Nansha New District in Guangdong: State Initiatives and Perspectives

The Chinese central government mapped out a new national development area and new blueprint for Nansha New Area of Guangzhou in September 2012. Central and local governments expect that the development of Nansha would help speed up the industrial upgrading of Guangdong. However, the current institutional framework reflects that the Nansha government lacks the authority to exercise real autonomy over local development, implement reform initiatives or achieve reform breakthroughs.

In accordance with the decision of the finance minister 34/PMK.03/2005 UN taxation philosophy about sharing property tax revenues between the central government and local governments that receive the proceeds of land and building tax is directed for the purpose of public interest, then the proceeds from the PBB constitutes acceptance of the State which must be shared between the central government and local governments. The purpose of this study was to determine the level of tax compliance in Target and Realization of Land and Building Tax payments. Sources of data used in this study is secondary data is data that comes from the Tax Office Primary service Manado. The results showed that the Land and Building Tax Revenue in theperiod of four years from 2008-2011 continued to increase except in the year 2009. In general, most people are aware of their obligations as citizens of Indonesia are good and they are aware that taxes are a form of public participation in local development to better developed and developing countries. Also there is a small community is not aware of its obligations as a taxpayer PBB.


This thesis is entitled “ The Role of Government in the Implementation of Local Development (Case Study in the Administrative Post of Uatolari) “ Local development is a measure of national development where the development growth in an advanced sub-district will automatically reflect the development itself. In the sub-district, development has been carried out which in the research will highlight physical development. Physical development in the sub-district in accordance with its implementation has not reached the planned target in accordance with the expectations of the community in the Uatolari sub-district. Thus, the problem can be formulated as follows: How is the government role in implementing local development?. The theoretical basis used in this chapter, the writer wants to explain the theory according to Prajudi (2000), the role of government in the implementation of development, while the method used in this research is descriptive method with research techniques such as qualitative data analysis, the subject of what is being studied is The functions and tasks that exist in the Uatolari sub-district and the object under study are affirming the implementation of physical development in the Uatolari sub-district consisting of 6 people, the instruments used are observation, interviews, documentation and interviews (asking and answering) to collect data and to process data to completion. The conclusion from the research results found that the role of the government in implementation in the uatolari sub-district is still lacking due to a lack of control, therefore it is necessary for the central government to monitor, supervise the physical development that is being built or in progress so that it will accelerate according to the specified time. Recommended to the Ministry of Home Affairs and Regional Development to pay attention to the Viqueque district national development agency in order to accelerate the process of implementing local development, in accordance with the expectations of the community, especially the ongoing infrastructure development in accordance with the national development strategic plan.

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

This paper analyzes regional and decentralization policy in Korea since 1970s. Each administration in the last 40 years has taken a distinctive approach to regional and decentralizaton policy. The 1970s and 1980s featured a highly centralized system that local administrations contributed to by following central directives and mandates, and the policies that emerged as a result of the Saemaeul movement were important in addressing rural poverty under the Park administration. During the 1990s under the Kim Young-sam and the Kim Daejung administrations, regional policy amounted to regional even-development, and decentralization policy came to underpin regional policy. The Noh administration was the most active in developing simultaneous regional even-development and decentralization policies. The Lee administration changed the equity-oriented direction of the regional policy pursued by the Noh administration to an efficiencyoriented one. The regional policies discussed in this paper have been amended over time and in line with different political and economic circumstances in an attempt to generate relationships between the central government and local governments that will enable the country to achieve national goals in an efficient and effective way.

In this article, we develop a new conceptual model for estimating local government borrowing capacity that combines a legislative and market approach. The model has wider applicability and is relevant for several stakeholders: for the local governments to determine their development financing potential, for the central government to balance local development needs with macroeconomic stability objectives, and for financial institutions and project, developers to tailor their products to the local financing and investment opportunities. We apply the model on selected local government units in Slovenia, Croatia and Serbia and test the hypothesis that their relative (per capita) borrowing capacities differ. We find that the legislative borrowing capacity is more restrictive in Slovenia, while market limitations cap the borrowing capacity in Croatia and Serbia. Overall, Slovenian local government units have the highest relative (per capita) market borrowing capacity, followed by local government units in Croatia and Serbia. We also find evidence that market sentiment may be prohibitive for the borrowing of some units. Our results additionally indicate substantial unused local borrowing capacities in the analysed local government units.

