Subject Outlook for the Egyptian gas sector. Significance Over the past five years, Egypt’s natural gas sector has seen a dramatic turnaround. However, the demand-side impact of COVID-19 policy responses and the collapse in oil prices are now weighing heavily. Given these challenges, international oil companies (IOCs) are reviewing their investment options. Impacts New upstream investment in the gas sector will be reduced or put on hold. Further drops in domestic gas prices are likely in the near term. Egypt may seek to delay or minimise Israeli gas imports.

Significance However, years of delays, regulatory uncertainty and a lack of political will -- compounded more recently by depressed global oil prices and the global slowdown caused by COVID-19 -- have seen many projects stall. Impacts Marginal projects may suffer as oil companies assess their investment strategies amid depressed oil prices and a global economic slowdown. The complexity of doing business may prove a serious impediment to finalising long-term investments, especially under Magufuli. Sustained delays in developing extractives projects are likely to feature heavily in opposition election campaign talking points.


Significance Although a ceasefire has been in place since October 2020, very little has been done during that time to integrate or demobilise the many armed forces and groups that exist across the country. The obstacles are formidable. Impacts Significant demobilisation and reintegration will not happen in the near term. Local security will continue to rest on fragile political and financial arrangements between armed groups and governing authorities. The current high levels of oil and gas revenue will tend to discourage unrest.

PurposeThis inquiry aims to determine the features and mechanisms that specially enable a multiteam system (MTS) to develop ambidexterity that can deal effectively with rapid changes in dynamic environments. The MTS is an emerging organizational unit comprised of tightly integrated networks of teams that may originate from one or more firms. The inquiry also considered how an MTS can engage those features and mechanisms to maximize ambidexterity as dynamic capabilities for increased innovation and long-term adaptation under complex, volatile conditions.Design/methodology/approachThis conceptual inquiry integrates the emerging research on MTSs with theory and studies relating to ambidexterity and dynamic capabilities. This inquiry focuses on the attributes and linkages that specially characterize an MTS. It analyzes these to determine the key mechanisms and interactions enabling and engaging ambidexterity at MTS unit level.FindingsMTSs can engage powerful mechanisms for ambidexterity functioning as dynamic capabilities at meso-organizational level. The attributes and linkages that distinguish an MTS from other units enable it to deal effectively and efficiently with near-term task demands by simultaneously balancing the essential tasks of exploration and exploitation, and by being able to rapidly adapt by reconfiguring taskwork and reallocating resources as required for sustainable innovation and long-term success within a dynamic environment.Practical implicationsThis inquiry provides valuable insights for designing MTSs that are equipped with selected teams, flexible memberships, specialized skills and permeable interfaces. Autonomy for an MTS allows the unit to span internal and external organizational boundaries to gain access to new discoveries and to exchange information and material resources for increased innovation. Ambidexterity as dynamic capabilities facilitates exploitation of current resources by efficiently reconfiguring taskwork and reallocating materials for adaptation and competitive advantage.Originality/valueThis inquiry appears to represent the most integrative effort to examine the underexplored potential of MTSs for developing and engaging ambidexterity functioning as dynamic capabilities. The inquiry appears to be a first effort at articulating a concept of MTS ambidexterity distinct from organizational ambidexterity. The analysis synthesizes a systems model that guides organizational leaders and opens new opportunities for future research.

Purpose – The purpose of this paper is to show that the human resource (HR) focus on “talent” has dominated the profession for the past 15 to 20 years. Much of this work draws on the research from the excellent study and book called The War for Talent. In this paper, the author proposes that victory (from any war) does not come from talent alone, but from the organization. Organization is defined as capabilities, or what an organization is known for and good at, and culture, which is a key capability. When HR professionals deliver both talent and organization, they build sustainable success that leads to victory. Design/methodology/approach – This paper offers a perspective on shifting HR focus from an exclusive emphasis on talent to one on talent and organization. The author gives many examples of where great individual talent does not lead to long-term success (e.g. in most team sports, the leading scorer is on the winning team about 20 per cent of the time). Findings – Once one identifies organization as a source of long-term success, it is critical to operationalize organization into a series of conscious choices. The paper defines culture as a key capability (along with other possible capabilities of speed [agility, flexibility, responsiveness and change], innovation, collaboration, efficiency and so forth). The author identifies specific wars that HR professionals and line managers can diagnose that create the right organization. Originality/value – Many have talked about parts of organization (culture, climate, systems, process, etc.). The author offers an original way to define organization capabilities and culture.

