Gentrification or …? Injustice in large-scale residential projects in Hanoi

Large-scale residential developments on expropriated lands in periurban Hanoi resemble forms of gentrification seen elsewhere. But is it gentrification? Current debate over the definition of gentrification has focused on whether the term has become too broad to be useful in different institutional and spatio-temporal contexts. While some push for a generalisable definition based in capitalist development, others argue that the term harbours Western assumptions that fail to usefully explain unique local circumstances. The paper first identifies one such conceptual assumption that must be made explicit since it provides the term’s politicising thrust: displacement generates an experience of social injustice. Then, drawing on surveys and interviews with residents as well as interviews with real estate agents, government officials and academics conducted in Hanoi between 2013 and 2017, the paper evaluates five types of displacement on the city’s outskirts. Because displacement only occurs in marginal cases and generates limited feelings of social injustice, the term ‘gentrification’ is of little use. Instead, the paper suggests that in a context of rapid urbanisation and relatively inclusive economic growth such as that of Hanoi the terms ‘livelihood dispossession’ and ‘value grabbing’ may better capture the experience of social injustice and are therefore more likely to generate political traction.

This chapter illustrates the twelve-step process known as the Circle of Societal Death. Assume some externally caused source of economic decline. This will lower governmental functioning by lowering tax revenues. Low government revenues and performance demoralize government functionaries. When government officials are powerless and irrelevant, there is no reason for them not to become corrupt; corruption in the police and the judiciary leads to crime. Once people become genuinely worried about personal security, networks of social cooperation contract. This means they delegitimize everything outside the group, especially the state, and everything becomes defined in ethnic terms. As both crime and ethnic conflict escalate, young people are drawn into self-defense activity. The movement of youth from investment in the future to coercion in the present mortgages the economic growth of the future. As youth are pulled out of education, society becomes less intellectually capable. Fundamental engineering, business, and technological skills become lost, and projects of large-scale coordination suffer. As projects of large-scale coordination become nonviable, economic growth declines. This circle of death also works in reverse.

<p><b>Designers are encountering greater issues with residential projects, which are increasing in complexity, scale, and performance requirements. Despite significant advancements in technology and the AEC industry, large-scale residential developments are still designed and built at scale as if they were singular projects. Variable and increased construction time, cost, and material waste at scale are all issues with existing design and construction methodologies for construction at scale. Prefabrication and generative design tools have the potential to significantly reduce these issues.</b></p> <p>This paper investigates how collaborative, human-generative design tools can optimise building performance and make prefabricated housing at scale feasible, whilst still encouraging design variance. In this context, collaborative human-generative tools refer to a partially algorithmic design tool that facilitates an open-box approach to design. Using a mixture of research-based design and design-based research, a new tool (PARAMTR) was created to improve feasibility whilst reducing time, complexity, and cost of designing and building residential projects using prefabrication at scale. </p> <p>The research demonstrates eight unique designs produced using the new human-generative tool. Despite their individuality, these designs have 8-10 times fewer unique components when compared to existing residential projects. Designs produced using PARAMTR could reduce construction/design time by up to 50%, reduce construction costs by up to 26% and share no design commonality, enabling unique designs across an entire development. This research paper could therefore fundamentally change how the AEC industry builds at scale, using algorithms and human-generative design tools.</p>


This chapter examines the rise and fall of the “radio geographies” of the North and, with them, of the relationship between Northern nature and shortwave radio disruptions in Canada. It focuses on maps created around the Canadian Broadcasting Corporation (CBC)’s shortwave transmissions and their place in the large-scale state initiatives of the 1950s and 1960s. These geographies defined the failure of radio broadcasts according to a specific human geography of the North, a spatial distribution of radio transmitters, and a natural order of high-northern latitudes. That fallibility, in turn, was used to define the North as a region. Government officials envisioned shortwave radio as a medium naturally suited to the customs and culture of indigenous people. In the late 1960s, satellite communications, which promised to overcome radio disruptions, were seen as a threat not only to indigenous culture but to the definition of the region itself.

This article is devoted to the peculiarities of the functioning of industrial enterprises in the conditions of the development of the digital economy and the determination of the main directions in the management activities of enterprises. The relevance of the study conducted in this article is due to the fact that in the context of globalization of segmentation of markets, toughening of competition, the requirements to the survival of enterprises increase. In the coming years, leadership will belong to enterprises with the predominant development of digital technologies. The purpose of the study is to identify factors that affect economic growth, both at the enterprise level and at the level of the national economy. The subject is the study of the processes of development and transformation of industrial enterprises in the digital economy. In this regard, this study identifies trends in the development of industries in the level of digitalization, a forecast and prospects for the digitalization of industrial enterprises; a multifactorial model of the economic growth of the economic sectors due to digitalization as well as ways to increase the operational performance of enterprises in these conditions. The empirical base of the study was the materials of the Boston Consulting Group (The Boston Consulting Group), the World Bank of Development. The practical significance of the results of the research is that the correct interpretation of drivers of development, the definition of the main directions of industrial enterprises in the conditions of the development of the digital economy will allow choosing the right instruments of influence on increasing the efficiency of enterprises and the economy as a whole. This study is the starting point of a large-scale work on the definition of new vectors in the strategic management of industrial enterprises in the conditions of the development of the digital economy.

