Solving the “Rural School Problem”: New State Aid, Standards, and Supervision of Local Schools, 1900–1933

“The greatest educational problem now facing the American people is the Rural School Problem,” argued Minnesota county superintendent Julius Arp in 1918. “There is no defect more glaring today than the inequality that exists between the educational facilities of the urban and rural communities. Rural education in the United States has been so far outstripped by the education of our urban centers, that from an educational standpoint, the country child is left far behind in the struggles of life.” This conceptualization of the Rural School Problem, framed within a larger national discussion about the growing disparity between urban and rural life wrought by industrialization, galvanized a broad based coalition of educators, ministers, farmers, agro-businessmen, sociologists, and social reformers into a robust campaign for rural school reform in the early twentieth century. Often lost in recent education histories which have paid much greater attention to urban school reform, this rural school movement had far-reaching consequences, not only for local school governance in the countryside, but for emerging state administration of education. The Rural School Problem, this article argues, helped to stimulate and legitimate significant new state interventions into local schools and define the forms of state aid, regulation, and bureaucracy in a formative period of state development.

One ongoing challenge that educator preparation programs frequently encounter is their limited ability to authentically expose preservice teachers (PSTs) to rural schools and potential careers in rural school districts. To remedy this concern, faculty at three institutions in both the United States and Australia have developed targeted initiatives designed to provide initial exposure to rural schools, build a rural-intensive element within a practicum course, and establish rural immersion experiences for PSTs. A detailed look at the structure of these programs, a comparison of these three diverse approaches, and recommendations for the expansion and sustainability of these efforts are highlighted within this narrative. Through this comparison of activities being advanced in both countries, the authors provide a better understanding of the options and effectiveness related to initial rural school exposure.

The consolidation of rural schools in the United States has been a controversial topic for policy-makers, school administrators, and rural communities since the 1800s. At issue in the consolidation movement have been concerns of efficiency, economics, student achievement, school size, and community identity. Throughout the history of schooling in America, school consolidation has been a way to solve rural issues in the eyes of policy makers and many education officials. Today, faced with declining enrollments and financial cutbacks, many rural schools and communities continue to deal with challenges associated with possible school reorganizations and consolidations. This paper, developed by the NREA Consolidation Task Force, provides a review of the literature on rural school consolidation, defines consolidation, addresses current research and issues related to consolidation with respect to school size, economies of scale, and student achievement, and concludes with proposed recommendations for the NREA Executive Board.

School violence gained increased attention after highly publicized school shootings occurred in a variety of different school districts across the United States. Some of these school shootings occurred in nonurban communities, suggesting that such violence can occur in all areas, even those originally thought to be immune to such violence. As a result of these incidences, more research was conducted on school violence in nonurban communities and it quickly became clear that children and adolescents from rural school districts were often exposed to school violence at similar levels as those children and adolescents from urban areas. The aim of this chapter was to review research concerning school violence among children and adolescents in rural school districts, and to make recommendations for policy and school violence reduction programs as well as future research.

Although urban and suburban school superintendents serve the largest group of students in terms of sheer numbers of schoolchildren, there are actually more superintendents serving in rural school districts in the United States. I examined the expected roles or “hats” of the rural superintendent by collecting data from several districts located in NE Colorado. Interviews of school board members and superintendents provided data, which suggested that the expected roles of a rural superintendent are multiple and varied. Five major themes or “hats” emerged that rural communities expected their superintendent to wear. These themes or hats included those of manager, planner, listener, communicator, and community involvement. Included in each of these major themes were many subcategories of hats that are forced on the heads of rural superintendents by their communities and by events that occur daily. This study suggests that there are differences in the expectations of rural superintendents from those serving urban or suburban districts. Administrator training programs at colleges and universities might better serve those students aspiring to rural superintendent positions by offering a specialization in rural school administration or at least offering a separate course designed to cover these unique expectations.

AbstractNo serious study has been published on how Chinese filmmakers have portrayed the United States and the American people over the last century. The number of such films is not large. That fact stands in sharp contrast not only to the number of "China pictures" produced in the United States, which is not surprising, but also in contrast to the major role played by Chinese print media. This essay surveys the history of Chinese cinematic images of America from the early twentieth century to the new millennium and notes the shifts from mostly positive portrayal in the pre-1949 Chinese films, to universal condemnation during the Mao years and to a more nuanced, complex, and multi-colored presentation of the last few decades.

