Four Types of Japanese Regional Policy in the Perspective of Liberal Intergovernmentalism

What are the determinants of Japan’s regional policies? This article argues that Japan’s regional policy is the result of the government’s strategic choice made through processes of domestic and international bargaining. Based on liberal intergovernmentalism, this article focuses on the level of domestic preferences for East Asia and the threat of China. In the first stage, the preference of the Prime Minister and political winning-coalition groups matter. In the second stage, the level of the threat of China is a pivotal variable. In combining these two variables, the article proposes the following four types of ideal regional policies for Japan: (1) pro-East Asia policy; (2) expanded-Asia policy; (3) interactive policy; and (4) reactive policy. To substantiate this idea, the article traces Japan’s regional policy trajectory from the Yoshida Cabinet to the Hatoyama Cabinet. An in-depth case study shows that Japanese cabinets vary in their regional policies in the way this article expected from each ideal type based on liberal intergovernmentalism.

How does surveillance shape political science research in the United States? In comparative and international politics, there is a rich literature concerning the conduct of research amid conditions of conflict and state repression. As this literature locates “the field” in distant contexts “over there,” the United States continues to be saturated with various forms of state control. What this portends for American politics research has thus far been examined by a limited selection of scholars. Expanding on their insights, I situate “the field” in the United States and examine surveillance of American Muslims, an understudied case of racialized state control. Drawing on qualitative data from a case study of sixty-nine interviews with Arab and Black American Muslims, I argue that surveillance operated as a two-stage political mechanism that mapped onto research methodologically and substantively. In the first stage, surveillance reconfigured the researcher-researchee dynamic, hindered recruitment and access, and limited data-collection. In the second stage, surveillance colored the self-perceptions, political attitudes, and civic engagement of respondents, thereby indicating a political socialization unfolding among Muslims. The implications of this study suggest that researchers can mitigate against some, but not all, of the challenges presented by surveillance and concomitant forms of state control.

The two-staged WWTP ‘Gut Grosslappen’ has a capacity of 2 mio. PE. It comprises a pre-denitrification in the first stage using recirculation from the nitrifying second stage. A residual post-denitrification in a downstream sand filter is required in order to achieve the effluent standards. Presently the process water from sludge digestion is treated separately by nitrification/denitrification. Due to necessary reconstruction of the biological stages, the process water treatment was included in the future overall process concept of the WWTP. A case study was conducted comparing the processes nitritation/denitrititation and deammonification with nitrification/denitrification including their effect on the operational costs of the planned main flow treatment. Besides the different operating costs the investment costs required for the process water treatment played a significant role. Six cases for the process water treatment were compared. As a result, in Munich deammonification can only be recommended for long-term future developments, due to the high investment costs, compared with the nitritation/denitritation alternative realizable in existing tanks. The savings concerning aeration, sludge disposal and chemicals were not sufficient to compensate for the additional investment costs. Due to the specific circumstances in Munich, for the time being the use of existing tanks for nitritation/denitritation proved to be most economical.

The issue of efficiency analysis of network and multi-stage systems, as one of the most interesting fields in data envelopment analysis (DEA), has attracted much attention in recent years. A pure serial three-stage (PSTS) process is a specific kind of network in which all the outputs of the first stage are used as the only inputs in the second stage and in addition, all the outputs of the second stage are applied as the only inputs in the third stage. In this paper, a new three-stage DEA model is developed using the concept of three-player Nash bargaining game for PSTS processes. In this model, all of the stages cooperate together to improve the overall efficiency of main decision-making unit (DMU). In contrast to the centralized DEA models, the proposed model of this study provides a unique and fair decomposition of the overall efficiency among all three stages and eliminates probable confusion of centralized models for decomposing the overall efficiency score. Some theoretical aspects of proposed model, including convexity and compactness of feasible region, are discussed. Since the proposed bargaining model is a nonlinear mathematical programming, a heuristic linearization approach is also provided. A numerical example and a real-life case study in supply chain are provided to check the efficacy and applicability of the proposed model. The results of proposed model on both numerical example and real case study are compared with those of existing centralized DEA models in the literature. The comparison reveals the efficacy and suitability of proposed model while the pitfalls of centralized DEA model are also resolved. A comprehensive sensitivity analysis is also conducted on the breakdown point associated with each stage.

When the European Community (EC) created the European Fund for Regional Development (EFRD) in 1975, regional policy was established at an international level for the first time ever. Because of the chosen instruments and the ‘additive’ mechanism of implementation—via the administrative bodies of the member states—this policy seemed at first to mean little more than a reinforcement of regional policies at a national level. Since then, the EC has considerably intensified its regional policy and diversified its instruments. However, the recent reforms of the Community's regional policy serve not only to achieve (certain) development effects with respect to the economic structure of less-developed areas, but also as a means of reorganizing governmental (planning) bodies and regional development policies in the member states, that is, as a means of inducing modernization and differentiation of state intervention in the countries concerned. Thus, the EC intervenes’ in the affairs of the member states: Not in the shape of more or less authoritarian intervention by a superior body—EC powers do not permit this—but via the indirect effect of market mechanism. Subsidies are the economic incentive to collaborate.

