Device-to-Device (D2D) communications, which enable direct communication between nearby user devices over the licensed spectrum, have been considered a key technique to improve spectral efficiency and system throughput in cellular networks (CNs). However, the limited spectrum resources cannot be sufficient to support more cellular users (CUs) and D2D users to meet the growth of the traffic data in future wireless networks. Therefore, Long-Term Evolution-Unlicensed (LTE-U) and D2D-Unlicensed (D2D-U) technologies have been proposed to further enhance system capacity by extending the CUs and D2D users on the unlicensed spectrum for communications. In this paper, we consider an LTE network where the CUs and D2D users are allowed to share the unlicensed spectrum with Wi-Fi users. To maximize the sum rate of all users while guaranteeing each user’s quality of service (QoS), we jointly consider user access and resource allocation. To tackle the formulated problem, we propose a matching-iteration-based joint user access and resource allocation algorithm. Simulation results show that the proposed algorithm can significantly improve system throughput compared to the other benchmark algorithms.

The COVID-19 pandemic raised distinct challenges in the field of scarce resource allocation, a long-standing area of inquiry in the field of bioethics. Policymakers and states developed crisis guidelines for ventilator triage that incorporated such factors as immediate prognosis, long-term life expectancy, and current stage of life. Often these depend upon existing risk factors for severe illness, including diabetes. However, these algorithms generally failed to account for the underlying structural biases, including systematic racism and economic disparity, that rendered some patients more vulnerable to these conditions. This paper discusses this unique ethical challenge in resource allocation through the lens of care for patients with severe COVID-19 and diabetes.

The ageing of the countries’ populations, and in particular the growing number of the very old, is increasing the need for long-term care (LTC). Not surprisingly, therefore, the financing of LTC systems has become a crucial topic across the Organisation for Economic Co-operation and Development (OECD). In the last three decades, various financing policies have been carried out in different countries and the related international debate has grown. The latter has so far focused mostly on the different alternatives to collect economic resources to pay for care. The international debate needs now to focus also on other issues, so far less discussed. One is the politics of LTC: the degree and nature of the political interest in LTC, that affects the size and profile of public financing. The other is resource allocation: how different services and benefits are distributed among people with different care needs, that determines if resources made available are optimized. If we do not pay more attention to these issues – inextricably connected to policies aimed to collect funds – our understanding of LTC financing will remain inevitably limited.

E-commerce enables brands to reach their customers globally anytime they want to shop and provide convenience to the busy and demanding customer. These days, cross-border e-commerce is accelerating faster compared to domestic e-commerce. Cross-border e-commerce is considered to be a separate body which has its own budget and resource allocation. It focuses on new opportunities that help in gaining market share and sales. This can result in lower marketing costs in the long-term. India contributes 0.8% of a $600 billion global cross-border e-commerce market. Thus, this is an enormous target segment that exporters can focus to expand their international business. There are numerous advantages of cross-border e-commerce, which will be discussed in detail in this chapter. This chapter discusses the meaning of GDPR, the subjects of GDPR, and the effects of GDPR on individuals and organizations. This chapter also states the impact of GDPR on different fields and technologies. In addition, the major cross-border e-commerce security issues are analyzed, and optimal solutions are discussed.

In emerging Cyber-Physical Systems (CPS), the demand for higher communication performance and enhanced wireless connectivity is increasing fast. To address the issue, in our recent work, we proposed a dynamic programming algorithm with polynomial time complexity for effective cross-layer downlink Scheduling and Resource Allocation (SRA) considering the channel and queue state, while supporting fairness. In this paper, we extend the SRA algorithm to consider 5G use-cases, namely enhanced Machine Type Communication (eMTC), Ultra-Reliable Low Latency Communication (URLLC) and enhanced Mobile BroadBand (eMBB). In a simulation study, we evaluate the performance of our SRA algorithm in comparison to an advanced greedy cross-layer algorithm for eMTC, URLLC and LTE (long-term evolution). For eMTC and URLLC, our SRA method outperforms the greedy approach by up to 17.24%, 18.1%, 2.5% and 1.5% in terms of average goodput, correlation impact, goodput fairness and delay fairness, respectively. In the case of LTE, our approach outperforms the greedy method by 60%, 2.6% and 1.6% in terms of goodput, goodput fairness and delay fairness compared with tested baseline.

Thanks to the deployment of new techniques to support high data rate, high reliability, and QoS provision, Long-Term Evolution (LTE) can be applied for diverse applications. Vehicle-to-everything (V2X) is one of the evolving applications for LTE technology to improve traffic safety, to minimize congestion, and to ensure comfortable driving which requires stringent reliability and latency requirements. As mentioned in the 3rd Generation Partnership Project (3GPP), LTE-based Device-to-Device (D2D) communication is an enabler for V2X services to meet these requirements. Therefore, radio resource management (RRM) is important to efficiently allocate resources to V2X communications. In this paper, we present the V2X communications, their requirements and services, the V2X-based LTE-D2D communication modes, and the existing resource allocation algorithms for V2X communications. Moreover, we classify the existing resource allocation algorithms proposed in the literature and we compare them according to selected criteria.

Symmetrical Frequency Division Multiple Access (OFDMA) is utilized in the higher rate Wireless Communication Systems (WCSs). In the correspondence framework, a fem to cell is a little cell in building Base Station (BS), which devours less power, short range, and works in a minimal effort. The fem to cell has little separation among sender and recipient that give higher flag quality. In spite of the favorable position in fem to cell systems, there win critical difficulties in Interference Management. Specifically, impedance between the macro cell and fem to cell turns into the fundamental issue in OFDMA-Long Term Evaluation (OFDMA-LTE) framework. In this paper, the Neural Network and Hybrid Bee Colony and Cuckoo Search based Resource Allocation (NN-HBCCS-RA) in OFDMA-LTE framework is presented. The ideal power esteems are refreshed to dispense every one of the clients in the fem to cell and large scale cell.
