Purpose Using a descriptive case study approach, this paper aims to validate academic librarians’ perceptions that they are marginalized by faculty during academic program reviews, and recommends ways for the two groups to collaborate more effectively to make program reviews more meaningful. Design/methodology/approach The paper describes a case study at a Canadian university where the six types of documents produced as part of the program review process for ten graduate programs were analyzed using corpus analysis tools and techniques, such as keyword generation and key word in context analysis. For each program, documents were examined to determine the volume and nature of the discussion involving libraries in the self-study, library report annex, site visit itinerary, external reviewers’ report, academic program’s response and final assessment report. Findings The empirical evidence from the corpus analysis validates the findings of previous perception-based studies and confirms that librarians currently have a minor role in program reviews. Best practices and gaps emerged, prompting five recommendations for ways in which academic librarians can play a more meaningful role in the program review process. Practical implications The results suggest that programs are not currently putting their best foot forward during program reviews, but this could be improved by including librarians more fully in the program review process. Originality/value The present study contributes to the existing body of knowledge about the role of academic librarians in the program review process by providing direct and empirical measures to triangulate previous perception-based investigations that rely on surveys and interviews. It summarizes limitations of the current institutional quality assurance process and the benefits to be gained by involving librarians more in the process. It offers recommendations for policymakers and practitioners with regard to potential best practices for facilitating librarian involvement in academic program reviews.

Purpose This paper aims to investigate the potential benefits and limitations associated with aligning accreditation and academic program reviews in post-secondary institutions, using a descriptive case study approach. Design/methodology/approach The paper describes two Canadian graduate programs that are subject to both external professional accreditation and institutional cyclical reviews, as they underwent an aligned review. The process was developed as a collaborative effort between the academic units, the professional associations and the university’s graduate-level quality assurance office. For each program, a single self-study was developed, a single review panel was constituted, and a single site visit was conducted. The merits and challenges posed by the alignment process are discussed. Findings Initial feedback from the academic units suggests that the alignment of accreditation and program reviews is perceived as reducing the burden on programs with regard to the time and effort invested by faculty, staff and other stakeholders, as well as in terms of financial expenses. Based on this feedback, along with input from reviewers and program evaluation committee members, 14 recommendations emerged for ways in which an aligned review process can be set up for success. Practical implications The results suggest that aligned reviews are not only resource-efficient but also allow reviewers to provide more holistic feedback that faculty may be more willing to engage with for program enhancement. Originality/value The present study contributes to the existing body of knowledge about conducting aligned reviews in response to external accreditation requirements or institutional needs. It summarizes the potential benefits and limitations and offers recommendations for potential best practices for carrying out aligned reviews for policymakers and practitioners.

Systematic program review is proposed as a semi-formal means to proactively involve higher education faculty, staff, students and administrators in analyzing and making decisions about the future of their programs. The chapter first examines issues facing higher education, issues that provide a rationale for annual program reviews. The chapter positions program review as a form of participant-oriented program evaluation, and describes features of annual program reviews. A case study illustrates how a program review was conducted. Summary benefits and implementation guidelines are provided for administrators and faculty.

Purpose – The purpose of this paper is to share a compelling example of a library’s willingness to develop and design itself as an open-ended process. Design/methodology/approach – The case study provides a historical review of the library’s founding design, and an overview of the process and approach to redesign. The study contextualizes the library within current academic library research and literature. Findings – This paper explores the research, engagement and planning process behind the library’s exploration of new models and service configurations. The project was an engaged, inclusive, transparent, library-led process. The commons reestablishes the library as the “nerve center” of the campus. Originality/value – The paper offers an update to a 1969 report, and later book by Robert Taylor on the Harold F. Johnson Library at Hampshire College, designed as a prototype of an academic library. This paper will be of value to academic librarians, administrators, and historians.

