While the accumulation of long wavelength modes during inflation wreaks havoc on the large scale structure of spacetime, the question of even observability of their presence by any local observer has lead to considerable confusion. Though, it is commonly agreed that infrared effects are not visible to a single sub-horizon observer at late times, we argue that the question is less trivial for a patient observer who has lived long enough to have a record of the state before the soft mode was created. Though classically, there is no obstruction to measuring this effect locally, we give several indications that quantum mechanical uncertainties censor the effect, rendering the observation of long modes ultimately forbidden.

Since the IAU XXIV meeting in 2000, the CMB anisotropy has matured from being one of a number of cosmological probes to forming the bedrock foundation for what is now the standard model of cosmology. The large advances over the past three years have come from making better and better maps of the cosmos. We review the state of measurements of the anisotropy and outline some of what we have learned since 2000. The recent advancements may be placed roughly into three categories: 1) What we learn from the CMB with minimal input from other cosmic measurements such as the Hubble constant; 2) What we learn from the CMB in combination with other probes of large scale structure; and 3) What we learn by using the CMB as a back light. Future directions are also discussed. It is clear: we have much more to learn from the CMB anisotropy.

Using published estimates of inequality for two countries (Russia and USA) the paper demonstrates that inequality measuring still remains in the state of “statistical cacophony”. Under this condition, it seems at least untimely to pass categorical normative judgments and offer radical political advice for governments. Moreover, the mere practice to draw normative conclusions from quantitative data is ethically invalid since ordinary people (non-intellectuals) tend to evaluate wealth and incomes as admissible or inadmissible not on the basis of their size but basing on whether they were obtained under observance or violations of the rules of “fair play”. The paper concludes that a current large-scale ideological campaign of “struggle against inequality” has been unleashed by left-wing intellectuals in order to strengthen even more their discursive power over the public.

The interpretation problems of quantum theory are considered. In the formalism of quantum theory the possible states of a system are described by a state vector. The state vector, which will be represented as |ψ> in Dirac notation, is the most general form of the quantum mechanical description. The central problem of the interpretation of quantum theory is to explain the physical significance of the |ψ>. In this paper we have shown that one of the best way to make of interpretation of wave function is to take the wave function as an operator.

Wie erlebt der Hörer Jazz? Bei dieser Frage geht es unter anderem um die Art und Weise, wie Jazz die Zeit des Hörens gestaltet. Ein an klassischer Musik geschultes Ohr erwartet von musikalischer Zeitgestaltung, den zeitlichen Rahmen, der durch Anfang und Ende gesetzt ist, von innen heraus zu strukturieren und neu zu konstituieren. Doch das ist keine Erwartung, die dem Jazz gerecht wird. Im Jazz wird der Moment nicht im Hinblick auf ein Ziel gestaltet, das von einer übergeordneten Struktur bereitgestellt wird, sondern so, dass er den Bewegungsimpuls zum nächsten Moment weiterträgt. Wie wirkt sich dieses Prinzip der Zeitgestaltung auf die musikalische Form im Großen aus? Der Aufsatz untersucht diese Frage anhand von Beispielen, an denen sich der Weg der Transformation von einer klassischen zu einer dem Jazz angemessenen Form gut nachverfolgen lässt.<br><br>How do listeners experience Jazz? This is a question also about how Jazz music organizes the listening time. A classically educated listener expects a piece of music to structure, unify and thereby re-constitute the externally given time frame. Such an expectation is foreign to Jazz music which doesn’t relate the moment to a goal provided by a large scale structure. Rather, one moment is carried on to the next, preserving the stimulus potentially ad infinitum. How does such an organization of time affect the large scale form? The paper tries to answer this question by analyzing two examples which permit to trace the transformation of a classical form into a form germane to Jazz music.

He focuses on the opacity of the work of state bodies, leading to an increase in bribery and corruption. The topic we have chosen is socially exciting in our days, since its significance is growing on a large scale at all levels of the investigated aspect of our modern life. Democratic institutions are being jeopardized, the difference in the position of social strata of society in society’s access to material goods is growing, and the state of society is suffering from the moral point of view, citizens are losing confidence in the government, and in the top officials of the state.

In and around the state-owned forest of Farako in the region of Sikasso, Mali, a large-scale study focused on finding a compromise allowing the existential and legitimate needs of the population to be met and at the same time conserving the forest resources in the long term. The first step in research was to sketch out the rural socio-economic context and determine the needs for natural resources for autoconsumption and commercial use as well as the demand for non-material forest services. Simultaneously, the environmental context of the forest and the resources available were evaluated by means of inventories with regard to quality and quantity. According to an in-depth comparison between demand and potential, there is a differentiated view of the suitability of the forest to meet the needs of the people living nearby. Propositions for a multipurpose management of the forest were drawn up. This contribution deals with some basic elements of research methodology as well as with results of the study.

The article presents the analysis of the state youth policy as an instrument of influence on the state and social development of youth, its social activity. The contradictions that exist between the performance indicators declared by the state policy and the real problems of youth, determined by the living conditions, are indicated. Based on the results of all-Russian and regional sociological studies and statistics, the motives of migratory movements of youth from their territories of residence to the centers of gravity of the country and foreign countries that have more attractive living and employment conditions for youth are justified. Using the example of the Russian Far East, the dysfunctional consequences of the clerical-bureaucratic approach laid down in the state youth policy to quantify the state of youth ignoring its large-scale migration outflow from the territories of residence are substantiated. Scientific and practical recommendations on improvement of indicators of the state youth policy promoting strengthening of its role in providing the basic needs of youth in various spheres of activity, especially in development of youth business are offered.
