While the majority of the scientific community holds Marxian Value and Price Theory to be internally inconsistent because of the so-called “transformation problem”, these claims can be sufficiently refuted. The key to the solution of the “transformation problem” is quite simple, so this contribution, because it requires the rejection of simultanism and physicalism, which represent the genuine method of neoclassical economics, a method that is completely incompatible with Marxian Critique of Political Economy. Outside of the iron cage of neoclassical equilibrium economics, Marxian ‘Capital’ can be reconstructed without neoclassical “pathologies” and offers us a whole new world of analytical tools for a critical theory of capitalist societies and its dynamics.

En el presente artículo se realiza un análisis de la usabilidad del Documento Nacional de Identidad electrónico en países desarrollados y su futura implementación en el Ecuador, la necesidad de tener un documento de identificación electrónico legal que permita validar la identidad de los ciudadanos al momento de acceder a los servicios electrónicos públicos y privados. Se analizan conceptos referentes a la firma electrónica, las entidades que intervienen en el proceso, los mecanismos de encriptación de un mensaje, hasta culminar con la implementación de dicha firma electrónica. Finalmente, se hace una reflexión sobre la implementación de un nuevo documento de identidad en el Ecuador el cual debería contener las características necesarias acorde a las nuevas tecnologías existentes, los estándares internacionales y sus posibles usos en los servicios informáticos disponibles en el país.  Palabras clave: Encriptación, tecnologías, servicios informáticos, identificación electrónica   Applications of electronic signatures using digital certificates: The National Electronic Identity in Ecuador   Aplicaciones electrónicas en Ecuador    Abstract  In the present article itself performs an analysis of the usability of the National Electronic Identity Document in developed countries and its future implementation in Ecuador, the need for a legal electronic identification document to validate the identity of citizens at time by accessing the electronic government and corporate services. Discusses concepts related to electronic signatures, the entities involved in the process, the mechanisms for the encryption a message, culminating with the implementation of electronic signatures. Finally, a reflection on the implementation of a new identity in Ecuador that should contain the necessary characteristics according to the new existing technologies, international standards and their possible uses and computer services available in the country. Two libraries, the National Institute of the Arts at the Australian National University and California Institute of the Arts in Southern California, describe how each has an interdependent relationship with the information technology or network services units in their respective institutions. Major considerations for both are the introduction of electronic full-text art information on the Web and its pedagogical implications, issues faced by arts libraries in the integration of computer services with library services in universities and colleges, and the changing roles of arts librarians and libraries.

<span>Public libraries were early adopters of Internet-based technologies and have provided public access to the Internet and computers since the early 1990s. The landscape of public-access Internet and computing was substantially different in the 1990s as the World Wide Web was only in its initial development. At that time, public libraries essentially experimented with publicaccess Internet and computer services, largely absorbing this service into existing service and resource provision without substantial consideration of the management, facilities, staffing, and other implications of public-access technology (PAT) services and resources. This article explores the implications for public libraries of the provision of PAT and seeks to look further to review issues and practices associated with PAT provision resources. While much research focuses on the amount of public access that </span><span>public libraries provide, little offers a view of the effect of public access on libraries. This article provides insights into some of the costs, issues, and challenges associated with public access and concludes with recommendations that require continued exploration.</span>
