The article examines the development trends of modern networks of political communication, the growing influence of social networks on the Internet on the civic engagement of citizens. At thesame time, the role of various blogs in expanding citizen participation in public administration is scientifically analyzed.The analysis ofsocial networks, blogs and various media resources used on the Internet as a platform and tool for civic initiatives and activity in society is carried out. The article also discusses modern methods and techniques for using political communications to increase civic engagement.

O artigo contribui para entender melhor a dinâmica dos atores transnacionais, articulada com os contextos nacionais, lançando olhar sobre as diferenças nos casos brasileiro e argentino. O trabalho se insere em um contexto maior de transformações do capitalismo na América Latina e seus processos econômicos que têm impacto nos processos sociais. A América Latina não representa uma realidade única, homogênea e monocromática. Com base no diálogo entre teorias da sociologia e da ciência política com a teoria organizacional, o artigo apresenta categorias analíticas que contribuem para entender a sustentabilidade da articulação transnacional. Três elementos chaves para essa reprodução social da ação coletiva foram a identidade das organizações nacionais, a coordenação entre elas e a retroalimentação do campo estratégico de ação. A sustentabilidade da ação coletiva é entendida a partir da dinâmica dos atores nacionais, as organizações da sociedade civil (OSCs) do Brasil e da Argentina dentro da articulação transnacional. O cenário atual de crise econômica e de crise democrática na região, com a intensificação do neoliberalismo e a erosão dos espaços de participação cidadã no MERCOSUL permitirão testar o grau de resiliência da ação coletiva transnacional nos próximos anos.Palavras-chave: Ação coletiva transnacional; sociedade civil organizada; América Latina; reprodução socialThe Transnational Collective Action and the Elements Contributing to its Sustainability: the case of MESAAbstractThe article contributes to a better understanding of the dynamics of transnational actors embedded in the national contexts. The article scrutinizes the differences between the cases of Brazil and Argentina. The transnational actors are part of a larger context of transformations of capitalism in Latin America. Latin America does not represent a single, homogeneous and monochromatic reality. Based on the dialogue between theories of sociology and political science with organizational theory, the article puts forward analytical categories that contribute to understanding the sustainability of the transnational articulation. Three key elements for this social reproduction of collective action were the identity of the national organizations, the coordination among them and the strategic field of action. The sustainability of collective action is understood from the dynamics of national actors, civil society organizations (CSOs) in Brazil and Argentina within the transnational articulation. The aim of the chapter is to evaluate the citizens involvement in contemporary public administration, especially in the Czech Republic. New concepts of governance and management of public sector organizations enable providing new or improved public goods and services that better meet consumer´s needs. These concepts also represent reformed or new approaches to governance with increased citizen participation. Public administration responds to dynamic changes in information and communication technologies and their maturity and uses them in the framework of e-government. Thanks to the implementation of e-government, citizens have become more knowledgeable, able to participate in decision-making processes, thus automatically becoming co-producers of public goods or services. This approach to public good and service delivery describes modern public sector management theories as co-creation. Although co-creation is an entirely new concept in some countries, various forms of public participation are becoming increasingly important worldwide and can be expected to continue in the future.

In this chapter, an analysis of the electronic decision making system, which is thought to benefit from the heavy bureaucratic system which does not take into account the expectations of the citizen in the public administration system, will be used to make a more flexible structure. The focus of this chapter is on the need to design the decision-making mechanisms of the state according to the expectations of the citizen. For this purpose, requests and complaints from the citizens through the electronic environment should be taken into consideration in the decision-making process. In fact, this situation is reflected in the application of electronic participation management model. The application of this management model in the public administration system is the citizen participation complaint and demand system which is carried out under the name of electronic government. The examination of this system, which is an example of the application of participatory democracy, is important for the reflection of democratic values on the administration system.

This chapter offers a detailed analysis of online and offline interactions and information exchanges that took place in organizing candlelight vigils in 2016–2017 that contributed to the impeachment of President Park Geun-hye. Interactions between agents and affordances resulted in the nation’s first removal of a president through impeachment processes. Key agents—in particular, journalists, social media influencers, citizens, activists, news organizations, and civic organizations—interacted to produce, share, and amplify cognitive and affective content resulting in massive citizen participation in candlelight vigils for 20 consecutive weeks. It provides an in-depth analysis of these and related issues based on interviews with journalists, activists, citizens, government officials, and technology company representatives and experts. The interview data are triangulated using analyses of news reports and social media posts.

