PurposeThe purpose of this paper is to examine the status of governance and administration in Sri Lanka in light of current crises and the impact on the quality of governance.Design/methodology/approachThe mixed method approach is employed to explore the problem based on secondary data and results from two major surveys.FindingsThis paper shows political and administrative commitment and quality of governance are two basic ingredients for rapid development and fighting administrative malpractices. Sri Lanka’s system of governance is a mixture of paternalism and alliance developed through political dynasty, kinship, ethnicity, caste, religion, and elitism.Originality/valueThis study fills the research gap as few studies have examined the recent crises of Sri Lanka’s governance and the impacts on governance quality.Policy implicationsOnly by implementing administrative and policy reforms will not improve governance quality in the absence of strong political and bureaucratic commitment. Moreover, global anti-corruption measures are unlikely to work in the Sri Lankan context.

Purpose The purpose of this paper is to study the impact of infrastructure and governance quality on the state-level productivity of Indian manufacturing for the period 2008–2011. Design/methodology/approach The authors first rank Indian states on their quality of governance using benefit-of-the-doubt approach. Next, to explain state-level differences in total factor productivity (TFP), the authors assess the impact of a composite index of governance on industrial TFP of Indian states using alternate techniques and controlling for endogeneity. The authors also decompose the composite effect of governance in terms of economic, social and financial infrastructure and other key governance dimensions, which serves as another robustness check for the findings. Findings The authors find that TFP varies significantly across states, so does governance quality. Further, results suggest that TFP of Indian industries is sensitive toward public service deliveries of economic, social and financial infrastructure. However, the authors fail to find any impact of law and order indicators, for instance, rate of violent crimes, police strength and judicial service quality on the manufacturing productivity. The estimated coefficient of governance index is robust across alternate methodologies. Originality/value To the authors’ knowledge, this is the first study to assess the impact of regional governance factors on the manufacturing sector of India. The study has identified governance factors that impact manufacturing productivity in the Indian states. Findings suggest that an effective way to eliminate regional growth inequality in India is to ensure that the lagging states initiate reforms to improve the quality of institutions, regulation and governance. Findings of the study contribute to the limited literature on governance at the regional/sub-national level.

Purpose – The purpose of this paper is to contribute to existing literature by examining whether development aid has any measurable impact on food security, whether the impact is conditioned on the quality of governance and whether it differs based on the type of aid provided. Design/methodology/approach – Panel-data analysis of 85 developing countries between 1994 and 2011, using generalized method of moments and two-stage least squares estimators. Findings – The paper finds that aid in general has a small positive impact on food security; that multilateral aid, grants and social and economic aid have a positive effect on food security in their own right, and that bilateral aid, loans and agricultural aid are more conditioned on the quality of governance that other aid. Research limitations/implications – The main limitations rest with the imperfect nature of cross-country data on food security and governance, which I have tried to overcome through a series of robustness tests. Practical implications – The findings suggest that aid, despite its many deficiencies, can play a positive role in strengthening food security. Furthermore, they indicate that concessional loans, bilateral aid and agricultural aid are likely to foster food security only in countries with better governance. Originality/value – The paper constitutes a novel contribution to existing literature because it is one of the first to use cross-country data to explore the impact of aid on food security and because it utilizes a relatively complex aid categorization, which allows its conclusions to be more nuanced.

Purpose – The purpose of this paper is to examine resource allocation under the centrally sponsored scheme Sarva Shiksha Abhiyan (SSA) and its impact on development of elementary education in India. First, the author describes the current educational disparity across states in terms of state funding. Second, the author shows that interstate disparities in education resources have more to do with capacity of states to finance elementary education. For this, the author examines funding mechanism under SSA, focusing on principles of adequacy and absorptive rates. Third, the author analyzes the impact of additional funding on the progress of elementary education across states. Fourth, the author demonstrates how funding under SSA reinforces rather than reduces interstate disparity in school funding. Finally, the author concludes with certain policy implications for reforming federal transfers in Right to Education (RTE)-SSA, which can easily be extended to Rashtria Madhya Shiksha Abhiyan (RMSA) to be more responsive to educational inadequacy, effort and capacity across states. Design/methodology/approach – The author uses box plots for illustrating interstate disparity across various indicators on financing and growth of elementary education. Box plots are good at portraying extreme values and illustrate differences between distributions. Because the thrust of the paper is examining difference in distribution across and within states, box plots appropriately portray the distribution of both. Further, coefficient of variation is estimated in education funding and its impact variables. Findings – Interstate disparity in additional to the funding of SSA through discretionary transfers is examined by looking at two principles of inter-governmental transfers, viz., adequacy and absorptive rates. In a way, it appears that the educationally backward states getting the highest shares and also as per the requirement of the child population, but not necessarily so in terms of their relative proportions of enrolment, schools and teachers. Yet another revelation is that actual absorptive rates are much less than apparent absorptive rates. Unambiguously, additional resources coming from the Center for Development of Education can have a positive influence only after states have achieved a certain threshold level of absorptive capacities. As evidenced, fiscal disability is not compensated by transfers via SSA, as matching shares are uniform across states. Research limitations/implications – One significant limitations of the study is its use of administrative data. Often, administrative data from developing countries especially on social sector like education report inflated figures. The study uses primarily such but published secondary data sources. Practical implications – Finally, the author suggests certain policy implications for reforming federal role in the current RTE-SSA, which can easily be extended to RMSA, a CSS in secondary education, to be more responsive to state effort and capacity. Social implications – Though SSA attempts to address regional imbalance, the accumulated initial advantage of better-off states with uniform norms under SSA funding widens the interstate disparity rather than reduce it. It is, hence, mandated to look at building capacities and enable states for a level-playing field. Originality/value – It adds value to existing studies in two ways: rarely studies examine SSA expenditures and its impact on development and financing of elementary education, and examine a question on horizontal equalization mechanism whether additional allocation under SSA induce or reduce interstate disparity.

