Case Study Analysis of Pedestrian and Bicycle Data Collection in U.S. Communities

Federal funding for pedestrian and bicycle transportation has increased over the past 15 years, with a resulting increase in shared-use pathways, paved shoulders, bicycle lanes, and sidewalks in many parts of the United States. This has caused communities to ask questions: Where is pedestrian and bicycle activity taking place? What effect does facility construction have on levels of bicycling and walking? What are the characteristics of nonmotorized transportation users? How many miles of pedestrian and bicycle facilities are available? Where are existing facilities located? This paper provides a summary of recent research that was sponsored by FHWA and the Pedestrian and Bicycle Information Center to review and evaluate bicycle and pedestrian data collection methods throughout the United States. It uses a case study approach to evaluate pedestrian and bicycle data collection in 29 different agencies throughout the country in communities ranging in size from 6,000 residents (Sandpoint, Idaho) to 8 million residents (New York City). These case studies are analyzed in the following data collection categories: manual counts, automated counts, surveys targeting nonmotorized transportation users, surveys sampling a general population, inventories, and spatial analyses. The results provide information about the methods and the optimum timing for pedestrian and bicycle data collection; emerging technologies that can be used to gather and analyze data; the benefits, limitations, and costs of different data collection techniques; and implications for a national data collection strategy.

Based on previously unearthed documents from the Russia’s State Historical Archive and the Archive of Foreign Policy of the Russian Empire the article explores the history of the first Russian Orthodox parish in New York City and construction of Saint-Nickolas Russian Orthodox Cathedral in the city. It was a protracted and complicated interagency process that involved Russian Orthodox mission in the United States, Russia’s Foreign Ministry and its missions in the United States, the Holy Governing Synod, Russia’s Ministry of Finance and the State Council. The principal actors were the bishops Nicholas (Ziorov) and especially Tikhon (Bellavin), Ober-Prosecutor of the Holy Governing Synod Konstantine Pobedonostsev and Reverend Alexander Khotovitsky. This case study of the Cathedral history reveals an interaction of ecclesiastical and civil authorities in which private and civic initiative was combined with strict bureaucratic rules and procedures.

Assessing the output of past foreign policy is instrumental for any country to learn policy-relevant insights, to appreciate its experience, and to improve its future conduct. To glean such insights, this article borrows Baldwin’s framework in assessing the success and failure in foreign policy. Using a case study analysis, it assesses the United States’ (U.S.) influence attempt towards Indonesia to resolve the 1999 East Timor humanitarian crisis. President Clinton’s decision to undergo an influence attempt primarily aimed to change Indonesia’s policy while gaining support from U.S. allies in the process. The article finds that Clinton’s decision was a highly successful attempt. This finding is based on several factors: (1) the attempt effectively attained the intended primary and secondary goals at a considerably high degree; (2) it was conducted at a considerably low cost for the U.S.; (3) it inflicted a high cost towards Indonesia; (4) the increase in Clinton’s stake strengthened the U.S. resolve to pursue the influence attempt; and (5) Clinton had successfully overcome the difficult undertaking as Indonesia possessed higher stake over East Timor. These findings provide some lessons for both U.S. and Indonesian foreign policymakers to chart future relations for the two nations.

From the outset, the book’s chief policy question has resolved around the problem of how to manage. As this was addressed in the preceding chapters, a new question arises: what are the implications for policies governing the meeting of the twofold management goal of restoring ecosystems while maintaining service reliability? This chapter provides our answer to that question by means of a new case study. It sums up the book’s argument and recasts ecosystem management and policy for ecologists, engineers, and other stakeholders. The best way to draw out the policy-relevant ramifications of our framework and the preceding management insights is to apply them to a different ecosystem. The case-study approach has served us well in contextualizing management recommendations without, we believe, compromising their more general application to ecosystem management. Our analysis of the major land-use planning controversy in the Netherlands underscores the wider applicability of this book’s arguments for both management and policy. What follows is put more briefly because it builds on the analysis of and recommendations for the Columbia River Basin, San Francisco Bay-Delta, and the Everglades. Why the Netherlands? There are human-dominated ecosystems substantially different from those found in the United States, many of which are more densely populated. They have nothing remotely like “wilderness,” but instead long histories of constructing and managing “nature.” The Netherlands is one such landscape. Not only is the landscape different, it is also important to note that the context for ecosystem management is set by different political, social, and cultural values. Sustainability is a much more dominant value in the European context than currently in the United States. Case-by-case management, while also appropriate for zones of conflict outside the United States, now has to deal with the fact that there is a tension between its call for case-specific indicators and the use of more general sustainability indicators in Europe. In die Netherlands, for example, sustainable housing projects are designed and assessed not only in terms of specific indicators but also in light of the “factor 20 increase in environmental efficiency” needed to achieve sustainability.

