Does Automated Enforcement Presence Impact Collisions and Crime?

Enforcement agencies generally operate under a strict budget and with limited resources. For this reason, they are continually searching for new approaches to maximize the efficiency and effectiveness of their deployment. The Data-Driven Approaches to Crime and Traffic Safety approach attempts to identify opportunities where increased visibility of traffic enforcement can lead to a reduction in collision frequencies as well as criminal incidents. Previous research developed functions to model collisions and crime separately, despite evidence suggesting that the two events could be correlated. Additionally, there is little knowledge of the implications of automated enforcement programs on crime. This study developed a Multivariate Poisson-Lognormal model for the city of Edmonton to quantify the correlation between collisions and crime and to determine whether automated enforcement programs can also reduce crime within a neighborhood. The results of this study found a high correlation between collisions and crime of 0.72 which indicates that collision hotspots were also likely to be crime hotspots. The results of this paper also showed that increased enforcement presence resulted in reductions not only in collisions but also in crime. If a single deployment can achieve multiple objectives (e.g., reducing crime and collisions), then optimizing an agency’s deployment strategy would decrease the demand on their resources and allow them to achieve more with less.

The Data Driven Approaches to Crime and Traffic Safety approach identifies opportunities where a single enforcement deployment can achieve multiple objectives: reduce collision and crime rates. Previous research focused on modeling both events separately despite evidence suggesting a high correlation. Additionally, there is a limited understanding of the impact of Mobile Automated Enforcement (MAE) on crime or the impact of changing a deployment strategy on collision and crime dates. For this reason, this study categorized MAE deployment into three different clusters. A random-parameter multivariate Tobit model was developed under the Bayesian framework to understand the impact of changing the deployment on collision and crime rates in a neighborhood. Firstly, the results of the analysis quantified the high correlation between collision and crime rates (0.86) which suggest that locations with high collision rates also coincide with locations with high crime rates. The results also demonstrated the safety effectiveness (i.e., reduced crime and collision rates) increased for the clusters that are associated with an increased enforcement duration at a neighborhood level. Understanding how changing the deployment strategy at a macro-level affects collision and crime rates provides enforcement agencies with the opportunity to maximize the efficiency of their existing resources.

ABSTRACT Our study examines assurance and attestation practices of the Charleston Orphan House from 1790 to 1825 and represents a response to Alchian and Demsetz's (1972) call for research into the nature of stewardship and agency costs among nonprofits by providing evidence of the largely unexplored early American practices (Moussalli 2008; Sargiacomo and Gomes 2011). We document the origins of the assurance and attestation techniques used to legitimize the Charleston Orphan House and to minimize the agency costs faced by its public and private funders. We find that assurance and attestation practices were reflected in the routine publication of the Committee on Accounts reports that served as vital elements of a governance structure that enabled the municipality and philanthropists to monitor the financial condition of the institution. These oversight efforts helped minimize agency costs that naturally arose between the Orphan House and resource providers, making it possible for the City of Charleston and private funders to efficiently allocate limited resources to mitigate social costs of managing the post-revolutionary orphan problem. Our findings provide new insights into early assurance and attestation practices and support Alchian and Demsetz's (1972) conjecture that nonprofits face similar economic motivations for utilizing financial reporting, auditing, and attestation as monitoring mechanisms as do their profit-seeking counterparts.

This commentary interrogates what it means for routine urban behaviours to now be replicating themselves computationally. The emergence of autonomous or artificial intelligence points to the powerful role of big data in the city, as increasingly powerful computational models are now capable of replicating and reproducing existing spatial patterns and activities. I discuss these emergent urban systems of learned or trained intelligence as being at once radical and routine. Just as the material and behavioural conditions that give rise to urban big data demand attention, so do the generative design principles of data-driven models of urban behaviour, as they are increasingly put to use in the production of replicable, autonomous urban futures.

The San Francisco Bay Area has an existing commuter rail system that brings commuters from southern regional communities into the downtown city center. One of the communities served by commuter rail service is the City of Palo Alto, CA, which includes four active grade crossings, each requiring train horn sounding for each train event. The City wished to evaluate various options to eliminate the noise generated from horn soundings by creating road/rail grade separations at each existing grade crossing and other possible noise and vibration control elements. The alternatives included crossing closures, rail bed trenching, viaducts, roadway underpasses, and tunnels. A noise and vibration study was undertaken to provide an analysis of which alternatives would provide better reductions in noise and vibration in the surrounding community. The study included an assessment of existing noise levels and predicted future noise and vibration levels for construction and operation of each proposed alternative using current established noise and vibration methodology. The results of this study included comparisons of the noise and vibration associated with each of the of the proposed alternatives that could be used in conjunction with other studies considering cost, traffic, safety, aesthetics and other factors to select an overall preferred alternative.

