Local communities within oil producing countries in Africa often face formidable environmental challenges that generate conflicts and concerns around exploitation, environmental impact, and health risks. A key feature of these concerns has been the paucity of effective risk communication mechanisms and the impact this has on the public understanding of risk. Risk communication has been identified as a significant factor in explaining why the health consequences of environmental degradation remain unabated in oil producing communities. This paper evaluates health risk communication in the oil rich Niger Delta region of Nigeria. The study is based on 69 interviews conducted in the Niger Delta region. The paper argues that the health of the local population is being impaired by risk incidences relating to oil and gas exploration activities, the effects of which are amplified by inadequate communication of health risks to the public. The study argues for and suggests ways in which health risk communication processes can be improved in the Niger Delta. A multi-dimensional framework for public health risk communication is developed as a means of advancing understanding, practice, and policy.

Risk management practice and effective policy intervention are critical to achieve stable environment and sustainable development. They are mechanisms for environmental management, environmental sustainability and sustainable community development for the people of the Niger Delta region. Informed by intuitive insights on the large scale of degradation in the Niger Delta, theoretical analysis of extant literature and content analysis of field interview/observation, this paper identified poor environmental risk management and regulatory failure as the bane of environmental degradation in the Niger Delta region. Why has regulatory agencies failed to protect communities against the impacts of environmental degradation and other consequences of oil and gas exploration activities? While there are enough legal and regulatory frameworks, however, weak enforcement and poor implementation of the existing regulations provides fertile ground for environmental degradation to persist. Thus, this article analyses some of the salient environmental issues as well as the regulatory and risk management failures in the oil and gas industry in Nigeria. It concludes that failure to carry out effective regulations and oversight in the oil and gas industry have resulted in environmental degradation (oil spills and gas flaring), contamination of water for fishing and farming activities, dispossession of rural farmers from their means of livelihood, poverty, migration and food shortages in the Niger Delta.

In this chapter we highlighted the impact of the current economic and political dispensation in Nigeria and its impact on teacher education programs and the means of enhancing teacher education in the Niger Delta region. This paper is a conceptual and methodological breakthrough in Nigeria's academic landscape where qualitative and quantitative experiences highlight issues that are pertinent to teacher education program in the Niger Delta. The chapter proposed that the Niger Delta region's and the entire Nigeria's teacher education programs would be advanced if the component parts of the current economic and political disposition are resolved. This chapter contends that the Niger Delta region has the potential to address the challenges currently faced in the region such as social disruption (violence threat), poverty, hunger, disease, conflict, marginalization, and the achievement and improvement for effective teacher education programs. This chapter is of the immense judgment that successfully addressing the challenges currently faced in the Niger Delta region, teacher education programs will greatly improve qualitatively and quantitatively.

The study assessed human health risk and accumulation of heavy metals (Cd, Cu, Pb, Ni, Cr and Zn) in periwinkles (Tympanotonus fuscatus) obtained from the Niger Delta region of Nigeria. Samples were collected for six months on a monthly basis. The samples were digested according to the method described by Association of official analytical chemists and analyzed using atomic absorption spectrophotometer (AAS). Temporal variations in metal concentrations were observed with values (mgkg−1) ranging as follows Pb (2.34–6.7), Ni (0.55–2.28), Zn (0.55–11.66), Cr (0.74–3.65), Cu (1.15–3.91) and Cd (0.22–1.06). Variation in metal concentration was significantly different (p < 0.05) with metals such as Pb, Ni and Cd found to be above their respective FAO/WHO permissible limits. The estimated daily intake (EDI) of all metals examined was less than their respective reference oral doses (RFD). The target hazard quotient (THQ) non-carcinogenic and the hazard index (HI) of metals were < 1 while the hazard quotient carcinogenic (HQ) ranged between 10−6 – 10−4. The study therefore concluded gradual accumulation of metals and minimal health risk due to consumption of contaminated periwinkles in the study area.

