Trump picks will reshape role of US federal government

Significance Sessions marks the first Trump appointee of the confirmation process, which will continue over the coming weeks. Trump’s appointees to cabinet positions, independent agencies and the Executive Office of the President (EOP) may offer some early indications of his domestic policy priorities and the advice he receives. While the necessary compromises of office-holding will limit Trump’s ability to deliver on campaign promises, early indications suggest dramatic shifts in Washington against orthodox positions on regulation and social programmes. Impacts Federal social policy interventions are likely to be rolled back dramatically over the next four years. Confirmation hearings will provide Senate Democrats with a forum to attack the White House. However, Democrats’ internal divisions and limited political clout will allow conservatives to advance their deregulatory agenda.

President Donald Trump has been the public face of the blundering managerial response of the US federal government to the Coronavirus/COVID-19 pandemic. Yet, beyond Trump’s personal failure lies a failure of the US governmental system. More specifically, the role of the federal government in fashioning nationwide policies across a range of areas, including public health, that one think would be empowered by a self-defined “nationalist” or right-wing populist in the White House, has been crippled by an anti-federalist ideology and the institutional inertia it has created. These have roots going back to the 1980s and the distortion of historic US federalism that these have entailed.


Significance Both groups are backed financially by the Koch brothers, who are leading conservative political donors and have sought to shape the Republican Party in favour of strictly limiting the role of the federal government. Congressional Republicans with similar views currently claim that they have the votes to block the AHCA from advancing despite the vocal backing of Trump and their party's congressional leadership. Trump ran as a non-politician, but now as a de facto leader of the party, his ability to push through policy priorities will force him to engage with the ideological and factional divisions of the Republican Party. Impacts Republican objections to Trump policies on fiscal and national security grounds will prove the most contentious. Few Cabinet secretaries or agency heads will enjoy autonomy from a vigilant White House team. However, lack of central direction will make clashes on policy inevitable. Dysfunction will harm congressional leaders more than Trump, who has relatively fewer discrete policy pledges.

Purpose The purpose of this paper is to argue that the application of social policy in the North East of England is often characterised by tension and conflict. The agencies and professionals charged with implementation of Westminster driven policies constantly seek to deploy their knowledge of local conditions in order to make them both practical and palatable. Design/methodology/approach This paper examines the region via established literature from history, geography, sociology and social policy. The paper gives illustrations via empirical work which has evaluated initiatives to improve the health of long term health-related benefit recipients and to sustain individuals in employment in the region. Findings Central to the paper’s argument is the notion of “biographies of place”. The core of this idea is that places have biographies in the same way as individuals and possess specific identities. These biographies have been shaped by the intersections between environment, history, culture and economic and social policy. The paper identifies the region’s economic development, subsequent decline and the alliance of labour politics and industrial employers around a common consensus that sought economic prosperity and social progress via a vision of “modernisation” as a key component of this biography. Originality/value The paper argues that an appreciation of these spatial biographies can result in innovative and more effective social policy interventions with the potential to address issues that affect entire localities.

Purpose Addressing low performers has been an important issue for government. The purpose of this paper is to examine what practices of performance management are effective in reducing the proportion of low performers in the US federal government. Design/methodology/approach The authors conducted the binary logit regression analysis and multinomial regression analysis. Findings Analyzing the Merit Principle Survey 2016, the authors found that the dismissal of low performing employees and the formal performance improvement plan (PIP) is the most effective in reducing the proportion of low performers. To the contrary, the within-grade-increase did not have a significant influence on the proportion of low performers. Moreover, using the performance appraisal for the purpose of reassigning employees to the position that better match employees’ talent increased the number of low performers in work units. Research limitations/implications Research limitations are as follows. First, the performance measure for this study was the percentage of employees rated as unsuccessful. Second, the pseudo-R2 indicated that the proposed model explained only the small, albeit significant, portion of the total variance in employee performance. Lastly, this study used a cross-sectional research design that may impede the validity of inference of causalities. Practical implications According to a recent news article (Rein, 2018), Trump signed an executive order that limits the stable benefits associated with government employment such as, limiting pay associated with union work and negotiating more stringent union contracts. These measures are largely aimed at eliminating low performing employees rather than attempting to improve their performances through carefully designed training programs. Although removing low performers may be an option, the results indicate that providing assistance in order to develop employee knowledge and skills through the PIP have a comparable impact on reducing low performers. Originality/value These findings imply that the use of performance evaluation for developmental or sanctioning purpose is more effective than reassignment or incentive purpose.

