Practical implications The ability to use a futurist perspective to identify current and emerging issues is highlighted. The organizing of the issues using the three horizons framework proved to be particularly useful in helping the client to develop a sense of timing regarding the future, that is, when and to what degree to pay attention to the many issues that typically confront any organization. Originality/value The use of the three horizons framework in the analysis of the emerging issues provide benefits in two ways in situating the likely timing of signals of change in horizon scanning and “scan hits” both scanning for the identification of issues and organizing the resulting current and emerging issues along the three horizons with H1 current issues: how are we [currently] doing?; H2 emerging issues: what should we do next and H3 emerging issues, where do we want to go? The paper also includes a section exploring the impact of Covid-19 on the likely timing of the issues identified just before the pandemic hit, finding that timing of some issues would speed up, some would stay the same and some would slow down.

Purpose In the African context of business practice, the authors face two interrelated challenges. First, executives need to deal strategically and sustainably with growing levels of inequality, under-employment and declining levels of wellness and safety. Second, executive development needs to develop virtues to help executives to address these problems. This paper aims to articulate an integrated, sustainable business education approach that aims to prepare executives to practice integrative thinking while simultaneously cultivating virtues that enhance their lives, thereby enabling them to make ongoing sustainable impacts to their worlds. Design/methodology/approach This study uses a mixed method analysis including both quantitative and qualitative data from student course feedback evaluations from Business Model Innovation (BMI) and Phronesis Development Practice courses run over four consecutive years between 2018 and 2021 at the University of Cape Town’s Graduate School of Business as part of the Executive Masters of Business Administration degree. Findings The program’s pedagogical approach integrates a philosophical habituation process with a core course on BMI practice. This philosophical integration is one in which there is a sustainable focus on cultivating specific “process” and “practice” virtues which foster awareness amongst executives of their everyday mundane skilful coping in the world. This leads to candidates becoming attuned to ways, in which they can strive for more authenticity and to step into newer ways of being, that allow them to reflect their values and evolve cultural practices. Originality/value As the first business school in Africa to base a BMI course on the affordances of the phenomenon of being-in-the-world and a philosophical habituation process, the authors hope to inspire more business schools to adopt holistic, sustainable approaches to executive development that goes beyond the competence paradigm.

Purpose – Evaluates the impact of an executive-development program at Standard Chartered Bank. Identifies the contribution of the different program phases to its impact. Design/methodology/approach – Examines the reasons for the program, the form it takes and the effects it is having. Findings – Discovers a positive impact of the program, with many objectives transforming into outcomes. Recommends improvements to the pre- and post-program phases which could increase effectiveness. Practical implications – Shows critical success factors and specific areas for maximizing leadership-program effectiveness. Originality/value – Gives a comprehensive view of which areas to enhance.

Purpose The purpose of this study is to search for any evidence for university libraries that are accessible by mobile technology in Turkey as relevant models of the future; having regard to the fact that smartphones will very soon become the standard means by which the internet is accessed, and the rates of connection from mobile devices will supersede those which are computer-based. Design/methodology/approach In the study, both domestic and foreign literature surveys were undertaken to determine which mobile library services are offered in university libraries. Thirty random central libraries of both private and state universities were selected from across the seven regions of Turkey. To gather data, a 26-question electronic survey was generated and e-mailed to the library managers. The questions were based on findings regarding the mobile library services provided by university libraries around the world. Findings By examining the survey results, it was determined that Turkish university libraries utilise a comparable level of mobile technology and demonstrate a similar level of care with regard to the services they offer. There are mobile sites (separate sites or mobile sites as applications), mobile library catalogues, short messaging services, chat rooms, consultations via instant messaging tools, mobile device-lending services, and augmented reality and QR code applications. Research limitations/implications In Turkey, the structures of university libraries operate under variable conditions because of the lack of established standards. This causes negative results for the delivery of library services. For this reason, university library standards should be set practicable as soonas reasonable, considering the social/economic and cultural structure of the country. Practical implications Owing to the transformative effect technology and the internet have had on services information and communication technologies, infrastructure has been added as a sixth element to the five traditional library items, namely, building budget personnel collection and users. Globalisation through the web has resulted in the individualisation of services and the slogan content is king has been changed to the customer experience is king. Fundamental library services are being adapted to allow mobile technology access, and this approach best reflects the new slogan. Therefore, the university library of the future may well be the one entirely based on mobile technology. Social implications Mobile devices lead to new forms of engagement with student learning; so academic libraries are expected to be strong partners in the teaching and learning processes of their institution. Originality/value The hypothesis of this study is that a university library accessible by mobile technology will be the model of the future, and its purpose is to search for any evidence for which the university libraries in Turkey are prepared to meet this challenge. This study is also meaningful because there have not been any study of Turkish university libraries in terms of mobile library services to users. This paper is the first time that a comprehensive study has been made of current mobile technology-based services, and is also the first comparison of the applications in Turkish university libraries. Additionally, paper synthesises developments and provides suggestions for the future.
