The incidence of deaths associated with the practice of forced and botched circumcisions at initiation schools has become a topical issue in South Africa. In recent times, the number of deaths and injuries among initiates has risen at an alarming rate, most of them occurring at illegal initiation schools. The continuous rise in the number of injuries among initiates at these schools has elicited mixed reactions among community members, some referring to it as genocide in the case of fatalities and calling for its abandonment, while others argue that this traditional practice should be allowed to continue. The majority of young men who go to initiation schools do not make the decision on their own, nor do they have a choice in the matter. Instead they are compelled by parents or guardians, influenced by friends, and also coerced by others in the community who insist that they have to ‘go to the mountain’, as initiation schools are generally referred to in South Africa. It has been argued by those against circumcision that this practice infringes constitutional rights and contravenes the Children’s Act 38 of 2005. There have been numerous instances where young and even mature males have been taken from the streets, or even from the comfort of their homes, and forced into circumcision camps with or without their consent. This begs the question whether the continued practice of a cultural tradition that violates the fundamental human right and freedom to choose religious and cultural beliefs is justifiable.

Тhe subject of this study is the young Republic of South Sudan (RSS), the “young” – both in terms of the age of an independent state, and in terms of its demographic potential. RSS, as a member of the United Nations and as a sovereign state, appeared on the world map in 2011, but, possessing super-rich natural resources, has not yet gained sustainable development, moreover, it fell into a deep military-political crisis. Like most countries of the African continent, South Sudan had real demographic capacity, but the authorities were unable to extract any “demographic dividends” from the truly main national resource for the development of the country’s economy, moreover, the number of refugees of young working age is constantly growing. Through the example of South Sudan, which so hard achieved separation of the South from the North and failed to take advantage of the conquered democratic values, the article explores the understudied problem of modification of the consciousness of the younger generation, dictated both by the specifics of the deep historical and cultural tradition of the South Sudanese nationalities and by new trends in global evolutionary processes. Studying the stories from the lives of multi-member families affected during the military-political conflict in the RSS, the author, based on the facts, strongly criticizes the ineffective, even often vicious, youth policy of the South Sudanese government. On the other hand, analyzing the origins, nature, basic traditional moral and sociocultural aspects of child employment in the region, the researcher finds a reasoned explanation of the cause for such a policy of universal child mobilization and tries to define this phenomenon that has not been studied in the scientific literature before. Summarizing the study of the causes of a humanitarian catastrophe in the RSS, the author, in addition to generally accepted factors that influenced the current situation (such as: the intervention of major world financial players in the affairs of a sovereign state, national discord, the struggle for power and resources), also highlights the subjective and not always correct work of the world information agencies and other mass media and, of course, the incompetent state policy of the leadership of the RSS in the Youth Field. Relying on the positive events of the past few months to resolve the conflict in the RSS, the author is still trying to predict in the foreseeable future the time for growth and development of the Republic of South Sudan, with the proviso that it can happen only in case of the inclusion of restraining leverage and expansion of the range of priorities of the main national resource – the youth.

Since the first Community as Fishermen to change since the entry of foreign and local investors invest their capital in the tourism sector by establishing resorts and international diving spot. Residents who were formerly fishermen, are now beginning to be recruited into company employees. The community of Siladen Island is derived from sangihe island and still maintains its cultural tradition, one of which is Masamper music. This art, often featured in social activities, local culture until now. To improve the welfare of the local community, the Community Service is implemented which is focused on the children. Though applicable in many Western historical-cultural settings, the Aristotelian model of ethos is not universal. As early Chinese rhetoric shows in the example of cheng-yan or “ethos of sincereness,” inspiring trust does not necessarily involve a process of character-based self-projection. In the Aristotelian model, the rhetor stands as a signifier of ethos, with an ideology of individualism privileged, whereas Chinese rhetoric assumes a collectivist model in which ethos belongs, not to an individual or a text, but rather to culture and cultural tradition. This essay will be concentrating on the concept of Heaven, central to the cultural and institutional systems of early Chinese society, in an attempt to explore collective ethos as a function of cultural heritage. Heaven, it shall be argued, plays a key role in the creation of Chinese ethos. This essay will also contrast the logocentrism of Western rhetorical tradition with the ethnocentrism of Chinese tradition. The significance of Heaven in its role as a defining attribute of Chinese ethos is reflective of a unique cultural heritage shaped by a collective human desire in seeking a consciousness of unity with the universe. Just as there are historical, cultural, and philosophical reasons behind logocentrism in the West, so the ethnocentric turn of Chinese rhetoric should be appreciated in light of a cultural tradition that carries its own historical complexities and philosophical intricacies.

From its first appearance in western culture, philosophy has been considered able to build up reality, to educate people, and to disclose truth. Plato proposed philosophers as governors in life-long pursuit of philosophical learning. Socrates was the ideal paradigm of an educating philosopher: he tried to wake up human minds so that they could be aware of themselves and of the world, criticizing tradition and prejudices in a logically consistent perspective. A critical and dialogic approach—not by mere chance defined as "Socratic"—to problems has been considered until now the most profitable method of teaching. Socrates is a pioneer in discussing the question of a philosophical (paideia), as he defined his method "maieutic." He was not an authoritarian teacher, but a sparring partner in the process of self-education. Moreover, he considered himself as the most learned and, at the same time, the wisest in Greece, just because he was conscious of his ignorance. Therefore, he understood for the first time in our cultural tradition that knowledge is an endless process rather than a product, within marked bounds.