Purpose This paper aims to report on a study that aimed at analyzing the relationships between information security and records management (RM), both as programs/functions established in organizations. Similar studies were not found in relevant literature. Design/methodology/approach The study used the classic grounded theory methodology. Pursuing the general curiosity about the information security-RM relationship in organizations, the study selected the United States (US) Federal Government as its field of entrance and followed the process of the classic grounded theory methodology that starts from the letting of the emergence of the research question to the formulation of a substantive theory that answered the question. Findings On the emergent question that why, despite the legislative establishment of agency RM programs and the use of the term records in their work, the US Federal Government information security community considered RM a candidate for deletion (CFD), the study coded the truncated application of the encompassing definition of records as the underlying reason. By this code, along with its three properties, i.e. limitations by the seemingly more encompassing coverage of information, insufficient legislative/regulatory support and the use of the terms of evidence and preservation in the records definition, the CFD consideration and the associated phenomena of unsound legislative/regulatory conceptualization, information shadow, information ignorance and archival shadow were explained. Research limitations/implications The study results suggested the data for subsequent theoretical sampling to be the operational situations of individual agency RM programs. Practical implications The rationale presented in the study regarding the encompassing nature of records and the comprehensive scope of RM program can be used for building strong RM business cases. Originality/value The study appears to be the first of its kind, which examined the RM–information security relationship in a very detailed setting.

Purpose – This paper aims to explore the US Government Publishing Office’s (GPO) partnership program: what it is, how the GPO defines partnership, the types of institutions that are participating and the resources these institutions are making available through partnership. Design/methodology/approach – This paper reviews the available literature and information from the US GPO on its partnership program, examines the institutions contributing to the program and what those contributions entail, surveys the resources made available through these partnerships and examines how this affects access to government information. Findings – Partnership with the US GPO provides benefits to libraries, museums, government agencies and other entities, increasing discoverability and enhancing access to digital collections of government information and other resources. Originality/value – This paper examines the parameters of the US GPO’s partnership program, why libraries and other institutions might wish to partner with the GPO and the effect these partnerships have had on enhancing access to government information resources, an area that has not been extensively covered in library literature.

Significance Tensions over immigration are bubbling to the surface as the future of the Deferred Action for Childhood Arrivals (DACA) policy is entangled with efforts to pass a spending bill and keep the US federal government open beyond January 19. Against a backdrop of polarising political debate, concerns about the economic impact of lower net immigration risk being overlooked. Impacts Arrests of illegal immigrants rose sharply to September 2017 and deportations could surge this year; workplace raids will also increase. Having fallen to the lowest in 45 years, illegal border crossings are likely to continue to fall as detection processes are improving. With the US unemployment rate at near its lowest this century, some sectors could struggle to find workers. GDP could be cut by one-tenth of a percentage point in each year of Trump's first term as a result of lower immigration, Moody's estimates.


Significance Senators yesterday voted 57 to 42 to confirm Pompeo as President Donald Trump's second secretary of state; some Democratic senators crossed the aisle to vote with Republican colleagues. During the confirmation hearings, at times it seemed unlikely Pompeo would gain sufficient votes in the Senate's foreign relations committee to secure its recommendation for confirmation by the full Senate. Impacts Pompeo will likely have closer and more enduring White House ties than his predecessor. Pompeo could face further criticism from the Senate foreign relations committee. 'Red-state' Democrats that voted for Pompeo and who face re-election in November's midterms may gain some voters' support. As the midterm elections near, Pompeo is likely to direct further attention to US-Russia relations.


Significance Facebook has indefinitely suspended Trump from its main platform and Instagram, while Twitter has done so permanently for his role in instigating violence at US Capitol Hill on January 6. These developments spotlight the role of social media firms in spreading and tackling hate speech and disinformation, and their power unilaterally to shut down public speech. Impacts Democratic control of the White House and Congress offers social media companies a two-year window to ensure softer regulation. The EU will push its new digital markets legislation with vigour following the events at US Capitol Hill. Hard-right social media will find new firms willing to host their servers, partly because their user numbers run to millions not billions.

The chapter aims at investigating the role of the Reagan administration in organizing the Games. Contrary to previous understanding, which tend to dismiss federal government involvment in the organization of the Games, it will highlight the political and diplomatic actions undertaken by the Reagan administration to organize a perfect edition of the Olympics and to sell the world reaganism through the Los Angeles Games. Since the creation of an Olympic task force within the White House, the Los Angeles Games were perceived as a showcase on Ronald Reagan's America. The task force immediately concluded that the federal government would act behind the scenes, providing all the necessary security measures for the LAOOC and the Games, coordinating diplomatic actions and looking over consular practices. Tasks increased when the Soviets announced their boycott: the White House defined a clear damage-limiting strategy. In its conclusions, the chapter will discuss a sort of paradox: the Reagan administration was increasingly involved in the promotion of what it presented as a government-free edition of the Olympics.
