Since independence, education sector visualized an unremarkable increase in its educational policies as the years passed on. In the development countries like India, the number of Government, Government aided and private Universities/institutions have increased. And, due to the revolution of Internet the teaching methodologies are also affected. The Government agencies like UGC, AICTE etc. are determining of standards in educational Universities/Institutions. The Government is also focusing on new technological resources up to a large extent to increase the education ration and quality of education. The Government of India is providing grants to UGC, AICTE, IITs, IIMs, Universities, Institutions and individuals for the growth of teaching, learning, research and innovations. Information technology (IT) plays a significant role in one’s daily life style, whose growing rate is very wide.

Web-based learning has become an important way to enhance learning and teaching, offering many learning opportunities. A limitation of current Web-based learning is the restricted ability of students to personalize and annotate the learning materials. Providing personalized tools and analyzing some types of learning behavior, such as students’ annotation, has attracted attention as a means to enhance Web-based learning. There has been a sharp increase in the volume and quality of electronic publishing on the web in the past few years. Many research journals are going on-line. The advantages of pelectronic publishing are obvious and enormous: instantaneous access to archives, paperless media and fast document search to name a few. However, annotation of documents in electronic form has been surprisingly underdeveloped. Existing word processing software offers some tools for electronic document annotation. But as of today, these annotation features are so modest and limited, that they lose out to the convenient common practice of working with paper versions of documents [1]. The results of a surveys conducted came as no surprise: the absolute majority of researchers and students prefer to print out an electronic paper before reading and annotating it. Our claim is that electronic annotations can not only be as convenient as their paper counterparts, but they are superior in terms of the additional advanced capabilities they can offer. This claim makes the basis of our Annotation Technology (AT). AT is a set of principles that form a foundation for development of advanced and successful electronic annotation systems.

A curiculum as a teaching program of one of the instutions may have changed in accodance with the need of the society. In Indonesia, the government under the administration of the Ministry of National Education has made the changes of curriculum for several times, such as, KTSP 2006 (unit lesson-based curriculum) and Kurikulum berbasis karakter2013 (character-based curriculum).These changes are aimed at developing the quality of education in this country. This writing discusses the differences between KTSP 2006 and Kurikulum berbasis karakter 2013. Through the discussion, it is found that there are some differences between both of these curriculum in many aspects in lessons focused, methods applied, students’ achievement scale, and teaching learning goals.

Professor Toshiko Kinosita stated that Indonesia's human resources are still very weak to support industrial and economic development. The reason is because the government has never put education as the most important priority. Education is not placed as the most important priority because the people of Indonesia, ranging from the layman to politicians and government officials, are only pursuing money pursuits to enrich themselves and never think long. The opinion of the Japanese Waseda University Professor is very interesting to study considering that the Indonesian government is now starting to look at education as a long-term investment, after all this time education has been neglected. One indicator is that the MPR has agreed to prioritize the education budget of at least 20% of the APBN or APBD. This step is an initial awareness of the importance of education as a long-term investment. This study measures the extent to which the correlation and impact of the use of Information Technology in the teaching and learning process on student achievement in SMA Negeri 8 Tangerang. This research also modeled a learning media with Multimedia method which we named Delta Multimedia Edutainment (DME) which is a local web-based learning media school. The target to be achieved is an increase in interest and student achievement in SMA Negeri 8 Tangerang. The results of this study are useful for schools in improving school performance and maintaining the quality of graduates.

Abstract The low quality of education in Indonesia has something to do with the low quality of teacher. Meanwhile, facing the challenge of 4.0 era, teacher is supposed to prepare the student to have the competencies and master the information and technology. Thus, professional teacher is absolutely needed in order to increase the quality of education. To solve this problem, the government conduct the Teacher Professionalism Improvement Program (PPG). This study is aimed at investigating the pros and cons in applying the online PPG daljab for Female teachers in Aceh province. This study is conducted through the qualitative approach, interview, observation and documentation. The subjects of this study are consisting of four female teachers, three online facilitators. Whilst, the data analysis techniques were conducted through the Miles and Hubberman models. The result of this study shows that there are two supporting factors in the success of the implementation of online PPG for the female Acehnese teachers. First, the support is from the online group members and then the second is from the support from the family members in operating the Information and Technology (IT) related issues. Meanwhile, the cons factors are the disability of the teacher to operate the laptop, poor internet connection, lack of focuses due to the teaching tasks at school, and the teacher motivation in mastering the IT and applying it in the teaching learning process. Therefore, it can be concluded that the program evaluation and IT training for in- service PPG are absolutely required. It is essential to conduct an IT empowerment for the pre- training teacher in the basis of the network availability and age. Key Word: Certified Teachers, Professional Teacher, Improving the Quality of Education, Inservice Training, Online Learning

Higher education is the most powerful tool to build a knowledge-based society. National Knowledge Commission (2006) recommended that there is a need to focus on quantity and quality of higher education. New reforms in the education system help to maintain creativity, adaptability and quality of education. There is a felt need for reforms in education due to sociological, political, economic and technological changes. In this context higher education in India is undergoing a big transformation in terms of structural, institutional, transactional and evaluation reforms. The digitalisation of higher education has also been initiated by the government of India in a big way. For the last two decades, the higher education system has positively leapt in various directions to meet the global challenges and ever-increasing demands of the society. This paper highlights reforms and new initiatives taken by the Ministry of Human Resource and Development (MHRD) for the higher education system of India.

The Government of India published, after independence, nation’s third policy on education on July 30, 2020. This policy on education titled as “National Education Policy- 2020” (NEP-2020). This much anticipated education policy is a widespread policy covering all level and aspects of education of the country. Part ‘Two’ of NEP- 2020 covered the area of higher education and detailed about the expectations in this area. For an economically developing country like India, where the demand for a quality skilled workforce is very high it becomes necessary to keep a check on the quality of education provided in the higher education system. Assessment plays a crucial role in improving the quality of education by giving feedback. Normally assessment is done as objectives of education are formulated. Any teaching-learning process is incomplete without a proper assessment mechanism. National Education Policy- 2020 is expecting and suggesting fundamental change in the traditional assessment system in higher education. This paper is an attempt to explore the important recommendations made by National Education Policy- 2020 on ‘Assessment’ in the area of higher education.

As Covid 19 pandemic hits Indonesia, teaching-learning activities change dramatically. Learning from home becomes the only alternative in conducting distance education. From the earlier, this cyber pedagogy is assumed as an emergency step taken by the government. Consequently, teachers hold the learning process without clear objectives. Many complaints have occurred, and some improvements are proceeded to reinvent the quality of education. As a radical response toward the chaotic situation, this article is aimed at investigating two significant issues. The first is the requirement of mindset shift as the way to solve the cyber pedagogical problem. The second is the teachers' strategy in doing online learning. Theories about distance learning and quality are referred to as library research does. A descriptive qualitative approach was carried out, and in-depth interviews with parents, students, and teachers were taken. The result of the discussion is the mindset shift in teachers, parents, and stakeholders is required. The creative teachers who have good literacy in information technology are needed in running e-learning and conduct interactive learning from home.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.
