Purpose The purpose of this study is to determine the extent to which total quality management (TQM) initiatives can improve the quality of services delivery at the medical records unit of the Korle-Bu Teaching Hospital (KBTH) to help meet the expectations and aspirations of patients and customers of the hospital. Design/methodology/approach This research adopted the survey strategy as its research design. The total study population consisted of 114 medical records staff of the KBTH. Questionnaires and personal observations were employed as the data collection instruments. The study recorded a response rate of 98 per cent. Data gathered from respondents were analysed in qualitative terms. Findings The overall finding of this study was that, although the medical records department of the KBTH had a fair degree of understanding on the benefits of TQM to records management service delivery, the exiting values for TQM did not meet the framework of good TQM practice, principles and standards. Research limitations/implications Even though the subjects for the study were from the biggest hospital in Ghana, the findings of this study may not be generalised to the whole country. Practical implications The study has demonstrated the need for the medical records department of the KBTH to have and develop good TQM standards to improve the quality of services to patients and varied customers of the hospital. Originality/value The literature reviewed indicated that this study is a maiden attempt to examine how TQM initiatives including sensitivity, customer satisfaction, commitment of top management, team work, effective leadership and participatory management, people development and effective and open communication can improve the quality of medical records service delivery at the KBTH in Ghana.

This article is a theoretical study of the concept of benchmarking in library management to improve the quality of services and functions. The formulation of the problems raised is how the concept of benchmarking is and how its application to the existence and implementation of the functions of library institutions are. The method of writing in this article is to describe the concepts of benchmarking and then put the library activities on the concepts found. Benchmarking can and will be implemented in a library as a form of library development in a dynamic and sustainable way. Benchmarking done at this time tend to be external and functional. A library will apply benchmarking if its management system led to a total quality management system. It means that the empowerment of an organization's resources is developed maximally, professionally and proportionally. A library tends to benchmark, if it had a strategic planning to increase satisfaction both morally and materially.

Purpose This paper aims to advance a total quality management (TQM) model for the open government data (OGD) initiatives undertaken by the governments. As an example, the paper investigates the national OGD portal of India (www.data.gov.in) and provides implications of the proposed TQM model for the Indian case. Design/methodology/approach The TQM model for the OGD initiatives (16 dimensions in terms of drivers, enablers and results) is derived from the extant literature on the principles of TQM and OGD. The proposed model is used for drawing implications for the Indian OGD initiative. Findings The application of TQM model for the OGD initiative in India would help in quality maintenance and sustainability. The quality of the OGD portal should be improved by taking the TQM model as a point of reference. Practical implications Ensuring quality of the datasets is important for any OGD initiative. The proposed TQM model leaves insights for the practitioners (policymakers and administrators) to implement the TQM model in the OGD policy initiatives. This would lead to increased trust, transparency and accountability. Social implications Through the integration of the TQM model in the OGD initiative of the country, a wider section of the stakeholders may tap the qualitatively advanced datasets for value creation. Citizen participation and engagement would increase with the integration of the TQM model in the OGD initiative. Originality/value While management of quality in the OGD initiatives has been underlined in the extant OGD-focused literature, the utility of applying TQM principles in OGD initiatives has not been conceived so far. The present study seeks to contribute towards the extant literature on TQM and OGD with the identification of the TQM model for the OGD initiatives.

PurposeThe purpose of this study is to investigate the critical success factors for total quality management implementation and implications for sustainable academic libraries in Ghana. This study is part of a PhD project that focussed on selected technical university libraries in Ghana.Design/methodology/approachThis study adopted a quantitative approach to collect the data. Samples of 124 participants were involved in this study. PLS-SEM (Smart PLS3) software was used to analyse the data. Convergent, discriminant validity assessment was computed. Eight variables of critical success factors were tested in relation to total quality management implementation at selected academic libraries in Ghana.FindingsThis study established that out of the eight variables tested, six of them (i.e. top management commitment, employee innovation employee training, organisational culture, teamwork and effective communication, quality performance) indicated a significant positive relationship with total quality management implementation apart from strategic planning and human resource management.Research limitations/implicationsThis study was limited to eight variables as the critical success factors mentioned in the previous paragraph. The use of one methodology might be a limitation as the use of multimethod might have given a more comprehensive picture than the case. This study was limited to only technical university libraries in Ghana hence caution must be exercised when applying the results to contextually different academic environments. The results are applicable to academic universities library in Ghana and beyond if they are adjusted to suit the context.Practical implicationsThis study is timely as it may lead to effective total quality management implementation and the sustainability of technical university libraries in Ghana and Africa in general.Originality/valueThe proposed model can be used to enhance the smooth implementation of total quality management in academic libraries in general and Ghana in particular. The framework is termed as Eddie and Pat's Achievement of Quality Performance (EPAfQP) model.

PurposeThis study aims to critically investigate the structural relationships between total quality management (TQM), service innovation and sustainability performance in the public service sector of the United Arab Emirates (UAE).Design/methodology/approachThe study employed an online survey to collect data from 400 employees working in eight selected UAE public service sector organisations located in Abu Dhabi. The collected data were analysed using structural equation modelling (SEM) to empirically examine whether TQM practices improve service innovation and, subsequently, sustainability performance in the UAE's public service sector.FindingsThe results show that TQM has a significant impact on service innovation and sustainability performance in the UAE's public service sector. Additionally, service innovation partially mediates the relationship between TQM and sustainability performance.Practical implicationsThe public service sector's TQM practices and service innovation in the UAE have a much greater impact on social and environmental sustainability than on economic sustainability performance. Adopting five dimensions of TQM (following the Abu Dhabi Award for Excellence in Government Performance [ADAEP] model) across the UAE's public organisations will enable government departments to deliver innovative services to its beneficiaries.Originality/valueThis study provides a substantial contribution by addressing the gaps in the literature. Very few studies have empirically investigated the possible association between TQM, service innovation and sustainability performance in public sector organisations, particularly in developing countries such as the UAE, where the increasing efforts in TQM practices are still in their emerging stages, mainly targeting innovative service offerings and sustainable performance.
