Social Conflict in Argentina (1989–2017): Democracy in Dispute

An analysis of the evolution of social conflicts in Argentina between 1989 and 2017 in terms of three aspects of collective action—the actors in contention, their main demands, and their chosen forms of struggle—reveals important changes since the country’s return to democracy. Collective action has extended to multiple actors, channeled weightier demands, and expanded its forms. With the emergence of progovernment and conservative social movements, it has become apparent that not all movement participation in the state implies weakness, subordination, or co-optation and that social movement action does not necessarily mean democratization or expansion of rights. The right-wing government of 2015 opened up a new field of confrontation in which old divisions and alliances are being reconfigured. Un análisis de la evolución de los conflictos sociales en Argentina entre 1989 y 2017 realizado a partir de tres grandes dimensiones de la acción colectiva (los actores contenciosos, las demandas principales que enuncian y las formas de lucha que emplean) revela cambios importantes. La acción colectiva se ha extendido a más actores, ha canalizado demandas más amplias y se ha expresado de maneras más heterogéneas. Con el surgimiento de movimientos sociales oficialistas y opositores de índole conservador, se ha hecho evidente que la participación de las organizaciones sociales en el estado no siempre significa debilidad, subordinación o cooptación por parte del estado y que la movilización social no necesariamente implica procesos de democratización o expansión de derechos. La llegada de una alianza de derecha en 2015 abrió un nuevo campo de confrontaciones que redefinió antiguas alianzas y divisiones.

How social movements are rooted in specific places has been of interest to scholars of collective action, as well as geography and sociology generally. Social movements, in general, are characterized by the sustained mobilization of people sharing social or political aims. The characteristics of cities, as distinct from rural geographies, play a role in the development of urban social movements, offering concentrations and a diversity of people, resources, and power. Academic literature on the topic examines how cities are conducive to, or constrain, the development of social movements. Although the term urban social movement first appears in scholarly literature in 1972, cities have been key sites of contention at least since industrialization in the 1800s. Cities remained prominent throughout the rise of new social movements and transnational summit protests. In more recent decades, networked movements such as Occupy have renewed questions about inequalities and the right to the city. In short, cities are both a prominent focus and locus of contention. This bibliography focuses on academic literature on the city as the locus and focus of social movements, aiming to provide a selection rather than a comprehensive list. Other, not specifically urban aspects of transnational and domestic social movements are covered in other Oxford Bibliographies articles. This bibliography pays particular attention to works which impacted debates in the field, including contrasting perspectives, as well as diverse methodological approaches.

Existing literature on collective action suggests that social protest activity is often driven by structural out-group grievances. This article explores how a framework of grievance-based social movement participation applies to the digital media realm and how social media are reshaping the protest landscape. Our research looks specifically at the case of the #Ferguson Twitter storm that occurred in November 2014. During a 3-week period, over 6 million tweets were sent with the indicator #Ferguson. We examine the statistics and content of those tweets to show that the Ferguson Twitter storm was driven to an enormous volume by four key mobilizers. Tweet content included structural out-group grievances that reflect established expectations about drivers of social movements and protests. In contrast to the emphasis on violence by traditional mass media, online social movement participants emphasized peace, especially after the conflict escalated and rioting in the streets began.

In a three-wave longitudinal study conducted in the first 100 days of Trump’s presidency, this paper examines how people come to self-categorize into the emerging social movement “the Resistance,” and how self-categorization into this movement influences future participation in collective action and perceptions of the movement’s efficacy. Conventional collective action (e.g., protest, lobby legislators)—but not persuasive collective action (e.g., posting on social media)—and perceived identity consolidation efficacy of the movement at Wave 1 predicted a higher likelihood of self-categorization into the movement 1 month later (Wave 2) and 2 months later (Wave 3). Self-categorization into the Resistance predicted two types of higher subsequent movement efficacy perceptions, and helped sustain the effects of conventional collective action and movement efficacy beliefs at Wave 1 on efficacy beliefs at Wave 3. Implications for theory and future research on emerging social movements are discussed.

The ruling National Party (N.P.) asked white voters during the 1989 election campaign for a mandate to negotiate with all concerned about a new constitution, an undivided South Africa, one citizenship, equal votes, protection of minorities, and the removal of stumbling blocks such as discrimination against people of colour.1 Although the N.P. achieved a cleat majority – 93 seats against 39 for the Conservative Party (C.P.) and 33 for the Democratic Party (D.P.) – the right-wing opposition made destinct progress by gaining 17 seats. After the C.P had captured a further three from the N.P. in by-elections, including Potchefstroom in February 1992, President F. W. de Klerk announced in Parliament that whites would be asked the following month to vote in a referendum in order to remove any doubts about his mandate. The carefully worded question which the electorate had to answer was as follows: Do you support continuation of the reform process which the State President began on February 2, 1990 and which is aimed at a new constitution through negotiation?

This article proposes a new and better concept of civic culture and shows how it can benefit sociology. It argues that a better concept of civic culture gives us a stronger, comparative, and contextual perspective on voluntary associations—the conventional American empirical referent for “civic”—while also improving our sociologies of religion and social movements. The article first considers the classic perspective on civic culture and its current incarnations in order to show why we need better conceptual groundwork than they have offered. It then introduces the alternative approach, which is rooted in a pragmatist understanding of collective action and both builds on and departs in some ways from newly prominent understandings of culture in sociology. This approach’s virtues are illustrated with ethnographic examples from a variety of volunteer groups, social movement organizations, and religious associations.

