Taking Iran-Tajikistan cultural relations as its case study, this article tends to say that despite the important role of culture and civilization in foreign policy, politics and the political factors also have a vital place in shaping the relations between states in global and regional levels. Moreover, as the author argues, political factors play even more important role and are able to somehow overshadow the common cultural and civilizational ties. The destiny of Iran-Tajikistan cultural cooperation, especially the efforts in reviving the ancestral Arabo-Persian alphabet to replace the Russian (Cyrillic) one, explains how politics in general and political differences in particular, brought those enthusiastic and cherished efforts into a stalemate if not a deadlock.

Voting pattern is one of the important themes of political science that, indicates the level of political participation of citizens in modern democracies, through the electoral process. The electoral processes have played an important role throughout history and in the overall political discourse of the modern nation-states. In this regard, this research is designed to find out the determinants of voting patterns in the two Districts of Dir. The objective of this study is to understand people’s attitudes toward electoral politics and voting practices. This study will seek to respond to the query regarding the role of multiple political factors that contribute to shaping voting patterns. The nature of the study is descriptive while using quantitative data.  The collected data is analyzed through statistical and interpretative methods. This research is based on the theoretical framework of sociological, psycho-social, and rational choice models that focus on the political determinants of the voting pattern in Districts of Dir

For much of the history of academic International Relations, foreign policy has understated the role of ethics in the theory and practice of statecraft. As discussed in the first part of the chapter, it was not until the critical and normative turn of the 1980s and 1990s that ethics assumed a significant role in the study of foreign policy. Ethics also rose to prominence in the language and commitments of a number of modernizing centre-left governments claiming to be agents of the common good. The second part of the chapter treats humanitarianism as a case study because it illustrates how ethics and foreign policy are configured in practice. While it is true that human rights significantly contributed to the end of the Cold War, it is also the case that erosion of the liberal international order poses stark questions for the resilience of humanitarianism in a deeply divided world.

The history of the formation of South Africa as a single state is closely intertwined with events of international scale, which have accordingly influenced the definition and development of the main characteristics of the foreign policy of the emerging state. The Anglo-Boer wars and a number of other political and economic events led to the creation of the Union of South Africa under the protectorate of the British Empire in 1910. The political and economic evolution of the Union of South Africa has some specific features arising from specific historical conditions. The colonization of South Africa took place primarily due to the relocation of Dutch and English people who were mainly engaged in business activities (trade, mining, agriculture, etc.). Connected by many economic and financial threads with the elite of the countries from which the settlers left, the local elite began to develop production in the region at an accelerated pace. South Africa’s favorable climate and natural resources have made it a hub for foreign and local capital throughout the African continent. The geostrategic position is of particular importance for foreign policy in South Africa, which in many ways predetermined a great interest and was one of the fundamental factors of international involvement in the development of the region. The role of Jan Smuts, who served as Prime Minister of the Union of South Africa from 1919 to 1924 and from 1939 to 1948, was particularly prominent in the implementation of the foreign and domestic policy of the Union of South Africa in the focus period of this study. The main purpose of this article is to study the process of forming the mechanisms of the foreign policy of the Union of South Africa and the development of its diplomatic network in the period from 1910 to 1948.

The published document is a part of the working record of The Secretariat of the CPSU Central Committee on May 5, 1969. The employees of The Common Department of the CPSU Central Committee started writing such working records from the end of 1965. In contrast to the protocols, the working notes include speeches of the secretaries of the Central Committee, that allow to deeper analyze the reactions of the top party leadership, to understand their position regarding the political agenda. The peculiarity of the published document is that the Secretariat of the Central Committee did not deal with the most important foreign policy issues. It was the responsibility of the Politburo. However, it was at a meeting of the Secretariat of the Central Committee when Brezhnev raised the question of inviting G. Husák to Moscow. The latter replaced A. Dubček as the first Secretary of the Communist party of Czechoslovakia in April 1969. As follows from the document, Leonid Brezhnev tried to solve this issue at a meeting of the Politburo, but failed. However, even at the Secretariat of the Central Committee the Leonid Brezhnev’s initiative at the invitation of G. Husák was not supported. The published document reveals to us not only new facets in the mechanisms of decision-making in the CPSU Central Committee, the role of the Secretary General in this process, but also reflects the acute discussions within the Soviet government about the future of the world socialist systems.

The author analyzes the process of South Africas foreign policy change after the fall of the apartheid regime and transition to democracy. He gives characteristics of the foreign policy under different presidents of South Africa from 1994 to 2018 and analyzes the political activities of South Africa in the area of peacekeeping and human rights on the African continent.

