EVALUATING THE IMPACT OF SANITARY AND PHYTOSANITARY MEASURES ON AGRICULTURAL TRADE: EVIDENCE FROM THAI FRUIT EXPORTS TO CHINA

Food safety concerns have become increasingly important challenge for agricultural trade. Sanitary and phytosanitary (SPS) measures are often considered as major non-tariff trade barriers, which have surged rapidly over the recent decade. This study systematically investigates the impact of China’s SPS measures on Thai fruit exports. The panel dataset is constructed with 17 Thai fruit items for the sample period 2000–2018. Gravity equations are estimated to quantify the trade effects of SPS measures on the value of fruit exports from Thailand to China. The results from the sectoral analysis reveal that the restrictiveness of SPS measures has a positive and substantial effect on export volumes. This suggests that non-arbitrary and informative SPS requirements imposed by a large importing country would help facilitate the agricultural trade.

This study quantifies the structure similarity of nontariff measures between countries and estimates its impact on bilateral agricultural trade using a structural gravity model. The findings show that a similar structure of technical barriers to trade (TBT) between countries is likely to expand their bilateral trade. However, a similar structure of sanitary and phytosanitary measures (SPS) is shown to have negative impacts on agricultural trade. We also discuss the effects of regulatory harmonization on sustainable development.

The study of this paper is aimed to evaluate the effects of non-tariff measures (NTM) upon Indonesian crude palm oil (CPO) export in the main destinations. Identified the competitiveness analysis using the Revealed Comparative Advantage index and the impact of the measures has estimated using a panel data gravity model constructed with disaggregated data about bilateral export trade flow of crude palm oil between Indonesia and its main trade partners for the period from 2003 to 2013. NTM represented binary variable that specified with a dummy variable. The gravity model has estimated with a fixed effects model and the results indicated that the existence of trade barriers to trade (TBT) appears to impede the Indonesian exports of CPO. But the existence of sanitary and phytosanitary measures (SPS) which related to food safety and the existence of trade remedy (antidumping, subsidy, safeguard) presented a positive impact upon the Indonesian exports of CPO. This paper contributes to the methodology of trade policy analysis, specifically to the assessments of non -tariff measures. To quantifying the effects of these measures, the proportion between the variables of two gravity equations, describing the situation before and after the embargo is used. The ratio of imports per unit of the supplier’s GDP over the two compared periods (2013 and 2017) is different for two groups of trade partners, one of which includes free-trade partners while the other spans the rest of the world (with some exceptions). In the presence of the embargo the gap in the average imports per unit of the supplier’s GDP between the two groups is wider. This is a consequence of the emergence of a new trade barrier. This gap allows us to indirectly quantify the trade bans via their tariff equivalent. In this study the methodology is applied to the case of food and agricultural imports. Fish, as well as other products outside chapters 1–24 of Harmonized commodity description and coding system, are excluded. The hypothesis of the study is that the impact of the embargo on the food and agricultural imports does not exceed that of tariff and phytosanitary measures. The study rejects this hypothesis and concludes that the embargo establishes a prohibitive level of protection.

Purpose The purpose of this paper is to address the challenges developing countries face in attempting to balance sanitary and phytosanitary measures (SPS) health and safety measures against concerns about protectionism, illustrated by the impact of trade barriers on the fisheries and aquaculture sector in Bangladesh. The paper then provides recommendations to overcome the effects of these trade barriers. Design/methodology/approach The author uses a close doctrinal approach for the first three parts of the paper by analysing the provisions of the World Trade Organisation (WTO) SPS Agreement and the effect of those provisions in creating domestic compliance gaps in the Bangladeshi fisheries and aquaculture sector. A qualitative approach is then adopted in suggesting potential reforms and future directions to assist the Bangladeshi fisheries and aquaculture sector overcome SPS trade barrier issues. Findings To overcome the market access issues created by SPS trade barriers, Bangladesh and other developing countries require multilateral assistance, accommodation by trading partners and internal reforms. This includes reforming internal governance structures, improving trade participation and negotiation, increasing infrastructure investment and learning from similar countries who have improved their supply chain management. Research limitations/implications This paper will have significant implications by contributing to law and policy reform debates involving international trade law and domestic compliance gaps. It will also assist other developing countries that experience SPS trade barriers to learn from the experience of the Bangladeshi fisheries and aquaculture sector. Practical implications This paper has practical implications by providing recommendations for how Bangladesh can overcome SPS trade barriers and improve its market access. This will help Bangladesh integrate into the global trading system by enhancing its participation in the SPS framework. Social implications By addressing and providing recommendations for the SPS trade barrier challenges faced by Bangladesh fishery and aquaculture sector, this paper provides a framework to improve the economic development and global competitiveness of the industry. This will contribute the gross domestic product growth and help increase the overall living standards of the people involved in the fisheries and aquaculture business in Bangladesh. Originality/value This paper is an original work that has not been published elsewhere. It is the first time a paper has dealt with the legal, policy and compliance challenges faced by the fisheries and aquaculture sector in Bangladesh.

