This article analyzes attempts to redirect foreign policy against multiple crises in Turkey that inhibit change. The gap between the country’s capabilities and resources and its regional and international commitments has overshadowed former success stories in Turkish Foreign Policy (TFP) by casting an all-encompassing sense of siege, retreat, and isolation. The new narrative and guided political mobilization by government after July 15 in Turkey saw the redirection of foreign policy as a necessary response to the emerging situation, not an offshoot of failure in the previous era. A combination of efforts toward program change and problem/goal change characterized the leader-driven redirection in TFP. This article argues that despite the new narrative and authoritative control of the implementation of foreign policy, presumed redirection or recalibration is unlikely to happen in TFP in the post-July 15 era. There is not a solid plan for change and reform in foreign policy or in the state apparatus at large but rather only a rhetorical emphasis on such actions.

The changes in internal and external policies are under way in Turkey. The secular state was threatened what has been followed by the process of revitalization and affirmation of the Islamic tradition in Turkey. The state project ?Turkey?s Strategic Vision 2023? has been worked out. It provides increase in its power that would turn Turkey from a regional power into a global factor. This requires radical changes in its foreign policy. Apart from the Islamic factor, Turkey?s plans are based on the geopolitical position of this country that sees itself as a hub of energy flows and the future centre of the three continents - Africa, Asia, and Europe. One of the steps towards those changes is the process of desecuritasion and securitization that includes revitalization of the religious factor. Radical changes in the Turkish foreign policy also include the Western Balkans as one the priorities of its close surroundings.

The article examines the probability of achieving the self-imposed criteria for Turkey to become a macro-regional power by 2023. The author analyses components of variables in Davuto?lu's equation of power and the results of the ?zero problems with neighbours? policy as an essential prerequisite for Turkey becoming one of the poles of power at the global level. Presenting the state of progress in military industries, in the development of technological infrastructure and in the economy, the author assesses the limited progress and failure to materialise the country?s expected goals. After years of progress in various fields, the leading AKP party is now troubled by conflicts inside and outside the country. The author concludes that Turkey will not be able to realise its 2023 strategy due to combination of failures in internal, foreign and economic policies.

Human Resources (HR) is a very important part in PT Bank Daerah Syariah, so that it is expected that there is an ideal and sufficient working period to optimize employee careers and increase employee commitment to the company, considering the products produced by the company are products used to facilitate the state apparatus work system and service to the wider community.This study aims to determine the effect of variable Career Development and Organizational Climate on the commitment of Employees in PT Bank Daerah Syariah. The method used in this study is a research mix method, which is a step of research by combining two forms of approach in research that is quantitative and qualitative. The population in this study were all employees in the Bank Daerah Syariah (BDS) as many as 53 employeesThe results showed that the career development variable (X1) and also the Organizational Climate (X2) had a positive and significant effect on the variable Employee Commitment (Y). The conclusion of the research shows that to increase the commitment of employees in PT Bank Daerah Syariah, the company needs to improve the existing career development system and maintain the organizational climate so that it remains conducive for all employees.

This paper considers the effect of violence on the emotions of IS fighters and the resultant consequences of those emotions as a factor in their choice to use violence. By interrogating the human aspect of the fighters, I am focusing not on religion but on human agency as a factor in the violence. In this regard, this paper is about reorienting the question about the violence of IS not as “religious” violence but as a response to how these fighters perceive what is happening to them and their homeland. It is about politicising the political, about the violence of the state and its coalition of killing as opposed to a consistent effort to frame the violence into an explanation of “extremist religious ideology.” This shift in analysis is significant because of the increasing harm that is caused by the rise in Islamophobia where all Muslims are considered “radical” and are dehumanised. This is by no means a new project; rather it reflects the ongoing project of distortion of and animosity toward Islam, the suspension of ethics and the naturalisation of war. It is about an advocacy for war by hegemonic powers and (puppet regimes) states against racialised groups in the name of defending liberal values. Furthermore, the myth of religious violence has served to advance the goals of power which have been used in domestic and foreign policy to marginalise and dehumanise Muslims and to portray the violence of the secular state as a justified intervention in order to protect Western civilisation and the secular subject.

The article discusses the features and main approaches of Turkish foreign policy in the Middle East. Particular attention is paid to the history of the development of Turkish-American relations. The causes of the contradictions between Turkey and the United States on the security issues of the Middle East region are analyzed. At the same time, the commonality of the approaches of both countries in countering radical terrorism in the territories adjacent to Turkey is noted. The article also discusses the priority areas of Turkish foreign policy, new approaches and technologies in the first decade of the XXI century.

The purpose of this study is to test partially and simultaneously the influence of motivation and work environment on the performance of state civil apparatus in the Office of Integrated Service Investment and Industry of Padang Pariaman Regency, data collected by spreading the questionnaire directly. Test of research instrument used is test of validity and reliability test. The classical assumption test used is normality test, linearity test, multicollinearity test, and heteroscedasticity test. As for hypothesis test used t test and test f. The analytical method used to test the effect of motivation and work environment on the performance of civil state apparatus is multiple linear regression with the help of SPSS. The result of the research shows that there is a significant influence between the working environment on the performance of civil apparatus of the State. Simultaneously or jointly motivation and work environment significantly influence the performance of civil apparatus of the State. Based on the research, it can be concluded that motivation has a significant effect on the performance of the State Civil Apparatus on the Integrated Service and Investment Service Department (DPMPTP) of Kabupaten Padang Pariaman. The work environment has a significant effect on the performance of the State Civil Apparatus on the Integrated Service and Industrial Service Investment Service (DPMPTP) of Padang Kabupaten Pariaman. Morality and work environment have a significant effect on the performance of State Civil Apparatus at the Department of Investment of Integrated Services and Industry (DPMPTP) of Kabupaten Padang Pariaman.
