Czech election result could lead to a political crisis

Headline CZECH REPUBLIC: Poll result could lead to a crisis

Significance The country's political crisis has worsened over the past week, with rival administrations claiming power and the military appearing to throw its weight behind Embalo, a former general who was ‘inaugurated’ despite the Supreme Court failing to certify December’s election result. The Economic Community of West African States (ECOWAS), which previously accepted Embalo’s victory, has urged the military to refrain from involvement in the crisis and allow the court processes to be completed. Impacts Pereira’s apparent loss, coupled with Embalo's party's growing popularity, could see the PAIGC’s historical dominance in jeopardy. Should his victory be certified, Embalo will likely look to increase defence spending to ensure continued military support. Embalo will probably try to organise another inauguration ceremony this year, with regional leaders in attendance, to legitimise his rule. Pereira and the PAIGC will resist any constitutional amendment that would alter the largest party’s right to appoint the prime minister.

Purpose The purpose of this paper is to evaluate the historical pollution of the Hostivar Reservoir (largest reservoir in Prague) sediment by metals, polyaromatic hydrocarbons (PAH) and polychlorinated biphenyls (PCB) and identify the trends in pollution of aquatic environment. Design/methodology/approach Core samples, 140 cm long, recording the 45-year history of the reservoir, were separated to 5 cm width subsamples (approximately 1.5 years of sedimentation) and analyzed for metals (Cd, Pb, Cu, Zn, Cr, Ni, Al), PAH and PCB. Following methods were used: US EPA 3051 for metals, US EPA 505 and US EPA 8082 A for PCB, and ISO 18287:2006 for PAH. Findings Most of the contaminants had the highest concentration at the beginning of the existence of the reservoir, suggesting that the contamination results from construction activities. Significant decrease of Pb occurred in the second half of the 1990s. It was caused by termination of the addition of lead as a detonation suppressant to the gasoline. Most concentrations of PAHs, PCBs and metals, except copper do not present eco-toxicological risk. Practical implications The results show the volume of priority pollutants removed from the reservoir by sediment extraction, and point risk to the terrestrial environment due to application of the sediment in the construction of a noise protecting wall. Originality/value The paper presents unique data about historical contamination of the largest reservoir in Prague, the capital of Czech Republic. It shows how the watershed and the construction phase of the dam cause a pollution of the reservoir sediment and possible environmental risk for aquatic biota.

Headline CZECH REPUBLIC: Vehicles may help growth in 2021

Significance He did not name a new prime minister. Over July 25-26, Saied dismissed Prime Minister Hicham Mechichi, dissolved his government, suspended parliament for 30 days, lifted parliamentary immunity and declared himself chief prosecutor, triggering Tunisia’s worst political crisis in a decade. Impacts The Ennahda party could be persecuted once again, this time on corruption charges, as the reconciliation offered excludes its members. Tunisia may become a new ideological battleground, pitting Turkey and Qatar against the United Arab Emirates (UAE), Saudi Arabia and Egypt. The EU, the United States and Algeria have some influence on Tunisia and could perhaps play a moderating role.

PurposeThis paper discusses the role of public leadership and the strategic response of local governments to the external shock caused by the COVID-19 pandemic. The authors examine the typical Czech response with regard to how the leadership of municipalities in the Czech Republic responded to this extremely negative external stimulus.Design/methodology/approachThe authors use qualitative research methods for this investigation. They have chosen the case study method (see Yin, 2009; Stake, 1995; Klonoski, 2013). The general case is the Czech Republic. Mini-cases consist of municipalities from the Znojmo region, municipalities of the Central Bohemian region and the municipal districts in the capital city of Prague. Furthermore, the method of participant observation was used.FindingsThe authors’ analysis of the problem of local government responses to the pandemic crisis shows that municipal leaders responded with a variety of (non-)adaptation strategies. It appears that certain framework factors influenced the various local governments' behavior.Originality/valueThe article examines the strategic behavior of Czech municipal leaders regarding the pandemic crisis based on the observation of the reactions of local governments in the Czech Republic to the pandemic crisis and strives to define their basic strategies.

ABSTRACT Species of the Aeromonas genus can be found in numerous environmental milieus, including various water sources, and some species cause disease in animals. We present here the draft genome sequence for Aeromonas cavernicola DSM 24474T, a novel species isolated from a freshwater brook within a cavern in the Czech Republic.

Significance The results have destabilised relations within the alliance involving the League, Brothers of Italy (FdI) and Forza Italia (FI), and increased speculation that FI may ally with moderate parties instead. The election results reflect the popularity of Prime Minister Mario Draghi’s government of national unity. Impacts The stability of Draghi’s government may boost Italy’s chances of influencing reforms to the EU’s fiscal policy framework. The election result reflects the wider recovery in business confidence already evidenced in Italy. Based on polling trends, Giorgia Meloni’s FdI is in a strong position to be the leading populist party after the next election. Meloni’s rise could increase tensions between FdI and the League, as the latter is accustomed to being the dominant party in the polls.

Significance Although the changes follow old patterns developed during Museveni’s more than three decades in power, they also underscore growing anxieties about rising opposition to his rule and signal fresh efforts to contain these threats. Impacts The overexpansion of government to accommodate various interests means many positions are merely ceremonial. The question of who will succeed Museveni atop the NRM could prove a major flashpoint issue undermining party unity. Ongoing challenges in managing the COVID-19 pandemic will amplify public discontent with Museveni’s rule.

Significance Efforts to investigate the former president’s tax returns, together with a separate congressional investigation into the events of January 6, are raising questions over the extent to which documentation and personal testimony can be withheld from Congress under the principle of executive privilege. Impacts Congress will seek testimony from Trump administration officials about alleged efforts to overturn the 2020 election result. State prosecutors are seeking access to Trump’s tax records as they examine possible conflicts of interest while in office. A Biden refusal to endorse Trump claims of executive privilege risks further partisan division over the January 6 investigation.