PurposeHappiness levels differ among the Middle East and North African (MENA) countries and follow a downtrend, making such heterogeneity a popular topic to investigate. The paper aims to study the contribution of governance quality on the heterogeneity in happiness levels across MENA countries while controlling for demographic and socioeconomic variables.Design/methodology/approachThe paper applies panel random-effects regression analysis on three samples: full sample, rich and poor subsamples, using data from 20 MENA countries over the 2007–2017 period.FindingsThe empirical results for the full sample conclude that better technical quality of governance increases happiness in the region. Furthermore, findings suggest that political stability and absence of violence matters for people's happiness only in rich countries. Whereas, control of corruption is positively associated with happiness level in the full sample and poor subsample. Across all three samples, voice and accountability has no impact on happiness.Research limitations/implicationsA possible limitation of the paper is using an index for happiness based on a subjective weight distribution. Therefore, researchers are encouraged to implement a novel method using data envelopment analysis.Practical implicationsThis paper includes implications for policymakers in the MENA region. Governments should strengthen existing laws and create a comprehensive database of laws, fight corruption and prioritize raising income.Originality/valueThis paper is the first to categorize MENA countries into rich and poor to analyze how governance quality contributes to the heterogeneity in happiness levels.

Purpose The purpose of this paper is to study the relationship between tourism and climate change and, hence, to understand the impact of climate change on tourist destinations. Design/methodology/approach A conceptual analysis of secondary data was extracted and analyzed. The framework and policy implications for the study were obtained from online secondary data and by interaction with representatives of a state authority. Findings The findings from the study show that the impact of climate change on tourism is likely to manifest itself in a number of different ways according to local conditions. Climate and weather are connected with tourism and recreational activities. The paper shows the importance of climate for tourism because climate itself is an attraction. Climate and weather are among the most important attributes to influence tourist decision-making. Changing the climate and weather conditions of any destination may affect the tourists’ comfort and travel decisions, and due to the changing demand pattern and tourist flows, tourism businesses and host communities suffer. Cancellation of any trip due to bad weather causes dissatisfaction and those affected may avoid visiting the destination again. Temperature is also one of the most important climate variables in the analysis of tourism demands as it affects comfort. Originality/value This original piece of work suggests that climatic conditions control destination choice and this influences the tourism demands for a given destination.

PurposeThe purpose of this paper is to examine the causes, the nature and the extent of unneighbourly relations between neighbours living in small multi-owned residential buildings (MOBs, sometimes called strata) in Australian cities, and the effect of these relations on the health and wellbeing of residents. The impact of neighbour relations and conflicts on residents' health and wellbeing has not been explored before in the context of small MOBs in Australia (under 12 units).Design/methodology/approachThe research involved an analysis of secondary data on common problems experienced in MOBs between neighbours, in-depth face-to-face interviews with twenty-six residents and interviews with five managers of management agencies in metropolitan Melbourne (Victoria) and Adelaide (South Australia), Australia.FindingsWhen strata processes and management worked well residents were positive about living in such an arrangement. However, when the strata group was less harmonious residents reported that it impacted negatively on their health and wellbeing.Research limitations/implicationsThe study's findings are subject to the widely acknowledged limitations of small sample-based interview research. Findings indicate that there is a need to explore the benefits and disadvantages of living in small multi-owned residential buildings in Australia on a larger scale.Practical implicationsThere are three policy implications from the findings: a need for better education of prospective buyers regarding the nature of strata living; tighter regulation of rules for small multi-owned apartment buildings is required, (in a similar way to how the regulations operate in large apartment buildings); and a need to include private rental tenants living in strata in the everyday life around the management of the building.Originality/valueThe impact of neighbourly relations and conflicts on the health and wellbeing of residents living in MOBs, particularly small ones, has not been studied adequately, as current research focuses on large apartment buildings. This research addresses a gap in the literature in the study of small living arrangements (town houses, apartment buildings, terraces), with 12 or less apartments, with a focus on residents' health and wellbeing.

