The implementation of the national project «Digital Economy» requires the focused efforts of all interested parties and makes special demands on regional management systems. This requires improving the practice of managing digital transformation processes in the regions in order to improve the quality of life of people and dynamic development. The article discusses the conditions for the formation and development of the digital economy in the Southern Federal District (SFD). It is noted that the digital economy provides great opportunities for development, increases the level of information openness and accessibility, reduces bureaucratic barriers, but on the other hand, digitalization processes are associated with inevitable difficulties, uncertainty and risks. It is established that in all subjects there are necessary program documents for digital transformation. The strategic documents adopted in the Southern Federal District are aimed at stimulating and developing digital technologies. The digital economy needs competent specialists, for this it is necessary to create conditions for training personnel, improve the education system, the labor market, create motivation systems for the development of the necessary competencies. In scientific studies, insufficient attention has been paid to the processes of the influence of digital changes on the innovative activity of regional actors. The article presents an analysis of various criteria that affect the possible development of the digital economy and the socio-economic development of the Southern Federal District. The analysis made it possible to identify prospects for the further development of the macroregion. The results of the study can be used in the development and adjustment of regional strategic programs for the development of digital society, as well as material for further theoretical and applied research in the development of digital processes in regional systems.

Currently, international companies actively introduce digital technologies, moving to the global digital economy. Digital transformation has a significant impact on all company's business aspects, monitoring and planning digital transformation processes requires a method that allows evaluating the changes in the company's IT architecture results in the context of their compliance with the company's strategic goals. Introduction. The formation of the digital economy requires analysis, study and understanding of a range of terms that cover various aspects of transformation processes. To ensure the smooth running of this process, it is necessary not only modern equipment and digital technologies, but also a clear presentation of results and business processes, which, in turn, requires in-depth study of terminology in this area and establishing links between certain terms and categories, such as "digitization", "digitalization", "digital transformation", "digital economy". The purpose of the paper is to study, clarify and establish the relationships between the basic concepts of the process of digital transformation in the modern economy. Results. Digital transformations, which is spreading now around the world, began their global expansion from developed countries: the European Union and the United States. Foreign scientists began to form the theoretical foundations of digital transformation processes, formulating the conceptual foundations of digital transformations, the study of which allowed to distinguish two approaches to the interpretation of the concept of "digital transformations": process and result. In our opinion, it is expedient to consider digital transformations from the angle of the process-result approach. A detailed analysis of existing interpretations of the concepts of "digitalization", "digital transformations", "digital development" and "digital economy" allowed to build a certain meaningful chain that illustrates the relationship between these concepts. Thus, digital transformations are a continuous process, the result of which is the transition to the latest economic model – the digital economy. Conclusions. The analysis of theoretical, legislative and scientific-practical sources allowed not only to provide a final definition of the considered categories, but also to clearly distinguish them. Prospects for further research will relate to the creation of an appropriate theoretical and methodological basis for the development of the latest economic model and its adaptation to Ukrainian realities.

The digitalization of the economy and the transformation of socio-economic processes corresponding to these changes presupposes an increase in innovative activity in the regions. The problem of introducing digital technologies into the processes of socio-economic systems is the use of ineffective incentive tools. To solve this problem, it is necessary to study the functioning of socio-economic systems, in particular, the interaction of participants in the innovation infrastructure within the framework of digitalization. The digital economy sets the vector along which socio-economic systems of micro, meso, macro levels will develop in the long term, which necessitates research and a comprehensive analysis of digital transformation processes.

Energy generation, along with other sectors of Russia’s economy, is on the cusp of the era of digital transformation. Modern IT solutions ensure the transition of industrial enterprises from automation and computerization, which used to be the targets of the second half of the last century, to digital enterprise concept 4.0. The international record of technological and structural solutions in digitization may be used in Russia’s energy sector to the full extent. Specifics of implementation of such systems in different countries are only determined by the level of economic development of each particular state and the attitude of public authorities as related to the necessity of creating conditions for implementation of the same. It is shown that a strong legislative framework is created in Russia for transition to the digital economy, with research and applied developments available that are up to the international level. The following digital economy elements may be used today at enterprises for production of electrical and thermal energy: — dealing with large amounts of data (including operations exercised via cloud services and distributed data bases); — development of small scale distributed generation and its dispatching; — implementation of smart elements in both electric power and heat supply networks; — development of production process automation systems, remote monitoring and predictive analytics; 3D-modeling of parts and elements; real time mathematic simulation with feedback in the form of control actions; — creating centres for analytical processing of statistic data and accounting in financial and economic activities with business analytics functions, with expansion of communication networks and computing capacities. Examples are presented for implementation of smart systems in energy production and distribution. It is stated in the paper that state-of art information technologies are currently being implemented in Russia, new unique digital transformation projects are being launched in major energy companies. Yet, what is required is large-scale and thorough digitization and controllable energy production system as a multi-factor business process will provide the optimum combination of efficient economic activities, reliability and safety of power supply.

Industry 4.0 and Society 5.0 are reshaping the way organizations function and interact with the communities they serve. The massive penetration of computer and network applications forces organizations to digitalize their processes and provide innovative products, services, and business models. The education market is suffering changes as well, but universities seem slow to react. This paper proposes the application of an integrated digital transformation model to assess the maturity level that educational institutions have in their digital transformation processes and compares them to other industries. Particular considerations to address when using the model for higher-education institutions are discussed. Our results show that universities fall behind other sectors, probably due to a lack of effective leadership and changes in culture. This is complemented negatively by an insufficient degree of innovation and financial support.
