This paper objectives are to; (i) identification of risky slopes (within 4 Provinces in Sumatra including Provinces of Riau, West Sumatra, Jambi and South Sumatra encompassing 840 kms of the “Jalan Lintas Sumatra” highway) based on Rockfall Hazard Rating Systems (RHRS) method; (ii) developing alternatives to stabilize slope hazards, and (iii) selecting appropriate slopes stabilization techniques based on both proactive approach and value engineering one. Based on the Rockfall Hazard Rating Systems (RHRS) method, it was identified 109 steep slopes prone to failure within this highway section. Approximately, 15 slopes were identified as potential high-risk slopes (RHRS scores were calculated >200 points). Based on the proactive approach, seven riskiest slopes ware identified. The preferred stabilization alternatives to remedy most of these slopes are suggested as follow; either (i) a combination of retaining wall and drainage, or (ii) gabion structure and drainage. However, different approaches may yield different results, there are at least 2 main consideration in prioritizing slope stabilization; (i) based on the riskiest slopes, and(ii) the least expensive stabilization alternatives.

BACKGROUND To lower barriers to developmental screening, we designed Baby CROINC (CROwd INtelligence Curation), a digital platform to help parents track and assess their children’s development through crowd wisdom. OBJECTIVE To understand users’ experiences using Baby CROINC in relation to users’ technological competence and attitudes, while considering the influence of their children’s presented developmental evaluations and parents’ actual use of the system. METHODS Mothers of 260 children (M age= 17.6 months, SD=13.7) used Baby CROINC for two weeks. They entered developmental milestones on their children’s developmental diary timeline and received statistical developmental percentile reports. Mothers then completed Usability and Technology Profile Questionnaires. RESULTS Mothers’ experiences of the Baby CROINC system usability were associated with their attitudes toward solving technological problems, mediated by frequency of engagement in Internet activities. Mothers with a proactive approach toward solving technology problems, engage in a wide range of Internet activities, and/or view the Internet as integral to their lives had a better experience with Baby CROINC than mothers who did not. The system’s perceived usability was not associated with the crowd-based child developmental percentiles or quantity of mothers’ usage of the system. CONCLUSIONS Parent’s user experiences correlate with their technology competence and problem solving attitude but is not correlated with their child’s developmental status. Developmental screening platforms need to solve the tension between requiring active engagement and encouraging proactive parenting.

AbstractEnvironmental protection is of vital importance and needs to be considered in the context of business strategies, including companies’ reporting decisions. This paper aims to investigate the importance of stakeholders for environmental key performance indicators (KPIs) and the significance of different types of environmental KPIs to various stakeholders. The study is based on a content analysis of the disclosures provided by large public interest companies operating in Poland. The data were processed to produce descriptive statistics as well as classification and regression trees (C&RTs). According to the study results, the sample companies provide a variety of environmental indicators, with a total of 735 KPIs identified. The research confirms the importance of stakeholders interested in environmental issues for corporate decisions regarding environmental KPI disclosure. The study contributes to the extant literature by providing new insights into the importance of different stakeholder groups for the disclosure of environmental KPIs. It may serve as an incentive for standard setters and practitioners to take a proactive approach in further developing and improving environment-related reporting regulations.

The development of synthetic pesticides has provided new tools for addressing troublesome pests. A review of parts of the registration process for pesticides in the United States identifies an outdated evaluation system that undervalues health damages. Registration fails to adequately consider co‑formulants and effects of exposure to multiple chemicals. Frustration with failures to protect people and property from damages accompanying pesticide usage has led injured plaintiffs to resort to tort lawsuits to secure relief. However, litigation involves compensating injured persons after they are injured rather than preventing injury. A more proactive approach would be to prevent situations that injure people. This paper offers four ideas to reduce health damages accompanying pesticide usage. Slight adjustments to pesticide registration requirements can offer greater protection for people’s health.