Aim: The aim of this study is radiometric survey of oil and gas wastes and its health risks in Niger Delta region of Nigeria.  Study Design: This study was purely an experimental work which involves collection of samples and laboratory analysis. Place and Duration of the Study: This study was carried out at oil and gas company waste stream facilities and waste pipe market within Niger Delta region between June 2018 and May, 2019. Methodology: Sixteen samples (4 drill cuttings, 4 pipe scales, 2 sludges and 6 produced water) were randomly collected from four waste streams in six locations within the oil and gas production facilities and used pipe market. These samples were taken to the laboratory, prepared following the ISO procedure and packaged in a porcelain bottle, sealed and kept for twenty eight days in order to ensure secular equilibrium between 238U, 232Th and their progenies and counted with high purity Germanium detector (HPGe). The activity concentration of all the radionuclides were used to determine the radiological health risks using mathematical models. Results: The lowest and highest specific activity concentrations  of 226Ra, 238U , 232Th  and 40K, in solid wastes are 5.28±1.08 and 25727.75 Bqkg-1, 3.61±0.76 and 23021.73±1041.58 Bqkg-1, 2.40±0.56 and 21468.25±1125.57 Bqkg-1 and 35.31±2.38 and 1527.73 ±86.60 Bqkg-1 respectively. In the liquid waste, the lowest and highest activity concentration of 238U, 232Th and 40K are 0.34±0.15 and 1.11±0.28 Bql-1, 0.63±0.17 and 1.06±0.18 Bql-1 and 9.60±0.66 and 14.20 ±1.04 Bql-1 respectively. 226Ra was below detectable limit in the liquid waste except in one sample (CZI). Downhole pipe scales recorded the highest activity concentration of all the radionuclides. Surface pipe scale also recorded very high activity concentration of all the radionuclides. The radiological health risk parameters assessed from the activity concentration of these radionuclide were all above the safe reference levels in downhole pipe scales and surface pipe scales while they are within the safe values in other samples. The estimated Exposure rate for both solid and liquid wastes were higher than the recommended reference level of 600 µRh-1 and the associated dose rate was also higher than reference level. Conclusion: The result of this work revealed that downhole and surface pipes from oilfield commonly used in the construction of buildings and domestic overhead tank-stands are associated with high levels of ionizing radiation which may be detrimental to human health and the environment.

The paper interrogates the thematic preoccupations of Jeta Amata’s Black November on the vexed issues of the Niger Delta in Nigeria. The issues bordering on the quest for emancipation from injustice, environmental degradation, deprivation, inhuman treatment, negligence, are at the nexus of the agitations and militancy in the region. It draws inferences from what the movie overlooked and what it portrayed such as the failure of dialogue births violence. The objective is to highlight the problems in the Niger Delta and give credence to the thematic concerns raised by the director. Based on Relative Deprivation Theory (RDT), which sees violence as a product of frustration borne out of depriving people of their rights, denial of justice; a sense of oppression sets in that then leads to reactions that may be violent. The method adopted is descriptive analysis.  Findings reveal that the Niger Delta region is much misunderstood, abused and betrayed by its own people, the media, Nigerian government, oil multinationals and the world at large.  It concludes that the misunderstanding is largely a product of media misinformation and that of ignorance on the part of stakeholders and that the filmmaker succeeded in getting his message across.

Background of Study: Cult related activities such as inter and intra cult clashes have been prevalent in communities in Niger Delta Region of Nigeria. The clashes which are violent in nature are carried out by youths who belong to one cult group or the other. The clashes occur when members of a cult group attack members of another or other cult groups or invade a community in order to take control of an area and the proceeds accruing from crude oil exploitation and exploration by multi- national oil companies. Among the major cult groups perpetrating the violent acts include Deybam, Deywell, Iceland and Greenland. Due to the violent clashes many lives have been lost, properties destroyed, women raped, residents displaced, houses burnt and residents kidnapped/abducted. These affected socio-economic activities and livelihood means of the people.  Materials and Methods: This research analyzes the effectiveness of amnesty program as a response tool in mitigating cult related activities in Niger Delta region. Specifically, the study examines the magnitude of cult impact, relationship between frequency of cult attacks and fatalities, and examines the impact of cult activities before and after the amnesty. Adopting Cross- sectional research resign and using data chiefly collected from Nigerian Police, a total of 36 communities were purposively selected from 2 States in Niger Delta where amnesty was offered in 2016. The data were subjected to Pearson’s correlation and T-test statistical analysis. Results: Pearson’s correlation showed that there was a positive significant relationship between cult attacks and fatalities over a ten year period, with r = 0.83 at 99% probability level. The Student’s t-test showed a statistically significant difference on cult attacks before and after amnesty with t-cal of 2.55> t-tab of 2.01 at 95% probability level. The t-test also showed a statistically significant difference on cult fatalities before and after amnesty with t-cal of 2.41> t- tab of 2.01 at 95% probability level. Findings further revealed that mean values of cult attacks (3.20) and fatalities (2.70) after the amnesty were greater than mean values of cult attacks (2.13) and fatalities (1.37) before the amnesty. Conclusion: This showed that despite the amnesty, cult impact was still high in the study area and it was concluded that administration of amnesty is not an effective response tool to mitigation and containment of cult related activities in Niger Delta region, owing to its poor implementation and the desire to join cult groups by many youths who felt that joining the cult group will accord them protection and power over others. It is recommended that government should involve the local communities in designing an intervention program for youths.

The Niger Delta region of Nigeria is of great socio-economic importance due to its huge crude oil reserves. However, the process of exploration has been of great detrimental effect on the physiochemical properties of the soil, water and air quality in the region and has caused several public health issues. This review article is focused on readdressing the extent of the impact of one of the processes, gas flaring on the environment, using some physiochemical parameters of rain water, soil and air quality in some selected communities in the Niger Delta region based on series of previous researches. The results show that gas flaring has negatively impacted the physical and chemical properties soil, water and air components of the environment, most especially impacting areas very close to the flaring site. Also, recommendations were made as to how the flaring of gas can be reduced to a very minimal level as well as how these gases can be utilized making it more economical than the flaring process which is a very good case for further research.
