Education and Training: A Basis for the Introduction of the Three Rs Alternatives into Animal Research

Education is a highly effective way of promoting the introduction of alternatives into the everyday practice of biomedical research and testing. In some countries, specific requirements for the education of persons involved in animal experimentation have been made compulsory by law. In The Netherlands, young scientists must take a course on laboratory animal science as part of, or in addition to, their biomedical graduate programme. This course provides information on the proper design of animal experiments, but also covers alternatives, animal welfare issues and ethical aspects of animal experimentation. The Three Rs of Russell & Burch are the guiding principles of the course, during which participants are challenged to seek methods or techniques that can replace, reduce or refine the use of animals. Since 1985, more than 2500 people in The Netherlands have taken the course, and evaluations have indicated that a large majority of the participants appreciated this education as a contribution to both the quality of experiments and the welfare of the animals, and considered the course to be indispensable for those who are responsible for the design and performance of animal experiments.

Tujuan penelitian ini adalah: untuk menganalisis pengaruh Kwalitas Sumber Daya Manusia dan sistem informasi terhadap peningkatan kinerja melalui pelatihan dan motivasi kerja pegawai di lingkungan pemerintah Kota Batu. Sampel yang digunakan dalam penelitian ini adalah Pegawai di Lingkungan Balaikota Among Kota Batu yang berjumlah 2500 orang dengan metode penyebaran kuisioner. Hasil penelitian ini menunjukkan bahwa 1) Apakah ada hubungan antara kwalitas Sumber Daya Manusia dengan Pelatihan. 2)Apakah ada hubungan antara Pelatihan yang diadakan di Kota Batu dengan motivasi kerja Pegawai di Lingkungan Balaikota Among Tani Kota Batu 3).Apakah ada hubungan antara Motivasi kerja dengan peningkatkan Kinerja 4).Apakah ada hubungan antara Kwalitas Sumber Daya Manusia dengan peningkatan Kinerja di Pemerintahan. 5).Apakah ada hubungan Sistem Informasi yang dikembangkan di Pemerintah Kota Batu dengan peningkatkan Kinerja Pegawai dan 6).Apakah ada hubungan Sistem Informasi dengan Pelatihan.Kata Kunci: Kwalitas SDM, Sistem Informasi,Peningkatan Kinerja,Pealatihan,dan Motivasi kerja The purpose of this study is to analyze the effect of Quality of Human Resources and information systems on performance improvement through training and motivation of employee work within Batu City government. The results of this study explore about 1) Relationship between the quality of Human Resources and Training 2) Relationship between the Training held with the Employees work motivation in the Balai Kota Among Tani Batu City Environment. 3). THE TERM CORPORATE GOVERNANCE HAS COME INTO USE TO describe both the purposes and the methods which determine the structure and the control of companies. A wide range of legal, regulatory and less formalized arrangements is thus embraced. In the UK in recent years discussion has related to a number of interrelated issues: the structure and functioning of boards of directors, reporting to shareholders and the ways in which shareholders use their power. These issues have a bearing upon business performance, though the debate about ways to improve the quality of management embraces also the cultural factors, the educational system and training arrangements; and performance depends too upon factors wholly or largely beyond the influence of managers, such as the tensions from class-division, over-powerful unions and the uncertainties which flow from discontinuities in public policy which are especially evident in the British political system. But in the general debate the corporate governance issues have perhaps had less attention than they deserve; the discussion has been confined to a limited circle. It is proposed here to concentrate on non-executive directors.

The Three Rs ( reduction, refinement, replacement) concept put forward by Russell and Burch now appears to be widely accepted. However, their warnings concerning reliance on animals as models for humans, the insurmountable problem of species differences and the impact of human variation, have been downplayed or even ignored. Schemes for harm–benefit analysis have been introduced, but the focus has largely been on harm to the animals, rather than on the direct and indirect benefit to humans, which is much more difficult to evaluate. Greater recognition should be given to the direct or indirect harm to humans resulting from the current over-reliance of biomedical research and testing on data obtained from animal experiments. That will be hard to achieve in the current climate, given the vigorous defence of animal experimentation by those with vested interests, confusion over responsibilities for regulating animal experimentation, hierarchies of regulatory authorities which require or limit experiments on animals, and exaggerated claims about the current availability of new approach methodologies (NAMs) and relevant and reliable strategies for their use. Those who defend animal experimentation at almost any cost must bear part of the responsibility for the human harms which result. Meanwhile, much greater effort should be put into the development, validation and application of new approaches not involving animals.

This research describe about the leadership of the head madrasah in improving quality of education and performance teacher at MAN 1. This kind of research is field reseach, with the design, case study. The data collection techniques through interviews, observation the questionnaire, and documentation of. As for the analysis of data used in the qualitative study conducted in an interactive and place in a continuous, to completion so that the data is saturated.Activity in, data analysis namely the reduction of, data , presentation of data the withdrawal of conclusions and verification. The research results have to conclude:  first an increase in professionalism teacher through direct strategy as the embodiment of a device for teachers, learning efforts to improve the performance of teachers and the evaluation of the learning process as well as training teachers; while coaching professionalism teacher indirectly such as include teacher in various seminars and training, a higher level of magister, including the gfc and mgmp.Both, the development of infrastructures, between pemavingan madrasah, another page the construction of a new building, and renovation of the old building, the manufacture of the fence madrasah, the construction of a mosque and madrasah, and improving the infrastructure of the multi media. Through the effort is expected to the learning process runs smoothly and potential on students. well developed. Meanwhile in the performance of teachers, peneingkatan islamic school head teacher always improve commitment in achieving discipline, motivate teachers work in intense, and the head madrasah be an example.

In the current era, countries are required to contribute in order to compete with developing and developed countries. The government provides the legal basis governing the State Civil Apparatus, namely Law No. 5 of 2014. The regulation discusses its relation to the merit system based on qualifications, competencies, and performance. With this regulation, planning in developing human resources is needed in order to improve the quality of personnel themselves. The development of good apparatus resources will benefit an organization. One way can be done by providing education and training for apparatuses to improve their competence and quality. The discussion contained in the regulation of Law No. 5 of 2014 explains the management of human resources in accordance with the regulations.

Computerized auditory training (CAT) is a convenient, low-cost approach to improving communication of individuals with hearing loss or other communicative disorders. A number of CAT programs are being marketed to patients and audiologists. The present literature review is an examination of evidence for the effectiveness of CAT in improving speech perception in adults with hearing impairments. Six current CAT programs, used in 9 published studies, were reviewed. In all 9 studies, some benefit of CAT for speech perception was demonstrated. Although these results are encouraging, the overall quality of available evidence remains low, and many programs currently on the market have not yet been evaluated. Thus, caution is needed when selecting CAT programs for specific patients. It is hoped that future researchers will (a) examine a greater number of CAT programs using more rigorous experimental designs, (b) determine which program features and training regimens are most effective, and (c) indicate which patients may benefit from CAT the most.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.