Abstract Background Hepatocellular carcinoma is one of few cancers with rising incidence and mortality in the United States. Little is known about disease presentation and outcomes across the rural-urban continuum. Methods Using the population-based SEER registry, we identified adults with incident hepatocellular carcinoma between 2000–2016. Urban, suburban and rural residence at time of cancer diagnosis were categorized by the Census Bureau’s percent of the population living in non-urban areas. We examined association between place of residence and overall survival. Secondary outcomes were late tumor stage and receipt of therapy. Results Of 83,368 cases, 75.8%, 20.4%, and 3.8% lived in urban, suburban, and rural communities, respectively. Median survival was 7 months (IQR 2–24). All stage and stage-specific survival differed by place of residence, except for distant stage. In adjusted models, rural and suburban residents had a respective 1.09-fold (95% CI = 1.04–1.14, p < .001) and 1.08-fold (95% CI = 1.05–1.10, p < .001) increased hazard of overall mortality as compared to urban residents. Furthermore, rural and suburban residents had 18% (OR = 1.18, 95% CI 1.10–1.27, p < .001) and 5% (OR = 1.05, 95% CI = 1.02–1.09, p = .003) higher odds of diagnosis at late stage and were 12% (OR = 0.88, 95% CI = 0.80–0.94, p < .001) and 8% (OR = 0.92, 95% CI = 0.88–0.95, p < .001) less likely to receive treatment, respectively, compared to urban residents. Conclusions Residence in a suburban and rural community at time of diagnosis was independently associated with worse indicators across the cancer continuum for liver cancer. Further research is needed to elucidate the primary drivers of these rural-urban disparities.

Abstract BACKGROUND Patients in rural communities have less access to optimal cancer care and clinical trials. For GBM, access to experimental therapies, and consideration of a clinical trial is embedded in national guidelines. Still, the availability of clinical trials to rural communities, representing 20% of the US population, has not been described. METHODS We queried ClinicalTrials.gov for glioblastoma interventional treatment trials opened between 1/2010 and 1/2020 in the United States. We created a Structured Query Language database and leveraged Google application programming interfaces (API) Places to find name and street addresses for the sites, and Google’s Geocode API to determine the county location. Counties were classified by US Department of Agriculture Rural-Urban Continuum Codes (RUCC 1–3 = urban and RUCC 4–9 = rural). We used z-ratios for rural-urban statistical comparisons. RESULTS We identified 406 interventional treatment trials for GBM at 1491 unique sites. 8.7% of unique sites were in rural settings. Rural sites opened an average of 1.7 trials/site and urban sites 2.8 trials/site from 1/2010–1/2020. Rural sites offered more phase II trials (63% vs 57%, p= 0.03) and fewer phase I trials (22% vs 28%, p= 0.01) than urban sites. Rural locations were more likely to offer federally-sponsored trials (p< 0.002). There were no investigator-initiated or single-institution trials offered at rural locations, and only 1% of industry trials were offered rurally. DISCUSSION Clinical trials for GBM were rarely open in rural areas, and were more dependent on federal funding. Clinical trials are likely difficult to access for rural patients, and this has important implications for the generalizability of research as well as how we engage the field of neuro-oncology and patient advocacy groups in improving patient access to trials. Increasing the number of clinical trials in rural locations may enable more rural patients to access and enroll in GBM studies.

Tax increment financing (TIF)—an economic (re)development tool originally designed for urban cities—has been available to rural communities for decades. This is the first study to focus solely on TIF in rural school districts, to examine TIF effects on school districts’ property tax base and rates, and to conduct event-study estimations of TIF effects. The study finds that TIF has mostly positive effects on rural school districts’ property tax base and mixed effects on property tax rates, and that TIF-induced increases in tax base come primarily from residential property and slightly from commercial property. The study’s findings assert the importance of returned excess increment if rural school districts in Iowa and many other states are to benefit from TIF.

Abstract Recent studies on attitudes toward dementia in the United States, such as the World Alzheimer Report 2019, have found that fear and stigma are still widespread among the general public. This may be particularly true in rural communities. In the current study, community-dwelling adults in small Midwestern communities responded to the open-ended survey question, “What do you think could be done to make your community more welcoming for people with Alzheimer’s disease and other forms of dementia?” Participants (N=242) ranged in age from 18-88 (M=40, SD=21). The sample was 68% female, and 61% lived in communities of 50,000-150,000 people, while 39% lived in smaller towns. Most participants (61.2%) did not personally know someone with dementia. Data were collected via paper and telephone surveys. Responses to the open-ended question were analyzed using open, axial, and selective coding. The following themes emerged: greater exposure to individuals with dementia; educational workshops about dementia; more intergenerational programs; greater accessibility of respite care and other services; more fundraising efforts; and community leaders talking about dementia. Responses included, “Have more intergenerational programs that bring together Alzheimer’s patients and children in a positive environment.” “When I was in school, we visited an Alzheimer’s unit. That was a great experience.” “I know what it is, but I don’t know anything else. I wish I was more informed. I don’t know how to help.” These findings indicate that residents of rural communities are motivated to help individuals with dementia, but need more guidance, education, and personal connections/exposure.
