Evolution of Urban Green Innovation Efficiency Under Environmental Regulations: A Case Study of Xi’an

This paper aims to develop a method to properly measure the urban green innovation efficiency under environmental regulation, analyze the evolution rules of this efficiency, and make rational policy suggestions. By exploring an indicator system which is suitable for the actual urban development, we divided the urban green innovation process into interrelated sub-processes that are based on an innovation chain, established a slacks-based network DEA model, evaluated the overall efficiency of the urban green innovation system and the efficiency of each stage, and studied the evolution of urban green innovation efficiency. Taking Xi’an City as an example, we analyzed the evolution of urban green innovation efficiency under environmental regulation, with the results showing that the process of urban green innovation can be divided into two stages: technological innovation and technological conversion. Xi’an was at the forefront of green innovation efficiency only in 2006, 2009 and 2017, while making inefficient allocation of scientific resources in all other years. The efficiency of scientific and technological research and development has become a major factor in restricting the green innovation efficiency under environmental regulation in Xi’an. Forging ahead in both technological conversion and scientific innovation efficiency should be the best path of green development and innovation. To achieve the continuous and stable improvement of green innovation efficiency, Xi’an should keep improving its green innovation policy to adapt to the increasing social productive forces, and pay attention to the balance between technological innovation and technological conversion.

Considering time lag and accumulation of inputs and outputs, this paper adopts the superefficiency data envelopment analysis (DEA) model to study the technological innovation efficiency of high patent-intensive industries using panel data from 2007 to 2017. Given the characteristics and the actual circumstances of the industries, the innovation process is divided into two stages, and an input-output indicator system is established. The results show that the overall innovation efficiency level of high patent-intensive industries in China is increasing. However, the R&D achievements in technology are not quickly applied or sufficiently transformed.

The huge potential of innovations to achieve the goals of sustainable development is indisputable, but at the same time the task of orienting the innovation process to its most problematic areas, which is a threat to national security, arises. This issue is relevant in the context of the formation of mechanisms of interaction between the state, business and society and is an urgent scientific and practical problem. Based on the above, the purpose of the study is to analyze the main components of innovation development strategies in the framework of national strategies for sustainable development. In the study, the author improved the scheme of the relationship between development and security, which is focused on achieving development and security goals through appropriate innovation policies and development management. Taking into account the importance of innovative development, as well as the national characteristics of the relationship between it and the goals of sustainable development, a practical approach to the coherence of innovation policy for sustainable development is proposed. It is determined that for the implementation of the coherence of innovation policy for sustainable development, an analytical component is important, which will link the goals of sustainable development and indicators of the innovation system as the basis for their achievement. To determine the impact of innovative development on the sustainable development of Ukraine, the impact of the indicator of goal 9 on the other 16 goals is determined. The components of the national system «sustainable development – security» are identified and evaluated on the basis of Sustainable Development Report 2019. As prospects for using the developed methodology of institutional innovation (creating institutional conditions for innovative priorities of sustainable development) it is proposed to consider it in the context of achieving sustainable goals development (systematic integration of economic, social and environmental aspects of sustainable development) at the regional level.

Who produces scientific and technical knowledge these days? What type of knowledge is being produced, and for what purposes? This chapter studies the role of public policy in knowledge production (especially R&D activities) relevant for the innovation process from a perspective of innovation systems. It identifies four typical policy-related obstacles and barriers related to knowledge production in an innovation system. Next, it elaborates a set of overall criteria for the selection and design of relevant policy instruments addressing those unbalances. Most importantly, the chapter argues that in most countries innovation policy continues to be subsumed under research policy. An holistic and problem-oriented innovation policy requires that innovation policy and research policy are separated from each other in the design phase—but it must be ensured that they support each other when implemented (in the same way as many other policy areas have to be coordinated with each other).

