Pursuit of pharmaceutical purity of the blood in the bag has led to a shrinking donor base and a significantly more expensive product. Decisions regarding new infectious marker testing and donor deferrals have typically been made emphasizing decreasing one specific risk without considering the effect the intervention will have on the overall safety and availability of blood transfusion. Regulations have been formulated by governmental agencies with limited input from the medical community. The decision making process has lacked risk benefit analyses and has not had the robustness associated with spirited discussions. Policies made in this manner may result in certain risks being decreased but can also have adverse unintended consequences. Being guided by the ethical principles of nonmaleficence, beneficence, autonomy, and justice, we need to evaluate our actions in the context of overall blood safety rather than narrowly focusing on any one area.

The past few years, many organizations have been using the Internet in quite arbitrary and experimental ways. This phase, which can be considered as a period of learning and experimentation, has created a need for a more systematic approach to the identification, the ordering and the assessment of e-business options. It is the objective of this paper to address this need by presenting a methodology that aims at supporting management in using alternative e-business applications in the first stage of the decision-making process. Figure 1 shows how a systematic decision-making process can be organized by using e-business options. The steps are based on Simon’s intelligence, design, and choice trichotomy (Simon, 1960). First, alternative e-business options have to be identified and ordered. Then the possible options have to be assessed and selected. After this stage the selected opportunities have to be specified and designed. Next, implementation, operation, maintenance, and evaluation may follow. In Figure 1 this is called the “formal life cycle”. We will apply the word “e-business option” referring to the possibility to use an electronic network for a business purpose. An e-business opportunity is defined here as an assessed and selected e-business option. In practice, different intermediate feedback activities, interrupts, delays and adjustments are often necessary to reconsider earlier steps (Mintzberg, Raisinghani, & Théorêt, 1976). This is—among other reasons—because decision-making processes of this kind take place in dynamic environments and decisions are made in political contexts (Pettigrew, 2002). Moreover, participants in decision-making processes are often lacking the necessary information to make well-considered decisions right from the start (Miller, Hickson, & Wilson, 1996). In Figure 1 these activities are called “intermediate feedback”.

The basic condition of forest management development is the accessibility of the forest. A design of the forest road network in relation to all-society functions of forests has been made in the catchment of the Vilčok stream. The catchment is situated in Protected Landscape Area Beskydy. The method Quantification and quantitative evaluation of functions of forests as a basis for their evaluation (Vyskot et al. 2003) was used for the design. This method can be applied to road planning. It can serve as another component in the decision-making process of the planning of forest road construction.

Threats have accompanied humanity since the dawn of time. Most of them can develop into crisis situations that can be interpreted in many different ways. The crisis situation is closely linked with the concept of crisis management, which is implemented in four phases. At every stage of work, various elements are significant in terms of crisis management. There are also elements that are very important at every stage. These include: threat analysis, estimation of the probability of their occurrence in a given area, and assessment of their sensitivity. An appropriate information flow system supports the implementation of the above elements. This system should be effective in such relations as between services and between services and society. The effectiveness of information flow depends on the reliability of this information and its flow channel. Information is of particular importance in the decision-making process. It should have appropriate features and properties. Based on the information, both good and bad decisions can be made. In crisis management, this can be relevant to human health and even human life. This article discusses issues related to the nature of information in crisis management.

Governance today is of paramount apprehension for any state. Concern for governance therefore reveals new areas of articulation for a state and the people living within its jurisdiction. For many, governance refers to certain conditions necessary for a state through which it can exercise power in managing the nation's social and economic assets and also becomes the precondition for realizing democratic ideals. Though the notion of governance is different for different people, one common understanding of it is the decision making process as well as the process of implementation of those decisions. This process also identifies involvement of different structures from different walks of life, signifying both the formal as well as informal actors. In this background, the traditional institutions of a society also have their appeal for involvement of local structures in the issues of governance. The traditional institutions of Karbi Anglong also entails such appeals, because of its involvement in civil, socio-economic and religious jurisdiction of the local interests. Therefore the participation of people through such institutions has been recognized as a process of grass rooting the democratic principle of governance in its most popular form as mentioned above. In this paper an attempt is made in recognizing the effect of the traditional institutions in Karbi Anglong more specifically among the Karbi Tribes.