Learning outcomes The present case study would help readers to understand paternalistic leadership behavior with its underlying theory. Readers would be able to appreciate the nature of experiences employees may have while working with a paternalistic leader high on authoritarianism. This case study would motivate readers to work out appropriate strategies for working under paternalistic bosses. The teaching note sensitizes readers about the complicated relationship between paternalistic leadership and culture. Case overview/synopsis Pyramid Globe Management Institute (PGMI) is struggling to generate revenue. PGMI founder, Tugmanshu Lakhani, has to find out new sources of revenue to keep the institute functioning. He constitutes a team of three professors for starting a new academic program with a foreign university. The initial success of the team brings favor from the founder but jealousy from the colleagues reeling under job threat. High authoritarianism and interference of the founder create a problematic situation for the three professors. When the new program starts showing promising results, the founder gets apprehensive about whether the new course may hurt the enrolment in the flagship program of the institute. The authoritarian and erratic behavior of the founder had a demotivating effect on the team working for the new program. Some team members resign under pressure while three professors stay to ensure the launch of the program. The professors have to resolve the conflict between their commitment toward PGMI in a troubled time and a career uncertainty if they continue working for it. Anticipating no change in the behavior of the founder and an uncertain future with PGMI, three professors quit after the start of the new program. The founder may continue losing committed employees if he is unable to balance his authoritarianism with benevolence and moral behavior. It will create more problems for PGMI in the future. Complexity academic level This case can be used in organizational behavior, leadership and team-building courses in the regular Master of Business Administration (MBA) programs. The case can further be used in the executive development program, especially for analyzing the leadership problem in higher education organizations. PurposeThe purpose of this study is to focus on organisation’s cybersecurity strategy and propose a high-level programme for cybersecurity education and awareness to be used when targeting small- and medium-sized enterprises/businesses (SMEs/SMBs) at a city-level. An essential component of an organisation’s cybersecurity strategy is building awareness and education of online threats and how to protect corporate data and services. This programme is based on existing research and provides a unique insight into an ongoing city-based project with similar aims.Design/methodology/approachTo structure this work, a scoping review was conducted of the literature in cybersecurity education and awareness, particularly for SMEs/SMBs. This theoretical analysis was complemented using a case study and reflecting on an ongoing, innovative programme that seeks to work with these businesses to significantly enhance their security posture. From these analyses, best practices and important lessons/recommendations to produce a high-level programme for cybersecurity education and awareness were recommended.FindingsWhile the literature can be informative at guiding education and awareness programmes, it may not always reach real-world programmes. However, existing programmes, such as the one explored in this study, have great potential, but there can be room for improvement. Knowledge from each of these areas can, and should, be combined to the benefit of the academic and practitioner communities.Originality/valueThe study contributes to current research through the outline of a high-level programme for cybersecurity education and awareness targeting SMEs/SMBs. Through this research, literature in this space was examined and insights into the advances and challenges faced by an on-going programme were presented. These analyses allow us to craft a proposal for a core programme that can assist in improving the security education, awareness and training that targets SMEs/SMBs.

Purpose The purpose of this study was to investigate the adoption and use of electronic document and records management system (EDRMS) in the public service in Namibia and Zimbabwe with the aim of establishing barriers and enablers, and best practices which each country could adopt from the other. Design/methodology/approach This multi-case study was informed by an interpretivist paradigm. Qualitative in nature, the study applied face-to-face interviews as the data collection method, supplemented by documents analysis. The study population was Namibia and Zimbabwe’s public sectors with units of analysis, being the governments’ ministries, offices and agencies which have implemented EDRMS. Findings The paper provides the state of EDRMS implementation in Namibia and Zimbabwe. It establishes how the two countries have implemented EDRMS and factors that have contributed to the success/failure of the implementation in both countries. Originality/value The paper is a response to the need for further research studies on the implementation of EDRMS in various countries.