An effort has been made to revisit the political participation of Pakhtun women in Khyber Pakhtunkhwa former NWFP. The active role in the politics of Pakhtun women was quite difficult due to socio-cultural constraints. In such circumstances a woman from the elite class emerged on the political scene of NWFP; Begum Zari Sarfaraz who not only participated in the independence movement of Pakistan but also participated in politics after the creation of Pakistan and had rendered great services for women folk as members of national and provincial assemblies. The paper shed light on her opposition to One Unit. The paper also investigates the reason that why she quit politics. There is hardly any literature on the role of Begum Zari Sarfaraz in the politics of Pakistan.

EDUCATION AND PEASANT RESISTANCE IN THE PARAENSE AMAZONIAEDUCACIÓN Y RESISTENCIA CAMPESINA EN LA AMAZONIA PARAENSERESUMOEste artigo é fruto dos apontamentos da pesquisa de mestrado desenvolvida no Programa de Pós-Graduação em Agriculturas Amazônicas (PPGAA) da Universidade Federal do Pará – UFPA. Aborda os desafios da luta pela terra no Sudeste Paraense, refletindo sobre o papel da educação nesse processo. Ele aponta a educação que permeia o cotidiano das pessoas, como elemento que fortalece a resistência política dos camponeses, por isso, não está apenas relacionada à conquista da terra, mas também, à permanência na mesma e à mudança da qualidade de vida nos acampamentos e assentamentos. O artigo é resultado de um estudo de caso, desenvolvido no Acampamento Sem Terra, denominado de Dalcídio Jurandir, localizado no Sudeste Paraense e encaminhado por uma abordagem qualitativa. Entende-se que o movimento social busca uma educação que dê conta de compreender as circunstâncias vividas a partir de suas contradições sociais, tendo a mesma lógica de resistência do campesinato, porque é nele que ela tem sua raiz histórica. It addresses the challenges of the struggle for land in Southeast Pará, reflecting on the role of education in this process. This paper points out the education that permeates people's daily lives, as an element that strengthens the political resistance of the peasants, therefore, it is not only related to the conquest of the land, but also to the permanence in it and to the change in the quality of life in the encampments and settlements. The article is the result of a case study, developed at the agrarian reform camp, called Dalcídio Jurandir, located in Southeast Pará and guided by a qualitative approach. It is understood that the social movement seeks an education that is able to understand the circumstances experienced from its social contradictions, having the same logic of resistance as the peasantry, because it has its historical roots in it. Esse artigo analisa o poder explicativo da Teoria da Autonomia de Hélio Jaguaribe em relação aos momentos indubitavelmente autônomos da Política Externa Brasileira (PEB). Isso foi feito mediante o estudo de caso, em forma de teste de teoria, da Política Externa Independente (PEI) do governo Jânio Quadros, que é representativa desses momentos. O estudo de caso foi realizado por meio da análise de conteúdo no programa de pesquisa Nvivo. O argumento resultante da análise realizada é o de que a Teoria da Autonomia tem o potencial de explicar de forma mais precisa e estruturada os momentos de autonomia da PEB do que arranjos conceituais usados atualmente no estudo dos referidos momentos da PEB, já que a PEI, de forma representativa, evidencia objetivos referenciados a uma visão estrutural-hierárquica do cenário internacional, no campo político-econômico.Palavras-chave: Teoria da Autonomia, Política Externa Independente, Política Externa Brasileira.ABSTRACT:This article analyzes the explanatory power of Helio Jaguaribe's Theory of Autonomy in relation to the undoubtedly autonomous moments of Brazilian Foreign Policy (BFP). This was done through a case study, in the form of a theory test, of the Independent Foreign Policy (IFP) of the Jânio Quadros government, which is representative of these moments. The case study was conducted through content analysis in the Nvivo research program. The argument resulting from the analysis is that the Autonomy Theory has the potential to explain in a more precise and structured way the moments of autonomy of the BFP than the conceptual arrangements currently used in the study of the referred moments of the BFP, since the IFP, in a representative way, shows objectives referenced to a structural-hierarchical vision of the international scenario, in the political-economic field.Keywords: Autonomy Theory, Independent Foreign Policy, Brazilian Foreign Policy.Recebido em: 29 jan. 2019 | Aceito em: 03 dez. 2019.

Research institutions and specifically think tanks have existed and developed in the United States for more than 100 years. Since their inception, they have changed and evolved in many ways, while expanding their research foci and political impact. Since the 2010s, a few experts in the field have observed that the U.S. policy expertise is now in crisis. To understand current challenges of policy analysis institutions it is important to study them in a historical retrospective. This article explores the political and socioeconomic contexts in which think tanks emerged and developed from 1910 to the 1950-s. It particularly examines the role of international crises, as well as domestic political factors, such as the role of philanthropy organizations, institutional changes in the government, and others. It discusses how these domestic and foreign policy aspects affected the early development of the Carnegie Endowment for the International Peace (1910), the Council on Foreign Relations (1921) and the RAND Corporation (1948).