ABSTRAK Penulisan ini bertujuan untuk mengetahui manajemen humas radio Rama FM Bandung dalam meningkatkan pemasang iklan dari mulai tahapan perencanaan, pengorganisasian, pelaksanaan sampai dengan pengawasan, metode penelitian ini menggunakan metode kualitatif untuk mengetahui karakteristik  dengan cara berinteraksi secara langsung dan mendalam mengenai sebuah program dan ringkasan yang digambarkan pada konteks di atas mendasari untuk menggali dan mendeskripsikan kegiatan-kegiatan yang dijalankan oleh radio Rama FM Bandung dalam meningkatkan pemasang iklan. Analisis penelitian ini menggunakan deskriptif kualittaif. Hasil penelitian menunjukan bahwa kegiatan manajemen humas radio Rama FM Bandung dalam meningkatkan pemasang iklan dimulai pada tahapan pertama yaitu perencanaan pembuatan proposal, inovasi program, pengemasan iklan dan penyampaian iklan. Tahapan kedua yaitu pengorganisasian dengan komunikasi, membentuk team, pertimbangan tugas, dan persetujuan dari pimpinan. Tahapan ketiga yaitu pelaksanaan sesuai tugas, presentasi, pelaksanaan tugas sesuai susunan, pelaksanaan kegiatan. Tahap keempat yaitu pengawasan koordinasi, kinerja team yang bertugas, program yang berlangsung, dan pengawasan proses sebagai bahan evaluasi. Kata Kunci : Manajemen Humas; Meningkatkan; Pemasang Iklan. ABSTRACT This writing aims to determine radio public relations management Rama FM Bandung in increasing advertisers from the stages of planning, organizing, implementation to supervision, this research method uses a case study method to determine the characteristics by interacting directly and deeply about a case and summary illustrated in the above context underlying to explore and describe the activities carried out by radio Rama FM Bandung in improving advertisers. The analysis of this study uses descriptive qualitative. The results showed that the radio public relations management activities of Rama FM Bandung in increasing advertisers began in the first stage, namely the planning of making proposals, program innovation, packaging of advertisements and delivery of advertisements. The second stage is organizing with communication, forming teams, considering assignments, and approval from the leadership. The third stage is the implementation of tasks, presentations, implementation of tasks according to the arrangement, implementation of activities. The fourth stage is monitoring coordination, the performance of the team in charge, the ongoing program, and monitoring the process as an evaluation material. ABSTRAK Tulisan ini bertujuan untuk mengetahui implementasi  CSR PT. Pos Indonesia pada program bantuan sarana peribadatan mulai dari tahap perencanaan, pengorganisasian, pelaksanaan dan pengawasan. Metode penelitian ini menggunakan metode studi kasus untuk mengetahui karakteristik  dengan cara berinteraksi secara langsung dan mendalam mengenai sebuah kasus dan ringkasan yang digambarkan pada konteks di atas mendasari untuk menggali dan mendeskripsikan kegiatan-kegiatan divisi PKBL PT. Pos Indonesia. Analisis penelitian ini menggunakan deskriptif kualittaif. Hasil penelitian menunjukan bahwa Implementasi Kegiatan Responsibility CSR pada program bantuan sarana peribadatan, mulai dari tahap pertama yaitu perencanaan agenda proposal, peninjauan proposal, dan perencanaan anggaran. Tahap kedua yaitu tahap pengorganisasian dengan mengorganisasikan persiapan, mengorganisasikan koordinasi dan mengorganisasikan pengelolaan anggaran. Tahap ketiga yaitu tahap pelaksanaan melaksanan briefing, melaksanakan program dilapangan dan melaksankan penyaluran dan. <span>Students with visual impairments face tremendous challenges in daily life while learning life skills as they do not have the benefit of visual cues. The skills that visually impaired students are expected to learn include not only everyday life skills, but also scientific process skills too. In this study, case study was used to develop an instructional design to teaching science concepts to visually impaired students. The aim of this study is to analyze the efficacy of science activities of this developed instructional design. The study consists of three basic stages. In the first stage, visually impaired students’ learning needs are identified. In the second stage teaching materials and activities are designed and developed. In the last stage, these activities were analyzed in terms of scientific process skills through observation forms. As a result, most of the developed activities are suited for development of the scientific process skills.</span>

<p>In this study, it was aimed to determine social studies candidates how to practice about make of use museums as a learning environment. It was tried to discuss a case, for this purpose ıt was used case study. The study group consisted of 19 students (12 females, 7 males) studying social studies at a public university. Participants were given museum training lasting 7 weeks and the process started with the visit of the Antalya Archeology Museum. In this study, Museum Evaluation Forms were used as data collection tools. These forms were used at two-stage. The first stage was the Pre-Museum Evaluation Form and the second stage was the Activity Evaluation Forms. Content analysis technique was used in data analysis, and the forms were examined separately and themes and categories were created. In the categories, the statements of some of the participants were given with direct quotations. As a result of the research, the expectations of the students before the museum training are divided into the categories of Learning about the use of the Museum, Historical awareness and Embodiment in the theme of Cognitive Field. In the affective main theme, it was determined that it was divided into the categories of Group Work, Contribution to Professional Knowledge and Being an Effective Citizen. In the Cognitive Field theme, the students' experiences after museum training are divided into the categories of Field Knowledge, Museum Use Learning and Creativity. In the affective Thinking, Contribution to Professional Knowledge, Permanent Learning, and Role-Playing are the categories of the affective categories. Participants stated that to make use of museum to effect on the cognitive area more effective than affective area. </p>