The impacts of climate change on marine capture fisheries have been observed in several studies. It is likely to have a substantial effect on fishers’ income and food security. This study aims to estimate the impact of adaptation strategies on fishers’ income and their household’s food security. Data were collected from small-scale fishers’ households, which own a fishing boat smaller or equal to five gross tonnages (GT). The study sites were the two coastal regions of Malang and Probolinggo in East Java, Indonesia, due to the meager socioeconomic resources caused by climate change. A probit regression model was used to determine the factors influencing the fishers’ adaptation. Propensity score matching (PSM) was applied to evaluate the impact of the adaptation strategies on income and food security. Food security was measured by food consumption score (FCS). The findings indicated that participation in the fishers’ group affected adaptation strategies significantly, and so did the access to credit and climate information. Also, PSM showed that the adaptation strategies had a positive and significant impact on fishers’ income and food security. Those who applied the adaptation strategies had a higher income and FCS than those who did not. This finding implies that the fishery sector’s adaptation strategies can have significant expansion outcome and reduce exposure to risks posed by climate change. Therefore, the arrangement of more climate change adaptation strategies should be promoted by the government for small-scale fishers in Indonesia.

The "Оne Вelt, Оne Road" policy has brоught ecоnоmic and trаde relаtiоns between Chinа аnd Kаzаkhstаn closer in the field of agricultural products, adding new opportunities for development, and the volume of tradе has bеcomе stаblе and grоwing. Bilateral trade between China and Kazakhstan has shown new positive dynamics, where a unified trade structure is also noted. There are great development prospеcts in the field of agricultural products of the two countries. In this regard, the author points to a mega-project called the Belt and Road Initiative, which focuses on the current situation and characteristics of Sino-Kazakh agricultural trade. The article indicates some problems in the bilateral cooperation of the two states. Among these problems, the most important are noted. For example, the author notes that the situation with a large number of trade barriers prevents more Chinese and Kazakh enterprises from entering the market. As a starting point based on an analysis of the obstacles facing the development of bilateral agricultural trade, countermeasures should be taken to further deepen bilateral cooperation in agricultural trade. A set of proposals to mitigate the problems of economic cooperation between Kazakhstan and China are offered in the conclusion of the article. Non-degradable properties of polyethylene (PE) films due to long-chain structure cause increment of solid waste plastic. Many researchers, with different purposes, have studied the incorporation of functional materials to PE. Studying the impact of incorporation of aloe vera (AV) into PE films in terms of its characteristic and mechanical properties is the main objective of this paper. The films were prepared using melt-blending and hot press technique. The characterization assessed for the PE and PE-AV films were spectroscopy, crystalline phase, thermal analysis and performance of mechanical properties of the sample.  The functional group detected in spectroscopy studied did not show any changes for PE film or PE with the presence of AV. Lower thermal degradation temperature (Td) obtained for PE-AV3 while others film found no significant changes of Td value and only one peak of thermal degradation occurred for all film. The same goes to the analysis obtained from differential scanning calorimetry (DSC) data. However, the crystalline structure displayed momentous peak changes for PE with AV. The highest tensile strength (TS) obtained by PE-AV3, at once developing highest value of Young’s modulus (YM), modulus of resilience (UE) and modulus of toughness (UT). A certain amount of AV has substantial effect on changing the polymeric structure especially improving the mechanical properties of PE film. Therefore, AV has potential to become an additive for developing a new partially degradable PE film.
