The COVID-19 pandemic has dented China’s image as an efficient party-state, given how an effort to cover up the outbreak and the resulting delays in reporting led to the virus spreading beyond its origins in Wuhan in Hubei province to the rest of the country as well as rapidly across the world. This article examines China’s massive external propaganda effort launched as part of the effort to repair the damage to its global image and interests. It notes how China has not let the situation stop it from pursuing its traditional foreign policy and security interests, including, of competition with the USA. The article also argues that it is the ruling Communist Party of China’s concerns about its legitimacy at home that have determined the nature and scale of Chinese responses to the pandemic outside its borders.

The end of the Cold War left the USA as uncontested hegemon and shaper of the globalization and international order. Yet the international order has been unintentionally but repeatedly shaken by American interventionism and affronts to both allies and rivals. This is particularly the case in the Middle East as the wars in Afghanistan and Iraq as well as the nuclear negotiations with Iran show. Therefore, the once unquestioned authority and power of the USA have been challenged at home as well as abroad. By bringing disorder rather than order to the world, US behavior in these conflicts has also caused domestic exhaustion and division. This, in turn, has led to a more restrained and as of late isolationist foreign policy from the USA, leaving the role as shaper of the international order increasingly to others.

The following paper deals with the research of the place and value of Russias foreign policy and its reflection in the USA public opinion. The study of information campaign around USSRs foreign policy has its specifics and value: first, it gives a chance to establish new, unknown facts; secondly, to determine the level of knowledge of another (in this case, American) society about the Soviet foreign policy; thirdly, to understand what place information about Soviet foreign policy took in the USA in the system of the USSR image creation, the image of the Soviet revolution. This paper uses materials of the USA press about USSRs foreign policy in 1939. Besides, the author analyzes the image of the Soviet foreign policy in the American society. The information campaign around USSRs foreign policy could report to the world about the Soviet foreign policy achievements as well as promote preparation (in the information plan) to the following large project - the image of the Soviet ally. Articles, reports, notes on USSRs foreign policy of 1939 helped to change the attitude towards Russia / the USSR in the USA and helped to correct the image of the USSR in the world.

The article is based on an analysis of certain aspects of how the public opinion of selected nations in years 2001–2016 perceived the American foreign policy and the images of two Presidents of the United States (George W. Bush, Barack Obama). In order to achieve these research goals some polling indicators were constructed. They are linked with empirical assessments related to the foreign policy of the U.S. and the political activity of two Presidents of the United States of America which are constructed by nations in three segments of the world system. Results of the analysis confirmed the research hypotheses. The position of a given nation in the structure of the world system influenced the dynamics of perception and the directions of empirical assessments (positive/negative) of that nation’s public opinion about the USA.

Angela Merkel remains arguably the most powerful politician in Europe, now in her third term as chancellor. While she enjoys popularity at home, seen as pragmatic and reliable, she faces numerous outward expectations and pressures that challenge Germany's foreign policy of restraint. Some argue that Germany does not pull its weight in foreign policy, particularly militarily, or at least is reluctant to do so. This view is not only an external one, but also is shared by Germany's leaders—both Foreign Minister Frank-Walter Steinmeier and President Joachim Gauck, among others, have expressed their desire for an increased German role in the world. Many politicians, however, do not see an advantage to focusing on foreign issues in their export-heavy economy. Other challenges, including disillusionment among Germans regarding their tenuous relationship with Russia and damaged trust between the U.S. and Germany as a result of the NSA scandal, will force Merkel to set an agenda that balances domestic concerns with her allies' expectations.


The report “Russia and the World: 2021. Annual Forecast: Economy and Foreign Policy” continues the series of yearly publications of the Primakov National Research Institute of World Economy and International Relations (IMEMO) and Foundation for Prospective Studies and Initiatives. It consists of two parts: “Economy” and “Foreign Policy”. Part I focuses upon Russian foreign trade-economic relations and analysis and forecast of the world (Russia, Europe, the USA, Japan, India) economic trends in 2020-2021, including international financial markets and main Russian export markets. The report is based on the decades long IMEMO experience in forecast research. Part II presents the forecast of international relations for 2021, it analyzes main challenges for Russia and options to respond them.

The concept of the Great Eurasian Partnership is an attempt by Russia to go beyond the framework of traditional foreign policy thinking focused on the USA and the West, the result of a breakthrough, as well as a diplomatic direction, a strategy of economic development in the new conditions. Connecting the concept with the initiative of international cooperation One Belt and One Road is one of the key factors for its implementation.

The analysis discusses domestic sources of China’s diplomatic offensive in Europe following the outbreak of Covid-19, with a focus on the central and eastern parts of the continent. By examining selected case studies of countries competing for Chinese medical supplies in the time of the global crisis, it demonstrates how the party-state leadership with “Xi Jinping at the core” has been promoting the narrative of its transparent and timely response to the outbreak of the pandemic, while at the same time nurturing its image as a (benevolent) global leader in the struggle against the coronavirus. The article argues that mask diplomacy has served two overlapping domestic and foreign policy goals: aiming to cover up China’s leadership’s failure to contain the pandemic in its initial stage, while also turning acts of foreign gratitude to its advantage in seeking domestic public approval and the legitimacy of the Communist Party of China’s (CCP’s) governance.

Coronavirus disease 2019 (COVID-19) is caused by severe acute respiratory syndrome coronavirus (SARS-CoV) infection, first identified in December 2019 in Wuhan, a city in the Hubei Province of China. The infection has spread in more than 150 countries and is a pandemic. Governments across the world have adopted rigorous measures to reduce both the spread by lockdown and cancelling most visas. It has detrimental effects on health-care systems and on the whole economy of world including the USA.

The article analyzes the priorities of the Obama’s administration in the region and the Latin American states actions in rebuilding the existing system of relations at the global and regional levels. The current financial and economic crisis has shown the need for changes in the economic world order, financial system, which was formed in the end of the Second World War, where the International Monetary Fund (IMF) and the World Bank (WB) play a key role. For many decades developing countries were rather an object of economic expansion than serious actors in the world economy.In the article features of foreign policy of the USA of relatively Latin America are examined in the article; the conceptual providing of foreign policy is analysed the USA, the comparative analysis of foreign policy of administrations of presidents of relatively Latin America is carried out, the detailed analysis of influence of foreign-policy course of the USA is presented, the basic factors of forming of new foreign policy the USA of relatively Latin America are found out. Purpose of the research: External U.S. Relations with Latin America and the Caribbean under the Barack Obama Administration. The article of analysis is includes resolution of long duration aims and corporate strategic planning taking into account correlation of application in space and in time of necessary resources, as activity of the American state that is sent to determination and achievement of long-term aims in a region by means of corresponding facilities. Without belittling the importance of not denying the «national roots» the origin of these crises can not be ignored or underestimated the fact that the development of Latin America in previous decades influenced deep region in the processes of global integration with its «distortions» and instability, with increasingly the apparent inability of international institutions. The main mechanisms for implementation of the USA foreign policy strategy objectives are LAC, bilateral relations with main European countries and USA as well as crisis management. The work ascertains the limited effectiveness of multilateral instruments for the achievement of strategic objectives of the LAC foreign policy. LAC represents one of the power centers of the multipolar world in LAC strategy, but in this regard, has to possess proper political and military mechanism for regulation of international relations. LAC suggested a lot of proposals and projects in the field of crisis management under B.Obama presidency, but its initiatives did not receive proper support in the LAC.
