This article explores ‘dialectical design dialogues’ as an approach to engage with ethics in everyday urban planning contexts. It starts from Paulo Freire’s pedagogical view (1970/2017), in which dialogues imply the establishment of a horizontal relation between professionals and amateurs, in order to understand, question and imagine things in everyday reality, in this case, urban transformations, applied to participatory planning and enriched through David Harvey’s (2000, 2009) dialectical approach. A dialectical approach to design dialogues acknowledges and renegotiates contrasts and convergences of ethical concerns specific to the reality of concrete daily life, rather than artificially presenting daily life as made of consensus or homogeneity. The article analyses an atlas as a tool to facilitate dialectical design dialogues in a case study of a low-density residential neighbourhood in the city of Genk, Belgium. It sees the production of the atlas as a collective endeavour during which planners, authorities and citizens reflect on possible futures starting from a confrontation of competing uses and perspectives of neighbourhood spaces. The article contributes to the state-of-the-art in participatory urban planning in two ways: (1) by reframing the theoretical discussion on ethics by arguing that not only the verbal discourses around designerly atlas techniques but also the techniques themselves can support urban planners in dealing more consciously with ethics (accountability, morality and authorship) throughout urban planning processes, (2) by offering a concrete practice-based example of producing an atlas that supports the participatory articulation and negotiation of dialectical inquiry of ethics through dialogues in a ‘real-time’ urban planning process.

As games and gamified applications gain prominence in the academic debate on participatory practices, it is worth examining whether the application of such tools in the daily planning practice could be beneficial. This study identifies a research–practice gap in the current state of participatory urban planning practices in three European cities. Planners and policymakers acknowledge the benefits of employing such tools to illustrate complex urban issues, evoke social learning, and make participation more accessible. However, a series of impediments relating to planners’ inexperience with participatory methods, resource constraints, and sceptical adult audiences, limits the broader application of games and gamified applications within participatory urban planning practices. Games and gamified applications could become more widely employed within participatory planning processes when process facilitators become better educated and better able to judge the situations in which such tools could be implemented as part of the planning process, and if such applications are simple and useful, and if their development process is based on co-creation with the participating publics.

In 2019, Cuba approved a new political constitution that calls for deepening citizen participation to strengthen local governance. The emerging decentralization processes and the role of new actors in urban development open new possibilities for inclusive planning. While citizen participation is widely documented in the global South and under Western liberal democracy regimes, participatory urban planning in the context of Southern socialist cities such as Havana has been less scrutinized. This paper aims at mapping the framings, trajectories and legacies of such participatory planning initiatives. Based on mapping workshops and desktop research, we find that participatory initiatives within Havana are spatially dispersed, sporadic, lacking at the city level, and occurring in isolation at the neighbourhood level. We argue that establishing sustained participatory urban planning practices in Havana requires decision makers to scale outwards and upwards the lessons learned from existing initiatives to foster a city-wide participatory planning strategy.

Contemporary urban planning with linear administrative processes, based on the ideals of predictability and control, have come to its end. Even public participatory planning has struggled to incorporate the input of engaged citizens to urban development and the co-governance of common resources. Self-organized actions of urban activist and mundane everyday life have not been sufficiently addressed in the participatory urban planning processes. However, local initiatives and even the temporary use of urban space have been seen as a contribution to urban development. The problem is that so far we do not have much knowledge about the co-operation ecosystem required for new approaches to urban planning, such as the Expanded urban planning. In this article, I examine two case studies, on the basis of which a co-operation ecosystem for Expanded urban planning is outlined. I argue that such an ecosystem for co-operation can significantly help cities integrate self-organized citizen initiatives to urban and community development. It might, however, also require planners to take a stronger role in enhancing a culture of participation.

Insufficient public presence within the traditional participatory activities in urban planning is largely caused by their incompatibility with the communication preferences of the public they are addressing. Accordingly, this research is aimed at identifying alternative approaches which enable the creation of new communication channels and improve the level and quality of participation. Starting from the hypothesis that technological development has changed the way we communicate, the goal of this research is to provide the deeper understanding of the current potentials and problems of internet participation in urban planning and also to point out on the future development strategies, which could address the problems we are facing today. By analyzing case studies in which Internet communication is used for this purpose, as well as publicly available data about user activities within the popular web platforms, we investigate the main advantages and disadvantages of the described practice, as well as the opportunities of the application of new communication approaches and technological trends, such as crowdsourcing activities and blockchain technology.

Following a number of prominent concepts in urban planning, like participatory planning or self-help housing, co-production has started to gain momentum in the global South context. While it is has been long discussed as a means of service provision, the term is more and more often used in the broader sense of urban governance and policy planning. This understanding goes beyond the aspect of scaling-up successful co-productive infrastructure focused projects; rather, it indicates a different format of engagement for prompting urban stakeholders into planning citywide urban solutions. This article discusses the distinction between the different levels of co-production and their inter-linkages, and it investigates the relevance of positioning co-production as a factor framing urban governance. This includes a discussion on three main contradictions that can be identified within the current discussion on co-production. Finally, it identifies a set of arguments for elaborating the role of co-production in a policy and urban governance setting.

This article contends that the de-politicizing tendencies in urban planning that are often interpreted through a post-political frame of analysis might alternatively be investigated via the analytical lens of a transforming local state. Examining the formation of entrepreneurial municipal housing strategies in Gateshead, northeast England, the article reveals a recent history of community consensus being manipulated, a technocratic steering of participatory planning and a de-amplifying of dissenting voices. Amid protracted conditions of austerity, the more recent strategy sees Gateshead municipal authority assuming an increasingly ‘promotional’ role, essentially as a housing developer. Placing critical decisions over housing futures within Gateshead Regeneration Partnership, a potentially rough road towards attaining democratic legitimacy is actively being smoothed. These are all trends that are emblematic of a post-political repertoire. However, a more forensic examination reveals how these anti-democratic processes might be more appropriately understood as political accomplishments on the part of those who have been newly incorporated into a local state in transition. The article thereby offers a conceptual antidote to the post-political narrative.

Abstract. For the past twenty years, the adoption of Virtual Geographic Environments is thriving. This democratization is due to numerous new opportunities offered by this medium. However, in participatory urban planning these interactive 3D geovisualizations are still labeled as very advanced means, and are only scarcely used. The involvement of citizens in urban decision-making is indeed carefully planned ahead to limit off-topic feedback. A better comprehension of Virtual Geographic Environments, and more specifically of users’ strategic behaviors while interacting with this medium could enhance participants’ contributions. The users’ strategic behavior was assessed in this article through an experimental study. A total of 107 participants completed online tasks about the identification of 3D scenes’ footprints, the comparison of buildings’ heights, and the visibility of objects through the scenes. The interactions of the participants were recorded (i.e. pressed keys, pointing device interactions), as well as the camera positions adopted to complete specific tasks. The results show that: (1) users get more efficient throughout the study; (2) interruptions in 3D manipulation appear to highlight difficulties in interacting with the virtual environments; (3) users tend to centralize their positions within the scene, notably around their starting position; (4) the type of task strongly affects the behavior of users, limiting or broadening their explorations. The results of this experimental study are a valuable resource that can be used to improve the design of future urban planning projects involving Virtual Geographic Environments, e.g. with the creation of personalized 3D tools.