Therefore, the transition to an innovative economy requires the development of a network of regional innovation systems. At the same time, the regional innovation policy should be aimed at the formation of regional innovation clusters as the basis of the innovation system of the region, where the best conditions for the innovation process are located. Of particular interest are regions with high scientific potential (as a rule, they include scientific fences and a number of academic towns and other territories with high scientific potential), as they have a significant stock of developments ready for commercialization. It is on the basis of such territories that it is necessary to develop regional innovation clusters. Despite the fact that the problem has been studied and the high level of attention, many of its aspects remain unresolved. Many authors have pointed out the limited possibilities of using classical methods of evaluating investment projects for innovation, and thus the proposed alternatives have not been widely used. The practical and actual significance of the problems of management and evaluation of innovative projects and the use of the most effective methods for this purpose, determined the choice of the dissertation topic, its content, goals and problems. The practical significance of Makala is in the development of management algorithms and evaluation methods for innovative projects. The algorithm includes intra-stage project evaluation and methodological justification of the manager's decision-making in the implementation of the project at each stage and ensuring the need to adjust the strategy. In addition, the analysis of the main barriers to practical implementation was carried out and recommenda-tions were developed to eliminate them. The developed method includes all the prerequisites for successful application in the specific activity of the region.

With the increasingly severe emission reduction pressures, it is an inevitable choice for China to improve the intensity of environmental regulation. At the same time, the impact of technological innovation on enterprise employment may lead to some new changes under the environmental regulation constraints. However, existing studies have not included environmental regulation into the theoretical framework of technological innovation and enterprise employment, nor has the influencing mechanism of environmental regulation and technological innovation in the employment of manufacturing enterprises been explored. This paper uses the panel data of listed manufacturing companies in the A-share market of Shanghai and Shenzhen from 2011 to 2017 to examine the impact of environmental regulation and technological innovation on the employment of manufacturing enterprises, and explore their influence mechanisms in a theoretical framework based the moderating effect model. The findings demonstrate the following: First, the technological innovation has a positive creative effect on enterprise employment. Second, the impact of environmental regulation on enterprise employment is significantly positive. Third, environmental regulation has a negative moderating effect on the impact of technological innovation on enterprise employment. Finally, the impacts of both environmental regulation and technological innovation on the employment of manufacturing enterprises are heterogeneous across enterprises due to differences in ownership structure, the degree of pollution, and technical density. Therefore, faced with the objective reality that environmental carrying capacity has reached or approached the upper limit, China needs to formulate a differentiated and diversified technological innovation system and environmental protection policy, improve the environmental innovation level of manufacturing enterprises, and form a green development model, which is of great significance for achieving high-quality development and stable employment.

Earlier studies on the innovation process in the high-tech manufacturing industry failed to take environmental pollution into account, making it difficult to estimate green innovation efficiency in the industry. From a perspective of innovation value chain, this paper decomposes green innovation process in the high-tech manufacturing industry into two stages: R&D stage and achievement transformation stage; a network DEA approach considering undesirable outputs is utilized to estimate the green innovation efficiency in China’s high-tech manufacturing industry. Compared with the method of conventional innovation efficiency without considering environmental pollution, the estimation method for green innovation efficiency can not only avoid bias of estimation results of provinces producing low pollution emissions like Inner Mongolia and Hainan but also reflect the volatility in efficiency of the high-tech manufacturing industry before and after the implementation of the environmental law.

The open mode of the manufacturing innovation system under conventional conditions makes it difficult to realize the open operation of the green innovation system, which also lacks operational capability and has low analysis coverage. Therefore, an open model of the green innovation system in the manufacturing industry is put forward. The opening and functional elements of the model are determined. The mechanism of the environmental aspects is clarified. The adaptability of different levels of the innovation process is discussed, and its evolution theory is derived. Finally, the best open innovation model’s selection rules are chosen to realize the analysis of the open innovation model’s mechanism. Its established operational index and model mechanism are discovered for the manufacturing industry. The experimental data show that our proposed model of the green innovation system is more efficient than the conventional model as its operational ability is increased by 33.42%, and the coverage rate is enhanced by 54.32%.