Purpose The purpose of this study is to examine teaching intent of information literacy threshold concepts via asynchronous reference transactions. Instructional content in academic librarians’ replies to research requests are analyzed for and mapped to threshold concepts contained in the Association of College and Research Libraries (ACRL) framework. Design/methodology/approach The author mapped the instructional content of a research request reply template to the content of the ACRL framework, then took a random sample of research requests using the template during the calendar year 2016. Additional instructional content provided in the sample replies was also mapped to the framework. Findings In providing written instruction for students to create searches from keywords and search subject-specific databases, every frame is at least partially addressed in the template except Scholarship as Conversation. However, individual librarians adapt the template to teach as needed and there are examples in this case study of teaching aspects of all six frames asynchronously. Practical implications This study provides support for librarians to teach the threshold concepts of the ACRL framework asynchronously at the point of need during virtual reference, and the effective use of a research reply template to accomplish this instruction. Originality/value Few recent studies examine instructional intent in asynchronous/email reference. This study examines teaching the ACRL framework via reference rather than instructional sessions. A portion of this research was presented as a poster at the 2017 ACRL Conference in Baltimore, Maryland.

PurposeThe purpose of this paper is to present a case study which describes reference and instruction outreach programs promoted by the University of Texas at San Antonio (UTSA) Library. Direct‐2‐U Reference, Crash Courses, and Drop‐In Tours reached out to students in innovative ways to encourage non‐library users to see what they were missing and to give current library users even more choices. Direct‐2‐U Reference provided opportunities for students to get research help on their own turf. Librarians offered assistance at several locations across campus, combining the benefits of face‐to‐face reference with the convenience of getting help without going to the physical library. Library Crash Courses promoted subject‐specific assistance without the formality of in‐class instruction. Drop‐In Tours allowed curious students to figure out the layout of the library and get answers to their questions.Design/methodology/approachThis case study describes researching alternative services, and includes practical information on how services were implemented. Information is presented about ongoing evaluation of the outreach programs that improved the direction, marketing, and overall success of the programs.FindingsThe outreach programs promoted by the library reached additional users, provided more options for patrons, and improved the visibility of the library campus‐wide.Originality/valueThis case study will be of interest to other academic librarians wanting to provide library services outside the library. It builds on the existing literature regarding library outreach services.

Purpose The purpose of this paper is to determine how post-disaster legislation can be used to support building back better (BBB) in the horizontal infrastructure sector (roading, water, wastewater and stormwater networks). Design/methodology/approach A case study approach was taken looking at the rebuild following the Canterbury earthquakes in New Zealand. Data were collected through document analysis and semi-structured open-ended interviews with members of the organization responsible for implementing the horizontal infrastructure rebuild. Findings The results showed that the post-disaster legislative actions taken in Christchurch were comparable to existing findings on post-disaster legislative best practices in developed countries. This study confirmed that post-disaster legislation is an effective mechanism to support BBB through enforcing BBB concepts such as risk reduction and better implementation, and facilitating the recovery process to improve efficiency. Research limitations/implications It is recommended that this study is extended to conduct similar case studies in other countries to further explore legislative implications in different sectors as well as different legislative environments. Originality/value This paper makes a valuable contribution to existing research on how post-disaster legislation can be used to support BBB in the horizontal infrastructure sector. The findings also add to wider knowledge on the Canterbury earthquakes recovery process.

Quality assurance has been recognized as being important in higher education; however, there are numerous reports that it is challenging to engage faculty members in quality assurance processes in a meaningful way. A frequently cited reason for faculty members’ resistance is that they find the process to be authoritarian and non-collegial. This paper presents a case study which shows that changing the tone of the language used to communicate with academics about the institutional quality assurance process—from a bureaucratic and authoritative tone to a more collegial one—can serve as a countertactic to help mitigate the resistance of faculty members to this process. Using corpus-based techniques, we investigate the language used in documents to communicate with faculty members about quality assurance. We then demonstrate that, following a linguistic revision to introduce a more collegial tone to these communications, faculty members appear to be more willing to engage in the quality assurance process in a meaningful way.