This chapter tells the story of the research. It first lays out the research question: How do transnational families’ experiences with migration-driven literacy learning shift across their lifespans in relation to changing political borders, economic circumstances, and technologies? It then describes the field sites in which the question was addressed: Latvia, Brazil, and the United States. Next, it outlines the reasoning behind the author’s methodological choices. Specifically, it elaborates on the author’s use of a comparative case study approach to develop the book’s central concept, “migration-driven literacy learning.” In doing so, the chapter describes how the project entailed both “reasearching across lives” and “researching across continents.” Finally, it offers a brief overview of the rest of the book.

Throughout the early 20th century, A. Thomas Nelson took snapshots while traveling the United States and Canada. His wife, Catherine Nelson, made a selection of these and placed them within eight photographic albums, later acquired by the George Eastman Museum in Rochester, New York. Using one of these, “Snapshots from Travels in the United States and Canada (1904–1940),” as a case study, this article explores preservation practices for early 20th-century vernacular albums. While such albums are a valuable part of any collection, they present many complex preservation challenges due to the variety of materials contained within a single object. Critical questions about cataloging, digitizing, and rehousing methods guide decisions on how to stabilize the album's fragile condition and allow for access. This case study offers insight for collection managers and archivists who find themselves caring for similar snapshot albums.

AbstractJascha Heifetz (1901–87) promoted a modern brand of musical eclecticism, recording, performing, and editing adaptations of folk and popular songs while remaining dedicated to the standard violin repertoire and the compositions of his contemporaries. This essay examines the complex influences of his displacement from Eastern Europe and assimilation to the culture of the United States on both the hybridity of his repertoire and the critical reception he received in his new home. It takes as its case study Heifetz's composition of the virtuosic showpiece “Hora Staccato,” based on a Romany violin performance he heard in Bucharest, and his later adaptation of the music into an American swing hit he titled “Hora Swing-cato.” Finally, the essay turns to the field of popular song to consider how two of the works Heifetz performed most frequently were adapted for New York Yiddish radio as Tin Pan Alley–style songs whose lyrics narrate the early twentieth-century immigrant experience. The performance and arrangement history of many of Heifetz's miniatures reveals the multivalent ways in which works in his repertoire, and for some listeners Heifetz himself, were reinterpreted, adapted, and assimilated into American culture.

This chapter represents the first stage in the gathering of data for research projects and introduces some of the factors that influence the choice of data collection methods. Different areas of accounting and finance research have different traditions for conducting research, which will have a direct impact on the researcher’s choice of data collection method. The chapter then proceeds with case study approach to collecting data, an approach that utilises a wide range of data sources and techniques. The chapter discusses the strength, difficulties and practicalities of using that approach in a research project.

<p>Nitric oxide (NO) is produced in lightning channels and quickly comes into equilibrium with nitrogen dioxide (NO<sub>2</sub>) in the atmosphere.  The production of NO<sub>x</sub> (NO + NO<sub>2</sub>) leads to subsequent increases in the concentrations of ozone (O<sub>3</sub>) and the hydroxyl radical (OH) and decreases in the concentration of methane (CH<sub>4</sub>), thus impacting the climate system.  Global production of NO<sub>x</sub> from lightning is uncertain by a factor of four.  NO<sub>x</sub> production by lightning will be examined using NO<sub>2</sub> columns from the TROPOspheric Monitoring Instrument (TROPOMI) on board the Copernicus Sentinel-5 Precursor Satellite with an overpass time of approximately 1330 LT and flash rates from the Geostationary Lightning Mapper (GLM) on board the NOAA GOES-16 (75.2° W) and GOES-17 (137.2° W) satellites.  Where there is overlap in coverage of the two GLM instruments, the greater of the two flash counts is used.  Two approaches have been undertaken for this analysis:  a series of case studies of storm systems over the United States, and a gridded analysis over the entire contiguous United States, Central America, northern South America, and surrounding oceans.  A modified Copernicus Sentinel 5P TROPOMI NO<sub>2</sub> data set is used here for the case-study analysis to improve data coverage over deep convective clouds.  In both approaches, only TROPOMI pixels with cloud fraction > 0.95 and cloud pressure < 500 hPa are used.  The stratospheric column is removed from the total slant column, and the result is divided by air mass factors appropriate for deep convective clouds containing lightning NO<sub>x</sub> (LNO<sub>x</sub>).  Case studies have been selected from deep convective systems over and near the United States during the warm seasons of 2018 and 2019.  For each of these systems, NO<sub>x</sub> production per flash is determined by multiplying a TROPOMI-based estimate of the mean tropospheric column of LNO<sub>x</sub> over each system by the storm area and then dividing by a GLM-based estimate of the flashes that contribute to the column.  In the large temporal and spatial scale analysis, the TROPOMI data are aggregated on a 0.5 x 0.5 degree grid and converted to moles LNO<sub>x</sub>*.  GLM flash counts during the one-hour period before TROPOMI overpass are similarly binned. A tropospheric background of LNO<sub>x</sub>* is estimated from grid cells without lightning and subtracted from LNO<sub>x</sub>* in cells with lightning to yield an estimate of freshly produced lightning NO<sub>x</sub>, designated LNO<sub>x</sub>.  Results of the two approaches are compared and discussed with respect to previous LNO<sub>x</sub> per flash estimates.</p><p> </p>