Cities are transformed into sites of experimentation through large-scale smart city initiatives, but the visions and practices of establishing public, private and civic partnerships are often overshadowed by corporate interests, governance convenience and efficiency, with an overemphasis on technological innovations. Instead of relying on these partnerships, civic hacking initiatives seek to develop collaboration between programmers and community members, on the one hand, and government officials and organisations, on the other, for experimenting prototyping processes that foreground community needs. These initiatives are considered as pursuing open, inclusive and collaborative governance and is analysed through the lens of collaborative urban infrastructuring to attend to the dynamics, consequences and implications emerging from the prototyping processes. The analysis of the collaboration between Code for Ireland and Dublin City Council Beta suggests that the spatio-temporal scaling of prototypes lead to the continual and contested scaling of skills, knowledges, capabilities, organisational procedures and socio-technical arrangements. These heterogeneous scaling engenders desirable futures and future problems. The articulation and enactment of the values that attract diverse visions, viewpoints and practices into collaborative experimentation can be challenged by agonistic relationships arising from exploring practical arrangements for the mutual shaping of desirable governance procedures and the organisational expectations, obligations and constraints that are already in place. Furthermore, in the processes of scaling, there are constant dangers of enacting patriarchal stewardships and taking an all-knowing position for caring and evaluating impacts, which makes it critical to also experiment with ways of disclosing urban techno-politics that emerges continuously and in unanticipated ways.

Without regional wellbeing the national economy will struggle to grow, something Central Government finally seems to be realising, and the Central Otago District Council Long Term Plan 2012-2022 (LTP) signals the importance of establishing a productive economy for the local community which will aid in the economic growth of the district and seeks to create a thriving economy that will be attractive to business and residents alike. Two key principles that underpin the LTP are sustainability and affordability, with the definition of sustainability being "… development that meets the needs of the present without compromising the ability of future generations to meet their own needs."

Постановка задачи. В настоящее время формирование современной комфортной городской среды приобретает особое социально-экономическое значение и выдвигается в число приоритетных государственных масштабных программ. В связи с этим необходимо разработать концепцию благоустройства ключевого общественного пространства, а именно: определить основные и сопутствующие функции данной территории, создать эскизное предложение проекта благоустройства с учетом всех необходимых норм и стандартов, внедрить современные технологии. Результаты. Выполнен эскизный дизайн-проект «Аллеи архитекторов» по ул. Орджоникидзе г. Воронеж, включающий в себя основные элементы по зонированию территории, проектированию акцентных объектов и внедрению инновационных технологий «умного города», позволяющих повысить уровень комфорта горожан. Выводы. Благоустройство населенных мест приобретает особое значение в условиях дискомфорта среды. С выполнением комплекса мероприятий, направленных на благоустройство, и с внедрением современных технологий значительно улучшается экологическое состояние, внешний облик города. Оздоровление и модернизация среды, которая окружает человека в городе, благотворно влияет на психофизическое состояние, что особенно важно в период интенсивного роста городов. Statement of the problem. Currently the formation of the modern comfortable urban environment is gaining a special social and economic value and moving forward in the priorities of state large-scale programs. The purpose of development of the concept of improvement of public space is definition of the main and accompanying functions of this territory, design of the outline offer of the project of improvement considering all necessary norms and standards and implementation of modern technologies. Results. The conceptual project of “Alley of Architects” includes the basic elements of territory zoning, design of accent objects and implementation of technologies of a “smart-city”. These elements allow one to increase the level of comfort of inhabitants. Conclusions. Improvement of the inhabited places is of particular importance in the conditions of discomfort of the environment. Carrying out a complex of the actions directed to gardening and improvement, introducing modern technologies, the ecological condition, the physical appearance of the city considerably improves. Improvement and modernization of the environment which surrounds the person in the city influences a psychophysical state well that especially important during intensive growth of the cities.

More than 95 % of the total housing stock in the Netherlands is connected to central sewerage systems and in most cases the wastewater is treated biologically. As connection to central sewerage systems has reached its economic limits, interest in on-site treatment of the domestic wastewater of the remaining premises is increasing. A large scale research programme into on-site wastewater treatment up to population equivalents of 200 persons has therefore been initiated by the Dutch Ministry of Housing, Physical Planning and Environment. Intensive field-research work did establish that the technological features of most on-site biological treatment systems were satisfactory. A large scale implementation of these systems is however obstructed in different extents by problems of an organisational, financial and/or juridical nature and management difficulties. At present research is carried out to identify these bottlenecks and to analyse possible solutions. Some preliminary results are given which involve the following ‘bottlenecks':-legislation: absence of co-ordination and absence of a definition of ‘surface water';-absence of subsidies;-ownership: divisions in task-setting of Municipalities and Waterboards; divisions involved with cost-sharing;-inspection; operational control and maintenance; organisation of management;-discharge permits;-pollution levy;-sludge disposal. Final decisions and practical elaboration of policies towards on-site treatment will have to be formulated in a broad discussion with all the authorities and interest groups involved.

Reducing the level of interregional differentiation is one of the problems in spatial development management according to the Spatial Development Strategy of the Russian Federation. Presence of significant regional imbalances hampers formation of a common economic, social, cultural, and institutional space and lead to a creation of backward territories which lag behind in the development. The focus of public policy measures on the centers of economic growth, with the concentration of financial and labor resources, without solving the problems of backward territories does not bring the expected effect – overall development and well-being. Local effects in the absence of positive changes in other territories result in the increase in imbalances, which limit the overall effectiveness of the public policy. At the same time, a steadily increasing lag may cause a loss of potential of economic growth and thus forms backward territories. The creation of territorial backwardness is a gradual process. Therefore, diagnosing the state of the territory and identifying the signs of increasing depression is an essential issue of public administration. The article presents the main approaches to the definition of territorial backwardness used in the Russia and overseas, it also reviews the determinants of backward territories. Different methods for identification of backwardness in the territorial development have been tested on the basis of the regions of the Russian Far East.