This book review essay offers a picture of e-government scholarship that involves three major themes: efficiency, citizen participation, and quality. Two of the themes, efficiency and citizen participation, have sometimes been counterposed in public administration literature, seeing citizen participation coming at the expense of efficiency. In this essay, the effects of the goals of efficiency and citizen participation on the third theme, “quality” in e-government literature, are explored via a thematic map based on multidimensional scaling. This analysis offers that efficiency and political participation in e-government literature stem from macro-political conceptions, and they are separate from “quality” concerns.

The purpose of the article is to analyze the implementation of civil service reform to increase citizen participation in investment processes for European and Euro-Atlantic integration of Ukraine. Methodology. Various forms of citizen participation in public administration processes, which allows to form a good balance of advantages and disadvantages in this process for the implementation of European integration reforms is based on the methods of theoretical generalization, grouping and comparison have been researched. The analysis of the main advantages and disadvantages of promoting citizen participation in public administration processes is based on the methodology of system analysis and synthesis. Results. It was identified on the basis of the analysis of the main advantages and disadvantages that the advantages of citizen participation in public administration processes far outweigh the disadvantages to ensure better quality of services and living standards of citizens. The main shortcomings of citizen participation in public administration processes have been studied, which will help solve the problems of citizen participation in public administration processes in the context of European integration. Various forms of citizen participation in public administration processes have been developed in order to form a good balance of advantages and disadvantages in this process in order to implement European integration reforms. Different levels of citizen participation in public administration processes are analyzed, which contributes to the effective involvement of citizens in public administration processes for the implementation of European integration reforms. It was found that supporting the processes of socio-economic reform of the civil service through the strategy of public administration will help to implement the main European administrative reforms of public administration in Ukraine. Based on the analysis, it is concluded that supporting the transformation processes in Ukraine by investing in civil service reform helps to build the basic European principles of public administration in Ukraine. It is substantiated that measures to support civil society will be possible due to the training of civil servants, which will provide an opportunity to build the stable and efficient economy of Ukraine. Scientific novelty. The expediency of creating different levels of citizen participation in public administration processes is substantiated: informing, consulting, recommendations, joint development of plans, joint decisions, delegation. Practical significance. The results of the study form the scientific and practical basis for conducting various analytical and forecasting studies in terms of justifying greater participation of citizens in investment processes of public administration.

In the article, we understand the term «administrative process» as the statutory procedure for public administration. The author considers the legal framework for introducing e-governance according to modernizing the activities of public administration, which are the main stages of administrative processes. The author believes the implementation of information and communication technologies is an important area for achieving greater efficiency of public administration. The purpose of the article is to conduct a retrospective review and systematization of regulatory and legal support of Ukraine on the implementation of e-governance aimed at modernizing the administrative processes taking place in public administration. The author examines the regulations on informatization, e-governance and digital transformation in terms of the main stages of administrative processes, namely: task definition; preparation for management decisions; decision making; bringing it to the recipients and organization of execution; control over the implementation of the decisions. The author concludes that since the proclamation of Ukraine’s independence in 1991 to the present in regulations on the introduction of information and communication technologies in public administration areas of public policy in the field of informatization and e-governance have significantly changed the administrative processes in public administration bodies. The author states that at the first stages of informatization of public administration in regulatory and legal support the greatest attention in the introduction of information and communication technologies was paid to the main stages of administrative processes. According to the author, the basic principles of information society development in Ukraine, with their focus on citizen participation in governance, have influenced all the main stages of administrative processes. To support, the author systematizes the main stages of information systems used in public administration, namely: information systems for statistical presentation of information are introduced for the stage of «task definition»; information-analytical systems are introduced for the stages «preparation for management decision-making» and «decision-making»; for the stages of «bringing it to the addressees of the decision», «organization of execution» and «control of execution of decisions» electronic document management systems are introduced. In the course of the analysis, the author finds out that the activities of public administration bodies such as «disclosure and access to public information» and «public services providing» in which administrative processes take place have become important. According to the author, the active phase of rule-making support of e-governance shows that the main focus is on providing administrative services in electronic form through web portals and mobile Internet services.
