This paper studies the impact of the COVID-19 pandemic and the subsequent lockdown on criminal activity in the City of Buenos Aires, Argentina. We find a large, significant, robust, and immediate decline in crime following quarantine restrictions. We observe the effect on property crime reported to official agencies, police arrests, and crime reported in victimization surveys, but not in homicides. The decrease in criminal activity was greater in business and transportation areas, but still large in commercial and residential areas (including informal settlements). After the sharp and immediate fall, crime recovered but, as of November 2020, it did not reach its initial levels. The arrest data additionally allow us to measure the distance from the detainees address to the crime location. Crime became more local as mobility was restricted.

ObjectiveTo summarise the unfolding of the COVID-19 epidemic among slum dwellers and different social strata in the city of Buenos Aires during the first 20 weeks after the first reported case.DesignObservational study using a time-series analysis. Natural experiment in a big city.SettingPopulation of the city of Buenos Aires and the integrated health reporting system records of positive RT-PCR for COVID-19 tests.ParticipantsRecords from the Argentine Integrated Health Reporting System for all persons with suspected and RT-PCR-confirmed diagnosis of COVID-19 between 31 January and 14 July 2020.OutcomesTo estimate the effects of living in a slum on the standardised incidence rate of COVID-19, corrected Poisson regression models were used. Additionally, the impact of socioeconomic status was performed using an ecological analysis at the community level.ResultsA total of 114 052 people were tested for symptoms related with COVID-19. Of these, 39 039 (34.2%) were RT-PCR positive. The incidence rates for COVID-19 towards the end of the 20th week were 160 (155 to 165) per 100 000 people among the inhabitants who did not reside in the slums (n=2 841 997) and 708 (674 to 642) among slums dwellers (n=233 749). Compared with the better-off socioeconomic quintile (1.00), there was a linear gradient on incidence rates: 1.36 (1.25 to 1.46), 1.61 (1.49 to 1.74), 1.86 (1.72 to 2.01), 2.94 (2.74 to 3.16) from Q2 to Q5, respectively. Slum dwellers were associated with an incidence rate of 14.3 (13.4 to 15.4).ConclusionsThe distribution of the epidemic is socially conditioned. Slum dwellers are at a much higher risk than the rest of the community. Slum dwellers should not be considered just another risk category but an entirely different reality that requires policies tailored to their needs.

