Food Sovereignty, Food Access, and the Local Food Movement in Southeastern North Carolina

Food sovereignty is about the right to healthy food and the right to have control over one’s food. This article examines opportunities and challenges in the efforts of Feast Down East (FDE), a local food systems movement in Southeastern North Carolina, to develop a food sovereignty program linking limited resource consumers and growers in an effort to provide access to healthy, affordable, and culturally appropriate foods in a low-income community. Several FDE initiatives attempt to address common problems in limited resource communities, such as food insecurity, food access, and knowledge about healthy food preparation. “Fresh markets,” which are run by low-income consumers and sell affordable produce, link limited resource farmers to urban, low-income public housing neighborhoods. Nutrition and cooking classes are offered at the market sites, and recipes are distributed at the point of sale. FDE’s Food Sovereignty Program also partners with other organizations, such as Food Corps to raise awareness about healthy eating in schools, and two local nonprofits to provide fresh produce boxes to low-income residents. Surveys of 16 program participants conducted by extension leaders indicate increases in food security, healthy eating habits, and physical activity among participants. Semistructured interviews with four community resident leaders illuminate some of the barriers of neighborhood effects and other challenges in cultivating food sovereignty, such as living conditions, politics of place, and broader inequalities. Additional initiatives that address food sovereignty in limited resource communities are needed as a means of expanding access and gaining additional knowledge about challenges in doing so.

Abstract Background The North Carolina Healthy Food Small Retailer Program (NC HFSRP) was established through a policy passed by the state legislature to provide funding for small food retailers located in food deserts with the goal of increasing access to and sales of healthy foods and beverages among local residents. The purpose of this study was to qualitatively examine perceptions of the NC HFSRP among store customers. Methods Qualitative interviews were conducted with 29 customers from five NC HFSRP stores in food deserts across eastern NC. Interview questions were related to shoppers’ food and beverage purchases at NC HFSRP stores, whether they had noticed any in-store efforts to promote healthier foods and beverages, their suggestions for promoting healthier foods and beverages, their familiarity with and support of the NC HFSRP, and how their shopping and consumption habits had changed since implementation of the NC HFSRP. A codebook was developed based on deductive (from the interview guide questions) and inductive (emerged from the data) codes and operational definitions. Verbatim transcripts were double-coded and a thematic analysis was conducted based on code frequency, and depth of participant responses for each code. Results Although very few participants were aware of the NC HFSRP legislation, they recognized changes within the store. Customers noted that the provision of healthier foods and beverages in the store had encouraged them to make healthier purchase and consumption choices. When a description of the NC HFSRP was provided to them, all participants were supportive of the state-funded program. Participants discussed program benefits including improving food access in low-income and/or rural areas and making healthy choices easier for youth and for those most at risk of diet-related chronic diseases. Conclusions Findings can inform future healthy corner store initiatives in terms of framing a rationale for funding or policies by focusing on increased food access among vulnerable populations.

AbstractObjectiveTo provide a richer understanding of food access and purchasing practices among US urban food desert residents and their association with diet and BMI.DesignData on food purchasing practices, dietary intake, height and weight from the primary food shopper in randomly selected households (n 1372) were collected. Audits of all neighbourhood food stores (n 24) and the most-frequented stores outside the neighbourhood (n 16) were conducted. Aspects of food access and purchasing practices and relationships among them were examined and tests of their associations with dietary quality and BMI were conducted.SettingTwo low-income, predominantly African-American neighbourhoods with limited access to healthy food in Pittsburgh, PA, USA.SubjectsHousehold food shoppers.ResultsOnly one neighbourhood outlet sold fresh produce; nearly all respondents did major food shopping outside the neighbourhood. Although the nearest full-service supermarket was an average of 2·6 km from their home, respondents shopped an average of 6·0 km from home. The average trip was by car, took approximately 2 h for the round trip, and occurred two to four times per month. Respondents spent approximately $US 37 per person per week on food. Those who made longer trips had access to cars, shopped less often and spent less money per person. Those who travelled further when they shopped had higher BMI, but most residents already shopped where healthy foods were available, and physical distance from full-service supermarkets was unrelated to weight or dietary quality.ConclusionsImproved access to healthy foods is the target of current policies meant to improve health. However, distance to the closest supermarket might not be as important as previously thought, and thus policy and interventions that focus merely on improving access may not be effective.

Namun, Program yangdiinisiasi pemerintah lebih dipengaruhi oleh paradigma ketahanan pangan dan kemandirian panganyang lebih rentan terhadap rezim korporasi pangan. Kedaulatan pangan perlu lebih jauhdidiseminasikan sebagai alternatif terhadap rezim korporasi pangan. Studi ini merupakan studikualitatif deskriptif yang menggunakan pendekatan etnografis dalam pengambilan informasi. Kajianterhadap Persepsi terhadap operasionalisasi konsep kedaulatan pangan di tingkat petani dapatdiungkap secara lebih detail salah satunya dengan teori Hegemoni Gramsci, analisa regim pangan,dan teori multi kedaulatan. Hasil kajian menunjukkan bahwa respon petani terhadap kedaulatanpangan dan ketahanan pangan cenderung samar dan menunjukkan keterkaitan yang sejajar non-komplementer. Kedaulatan dapat bekerja baik dalam kondisi yang menghargai adanya keberagamansumber kedaulatan. However, state led program wereheavily influence by food security paradigm and food self-sufficiency which more vulnerable topredatory character of corporate food regime. The food sovereignty discourse must be disseminatedfurther as alternative to corporate food regime. The discourse of food sovereignty was put into theaction by NGO and local groups which framed as local food movement initiative. The local foodmovement and the phenomena surrounding its rise needs to be ethnographically scrutinized.Gramsci's theory of hegemony, food regime analysis, relational scale and multiple sovereigntyelucidate the perception of food sovereignty value concept its relation and contestation among smallscale in the Flores Timur. Results shows that in small scale farmer perceived food sovereignty andfood security are interrelated because the persistence penetration of neoliberal economy. Foodsovereignty should be articulated and adapted for different contexts without losing its ground. Foodsovereignty works best with multiple recognitions of sovereignty. Food sovereignty were embraceand strengthen the diversity of contexts, cultures and pathways in order to slow down the furtherdomination of the corporate food regime.Keywords: food sovereignty, food security, corporate food regime, farmer’s movement