Purpose The purpose of this study is to examine the effect of monitoring local authorities on the quality of governance and public services reported by citizens in Vietnam, using the Vietnam Governance and Public Administration Performance Index (PAPI) surveys. Design/methodology/approach PAPI randomly selected 200 locations in 93 districts of 30 provinces to conduct its survey in 2010, and subsequently rolled out the survey nationally in 2011 and 2012. Using 2011 and 2012 survey data, the authors compare the quality of governance and public services reported in provinces and districts that were covered in the 2011 PAPI survey with those that were not surveyed in 2010. Theories suggest that local authorities may improve their behavior if they have been surveyed and are, thus, aware that they are being monitored, leading to higher quality governance. Findings In this paper, the authors find that governance quality reported in later years by citizens in the surveyed provinces and districts of the 2010 PAPI survey was significantly higher than the quality reported by citizens in locations that were not surveyed in 2010. Monitoring appears to improve a wide range of governance aspects, including local participation in village decisions, transparency of local decision-making, accountability, administrative procedures and public service delivery. Originality/value The main innovation of this study is to use a randomized survey on governance as a natural experiment to measure the impact of monitoring on the quality of governance and public services, as reported by citizens.

The objective of this paper is an attempt to explain the determinants of the lowest governance quality level in one of the communes of the Opolskie Province, Poland. The first stage of the research consisted in developing a commune-level governance quality index in order to measure the quality of governance in the 60 communes of the Opolskie Province. Subsequently, the commune with the lowest score in the index was qualified for the second stage of the research which was based on the extreme case method. The major conclusion from the research is that the commune leader's governance style which allowed him to hold on to power for many terms of office was responsible for generating low governance quality. Furthermore, the low quality of governance was not only the effect of the governance style but also the strategy aimed at remaining in the commune leader office for many terms.

This paper will examine the impact of PR electoral systems in a divided society. This research will explore the strength and weakness of the current electoral system and institutional design of Sri Lanka and will recommend changes to decrease the risk of minority exclusion in decision making and ethnic violence. The objectives of this research are to examine the character of the merits and demerits of the PR, and to investigate and assess the impacts of the PR in the multi ethnic societies of Sri Lanka. The study is a qualitative case study, and primary and secondary data sources have been employed to gather relevant data. The My Fieldwork was conducted in Sri Lanka, with the intention of gaining a better and more thorough understanding of the current situation. The interviews conducted were as such not structured or semi-structured, due to the interviewees’ varying professional background and institutional affiliation. Accordingly, unstructured interviews, as well as informal conversations and meetings, were conducted throughout Sri Lanka.

Purpose The purpose of this paper is to examine the impact of transparency and disclosure on the financial performance of financial institutions. The emphasis is on assessing transparency and disclosure; auditing and compliance; risk management as indicators of corporate governance; and understanding how these parameters affect bank profitability, liquidity and the quality of loan portfolios. Design/methodology/approach A sample of 20 financial institutions was selected, with ten respondents from each, yielding a total sample size of 200. Principal component analysis (PCA), with inbuilt ability to check for composite reliability, was used to obtain composite indices for the corporate governance indicators as well as the indicators of financial performance, based on a set of questions framed for each institution. Findings The analysis demonstrates that greater disclosure and transparency, improved auditing and compliance and better risk management positively affect the financial performance of financial institutions. In terms of significance, the results show that as the level of disclosure and transparency in managerial affairs increases, the performance of financial institutions – as measured in terms of the quality of loan portfolios, liquidity and profitability – increases by 0.3046, with the effect being statistically significant at the 1 per cent level. Furthermore, as the level of auditing and the degree of compliance with banking regulations increases, the financial performance of banks improves by 0.3309. Research limitations/implications This paper did not consider time series because corporate governance does not change periodically. Practical implications This paper demonstrates the importance of disclosure and transparency in managerial affairs because the performance of financial institutions, as measured in terms of loan portfolios, liquidity and profitability, increases by 0.4 when transparency and disclosure improve, with this effect being statistically significant at the 1 per cent level. Originality/value The use of primary data in assessing the impact of corporate governance on financial performance, instead of secondary data, is the primary novelty of this study. Moreover, PCA is used to assess the weight of the various parameters.