Humans frequently cooperate without carefully weighing the costs and benefits. As a result, people may wind up cooperating when it is not worthwhile to do so. Why risk making costly mistakes? Here, we present experimental evidence that reputation concerns provide an answer: people cooperate in an uncalculating way to signal their trustworthiness to observers. We present two economic game experiments in which uncalculating versus calculating decision-making is operationalized by either a subject’s choice of whether to reveal the precise costs of cooperating (Exp. 1) or the time a subject spends considering these costs (Exp. 2). In both experiments, we find that participants are more likely to engage in uncalculating cooperation when their decision-making process is observable to others. Furthermore, we confirm that people who engage in uncalculating cooperation are perceived as, and actually are, more trustworthy than people who cooperate in a calculating way. Taken together, these data provide the first empirical evidence, to our knowledge, that uncalculating cooperation is used to signal trustworthiness, and is not merely an efficient decision-making strategy that reduces cognitive costs. Our results thus help to explain a range of puzzling behaviors, such as extreme altruism, the use of ethical principles, and romantic love.

UNSTRUCTURED As the medical landscape changes daily with the coronavirus disease (COVID-19) pandemic, clinical researchers are caught off-guard and are forced to make decisions on research visits in their ongoing clinical trials. Although there is some guidance from local and national organizations, the principal investigator (PI) is ultimately responsible for determining the risk-benefit ratio of conducting, rescheduling, or cancelling each research visit. The PI should take into consideration the ethical principles of research, local/national guidance, the community risk of the pandemic in their locale, staffing strain, and the risk involved to each participant, to ultimately decide on the course of action. While balancing the rights and protection of the human subject, we seldom examine patients’ views and opinions about their scheduled research visit(s). This article discusses the ethical principles of beneficence and autonomy in helping the decision-making process. We discuss ways to weigh-in local and national guidance, staffing strain, and institutional support into the decision-making process and outline potential changes needed for regulatory bodies depending on the decision. Further, we discuss the need to weigh-in the individual risk-benefit ratio for each participant and present a decision tree to navigate this complex process. Finally, we examine participant and caregiver perspectives on their fears, sense of preparedness, and factors that they consider before deciding whether to keep or postpone the research appointments. This entry also provides PIs ways to support their research participants in both scenarios, including provision of psychological support.

Article 625/2 of the Turkish Commercial Code (TCC), adapted from the Swiss Code of Obligations (Obligationenrecht 811, hereinafter referred as OR 811), allows managers to submit certain decisions and individual matters to the approval of the general meeting. This paper purports to reveal how this article could be interpreted and the regulations to be made in the agreements of limited liability companies in Turkish law. To do that, an interpretation of article 625/2 of TCC is developed. In addition, the effect of this article on the liability of the managers and the references made to articles 51 and 52 of the Turkish Code of Obligations (TCO) are explained. With a regulation added in the agreement of the company, the managers would either be required to submit or they would be free to choose to submit certain decisions and individual matters to the approval of the general meeting. Considering that the submission slows down the decision-making process and causes additional costs, granting the managers the right to choose becomes an important issue. However, the approval of the general meeting does not remove the liability of the managers. So when a lawsuit for liability is filed against managers, the approval of the general meeting may decrease the payment for compensation (articles 51 and 52 of TCO)

Rapid developments in retailing sector bring about some ethical problems. Retailing is a faceto-face marketing activity by its nature. Thus, ethical problems in retailing directly affect consumers and consumer reactions turn directly to retailers. Therefore, defining and solving the ethical problems in retailing is an important issue for retailers. The main purpose of this study is to identify the food and clothing retailers’ perspective about ethical purchase decision making process and their evaluations on this subject. Beside this, identifying the differences of these evaluations in terms of the demographic characteristics of retailers is another objective of this study. Findings show that retailers generally approve ethical behaviors and disapprove unethical behaviors. In addition, evaluations of retailers differ in terms of some demographic characteristics. Results of the study also show that retailers are sensitive about unethical actions and behaviors and they believe that all the retailers must act according to ethical principles.

SummaryThe decisions made in the organization determine its success, therefore, conducting studies in the scope of decision-making seems important both for theory and practice. The aim of the studies was to identify the type of decision-making process in public medical entities with the use of typology developed by P. Nutt. For this purpose we used qualitative methods. Interviews with 8 directors of hospitals were conducted and the reconstruction was made on the basis of the decision-making process, which enabled the assignment of the model of decision-making process to the organization. The research indicated that four organizations use the historical decision-making model, three organizations represent the model of generating solutions, and one organization uses the model of available solutions.

This article explores one area of the decision-making process for emergency managers: when and how to issue a public notification. For certain emergencies, a plan is in place. In other scenarios, a notification decision must be made that could be the difference between life and death. Perhaps the best known of these options is the mass media Emergency Alert System. However, newer options may provide better ways to inform a potentially affected population. Through interviews and literature reviews, this article will explore the choices available and the need for a coherent decision to be made in a difficult environment.