El presente artículo se refiere a la ausencia de respuesta institucional en Argentina, como consecuencia de la falta de reconocimiento de la ciudad como objeto real de gobierno. Se entiende que lo metropolitano es el resultado de la intersección de una dimensión urbano territorial (crecimiento y expansión de la ciudad) y otra político territorial (la organización territorial del estado).La configuración metropolitana, desde que se iniciaron los procesos de expansión propios de la industrialización sustitutiva de importaciones hasta que se resintió el impacto de la reestructuración y la globalización, ha transformado el territorio acentuando las diferencias y las desigualdades, las fragmentaciones y las zonas excluyentes que pese a todo se complementan.Esas desigualdades se concretan en tres contradicciones fundamentales; la primera entre el ámbito territorial de los problemas y el relativo al gobierno y a la gestión local; la segunda entre el ámbito territorial de las necesidades y el de la representación política; y la última entre el ámbito territorial de las necesidades y el de los recursos. Tales contradicciones en tanto no son resueltas tienden a configurar desigualdades que se polarizan territorialmente.La cuestión metropolitana se convierte en un asunto de gobernabilidad como falta de orientación o conducción gubernamental, que deriva en problemas metropolitanos como la “ilimitada” expansión urbana, las desiguales condiciones de la calidad de vida urbana y de la seguridad ciudadana, la distribución no equitativa de los recursos financieros, la mala gestión de los servicios, las dificultades para la gestión ambiental, y la falta de un ejercicio democrático que legitime las decisiones que afectan el ámbito metropolitano.Frente a esos problemas existen alternativas institucionales que, desde la fragmentación hasta la consolidación, intentan una gobernabilidad metropolitana. No todas esas formas tienen conexión con las condiciones reales del Área Metropolitana de Buenos Aires. Su complejidad político institucional y su peso (demográfico, económico y político) en el contexto nacional, relativizan una posible solución hacia la consolidación. Frente a esas dificultades, procesos de centralización estatal y de transferencia de decisiones al mercado caracterizan la gestión urbana en esa Área Metropolitana, fortaleciendo sus contradicciones y dificultando la gobernabilidad. AbstractThis article concerns to the lack of institutional response in Argentina, as a result of the failure to recognize the city as the real object of government. Metropolitan affairs are understood to be the result of the intersection between a territorial urban dimension (growth and expansion of the city) and a territorial, political dimension (the territorial organization of the state).From the time when the processes of expansion characteristic of import- substitution industrialization began until the impact of restructuring and globalization was felt, the metropolitan configuration has transformed the territory by accentuating differences and inequalities, fragmentation and the exclusive zones which, nonetheless complement each other. These inequalities are expressed in three fundamental contradictions: the first between the territorial sphere of problems and that of government and local management, the second between the territorial sphere of needs and that of political representation and the last between the territorial sphere of needs and that of resources. As long as these contradictions remain unresolved, they tend to configure inequalities that become territorially polarized.The metropolitan issue becomes a matter of governance in the sense of the lack of government orientation or management, which leads to metropolitan problems such as “unlimited” urban expansion, unequal conditions as regards the quality of urban life and safety on the streets, the unfair distribution of financial resources, poor administra­tion of services, difficulties in environmental management and the lack of a democratic exercise legitimizing the decisions that affect the metropolitan environment.In order to deal with these problems, institutional alternatives have been created which, from fragmentation to consolidation, attempt metropolitan governance. Not all these methods, however, are linked to the actual conditions of the Buenos Aires Metro­politan Zone. Its institutional and political complexity and its demographic, economic and political importance within the national context limit possible solutions to consolida­tion. Given these difficulties, processes of state centralization and the transferal of decisions to the market characterize urban management in this metropolitan area, reinforcing its contradictions and hindering governance.

El presente artículo fue realizado en el marco de una investigación, referida a la relación que establecen  las familias y las escuelas de niños en situación de vulnerabilidad económico y social de la ciudad de Buenos Aires durante el 2014. El propósito del trabajo es el de analizar las creencias sobre educación y relación familia-escuela de las docentes que trabajan en estos contextos. Para ello, se utilizó una metodología de índole cualitativa en la cual se buscó describir la percepción docente en cuanto a la incidencia del contexto sociocultural en las creencias sobre educación, y cómo éstas podrían propiciar un distanciamiento entre las familias y la escuela de estos niños.  Los resultados dan cuenta de categorías que implican falta  de participación, desinterés de las familias, como también una marcada distancia sociocultural entre ambas instituciones sociales, lo cual repercute en las prácticas de los docentes. La relevancia de este artículo reside en una evaluación educativa  para detectar problemas socio-culturales a fin de establecer un diagnóstico para la creación de intervención en el vínculo de las familias y las escuelas.Abstract.This article was made as part of an investigation regarding the relationship with families and schools of children situations of economic and social vulnerability of the city of Buenos Aires in 2014. The purpose of this paper was to analyze beliefs about education and family-school relationship of the teachers working in these contexts. To this end, proper a methodology of qualitative nature in which we sought to describe the teaching perception regarding the impact of sociocultural context in beliefs about education, and how they could lead to a rift between families and the school of these children was used. The results show categories that involve lack of participation, lack of families, as well as a marked cultural distance between the two social institutions, which affects the practices of teachers. The relevance of this article lies in an educational assessment to identify socio-cultural to establish a diagnosis and creation of interventions in the problems of family and school.