<p><span lang="EN-US">The number of high-rise buildings in the big cities of Indonesia is increasing along with land being more limited and its prices being very high. Most of these high-rise buildings are in Jakarta and some of them are facing the risk of building failure that may cause business and operation interruption.  These buildings that have been erected and operating need to receive regular maintenance and supervision to ensure the building's condition and safety. Many building owners and managers do not conduct and plan maintenance and supervision properly causing these buildings of being at risk of fire and building structure – mechanical failure / damage. For this reason, rigorous regulations, and its enforcement in building construction and maintenance are needed to ensure that these buildings operate reliably and encourage building owners and facility manager to comply with them properly. Cultivated Penalty and strict sanctions need to be renewed and must be implemented properly by Government bodies and local authority. Building Audit Institute can be formed to assist the central government and local governments (Governor) in carrying out their functions to ensure the safety and security of buildings, including their users. Strengthening existing laws and regulations will greatly assist in law enforcement and certainty for owners, building managers and building users, which in turn will support national development.</span></p>

In Lesotho the adoption of the new constitution in 1993 made provision for local development. These constitutional provisions were only operationalised in 1997 through an Act of parliament (Local Government Act 1997). The question of how functions are assigned between the central and local governments has always been an area of dispute. The Act attempted to demarcate the assignments through the Schedules to the Act which embody the functions of local authorities at various levels – community councils, urban councils and district councils. However, local development and service delivery continue by and large to be undertaken by central government despite the demarcation. The purpose of this paper, therefore, is to critically analyse the challenges of assignment of functions to local authorities in Lesotho. The paper contends that as the assignment of functions is integral to decentralisation in Lesotho, intergovernmental relations and assignment of functions should be incorporated into the country’s constitution.

AbstractThis article argues that manufacturing policies of Chinese local governments have provided an important corrective to some of the weaknesses inherent in the central government's indigenous innovation framework, most importantly its inattention to the importance of advanced manufacturing capabilities for innovation. Based on an original dataset of over one hundred executive interviews conducted with 43 Chinese wind and solar firms, I identify both central government R&D funding and continued local government support for manufacturing as critical factors in enabling innovation among China's renewable energy firms. In particular, this article shows that firms have utilized a combination of both central and local government policies to establish unique engineering capabilities required for innovation in commercialization and scale-up to mass production. The findings suggest that continued local government support for the manufacturing economy has not undermined central government innovation policies, but has (1) broadened the range of resources available to entrepreneurial firms and (2) enabled new options for industrial upgrading that are outside the conceptualization of innovation underlying the central government's indigenous innovation framework.

Este trabajo de investigación fue motivado ante las deficiencias de articulación entre las universidades y actores territoriales para el desarrollo local, planteando como objetivo diseñar un modelo que logre dicha articulación. El estudio fue de cohorte cuasi-experimental, se aplicaron  entrevistas y encuestas como métodos empíricos, resultados que permitieron obtener las conclusiones, las mismas que viabilizaron el diseño del modelo, el cual tiene como eje articulador el liderazgo que debe desarrollar la universidad como ente de desarrollo de los pueblos, generando sinergia con los gobiernos locales descentralizados y los demás actores territoriales, propiciando una planificación que permita cambios hacia el desarrollo sostenible en el ámbito social del territorio. De la misma forma se detecta que el tema desarrollo local abarca muchos campos y está siendo introducido con énfasis en los programas que presenta el gobierno central, cada uno de ellos orientado con el plan nacional del buen vivir, se destaca también el rol de la cooperación internacional dentro del proceso de desarrollo endógeno. Its application is aimed at supporting the integration and harmony of the implementation of education or curriculum that is realized through quality requirements and management authority. One example of the application of the administrative system si decentralized in the development of educational programs (curriculum development) at Elementary School is a local content program} ". In the development of this local content curriculum to local governments, local elementary schools and other relevant parties are given the authority to develop local content programs that are implemented.
