Writing in 1988, Arnold Relman heralded the dawning of the “third revolution“ in medical care. The first revolution, at the end of World War II, had inaugurated an Era of Expansion, with an explosion of hospitals, physicians, and research. Medicare and Medicaid were passed, and medicine experienced a golden age of growth. Inevitably, according to Relman, this yielded to an Era of Cost Containment starting in the 1970s. The federal government and private employers revolted against soaring costs, brandishing the weapons of prospective payment, managed care, and global budgeting. Yet these blunt instruments of cost-cutting eventually produced concern over how to evaluate the quality of health care, to promote the good while trimming the bad. Thus Relman announced the arrival of the Era of Assessment and Accountability.This chronology helps explain the current importance of quality. Quality assessment and more recently, quality improvement techniques, occupy a central place in this new era.

This publication represents the materials of the regular academic seminar “The current problems of development” conducted by the Center of the problems of development and modernization within IMEMO. The attention of the key speakers and other seminar participants is focused on the comparison of the two BRICS countries – Brazil and Russia. The main emphasis is made on the analysis of the trends of social development. The point is that the quality of human capital determines the quality of economic growth, as well as the country's place in the world in the long run.

The concept of development has been interpreted in different ways from past to present. This concept was discussed previously on economic, social and cultural aspects; but now it has transformed into concepts like human capital, education, health, innovation, technological development and poverty. A country needs producing for development, and it is necessary to increase efficiency for obtaining profits from this production. At this point the inclination to R&D and innovation is increasing. Today, it is experiencing the transition of a new era. This process can be distinguished by technological change resulted from knowledge creation, innovation and R&D. In addition to the production factors, knowledge and technology have become indispensable where the importance is increasing. R&D and innovation are seen as factors which are increasing economic growth, prosperity and quality of life and which provide competitiveness and productivity growth between countries. In this study, R&D and innovation activities are evaluated and their importance are highlighted in the issue of development for emerging markets. The increasing R&D and innovation projects provided that resources are using more effectively and efficiently by contributing to the development of emerging markets. The purpose of this study is to determine the impact of R&D and innovation on development by considering sample emerging markets economies and to make the attention of the scientific community focus on these issues.

The educational concept of "Three All-round Education" emphasizes all-staff education, full-process education, and all-round education. At present, this education concept has been applied in many courses and is a new era curriculum, one of the important ideological guidelines for teaching reform. As far as the employment and entrepreneurship guidance work and teaching in higher vocational colleges are concerned, this is an important guiding course for solving the employment and entrepreneurship problems of higher vocational graduates in the new era. The quality of course teaching must be ensured and guided by the concept of "three comprehensive education". It is of great significance for curriculum innovation and development. This article introduces the basic connotation of the "Three Comprehensive Education", analyzes the necessity of the application of the "Three Comprehensive Education" concept in the employment and entrepreneurship guidance work of higher vocational colleges, and explores the actual situation of the employment and entrepreneurship guidance work in the higher vocational colleges. This is the innovation path of employment and entrepreneurship guidance work in higher vocational colleges under the education of "Three All-round Education".

Integrating the art appreciation course into the talent cultivation plan of tobacco profession has become the major way for colleges and universities to implement aesthetic education. This is also one of the reform measures of public curriculum in colleges and universities in the new era. By clarifying the concept connotation and policy requirements of the art appreciation course, and combining the talent training characteristics of tobacco profession, the construction of tobacco profession can be promoted. By doing this, on the one hand, it is conducive to consolidating the talent training plan of tobacco profession. On the other hand, it can cultivate the artistic ability of students majoring in tobacco, expand their artistic knowledge, and effectively build up their aesthetic quality and artistic level. As the consequence, the talent training quality of tobacco profession can be improved.

The aim of the rural development programs is the stabilisation of rural population and forming the perspectives for increasing the quality of life for all social groups in the communities as well as in the region. Less developed areas suffer for a long term from the cumulated negative factors of economic and social development. Their detailed identification which is theoretically considered in this paper can help to improve the particular measures towards the removal of the most urgent problems.

In the United Kingdom, major investments have been made in e-government in order to modernize government and improve the efficiency and quality of public services. It has been claimed that these changes herald a “new era of digital governance”. The management of the vast majority of public services in the United Kingdom takes place at local and regional levels and provision at this level has a key role in “joining-up services” through greater information sharing and multi-agency working. This chapter examines these developments with reference to a study of the procurement of a software system by a city council, an experiment in multi-agency working to provide services to children, and the introduction of a regional smart card. It is argued that if such innovations are to have outcomes consistent with the claims of the digital governance thesis, then the relationship between technological and organizational change will need to be re-thought.