Purpose The purpose of this study is to contribute an actor-network-theory (ANT) perspective of how algorithms are used and whether this reflects positively on organisational practices and related perceptions of organisation performance, by both customers and employees. Furthermore, the organisation’s view of adopting algorithms to manage their performance is explored. Design/methodology/approach The current study is a study set in this virtual space, as it seeks to use data available online from different stakeholders of the case organisation. Online “virtual space” studies have become more common over the past few years. Primary and secondary data are shared online, for instance on relevant rating websites for customers (such as TrustPilot) and employees (such as Indeed), which serve as a reflection of the organisational performance and the communication of their values. This type of study has become more prevalent, either as a study undertaken online fully (Hine, 2007) or partially (for instance Baxter et al., 2019), which provides a different perspective to traditionally carried out face-to-face interactions. Findings The current study has contributed insights from a global case organisation in the logistics sector originating in the Middle East (ME). The case organisation clearly indicates that its algorithm, in line with particular presentations and discussions on online platforms, is focussed on analysing limited factors, which are prediction of accurate delivery timeslot, preferred and precise location for delivery and speed of delivery overall. This reflects an inherent bias of the delivery industry, which the case organisation operates in, and may focus attention on delivering on those objectives, with a detrimental effect on the organisation’s broader organisational mindset. This refers to long-term values and sustainability-related objectives. Originality/value Findings will reflect on whether algorithms can be used to align a multi-national organisation to achieve its desired performance and related desirable results. This will be one of the main contributions of the current study, which engages with a multi-national organisation in the logistics sector that is based in the ME region.

Purpose The purpose of this paper is to explore the value of Blockchain technology as a solution to creating and preserving trustworthy digital records, presenting some of the limitations, risks and opportunities of the approach. Design/methodology/approach The methodological approach involves using the requirements embedded in records management and digital preservation standards, specifically ISO 15,489, ARMA’s Generally Accepted Recordkeeping Principles, ISO 14,721 and ISO 16,363, as a general evaluative framework for a risk-based assessment of a specific proposed implementation of Blockchain technology for a land registry system in a developing country. Findings The results of the analysis suggest that Blockchain technology can be used to address issues associated with information integrity in the present and near term, assuming proper security architecture and infrastructure management controls. It does not, however, guarantee reliability of information in the first place, and would have several limitations as a long-term solution for maintaining trustworthy digital records. Originality/value This paper contributes an original analysis of the application of Blockchain technology for recordkeeping.


Significance The budget will prove to be all but the last political event before the final campaign and the May 7 general election. Although the detail had to be determined in cooperation with the Liberal Democrats, Osborne's package was an unashamed pitch for a Conservative term of office. The crucial contest at the election will be the government's claim to have delivered on economic recovery and deficit reduction over the past five years, versus the Labour Party's assertion that its own preferred route to budgetary stability is better balanced and more socially acceptable. Impacts The link, if any, between the economy and politics is uncertain: the Conservatives won in 1992 (recession) but lost in 1997 (boom). The United Kingdom has experienced a 'voteless recovery' -- a huge move from pessimism to optimism, with no benefit for the Conservatives. Benign international economic conditions (notably the sharp fall in global oil prices) have boosted growth for 2015. This shift could be easily reversed if oil prices were to return to 2012-14 levels. Assumptions that the 'age of austerity' is over and the budget will achieve balance in the next parliament are very premature.


Subject Effect of low oil prices on China. Significance China is the world's second-largest oil user and imports nearly 60% of its annual requirements. If oil prices remain below 50 dollars per barrel, China's import bill for crude oil will fall by tens of billions of dollars in 2015, while the national oil companies (NOCs) face a difficult time as their profits from oil production are squeezed. However, the consequences are not straightforward due to the government's role in setting energy prices and the mix of commercial and state objectives of the NOCs. Impacts Financial pressure on China's NOCs will not be as great as on their international counterparts. The NOCs are likely to embark on a spree of buying overseas oil and gas assets. With contracted gas supplies exceeding domestic demand, Chinese LNG importers will sell surplus on the international market.


Subject The impact of prolonged low oil prices. Significance Hydrocarbons drove rapid economic expansion in the past. The associated increase in income fuelled the growth of domestically oriented sectors, such as trade and construction. Publicly financed infrastructure spending, using the fiscal space created by oil and gas revenues, also contributed. Impacts Sluggish oil production will compound the impact of persistent low oil prices. Fiscal consolidation will also require a stronger focus on the prioritisation of spending. Devaluation has not fully restored competitiveness but is a source of stress for the banking system.


Significance Developments in AI over the past year have generated much excitement. However, the glare of such news often creates difficulty in allowing individuals to understand its real, and longer-term, impacts on business, government and culture at large. Impacts Rising automation will intensify debates around a guaranteed 'basic income'. Workplace automation will lead to increased specialisation in the workforce. In the long term, long-distance haulage will experience a massive increase in latent labour supply.
