Whiteness from the top down: systemic change as antiracist action in LIS

PurposeThe purpose of the paper is two-fold. The first is to inform the readers of the racist origins of libraries in America. Readers will learn about historic instances of systemic racism in libraries and those that persist today. The second purpose is to give readers examples of antiracist actions they can take on an individual level, in concert with library administration, and on the institutional level.Design/methodology/approachThis paper gives an overview of systemic racism in librarianship. Part I outlines the history of libraries and their institutional oppression origins in America. Part II reviews some of the current racial issues in Libraries and Information Science (LIS). Part III gives the author's viewpoint on how to incorporate antiracist action within libraries and how to decenter whiteness at the national level.FindingsThe authors found that libraries were established on institutional oppression and systemic racism, which continue to this day to center whiteness and disadvantage BIPOC. Having said that, now is the time to make changes, decenter whiteness and remove systemic barriers through antiracist actions. These actions will help increase the number of BIPOC working in libraries and improve the retention and promotion of those BIPOC too. If the American Library Association (ALA) heeds this call to action, Critical Race Theory (CRT) will become part of the Master's of Library and Information Science (MLIS), BIPOC will be better funded and supported, and the credentialing stigma will be removed.Originality/valueThis article highlights concrete action that should be taken beyond individual bias awareness and into systemic changes. It advocates for more critical awareness and daily antiracist action within the LIS field.

Purpose The purpose of this paper is to explore the influence of selected factors in journal citations. Various factors can affect citations distribution of journals. Among them, skewness of citations distribution, author self-citation, journal self-citation and recitations (RCs) have been studied. Design/methodology/approach The present study based on 16 systematically selected journals indexed in Scopus under the subject category “Library and Information Science.” The study was confined to original research and review articles that were published in the selected journals in the year 2011. The temporal citation window from 2011 to 2014 was taken for analysis. Tools like, Scopus author ID, ORCID and author profiles from Google Scholar were used to minimize the error due to homonyms, spelling variances and misspelling in authors’ names. Findings It is found that citations distribution in majority of the journals under the study is highly skewed and more likely to follow log-normal distribution. The nature of authorship in papers was found to have positive effect on citation counts. Self-citing data show that higher ranked journals have rather less direct impact on total citation counts than their lower counterpart. RCs are also found to be more in top-tier journals. Though the influence of self-citations and RCs were relatively less at individual level on total citations of journals but combined, they can play a dominant role and can affect total citation counts of journals at significant level. Research limitations/implications The present study is based on Scopus database only. Therefore, citation data can be affected by the inherent limitation of Scopus. Readers are encouraged to further the study by taking into account large sample and tracing citations from an array of citation indexes, such as Web of Science, Google citations, Indian Citation Index, etc. Originality/value This paper reinforces that the citations received by journals can be affected by the factors selected in this study. Therefore, the study provides better understanding of the role of these selected factors in journal citations.

PurposeLibrary association policies and guidelines are important to study because they reflect consensus values of the profession. As such, they can shape the association, itself, and set the tone for the values of its individual members in their professional practice. From the titles alone, these documents proclaim themselves to be guides for the development of individual library policy. Additionally, as library and information science (LIS) graduate education programs are accredited by national associations, LIS schools pay attention to association policies and guidelines to help shape professional and continuing education. In these ways, they have a role in shaping professional ideology around a topic. The paper aims to discuss these issues.Design/methodology/approachThe services to persons with disabilities policies from three national-level LIS organizations were analyzed through a thematic analysis.FindingsThe guidelines speak to a shared understanding of disability and accessibility around the themes of library staff, library policies and library resources and services. While not surprising, additional themes around disability context and legislation show a shared understanding of accessibility that is much broader than what the legislation requires.Originality/valueAn analysis of guidelines on services to persons with disabilities from the American Library Association (ALA), Australian Library and Information Association (ALIA) and Canadian Federation of Library Associations (CFLA) is of interest because of the ways these organizations intersect. The ALA and ALIA have reciprocal agreements so that students in LIS education programs are recognized as equivalents. Second, the ALA accredits library education programs in Canada. Given these intersecting relationships, the guidelines-shared notions of accessibility become of high interest.

PurposeThe purpose of this paper is to provide a call to action to use a new theoretical framework for disaster researchers that focuses on using a critical approach to understanding differential disaster impacts due to systemic racism.Design/methodology/approachUsing critical race theory (CRT) and Black Sociology, theoretical and disciplinary frameworks that center Black people and NBPOC as well as a focus in dismantling systemic racism and other oppressive systems, this article calls for a new approach – “disaster racism” – that builds on past discussions for a more nuanced theoretical approach to disaster studies.FindingsAlongside CRT and Black Sociology, this study identifies two examples of the oppressive systems that create disparate impacts to disaster including slavery and the legacy of slavery and mass incarceration.Originality/value“Disaster racism” – a critically focused approach – should be used in the future rather than social vulnerability to further dismantle oppressive systems and institutions, which not only provides strong theoretical backing to research but also creates an actively anti-racist research agenda in the discipline of sociology of disaster.