This study examines the ways in which the city image of Istanbul is re-created through the mega-events within the context of the European Capital of Culture (ECoC) 2010. Istanbul “took the stage” as one of the three ECoC cities (Essen for the Ruhr in Germany and Pécs in Hungary), where the urban spaces were projected as the theatre décor while residents and visitors became the spectators of the events. Organisers and agents of the ECoC 2010 seemed to rebrand Istanbul as a “world city” rather than a “European capital”. With a series of transnational connotations, this can be considered as part of an attempt to turn Istanbul to a global city. In this study we examine posters used during the ECoC 2010 to see whether this was evident in the promoted images of Istanbul. The research employs a hermeneutic approach in which representations, signs and language are the means of symbolic meaning, which is analysed through qualitative methods for the visual data (Visual Analysis Methods), namely Semiotics and Discourse Analysis. The analysed research material comes from a sample of posters released during the ECoC 2010 to promote 549 events throughout the year. Using stratified random sampling we have drawn 28 posters (5% of the total) reflecting the thematic groups of events in the ECoC 2010. Particular attention is also paid to the reflexivity of the researchers and researchers’ embeddedness to the object of research. The symbolic production and visual representation are therefore investigated firstly through the authoritative and historically constituted discourses in the making of Istanbul image and secondly through the orders of cultural consumption and mediatisation of culture through spectacular events. Hence enforcing a transnationalisation of the image of the city where the image appears to be almost stateless transcending the national boundaries. Findings and methodology used in this study can be useful in understanding similar cases and further research into the processes of city and place branding and image relationships.

Recently, the number of published works devoted to the processes of synanthropization of fauna, is growing like an avalanche, which indicates the extreme urgency of this theme. In our view, the process of forming devices to coexist with human and the results of his life reflects the general tandency of the modern nature evolution. Urbanization is characteristic for such a specific group of animals like amphibians, the evidence of which are numerous literature data. Many researchers use this group to assess the bioindicative quality of the environment. For this aim a variety of indicators are used: from the cellular level of life of organization up to the species composition of the group in different territories. At the same time, the interpretation of the results is not always comparable for different areas and often have significantly different interpretations by experts. Urban environment, primarily due to the contamination is extremely aggressive to amphibians. As a consequence, the urban populations of amphibians may be a change in the demographic structure, affecting the reproductive ability of the population, the disappearance of the most sensitive species or individuals, resizing animals, the appearance of abnormalities in the development, etc. At the same time play an important amphibians in the ecosystems of cities, and some species in these conditions even feel relatively comfortable. Therefore, it is interesting to understand the mechanisms of self-sustaining populations of amphibians in urban environments. To assess the impact of natural and anthropogenic factors on the development of amphibian populations were used cognitive modeling using the program Vensim PLE. Cognitive map of the model for urban and suburban habitat conditions were the same. The differences concerned the strength of connections between individual factors (migration, fertility, pollution) and their orientation. In general, factors like pollution, parasites, predators had negative impact on the population, reducing its number. The birth rate, food and migration contributed to raising number of individuals. Some of the factors affected on the strength to of each other as well: the majority of the factors affected the structure of the population, had an influence on the fertility. Thanks to it the model reflects the additive effect of complex of factors on the subsequent status of the population. Proposed and analyzed four scenarios differing strength and duration of exposure. In the first scenario, a one-time contamination occurs and not subsequently repeated. The second and third scenario assumes half board contamination, 1 year (2 scenario) and two years (scenario 3). In the fourth scenario, the pollution affected the population of amphibians constantly. In accordance with the results of simulation, much weaker than the natural populations respond to pollution - have them as an intensive population growth and its disappearance at constant pollution is slow. Changes to other parameters of the model showed that this pollution is the decisive factor -only the constant action leads to a lethal outcome for the populations. All other components of the model have a corrective effect on the population dynamics, without changing its underlying trand. In urban areas due to the heavy impact of pollution maintaining the population is only possible thanks to the migration process – the constant replenishment of diminishing micropopulations of natural reserves. This confirms the assumption that the form of existence metapopulations lake frog in the city. In order to maintain the number of amphibians in urban areas at a high level it is necessary to maintain existing migration routes and the creation of new ones. Insular nature of the placement of suitable habitats in urban areas causes the metapopulation structure of the types of urbanists. Therefore, the process of urbanization is much easier for those species whicht are capable of migration in conditions of city. In the initial stages of settling the city micropopulationis formed by selective mortality of the most susceptible individuals to adverse effects. In future, maintaining the categories of individuals is provided mainly due to migration processes metapopulisation form of the species of existence is supported). It should be noted that the changes in the previous levels are always saved in future. In the case of reorganizations of individuals we of morphology can assume the existence of extremely adverse environmental conditions that threaten the extinction of the micropopulations.

