Internal Contradictions and External Anxieties: One ‘Coherent’ Arctic Policy for the European Union?

The European Union’s overarching policy towards the Arctic is an umbrella policy of complementary and coordination nature composed of internal, external and foreign policy elements. This article examines the policy framework from the perspective of ‘coherence’. What could a coherent and integrated EU Arctic policy entail – as called for by the Council and the European Parliament? I problematise the notion of coherence and offer an understanding of coherence deemed workable in the context of a regionfocused policy-making. Different dimensions of coherence are discussed: internal (lack of contradictory objectives), institutional (coherence between EU institutions), vertical (between the EU and its member states) and external (interaction with other Arctic actors). A number of interrelated contradictions or dichotomies are identified with focus on: Circumpolar versus European Arctic, maritime and terrestrial, internal and external, environmental and developmental goals. There is also a tension between the eagerness to adjust to narratives prevalent in the Arctic – owing to the anxiety of Arctic actors regarding the EU’S presence – and the need to respond to internal voices and retain EU values. While coherence as an ideal goal is a necessary principle of policymaking, its practical application may be counterproductive to a cross-cutting policy field, unless the meaning of ‘coherence’ is specified. I argue that the umbrella Arctic policy should be characterised by procedural rather than outcome coherence. That includes developing and maintaining durable mechanisms for dialogue with Arctic partners, management of the impact of EU policies, ongoing identification of gaps, effective internal coordination frameworks, and modes of continued involvement in Arctic governance structures. The Arctic policy could provide input into general EU decision-making processes, especially if inconsistencies are revealed. Institutional setting with a less dominant role of services focused on maritime and external aspects should be considered.

This article analyzes the role of the European Union (EU) and Canada in the promotion of Security Sector Reforms (SSR) activities in two regional organizations, the Organization for Security and Cooperation in Europe (OSCE) and the North Atlantic Treaty Organization (NATO). The concept of SSR seeks to address the effective governance of security in post-conflict environment by transforming the security institutions within a country in order for them to have more efficient, legitimate and democratic role in implementing security. Recent debates within the EU have led to the adoption of an SSR concept from the Council and a new strategy from the European Commission on the SSR activities. Within the framework of the ESDP, the EU has positioned itself as a leading actor, in this domain, including in its crisis management operations. On the other hand, Canada, through its whole-of government and human security programs has also been an important actor in the promotion of SSR activities. Yet, even though several international organizations (including the United Nations, the OSCE and NATO) are effectively doing SSR activities on the ground, there does not exist a common framework within any of these organizations despite the role of the EU and Canada. As such, it is surprising to found no global common policy for SSR while this approach is precisely holistic in its foundations. Taking these elements into consideration, this paper analyzes two specific aspects : a) the absence of a common policy framework within international organizations and b) the major differences between the approaches of the OSCE and NATO in the domain of SSR and the implications for the EU and Canada’ roles.   Full extt available at: https://doi.org/10.22215/rera.v3i2.186

ABSTRACTThe European Union's (EU's) intention of becoming a permanent observer in the Arctic Council and the reluctance of Arctic actors to grant it that status have made the union's aspirations in the Arctic the subject of a continuing debate. The discussion appears to be dominated by geographical considerations and the EU's gradually emerging Arctic policy. This article puts forward a different view of the EU's presence in the region, one drawing on an analysis of relevant EU competences. As a complex international actor, the EU has acquired a broad array of decision-making powers from its member states, powers that partly extend to Iceland and Norway via the EEA Agreement. Moreover, the EU has in many cases become a relevant actor in international negotiations and treaty making processes the outcomes of which are of crucial importance for the governance of the Arctic. Our argument in the third and concluding section is that only by including the EU in Arctic governance can the international community provide better prospects for the union to sensitise its policies and discourses to the Arctic realities and for other Arctic actors to understand how the union functions. This argument is supported by an analysis of the EU's restrictions on the import of seal products and the ensuing litigation.

The article examines the results of the last Bundestag elections. They marked the end of the Angela Merkel era and reflected the continuation of difficult party-political and socio-economic processes in the informal leader of the European Union. The main attention of the research focuses on the peculiarities of the election campaign of the leading parties and of the search for ways of further development of Germany in the face of urgent economic and political challenges. These challenges include the impact of the coronavirus crisis, the impact of the energy and digital transition to a climate-neutral economy, and the complex international situation. Based on original sources, the author analyzes the causes of the SPD victory and the CDU/CSU bloc defeat, the results of the negotiations of the Social Democrats with the Greens and Liberals, the content of the coalition agreement from the point of view of the prospects for the development of domestic and foreign policy and the economy of Russia's main partner in the west of the Eurasian continent. The conclusion is made about the absence of breakthrough ideas, the consistent continuation of the course started by the previous government for a carbon-free economy and the strengthening of the role of Germany in Europe and the world. For this course, conflicts and problems in achieving the set goals will be immanent due to the compromising nature of the coalition agreements.