This chapter explores an important but understudied argument in favor of protections for vulnerable languages. The argument observes that speakers of such languages can face a collective action problem. The question is what interventions by the state to correct such a problem would be consistent with, or even required by, a broadly liberal and egalitarian conception of justice. The chapter identifies two principles that are relevant to answering this question: the unanimity principle, which places strict limits on interventions, and the principle of correction, which licenses a more extensive range of interventions on behalf of vulnerable languages. The principles are in tension with one another but derive from a common source in liberal egalitarian thought. Overall, the right approach is to forge a compromise between the two principles, thus allowing for some interventions on behalf of vulnerable languages to protect against collective action problems.

Resumen Sostenida particularmente durante la presidencia de Raúl Alfonsín (1983-1989), la “teoría de los dos demonios es considerada la memoria hegemónica-dominante referida a la última dictadura cívico-militar argentina (1976-1983). A su vez, el Informe de la Comisión Nacional sobre la Desaparición de Personas (CONADEP) el “Nunca Más”, suele ser considerado una expresión de dicha memoria. Según nuestra hipótesis, el “Nunca Más” no suscribe la “teoría de los dos demonios” sino una memoria diferente aunque no antitética. El objetivo del presente trabajo consiste en caracterizar ambos conjuntos de representaciones con el fin de señalar las diferencias entre ellos. Nuestro corpus de análisis incluye como fuentes primarias los escritos y declaraciones de Alfonsín relativos al tema así como también el Prólogo del “Nunca Más” presentado en 1984. Dado que la autoría de este último es atribuida a Ernesto Sabato, presidente de la CONADEP, también se consideran algunas declaraciones del mencionado autor. Dichas fuentes primarias son históricamente contextualizadas a partir del uso de fuentes secundarias, dentro de las cuales incluimos el estado del arte relativo a la “teoría de los dos demonios”. Concluimos que si bien el planteo de Alfonsín y el Prólogo original del “Nunca Más” coinciden en el rechazo a la violencia como medio de expresión política, Alfonsín pone en un plano de igualdad a dos actores: el guerrillerismo izquierdista y el golpismo, mientras que el Prólogo critica tres modalidades de violencia: la guerrilla, el terrorismo paraestatal de derecha, actor no mencionado por Alfonsín, y el terrorismo dictatorial.  Between two demons and three violences: Alfonsín’s administration and the senses of the state terrorism memory in contemporary Argentina Abstract  Particularly held during Raul Alfonsín’s presidency (1983 – 1989), “the theory of the two demons” is considered the dominant-hegemonic memory referred to the last Argentine civic-military dictatorship (1976 – 1983). In turn, the report of the National Commission on the Disappearance of Persons (CONADEP)- “Nunca Más” (Never Again) is usually considered an expression of the aforesaid memory. According to our hypothesis, “Nunca Más” does not subscribe to the “theory of the two demons” but to a different memory – though not antithetical. The aim of the current paper consists of characterizing both groups of representations in order to point out the differences between them. Our corpus of analysis includes as main sources Alfonsín’s documents and statements concerned with the issue, as well as the “Nunca Más” prologue, presented in 1984. Some statements of Ernesto Sabato, CONADEP’s president, are also considered due to the fact that the authorship of the latter work mentioned has been attributed to him. Such primary sources are historically contextualized from the use of secondary sources, which within we include the state of the art relative to “the theory of the two demons”. We conclude that even though Alfonsín’s proposal and the original “Nunca Más” prologue coincide in the rejection of violence as a means of political expression, Alfonsín places in an equal position two actors – the left-wing guerrilla and the coup – while the prologue criticizes 3 violence modalities: the guerrilla, the right-wing semi-official terrorism – actor not mentioned by Alfonsín – and the dictatorial terrorism.

Climate change is often said to herald the anthropocene, where humans become active participants in the remaking of global geology. The corollary of the wide acceptance of a geological anthropocene is the emergence of a new form of self-aware climate agency. With awareness comes blame, invoking responsibility for action. What kind of social action arises from climate agency has become the critical question of our era. In the context of climate deterioration, the prevalence of inaction is itself an exercise of agency, creating in its path new fields of social struggle. The opening sphere of climate agency has the effect of subsuming other fields, reconfiguring established categories of human justice and ethical well-being. In this respect we can think of climate agency as having a distinctive, even revolutionary logic, which remains emergent, enveloping multiple aspects of social action. From this perspective the question of climate change and social movement participation is centrally important. To what extent is something that we can characterize as “climate agency” emerging through social movement participation? What potential has this phenomenon to develop beyond ideological confinement and delimitation to make wider and transformative claims on society? A genuine social movement, we are taught from history, is indeed a transformative force capable of remaking social and political relations. It remains unclear, but what are the emergent dynamics of climate movement participation that depart from established systemic parameters, to offer such a challenge? How are such developments reconfiguring “climate change communication,” forcing an insurgent element into the polity? Though scholarship addressing these questions on social movement participation and climate change exists, the field undoubtedly remains relatively underdeveloped. This reflects the extent to which inquiry into climate change has been dominated by scientific and economic discourses. It also reflects the difficulty that social science, and specifically political sociology, the “home” of social movement studies, has had in apprehending the scope of the challenge. Climate change can disrupt deeply sedimented assumptions about the relationship between social movements and capitalist modernity, and force a reconsideration of the role of social movements across developmentalist hierarchies. Such rethinking can be theoretically challenging, and force new approaches into view. These possibilities reflect the broader challenges to political culture posed by climate change.

AbstractThe Second Khordad Movement was a democratic social movement in contemporary Iran. Investigation of this movement revealed two images, of flourish and of decline, as the movement was first generally successful until early 2000 and thereafter began to regress from the spring of that year onwards. The purpose of this article is to provide a comprehensive framework in which to examine the reasons behind the movement's failure and regression. To this end, the study utilizes the literature on social movements, especially the political process model, and attempts to explain the initial success and subsequent decline of the movement based on elements such as political opportunity, framing processes, mobilizing structures, and the repertoire of collective action.