Purpose Drawing upon the theory of information culture from information science and prior research on Chinese information practices. The purpose of this paper is to posit that instead of over-relying on Hofstede’s national cultural values, the IS field should develop theories on national information culture to bridge the theoretical gaps found in explaining the differences in individuals’ IT perceptions and behaviors across cultures. Design/methodology/approach To achieve the objectives of this study, two quantitative studies were conducted. The first study is exploratory in nature and focuses on the development and calibration of an instrument to measure the Chinese information culture (CIC). The second study takes a confirmatory approach to investigate the impact of the CIC on IT perceptions of manager. Findings The study develops and validates an instrument for measuring the CIC that comprises information source and format preference, information ownership and analysis style, and centralized decision-making and information control. The CIC is found to influence IT perceptions of managers including perceived performance improvement resulted from IT use, attitude toward using work technologies and attitude on the value of IT in general. Originality/value This study is one of the first studies to theorize national information culture to understand IT perceptions at the individual level. The development of the CIC measure provides the much needed methodological support for contextualizing cross-cultural research.

Purpose By historicizing the broader system of education contextualized under the 45th presidential administration, this paper aims to provide a nuanced discussion regarding the condition of information literacy and librarianship as capitalist institutions in service to the state. In response, tools to oppose systemic racism and minimize harm in the classroom as well as recommendations for change and resistance are addressed. Design/methodology/approach The paper focuses on historical analysis of libraries as institutions within larger educational systems and draws heavily on critical theories as a method of critique. Findings This paper demonstrates that the 45th presidential administration is a logical progression of neoliberalism and institutionalized discrimination, which has had adverse effects on the health and safety of (primarily marginalized) students, library workers and library practice, but that critical reflection and information seeking on part of librarians may provide solutions. Practical implications This paper can be used as a guide for librarians seeking to contextualize the educational environment and apply a critical praxis to information literacy programs. Social implications The reflection presented in this paper can aid in expanding awareness in LIS surrounding issues of equity and justice, and impart urgency and need for institutional change. Originality/value Given the lack of diversity in library and information science, this paper provides critical interventions for information literacy practice. The authors’ unique practical and theoretical backgrounds allow for nuanced discussion and pedagogical creation which directly impacts and addresses key issues of justice and equity in the classroom.

PurposeThe purpose of this essay is to highlight the urgent need for antiracism resource generation in organizations today.Design/methodology/approachThis essay weaves together popular press articles, academic writings and the authors' lived experiences to summarize, clarify and extend the work needed inside of organizations and academia to dismantle systemic racism.FindingsWe define antiracist resources as personal and material assets that counteract systemic racism through informing and equipping antiracist actions, and identify three resources—adopting a long-term view for learning the history of racism, embracing discomfort to acknowledge racist mistakes and systematically assess how organizational structures maintain white supremacy—for organizations to address systemic racism.Research limitations/implicationsWhile there is a critical need for more antiracism research, there are standards and guidelines that should be followed to conduct that research responsibly with antiracism enacted in research design, methodology decisions and publication practices.Practical implicationsThe authors call for organizations to directly counter-racism via antiracism resources and offer examples for how these resources can inform and equip companies to create equitable workplaces.Originality/valueThis essay offers: (a) an updated, timely perspective on effective responses to systemic racism (e.g. police brutality and COVID-19), (b) a detailed discussion of antiracism resources and (c) specific implications for antiracism work in organizational research.

PurposeThis study continues a long history of author co-citation analysis of the intellectual structure of information science into the time period of 2011–2020. It also examines changes in this structure from 2006–2010 through 2011–2015 to 2016–2020. Results will contribute to a better understanding of the information science research field.Design/methodology/approachThe well-established procedures and techniques for author co-citation analysis were followed. Full records of research articles in core information science journals published during 2011–2020 were retrieved and downloaded from the Web of Science database. About 150 most highly cited authors in each of the two five-year time periods were selected from this dataset to represent this field, and their co-citation counts were calculated. Each co-citation matrix was input into SPSS for factor analysis, and results were visualized in Pajek. Factors were interpreted as specialties and labeled upon an examination of articles written by authors who load primarily on each factor.FindingsThe two-camp structure of information science continued to be present clearly. Bibliometric indicators for research evaluation dominated the Knowledge Domain Analysis camp during both fivr-year time periods, whereas interactive information retrieval (IR) dominated the IR camp during 2011–2015 but shared dominance with information behavior during 2016–2020. Bridging between the two camps became increasingly weaker and was only provided by the scholarly communication specialty during 2016–2020. The IR systems specialty drifted further away from the IR camp. The information behavior specialty experienced a deep slump during 2011–2020 in its evolution process. Altmetrics grew to dominate the Webometrics specialty and brought it to a sharp increase during 2016–2020.Originality/valueAuthor co-citation analysis (ACA) is effective in revealing intellectual structures of research fields. Most related studies used term-based methods to identify individual research topics but did not examine the interrelationships between these topics or the overall structure of the field. The few studies that did discuss the overall structure paid little attention to the effect of changes to the source journals on the results. The present study does not have these problems and continues the long history of benchmark contributions to a better understanding of the information science field using ACA.