Food insecurity remains a pervasive and persistent social justice concern, both locally and globally–a concern that was heightened during the COVID-19 pandemic. This essay focuses on three short case studies around local food organizing, communication, and community in Greensboro, NC. Partners across three separate but related interventions leveraged their community and communication resources through listening sessions, surveys, and stories to ensure that individuals and families could continue to access food during the uncertainty of the COVID-19 pandemic. By offering these case studies as an example of organizing (and reorganizing) during COVID-19, the analysis also opens up a conversation about power, resistance, and change at the intersections of poverty and access. Scholarly discussions of food insecurity continue to reinforce the need to address both food access and poverty in attempts to build resilient food systems. We take a community-engaged approach that emphasizes the importance of communication infrastructure to illustrate both the simple and mundane resources as well as the creative and innovative interventions that communities and their partners implemented during the initial onset of COVID-19 in the United States.

AbstractThe Supplemental Nutrition Assistance Program Education (SNAP-Ed) aims to prevent obesity and chronic disease among SNAP-eligible families by facilitating healthy eating and active living. This study aimed to capture the voices of California SNAP-Ed eligible parents to inform program planners of their challenges in feeding their families, their available supports and priorities for intervention. We conducted eight focus groups with 55 participants across five counties in California from May through August 2017. Trained researchers used Dedoose to code and analyze data for substantive themes and overarching findings.Ten key findings and 4 additional findings were identified. Participants experience multiple challenges, primarily inadequate income and limited access to high quality, affordable healthy food contrasted with easy access to affordable unhealthy food. Despite efforts to manage food resources, most struggle to afford adequate diets. Employed parents confront a particularly challenging dual poverty of money and time. Many parents report feeling guilt related to feeding their children. Participants appreciate available programs and services and suggest increasing community input; providing sustainable programs; lowering the cost of and improving access to healthy food; reducing access to unhealthy food; modifying food assistance efforts; and improving nutrition education and promotion. Overall, low-income parents in California struggle to feed their families the way they would like. Participants generally understand what to feed their children, but struggle with how to do it, perceiving their circumstances and environments as inhospitable to healthy eating. Participants' suggestions can help SNAP-Ed programs and other efforts better support families' needs.

Introduction: Studies have characterized food environments and documented its impact on access and consumption of healthy foods as well as diet-related health conditions. This study aims to characterize the local food environment in New York City’s Washington Heights and Inwood community and to examine its influence on Hispanics’ perceptions of healthy food access. Methods: Person-level local food environments were created by spatially modeling food retailers selling fresh fruits and vegetables or low-fat products within a participant’s 400- and 800-m residential radius buffers. Data were analyzed using multivariate binary logistic regression. Results: Fruit/vegetable markets significantly increased participants’ odds of perceiving the availability of a large selection as well as the high quality of fresh fruits and vegetables in their neighborhood. Medium-/large-size supermarkets/groceries within 400-m radius significantly increased participants’ odds of perceiving the high quality of fresh fruits and vegetables in their neighborhood, whereas meat markets significantly lowered the odds. Fruit/vegetable markets and medium-/large-size supermarkets/groceries significantly increased participants’ odds of perceiving the availability of a large selection of low-fat products in their neighborhood. Conclusion: Study findings advance our understanding of the relationships between local food environment and perceived healthy food access among urban Hispanics.

Abstract Globally, many deaths and DALY:s are attributed to unhealthy diets. Short education, low income and migration are risk factors. Healthy food cost more and is less available while unhealthy food is cheaper and heavily advertised. Health guides (HG) speak Swedish and at least one more language and have networks among migrants. Their work draw on the Right to health framework - availability, accessibility, acceptability and quality for all (AAAQ). HG transfer viewpoints from their groups to health care and contribute to culturally accessible and acceptable information and support. Public Health Unit of a local hospital initiated a project with the aim to develop a method to make information about healthy food accessible for a wider range of people. How to make food based dietary guidelines useful for recent migrants? How to avoid that official guidelines, when transferred by laymen, become distorted by personal experiences rather than being enriched by them? Systematic collection of viewpoints from inhabitants, helped of HG, implied that “shop walks” have potential to increase health equity. During a shop walk the guide shows healthy alternatives and transfers knowledge on different options. The intervention was developed during 2019. The first shop walks were conducted in February 2020. Dietary guidelines were made useful by a process including cooperation between HG, nutritionally skilled staff and the communication department. A detailed manuscript and a participant folder were developed together with a mandatory education including theory and practice. 14 HG speaking six languages were included. During the first three weeks six shop walks were conducted. Qualitative evaluation implies that shop walks are functional arenas for strengthening AAAQ. By structured shop walks HG can contribute to making dietary guidelines relevant for recent migrants. AAAQ is supported by participation of stakeholders in the population in collaboration with professional expertise. Key messages If food based dietary guidelines are to be made useful outside the majority population, methods that allow those most concerned to participate in planning, execution and evaluation should be used. Availability, accessibility, acceptability and quality - The Right to health framework – should be used when developing public health interventions that aim at health equity.