Since the adoption of the EU's first Sustainable Development Strategy in 2001, the European Commission has been committed to undertaking impact assessments of its major policy proposals, covering the potential positive and negative economic, social and environmental effects both inside and outside the European Union. This paper provides as evaluation of a sample of the Commission's recent EC Impact Assessments, focusing on the extent to which the goal of sustainable development has been integrated into the impact assessment analysis.

Theodosius Dobzhansky once remarked that nothing in biology makes sense other than in the light of evolution, thereby emphasising the central role of evolutionary studies in providing the theoretical context for all of biology. It is perhaps surprising then that evolutionary biology has played such a small role to date in Antarctic science. This is particularly so when it is recognised that the polar regions provide us with an unrivalled laboratory within which to undertake evolutionary studies. The Antarctic exhibits one of the classic examples of a resistance adaptation (antifreeze peptides and glycopeptides, first described from Antarctic fish), and provides textbook examples of adaptive radiations (for example amphipod crustaceans and notothenioid fish). The land is still largely in the grip of major glaciation, and the once rich terrestrial floras and faunas of Cenozoic Gondwana are now highly depauperate and confined to relatively small patches of habitat, often extremely isolated from other such patches. Unlike the Arctic, where organisms are returning to newly deglaciated land from refugia on the continental landmasses to the south, recolonization of Antarctica has had to take place by the dispersal of propagules over vast distances. Antarctica thus offers an insight into the evolutionary responses of terrestrial floras and faunas to extreme climatic change unrivalled in the world. The sea forms a strong contrast to the land in that here the impact of climate appears to have been less severe, at least in as much as few elements of the fauna show convincing signs of having been completely eradicated.

<p>Seasonal climate predictions leverage on many predictable or persistent components of the Earth system that can modify the state of the atmosphere and of relant weather related variable such as temprature and precipitation. With a dominant role of the ocean, the land surface provides predictability through various mechanisms, including snow cover, with particular reference to Autumn snow cover over the Eurasian continent. The snow cover alters the energy exchange between land surface and atmosphere and induces a diabatic cooling that in turn can affect the atmosphere both locally and remotely. Lagged relationships between snow cover in Eurasia and atmospheric modes of variability in the Northern Hemisphere have been investigated and documented but are deemed to be non-stationary and climate models typically do not reproduce observed relationships with consensus. The role of Autumn Eurasian snow in recent dynamical seasonal forecasts is therefore unclear. In this study we assess the role of Eurasian snow cover in a set of 5 operational seasonal forecast system characterized by a large ensemble size and a high atmospheric and oceanic resolution. Results are compemented with a set of targeted idealised simulations with atmospheric general circulation models forced by different snow cover conditions. Forecast systems reproduce realistically regional changes of the surface energy balance associated with snow cover variability. Retrospective forecasts and idealised sensitivity experiments converge in identifying a coherent change of the circulation in the Northern Hemisphere. This is compatible with a lagged but fast feedback from the snow to the Arctic Oscillation trough a tropospheric pathway.</p>

This article studies the impact of reputation on market entry in public procurement. Based on the observation of a French firm with a strong reputation, we demonstrate a significant effect of the difference in public contracts won between date t-1 and date t. Our model provides empirical proof that selection of a supplier with a strong reputation does not hinder entry in public procurement nor does it prevent free competition. This result thus questions the justification for the European Union regulation that limits the use of information on past performance to select suppliers in public markets. The findings also suggest that reputation mechanisms can help reduce uncertainty during contract execution.

Objective: This research aims to explain the impact of social media on the migration decision-making process of Indonesian student migrants in University of Groningen who used a social media account. In detail, this research will consider the role of social media in the migration decision-making process of students who emigrated from Indonesia and how they uses social media in the context of the migration decision-making process. Methods: The data collected included qualitative data from in-depth interviews and supported by study literatures. An interview guide was formulated to facilitate the indepth interviews and generate a better understanding of migration behavior. Expectation: Social media help Indonesian student migrants on migration decision making process and they use social media for searching information about destination area. Result: Student migrant in University of Groningen use their social media to gain information before they choose that university for study. They use Facebook to making contact with their friends and collagues in the destination country. Student group on Facebook help Indonesian student to get information about school and daily life.

The goal of the paper is to point to the role and importance of organization design as a tool for strategy implementation, together with a dominant, role of technology in shaping the design. Namely, the development, of modern information and communication technology (ICT) is accompanied by the creation of new organizational forms, which enable the management, and employees to carry out, a significant, portion of work from home. The central focus of this paper is the impact, of technology on the creation of new forms of design, with a virtual organization taking up a particularly prominent, position. We underline the fact, that, among many changes that, the coronavirus pandemic has produced in everyday life, working from home can be considered as the most, drastic one; hence, its harmful effects are underscored, such as those relating to negative psychological effects, anxiety disorders, health issues, job loss, decreased efficiency and reduced satisfaction of the employees.

My contribution deals with the issue concerning the question arising on the applicable law in and after the transition period set in the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community. The aim of this contribution is to analyze how the English and European laws simultaneously influence one another. This analyzation will lead to the prognosis of the impact Brexit will have on the applicable English law before English courts and the courts of the states of the European Union. The main key question is the role of lex fori in English law. Will English law tend to return to common law rules post-Brexit, and prefer the lex fori?