Gelendzhik is the resort town, there aren't a lot of industrial enterprises here. The main pollutant is transport. The work purpose is the assessment of a condition of the artificial landings of a pine located along the Federal highway "Don" and landings, which is nearly the sea coast. Researches were conducted to a standard technique of the General vital state (A. S. Bogolyubov). The assessment of a condition of pines was carried out during 6 years: from 2010 to 2015. For carrying out research we used 6 experimental grounds on the Markotkhsky spine and 2 control grounds within the town. We investigated 24 trees on each platform, middle age of the trees were 30 - 40 years. Results. 1. The condition of trees in the pine forests located in immediate proximity with the Federal highway "Don" (No. 1, 2, 3) is unsatisfactory. As even weak influences of the majority of atmospheric gaseous pollutants (sulphurous gas, nitrogen oxides, etc.) give effect of a necrosis and hloroz of pine needles, the condition of pines is connected with technogenic pollution. So near the Federal highway "Don" the air environment is strongly polluted by exhaust gases. Information of 2012 confirm that negative influence of the route on Markotkh's vegetation decreases at reduction of load of the route. 2. On the sites located above on a slope (No. 4,5,6) thanks to remoteness and the wind mode intensity of influence of pollutants is lower and a condition of pines the quite satisfactory. 3. Trees on the sites located near the sea (No. 7,8) are in a good shape. Small deterioration of a state is noted in very droughty years. Conclusion. Results of six years' research show that the condition of the plantings which are in close proximity with the road worsens. It is explained by increase in intensity of the movement on the road, especially during a resort season. Gelendzhik is the city with a good ecological shape, but the damage to environment is already caused. If not to take measures, we can lose a unique part of the nature in the future, recreate it will be impossible. Measures of reduction of negative impact of exhaust gases were offered. Results of researches are transferred to ecological department of the City administration of Gelendzhik.

The article considers the concept of startups and ecosystems of startup development. It investigates the innovativeness ratings of countries and regional ecosystems of startups and the factors influencing the successful development of startups. The article considers the ranking of the best regional startup ecosystems in the world. It covers the experience of the leading regions, whose effectiveness is driven by attention to financing, networking, expanding access to markets, attracting and nurturing talents, accumulating experience and scientific development. Particular attention is given to the impact of the specialization and effectiveness of the regional focus strategy. Based on the methodology and results of the Global Startup Ecosystem Ranking 2019, authors have empirically investigated the startup ecosystem of the Lviv city. Authors described and systemized the startups operating in the city, the elements, and dynamics of the urban startup infrastructure. The preconditions for successful development of startups - financing, talents, experience, connectedness, access to markets - have been identified. The effectiveness of the activity of city authorities, the local policy of promoting the startup environment development - documents, measures and results – have been investigated. The main factors of Lviv’s regional leadership in the development of digital startups in Ukraine are: the dynamic development of the IT industry, the development of digital competencies and the concentration of talent in leading universities, the development of corporate universities and innovative infrastructure, the development of infrastructure and comfort in the city. For the development of the Lviv startup ecosystem, it is recommended to focus the efforts on further accumulation and transfer of experience, retention of talents, improvement of technology transfer systems, focusing on areas of exclusive competence while expanding access to finance and the global market.
