Feeling Functional: A Formal Account of Artificial Phenomenology

For humans, phenomenal experiences take up a central role in their daily interaction with the world. In this paper, we argue in favor of shifting phenomenal experiences into the focus of cognitive systems research and development. Instead of aiming to make artificial systems feel in the same way humans do, we focus on the possibilities of engineering capacities that are functionally equivalent to phenomenal experiences. These capacities can provide a different quality of input, enabling a cognitive system to self-evaluate its state in the world more effectively and with more generality than current methods allow. We ground our general argument using the example of the sense of agency. At the same time, we reflect on the broader possibilities and benefits for artificial counterparts to human phenomenal experiences and provide suggestions regarding the implementation of functionally equivalent mechanisms.

AbstractThis paper provides an accessible introduction to the cognitive systems paradigm of enaction and shows how it forms a practical framework for robotic systems that can develop cognitive abilities. The principal idea of enaction is that a cognitive system develops it own understanding of the world around it through its interactions with the environment. Thus, enaction entails that the cognitive system operates autonomously and that it generates its own models of how the world works. A discussion of the five key elements of enaction — autonomy, embodiment, emergence, experience, and sense-making — leads to a core set of functional, organizational, and developmental requirements which are then used in the design of a cognitive architecture for the iCub humanoid robot.

<p><em>The library as a meeting area between the writer and the readers by materials as it’s media, where it is becomes an important meaning for civilization if it was interpreted as a life-long education by users. This article touches some aspects of the library in the context of human resources development which is intended as a step towards realizing the ideals of the library are included in the category of world class university. Human Resources Development is in the form of curiousity, intuition, humor and services, need to be there and be maximized so that librarians were able to escort the library to refer to the activities of the world class university, such as: Research and development college, Publications, Citation / webometrics, Networks, Quality of the information and knowledge resource.</em></p><p><em>World Class University</em> (WCU) menjadi istilah yang membumi pada beberapa kurun waktu terakhir ini.   Perguruan Tinggi (PT) menjadi pionir terdepan yang mengambil istilah ini untuk diimplementasikan.  Tentu saja dengan berbagai resiko kritik masyarakat terhadap institusi.  Bisa jadi perguruan tinggi ini dinilai masyarakat sebagai aksi untuk meningkatkan kualitas, bisa juga berefek pada promosi yang mempropaganda pikiran masyarakat untuk memihak dan mengantarkan putra-putrinya masuk kuliah di perguruan tinggi tersebut.   Namun lebih dari itu ada satu kesan positif dari WCU ini adalah untuk membulatkan kualitas PT sehingga secara akademis mampu memberikan nilai optimal yang bisa disandingkan dengan  PT lainnya di dunia internasional.  <em>World Class Univeristy</em> (WCU) sebenarnya dimulai sejak Departemen pendidikan Nasional (Diknas) membentuk Tim Gugus Tugas Penetapan 10 Perguruan Tinggi (PT) yang dipersiapkan untuk menjadi universitas kelas dunia.  Tidak lama kemudian Diknas kembali memberikan peluang bagi 50 PT untuk tujuan yang sama.  PT itu terdiri dari 27 PT negeri dan 23 PT swasta.</p>

Another restructuring is underway in Russia, this time digital. Almost all sectors of the economy began to transform in order to keep up with progress and increase their efficiency. The development of the digital economy in the country will improve the quality of life of citizens and increase the global competitiveness of domestic industries. The state began its activities in this direction with the formation of the Digital Economy program, which was developed in 2017 by the joint efforts of the state, business and the expert community. The article presents the main indicators of the development of the digital economy in Russia and its position in international ratings. The indicators characterizing research and development in the field of ICT; personnel of the digital economy; ICT, content and media sectors; telecommunications development.

Efficiency has replaced productivity as the prime rationale for research and development in agriculture. The reasons for this are to (1) reduce input costs when output is static; (2) to make best use of limited renewable resources; (3) to conserve both non-renewable resources and the quality of the environment. Efficient agriculture and conservation are often seen as opposing arguments because parties are arguing from different, incomplete premises. Blaxter (1975) explored the biological efficiency of agricultural systems using energy as a unit of account. He recognised that it was primarily the use of fossil energy as fuel (0.42) and as fertiliser (0.38) that had increased the productivity of U.K. agriculture but that “in the long term …the world must eventually reach a steady state in which energy provision will not entail a depletion of its capital resources.“

Currently, the problem of early rehabilitation of stroke patients is important, since in terms of the prevalence of cerebrovascular diseases and disability after suffering a stroke, Russia is one of the first places in the world. The complex of medical rehabilitation of such patients should provide for the early and most complete restoration of all body functions, patient education for lost skills, re-socialization of the patient and improvement of the quality of life. One of the factors contributing to a significant reduction in the quality of life after a stroke is the development of chronic constipation. The article reflects the modern methods of correction of chronic constipation in patients with limited mobility.

It has been known that both in the world and in Turkey a continuous change has been experienced in the provision of health services in recent years. In this sense by adopting the customer(client) focused approach of either public or private sector hospitals; it has been seen that they are in the struggle for presenting a right, fast, trustuble, comfy service. The purpose of this research is to measure the satisfaction degree, expectations and perceptions of the patients in Karabük State Hospital through comparison. In this context, the patient satisfaction scale which has been developed as a result of literature review has been used and by this scale it has been tried to measure the satisfaction levels of the patients in terms of material and human factors which are the two main factors of the service that was presented. In the study, with the scales of Servqual and 0-100 Points together, in the part of the analysis MANOVA have been used. The expectations and the perceptions of the patient has been compared first by generally and then by separating to different groups according to the various criterias and in thisway it has been tried to be measured their satisfaction levels. According to the results that were obtained, although, the satisfaction levels of the patients who have taken service from Karabük State Hospital are high in terms of thedoctors and the nurses; it has been reached to the result that their satisfaction levels are low in terms of the materials that have been used at the presenting of the service and the management.

The article deals with the world rating of Ukrainian educational sphere according to The Global Competitiveness Report and UNESCO Science Report. It shows comparative indices of Ukraine in contrast to the other countries of these world ratings according to the “Quality of primary education”, “Penetration of primary education”, “Penetration of secondary education”, “Quality of secondary education”, “Quality of education in Sciences”, “Quality of school management”, “School access to the internet” and others. The article also defines strategic directions of reforming Ukrainian education system to improve its position in the world international ratings.

When we compare with the quality of the best education in the world, Indonesia can catagorized as far behind. This can be seen from the achievments of students who become rejected measuring education quality in improving the qualitu of education, education supervision has very important role in developing education quality. Supervision can be interpreted as a coaching activity that has been planned to assist teachers and staff and other school staff in carrying out work effectively so that it gets good results. Supervision is a process that is applied to a job that has been carried out and even evaluates and corrects the work I to match what was determined from the start.

Progress in information technology that is so fast is expected to improve the quality of education in Indonesia. In the world of information technology education can help and support the learning process. Especially now all the learning process activities can be done online. Progress in information technology must also be supported by quality human resources. In this case the teacher is very instrumental in the utilization of information technology in the world of education. Because the teacher is one of the education supervisors who will encourage the advancement of the quality of education in Indonesia. But in reality the quality of teachers in Indonesia is inadequate. There are still many teachers who cannot use information technology in learning especially for teachers who are senior or old. As teacher supervisors, they must improve the quality of their performance in using technology. To improve the ability of teachers to use technology, ongoing training is needed to use technology. The role of the head of the school as a supervisor is also needed, namely the principal is obliged to supervise, control, and approach the teacher in terms of the use of technology in the learning process.