The popularity of electronic cigarettes in the United States and around the world has led to a startling rise in youth nicotine use. The Juul® e-cigarette was introduced in the U.S. market in 2015 and had captured approximately 13% of the U.S. market by 2017. Unlike many other contemporary electronic cigarette companies, the founders behind the Juul® e-cigarette approached their product launch like a traditional high-tech start-up company, not like a tobacco company. This article presents a case study of Juul’s corporate and product development history in the context of US regulatory actions. The objective of this article is to demonstrate the value of government-curated archives as leading indicators which can (a) provide insight into emergent technologies and (b) inform emergent regulatory science research questions. A variety of sources were used to gather data about the Juul® e-cigarette and the corporations that surround it. Sources included government agencies, published academic literature, non-profit organizations, corporate and retail websites, and the popular press. Data were disambiguated, authenticated, and categorized prior to being placed on a timeline of events. A timeline of four significant milestones, nineteen corporate filings and events, twelve US regulatory actions, sixty-four patent applications, eighty-seven trademark applications, twenty-three design patents and thirty-two utility patents related to Juul Labs and its associates is presented, spanning the years 2004 through 2020. This work demonstrates the probative value of findings from patent, trademark, and SEC filing literature in establishing a premise for emergent regulatory science research questions which may not yet be supported by traditional archival research literature. The methods presented here can be used to identify key aspects of emerging technologies before products actually enter the market; this shifting policy formulation and problem identification from a paradigm of being reactive in favor of becoming proactive. Such a proactive approach may permit anticipatory regulatory science research and ultimately shorten the elapsed time between market technology innovation and regulatory response.

Purpose The purpose of this study was to identify potential failure points in a new chemotherapy preparation technology and to implement changes that prevent or minimize the consequences of those failures before they occur using the failure modes and effects analysis (FMEA) approach. Methods An FMEA was conducted by a team of medication safety pharmacists, oncology pharmacists and technicians, leadership from informatics, investigational drug, and medication safety services, and representatives from the technology vendor. Failure modes were scored using both Risk Priority Number (RPN) and Risk Hazard Index (RHI) scores. Results The chemotherapy preparation workflow was defined in a 41-step process with 16 failure modes. The RPN and RHI scores were identical for each failure mode because all failure modes were considered detectable. Five failure modes, all attributable to user error, were deemed to pose the highest risk. Mitigation strategies and system changes were identified for 2 failure modes, with subsequent system modifications resulting in reduced risk. Conclusion The FMEA was a useful tool for risk mitigation and workflow optimization prior to implementation of an intravenous compounding technology. The process of conducting this study served as a collaborative and proactive approach to reducing the potential for medication errors upon adoption of new technology into the chemotherapy preparation process.

Quitting smoking isn't easy, even with the advent of e-cigarettes. The NHS Stop Smoking Services (SSSs) were established in 2000, and have shown superior results to nicotine replacement alone, but are characterised by low, and dropping, attendance rates. Beneath the highlight figure of a halving of UK smoking prevalence over the past 40 years lies a direct £6 billion cost to the NHS and 80000 deaths each year, as well as recent concern that clinical commissioning groups are not renewing service funding. Given that the ‘health belief model’ is based upon a trigger changing behaviour, what will encourage attendance at SSSs, especially with evidence that smokers underestimate their own personal risk? Gilbert et al randomised over 4000 smokers across almost 100 general practices to receive either a standard generic advertisement of the SSS clinic, or an individually tailored risk letter and invitation to a no-commitment introductory SSS session. The hosting general practitioners (GPs) and SSS advisors were masked to the allocation. The personalised letter more than doubled the odds of attending the SSS, showing that a more proactive approach can help engagement. Interestingly, the intervention was more effective with men, who are typically less likely to attend and set quit dates.

Purpose The recent shift in the Philippine Government’s emphasis from response to a more proactive approach came with the recognition that different stakeholders play important roles in the governance of disaster risk. The purpose of this paper is to look beyond the question as to whether all stakeholders are involved in disaster risk management planning and examines the extent by which the narratives of risk of actors at the margins shape how risk is framed in municipal DRM planning in Antique, Philippines. Design/methodology/approach This paper is based on a field study carried out in San Jose de Buenavista, Antique Province, Philippines. Data were gathered through key informant interviews and focus group discussions as well as a review of archival records and documents. Findings The narratives of CSOs and communities, which revolve around livelihoods and community life are conspicuously absent from the plans whereas that of government actors occupy a central position in the risk discourse. The study highlights the power-saturated process of defining and addressing risk to disasters, where knowledge is intimately linked to power as some voices shape plans and policies, whereas, others are excluded because their knowledge is socially constructed as less reliable and therefore irrelevant. Originality/value There is a dearth of studies that examine disaster risk as social constructions in the context of planning in the Philippines and in other disaster-prone countries.