ABSTRACT: Objective: It was to identify trends of traumatic and non-traumatic causes of lower limb amputations, as well as the role played by population aging, traffic violence increase, public health policy of diabetes control program and drivers anti-alcohol laws on these amputations. Method: Hospitalization data recorded in the discharge forms of 32 hospitals located in the region of Ribeirão Preto, Brazil, from 1985 to 2008 were analyzed. Result: A total of 3,274 lower-limb amputations were analyzed, of which 95.2% were related to non-traumatic causes, mainly infectious and ischemic complications of diabetes mellitus. Cancer (2.8%) and congenital (1.3%) causes were included in this group. Only 4.8% were related to traumatic causes. Traumatic amputation average rate was 1.5 amputations in 100,000 habitants with a slight tendency of increase in the last 5 years. Non-traumatic causes showed an average rate of 30.0 amputations for 100,000 habitants and remained relatively constant during the whole period. Non-traumatic were much more predominant in patients older than 60 years and traumatic amputations occurred more frequently in patients younger than 39 years. Conclusion: The overall rates of amputation and the rates of traumatic and non-traumatic amputations remained nearly constant during the study period. The impact of diabetes control policies and the introduction of traffic safety laws could not be identified on the amputation rates.

Traffic accident cost analysis is needed to predict potential losses of nation due to the emergence of traffic accident victims. The cost of traffic accidents in Indonesia is based on the characteristics of the City of Bandung in 2003, and it is shown that the cost of traffic accidents can vary according to regional characteristics. This study tries to compare the analytical approach in Bandung in 2003 with the Consumer Price Index and Human Development Index approaches for an area with medium accessibility, namely East Lombok, West Nusa Tenggara Province. The location of traffic accidents greatly influences the cost of traffic accidents, because the costs on inter-city roads are relatively higher compared to those on roads in the city. This study shows that the cost of traffic accidents is related to accessibility of health facilities. This analysis can be developed for all regions in Indonesia, so that it can be used as a reference for traffic stakeholders in assessing the performance of the traffic safety programs implemented. Analisis biaya kecelakaan lalu lintas diperlukan untuk memprediksi potensi kerugian negara akibat timbulnya korban kecelakaan lalu lintas. Biaya kecelakaan lalu lintas di Indonesia dibangun berdasarkan karakteristik kota Bandung tahun 2003, dan diperlihatkan bahwa biaya kecelakaan lalu lintas dapat bervariasi sesuai dengan karakteristik wilayah. Penelitian ini mencoba membandingkan pendekatan analisis di Bandung tahun 2003 dengan pendekatan Indeks Harga Konsumen dan Indeks Pembangunan Manusia untuk suatu wilayah dengan aksesibilitas menengah, yakni Lombok Timur, Provinsi Nusa Tenggara Barat. Lokasi kecelakaan lalu lintas sangat mempengaruhi biaya kecelakaan lalu lintas, karena biaya di jalan antar kota relatif lebih tinggi dibandingkan dengan biaya di jalan dalam kota. Penelitian ini meperlihatkan bahwa biaya kecelakaan lalu lintas terkait dengan aksesibilitas fasilitas kesehatan. Analisis ini dapat dikembangkan untuk semua wilayah di Indonesia, sehingga dapat dijadikan acuan bagi pemangku kepentingan lalu lintas dalam menilai kinerja program keselamatan lalu lintas yang dijalankan.

Since 2017, the city of Marawi was left in ruins after five months of aerial bombardments and close-quarter fighting between Islamic State of Iraq and al-Sham (ISIS) and government forces. Many buildings were destroyed; mosques and schools are no exceptions. While rebuilding efforts have begun in the city, the government has limited resources to fund city reconstruction and Waqf properties (e.g. mosques and schools) are not constitutionally considered as part of the government assets. Fortunately, the government seeks to channel funding for city reconstruction, including Islamic finance schemes. Therefore, this paper aims to assess the opportunities and challenges to rebuild Waqf properties through the issuance of Sukuk, Islamic bond. This paper adopts a qualitative research approach where secondary sources such as books, journals, articles and websites related to Waqf are reviewed. The paper also examines the successful examples of Sukuk-Waqf as part of the analysis.

Increase of the road safety is the main goal in the sphere of transport management. Authors state that the decision-making process should be based on the analysis of statistical data on the violations, traffic reasons of accidents and problem areas. Official statistics of the State Traffic Safety Inspectorate is used as an initial information. As a method to determine factors influencing the traffic safety, the so-called Haddon matrix was used. Efficiency of the proposed recommendations is analyzed from the viewpoint of their role in the process of ensuring safety and sustainability of the city transport system.
