IN SEARCH OF EDUCATIONAL STRATEGY FOR UKRAINE

The article deals with the world rating of Ukrainian educational sphere according to The Global Competitiveness Report and UNESCO Science Report. It shows comparative indices of Ukraine in contrast to the other countries of these world ratings according to the “Quality of primary education”, “Penetration of primary education”, “Penetration of secondary education”, “Quality of secondary education”, “Quality of education in Sciences”, “Quality of school management”, “School access to the internet” and others. The article also defines strategic directions of reforming Ukrainian education system to improve its position in the world international ratings.

The article discusses the question of how to apply social design in the management system of secondary education institutions. In theoretical and practical terms, the correct and scientific justification of the problem statement is important not only in the framework of pedagogy, but in the context of management sociology. Today, the inability of schools to systematically adapt to the changes and integrate innovative approaches and technologies into the learning management process is noteworthy. The schools cannot anticipate and plan, in a project form, the directions for solving social problems and contradictions. The absence in the school management the system of models for implementing goals and the lack of the established mechanism for stimulating systemic changes in education are revealed. The main approaches and their relevance, the forms of the structure and possible directions of` the research are denoted. In conclusion, it is stated that social design, namely using the ability to create, implement social projects, that improve the quality of education, create opportunities for the development of the active educational environment, the inclusion of all interested participants in school relationships, personal growth and self development into of management practices – all they are necessary and important for developing and improving the quality of school education.

The current government’s overall goal within education remains to achieve Education for All (EFA) by 2015, with the top policy objectives being to ensure equitable access and improvement in quality and efficiency. In January 2003, the Kenya government made a significant step towards this vision by announcing Free Primary Education. While this was a laudable goal, it brought with it other problems. An additional 1.3 million children were enrolled in schools. The rapid increase in numbers has triggered widespread concern about the quality of education. This paper discusses the problems teachers have to grapple with, particularly in the absence of additional targeted resources to the education sector. The paper also makes recommendations.

There are several objectives of this paper including, to find out how leadership in the world of education (headmaster), discusses the leadership style in education, to study the leadership role of the principal and to improve coordination in carrying out tasks related to coordinating existing parties. The research method used is literacy collection in the form of books, articles and other reading papers. This paper complements the discussion about leadership, because the presence of leaders is needed in an organization, in this case the author focuses on education. In addition, leadership is needed in supporting the process of improving the quality of education, because the style or characteristics associated with leadership can improve and move individuals in the organization. The current leadership style in school management is no longer a force of coercion but uses a commitment based on togetherness

Penelitian ini bertujuan untuk mengetahui, 1) upaya peningkatan mutu pendidikan melalui penerapan manajemen berbasis sekolah pada pen-didikan dasar dan menengah di Provinsi Banten, dan mengetahui, 2) Kontribusi Manajemen Berbasis Sekolah Terhadap Prestasi Ujian Nasional pada Pendidikan Dasar dan Menengah di Provinsi Banten. Penelitian ini merupakan penelitian deskriptif eksploratif. Data dikumpulkan melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan teknik kualitatif dan kuantitif. Dari hasil penelitian dapat dinyatakan bahwa; 1) upaya pe-ningkatanan mutu pendidikan melalui penerapan manajemen berbasis sekolah pada pendidikan dasar dan menengah di Provinsi Banten, dapat dinyatakan bahwa secara keseluruhan telah menerapkan manajemen ber-basis sekolah dalam mengelola Sekolah Dasar, Sekolah Menengah Pertama dan Sekolah Menengah Atas, yaitu rata-rata lima komponen (0,635), dari delapan komponen garapan MBS, dan 2) kontribusi manajemen berbasis sekolah terhadap prestasi ujian nasional pada pendidikan dasar dan menengah di Provinsi Banten, dinyatakan berpengaruh dengan besaran kontribusi adalah masing-masing 0,216 persen untuk sekolah dasar, dan 0,242 persen untuk sekolah menengah pertama serta 0,202 persen untuk sekolah menengah atas, atau rata-rata 0,229 persen untuk pendidikan dasar dan 0,202 persen untuk pendidikan menengah.Kata kunci : kontribusi manajemen berbasis sekolah ______________________________________________________________ EDUCATION QUALITY IMPROVEMENT OF BASIC AND SECONDARY IN THE BANTEN PROVINCE BY OPERATION MANAGEMENT SCHOOLAbstract The objectives of this research are to know: 1) effort to improve the quality of education through school-based management in the primary and secondary education in Banten Province, and 2) contribution of school-based management toward the national test achievement for primary and secondary education in Banten Province. This research is explorative descriptive. Data were collected through interview, observation, and docu-mentation. Data were analyzed quantitavely and qualitavely. The result shows 1) effort to improve the quality of education through school-based management in the primary and secondary education has been implement-ted. The average of five components was 0.635. 2) School-based manage-ment contributed to the national test achievement as much as 0,216% for primary schools, 0,242% for junior high, and 0,202% for senior high schools. In average, it is 0,229% for primary schools and 0,202 for secon-dary schools.Keywords: school-based management contribution