Purpose It is important to infer and diagnose whether a negotiator is trustworthy. In international negotiations, people may assume that high-trust nations are more likely to produce more trustworthy negotiators. Does this assumption hold universally? This study aims to address this research question by investigating the relationship between national-level societal trust and individual-level trust in negotiations. Design/methodology/approach This study uses a cross-sectional research design and a sample of 910 senior managers from 58 nations or regions. The hypotheses are tested by hierarchical linear modeling. Findings This study draws on the dynamic constructivist theory of culture to propose moderated hypotheses. Results show that societal trust predicts individuals’ social perceptions of attitudinal trust in negotiations, only when cultural face norms are weak rather than strong; societal trust predicts individuals’ social perceptions of behavioral trust in negotiations (i.e. high information sharing and low competitive behavior), only when negotiators process information analytically rather than holistically. Originality/value This study is the first to examine the relationship between national-level societal trust (i.e. generalized trust) and individual-level trust in negotiations (i.e. particularistic trust). It uses a large-scale, multinational sample to show that relying on societal trust to infer trust in negotiations is valid only in Western societies.

PurposeThe purpose of this paper is to explore the question of whether the differences between meaning in philosophy and meaning in information retrieval (IR) have implications for the use of philosophy in supporting research in IR.Design/methodology/approachThe approach takes the form of a conceptual analysis and literature review.FindingsThere are some differences in the role of meaning in terms of purpose, content and use which should be clarified in order to assist a productive relationship between the philosophy of language and IR.Research limitations/implicationsThis provides some new theoretical insights into the philosophical context of IR. It suggests that further productive work on the central concepts within IR could be achieved through the use of a methodology which analyses how exactly these concepts are discussed in other disciplines and the implications of any differences in the way in which they may operate in IR.Originality/valueThe paper suggests a new perspective on the relationship between philosophy and IR by exploring the role of meaning in these respective disciplines and highlighting differences, as well as similarities, with particular reference to the role of information as well as meaning in IR. This contributes to an understanding of two of the central concepts in IR, meaning and information, and the ways in which they are related. There is a history of work in IR and information science (IS) examining dilemmas and the paper builds on this work by relating it to some similar dilemmas in philosophy. Thus it develops the theory and conceptual understanding of IR by suggesting that philosophy could be used as a way of exploring intractable dilemmas in IR.

Purpose While assessment and user experience (UX) have been identified as areas of growing focus in all types of libraries, there is currently little infrastructure to prepare students for these roles (Applegate, 2016; Askew and Theodore-Shusta, 2013; Nitecki et al., 2015; Oakleaf, 2013; Passonneau and Erickson, 2014). As a step toward addressing this gap, a team from an American Library Association-accredited master’s program situated at a large public land-grant institution (LGU) worked with practitioner partners from academic libraries and information agencies to develop a new model for preparing information professionals with assessment and UX expertise. The paper aims to discuss these issues. Design/methodology/approach In fall of 2015, faculty members applied for funding from the US Institute for Museum and Library Services Laura Bush 21st Century Librarians program for a program to develop formalized assessment and UX training in Library and Information Science (LIS) education. The student cohort would have interests in two areas: academic libraries and specialized information agencies. The two groups would complete much of the same coursework, earn the ALA-accredited master’s degree and have the opportunity to engage in co-curricular activities focused on UX and assessment. However, each sub-group would also pursue a subject-specific curriculum. In April 2016, IMLS funded the program. Findings In addition to reviewing the literature related to best practices in curriculum development, the authors describe the process of designing the program, including the curriculum, co-curricular mentoring and practicum opportunities, and the tools developed to evaluate the program’s effectiveness. Research limitations/implications At a time in which the library practitioner and LIS educator communities are contemplating how best to prepare professionals with much-needed expertise in assessment and UX, UX-A represents an innovative approach in professional preparation. Although the UX-A program is grant-funded, several of the program components could be adapted and incorporated without such support. Originality/value This paper discusses the structure and history of the program, issues related to developing a new curricular program for LIS education, and the educational and professional development needs of the assessment and UX professional community. It includes an extensive review of literature related to LIS curriculum development, practica, and professional mentoring, as well as suggestions for implementing elements of the program in other settings.