The article clarifies the scientific basis of monitoring the quality of education on the basis of diagnostic and competence understanding of the possibilities of systematic research of this process in general secondary education institutions. The analysis of sources and publications made it possible to identify the importance of the problem of monitoring the quality of education for the theory of management of general secondary and higher education, considering this category as political, managerial, pedagogical. Clarification of the leading characteristics of the quality of education (multifaceted, multilevel end results, polychronicity, multi-subjectivity, multi-criteria, uncertainty in assessments, invariance and variability) in the works of Ukrainian and foreign authors led to the goal - outlining in research the scientific basis of quality monitoring on the basis of diagnostic-competence understanding of the possibilities of systematic research of this process in the institutions of general secondary school. The functions of monitoring the quality of education are characterized: activating, informational, corrective, formative, diagnostic and analytical, modeling and management, prognostic; the algorithm of their realization offered by T. Lukina and A. Belkin is chosen. The diagnostic and competence specifics of control methods in the system of quality monitoring of general secondary education are determined. One of the management tools and elements of the system is defined as quality monitoring, which is recommended to be understood as “supervision, tracking, observation; testing or measurement at specified time intervals to control and regulate processes ”has the status of a study rather than an empirical collection of material, and is complex, systemic in nature. The conclusion on specificity of quality control of education which provides: check - revealing of a condition of formation of components of competence is carried out; assessment - measurement and conditional reflection of this condition in the form of a level of quantitative or qualitative assessment; accounting - recording results in the form of summary tables. It is recommended to reflect the process of education quality assessment in a certain scale, which systematically takes into account the data obtained during the current assessment, testing, performance of tests and practical tasks, exams, ranking, etc.

Improving the quality of education need to continuous quality improvement which is a formula or approach should be one of the paradigms of school based management. AbstractThe purpose of this paper is to reveal how the quality of education in this Islamic boarding school is, particularly related to education facilities, curriculum and strategies of education quality improve­ments. This study used the qualitative method. Findings of this study are: first, education infrastructure and facilities are relatively complete and adequate, which are supported by the atmosphere of the Islamic boarding school that is full of simplicity and modesty by habituation in implementing clean and healthy lifestyle. Second, the tafaqquh fi-al din (understanding of religion)-based curriculum compiled by the Islamic boarding school occupies the same degree (equal) to the curriculum prepared by the Ministry of Religious Affairs, so that both tafaqquh fi-al din (understanding of religion) studies and general studi­es have high electability, which is able to increase the quality of education and also generates interest and motivation of the people (parents) to put their children to the Islamic boarding school. Third, education in the Islamic boarding school has a strong independency because it is supported by substantial financial resources.AbstrakTujuan tulisan ini untuk mengungkapkan bagaimana mutu pendidikan di pondok pesantren ini, khususnya berkaitan dengan sarana pendidikan, kurikulum dan sterategi peningkatan mutu pendidik­an. Penelitian ini menggunakan metode kualitatif. Hasil temuan studi ini adalah: Pertama, sarana dan fasilitas pendidikan relatif lengkap dan memadai, ini didukung oleh suasana kehidupan pondok pesan­tren yang penuh kesederhanaan dan kebersahajaan dengan pembiasaan menerapkan pola hidup bersih dan sehat. Kedua, kurikulum yang berbasis tafaqquh fi-al din yang disusun oleh pondok pesantren ini menempati derajat yang sama (equal) dengan kurikulum yang disusun Kementerian Agama, sehinga baik kajian tafaqquh fi al-din maupun pelajaran umum memiliki electabilitas yang tinggi, hal ini mampu meningkatkan mutu pendidikan dan sekaligus membangkitkan animo dan motivasi masyarakat (orangtua) untuk memasukkan anaknya ke pesantren ini. Ketiga, penyelenggaraan pendidikan di pon­dok pesantren ini memiliki kemandirian yang kuat, karena didukung oleh sumber dana yang besar.

The purpose are (1) to know the school committee to improve the quality of education at SMP Al-Khairaat Kalumpang Ternate; ( 2 ) to know the work achievement of school committee to improve the education quality  at SMP Al-Khairaat Kalumpang Ternate.The approaches used in this research is a qualitative approach.Research result indicates that ( 1 ) a school committee at SMP Al-Khairaat Kalumpang Ternate has formed by 2012 in accordance with the decree no. 325 / B-III / SMP.BP. Alkh / 11 / 2010 and has the school committee structure, namely; chief; secretaries, and the treasury; ( 2 ) the school committee meeting periodically, that is four times in a year. Involved in the talks is the principal, the teacher, student parents, Al-Khairaat foundation and the school committee. Things had been spoken in the meeting are; the school fee, standards graduation, the school programs plan ; ( 3 ) the school committee does not make a written report yet orally. This is a form of violations Kepmendiknas number 044 / u / 2002 about the school committee.( 4 ) the school committee ' s active, this could influence the development of education at SMP Al-Khairaat Kalumpang Tenate.It is a part breach Kepmendiknas number 044 / u / 2002 about the school committee. The keywords:  performance, the quality, the school committee

Vocational schools (SMK) is a secondary education that preparesstudents primarily for working on a particular field. Diverse efforts made by SMKgraduates increased 8 Medan include improving the quality of education byreforming both the substance of the material and the provision of facilities andinfrastructure. However, the results have not been up, cermatan can be seen fromthe low competence of graduates, making it less able to play a role in meeting thedemands of the workplace. Assumed to be an indication of the quality of learning isstill performed during less effective, less efficient and unable to increase studentinterest. In order to achieve maximum learning outcomes is through theimprovement of learning strategies to utilize the educational facilities in accordancewith existing conditions, ie, by examining one of the subjects namely Constructiondressmaking pattern. Construction material pattern done with learning strategyapproach manipulated into two comparing results STAD cooperative learningstrategies and learning strategies expository and compare the results with thelearning characteristics of students with high and low interest in learning onlearning outcomes Pattern Construction.
