Some thoughts about migration of maritime workers in the eighteenth-century North Sea region

This article discusses some key aspects of labour migration in the eighteenth-century maritime labour market, focussing in particular on the changes that occurred over the course of the century and their effect on receiving and sending economies. These changes consisted not only of a marked expansion in the number of migrant workers engaged in the maritime sector; the characteristics of the migrant population were significantly altered as well. The article argues that the quantitative and qualitative changes in the maritime labour market caused the effects of migration in this important economic sector to change substantially throughout the century, having an impact on both the sending and receiving regions.

New patterns of labour migration are reshaping labour markets and raising new challenges for labour market actors, especially trade unions. This article critically discusses unionization strategies targeting migrant workers and the political and organizational dilemmas involved, taking as an example the case of Luxembourg, a founding member of the European Union with a highly internationalized labour market. Relying on qualitative research and survey results, this article sets out the strategies adopted by trade unions to unionize migrant workers, before discussing the dilemmas and tensions related to the diversification of trade union policies and organizational structures in response to labour migration. It provides valuable insights into two broader issues: the socio-political and organizational dynamics involved in trade unions’ inclusion of migrant workers and the potential role of trade unions in building transnational links and cohesion in border regions.

Over the last two decades, in a number of EU Member States labour migration in the construction industry has predominantly taken the form of the posting of workers. This article traces the responses of the German construction union IG BAU to this phenomenon. To this end, it distinguishes between three levels of action: relations with the state, relations with employers and autonomous action. It shows that the union's efforts have concentrated on the first two levels. IG BAU's steps to include migrant workers into its ranks have been taken only cautiously. While the union has achieved a number of successes in terms of regulating the labour market, limits of these policies have become apparent. There are signs that IG BAU has reacted to these limits by developing more inclusive organisational policies, notably by founding the European Migrant Workers Union.

Transnational labour migration challenges collectivism as well as migrant workers’ labour market rights, due to employers’ strategies such as segregating workers, and the migrant workers’ individualistic strategies. This article, arguing that there are no intrinsic impediments to creating (instrumental) collectivist solutions encompassing both migrants and host-country workers, develops a dynamic, conceptual framework of four preconditions – workers’ closeness, feeling of unity, shared problem perception and reference groups – which are necessary for migrant workers to develop collective labour market strategies. The article then utilises the framework in three empirical cases to illustrate how the framework, combined with union strategies, helps explain the different degrees of migrant workers’ labour market inclusion and to help understand why gaps between migrant workers and host-country workers may form.

The labour market can also make the process of the labour migration easy and protect the rights of the workers with some restrictions. This paper especially focuses on the role of the labour market regulations relating to the migrant workers in EU. However, general labour market regulations have been expressed in the first chapter. When we talk about the labour market, the regulations will be assessed as to whether they are strong or not and to what extent the workers will get their rights protected. EU labour migration is large around the world and can be handled with labour legislation and the labour market. Therefore, EU labour market regulations and policies, especially active labour market policies, are mainly expressed in this paper.

The growing complexity of selection criteria for discretionary labour migration in OECD countries has been accompanied by an expanded demand for labour market analysis and consultation with stakeholders. While some features of general or detailed criteria may be fixed in legislation, numerical quotas or targets, shortage lists, and multiple-criteria points-based systems are generally subject to periodic review and revision based on labour market data and consultation with stakeholders. Official government bodies have maintained co-ordination of this process, with varying degrees of externalization. In most countries expertise is internal, with recourse to external mandated bodies rare. In almost all cases, however, the process is designed to promote consensus around the policy while maintaining political control.

The article reflects the results of a study of the impact of migration on regional labour markets amidst a decline in the working-age population in Russia. After substantiating the relevance of the issues under consideration, the authors propose a methodological analysis toolkit, the author’s own methodology for calculating the coefficients of permanent long-term external and internal labour migration in regional labour markets, and the coefficient of total migration burden. In addition, the authors provide an overview of the information and statistical base of the study. According to current migration records, data of Rosstat sample surveys on Russian labour migrants leaving for employment in other regions, regional labour resources balance sheets based on the calculated coefficients of labour market pressures, the authors analyzed the impact of migration on the Russian regional labour markets over the past decade. It revealed an increasing role of internal labour migration in many regions, primarily in the largest economic agglomerations and oil and gas territories. At the same time, the role of external labour migration remains stable and minimum indicators of the contribution of permanent migration to the formation of regional labour markets continue to decrease. It has been established that irrational counter flows of external and internal labour migration have developed, which indicates not only an imbalance in labour demand and supply but also a discrepancy between the qualitative composition of migrants and the needs of the economy. It is concluded that the state does not effectively regulate certain types of migration, considering its impact on the labour market. The authors justified the need for conducting regular household sample surveys according to specific programs to collect information about labour migrants and the conditions for using their labour. In addition to the current migration records, using interregional analysis, this information allows making more informed decisions at the federal and regional levels to correct the negative situation that has developed in the regional labour markets even before the coronavirus pandemic had struck.

The problem of providing the most efficient and rational selection, distribution, use of migrant workers, with regard to both internal and external migration in close relation to socio-economic and demographic interests of the state are currently of particular relevance. Scientific novelty of work consists in the identification of factors and directions of flows as departing and arriving labor migrants in the Republic of Bashkortostan, the characteristics of the development of labour migration and its impact on employment, which allowed to identify problems and negative trends.

AbstractThis paper explores the role played by the International Labour Organization (ILO) in the consultations and stocktaking during 2017 and the negotiations during 2018 leading up to the adoption of the Global Compact for Safe, Orderly and Regular Migration (GCM). It examines selected parts of the text of the GCM, with particular reference to the ILO's mandate of securing social justice and decent work, as well as the protection of migrant workers and governance of labour migration. The final part of the paper looks ahead to the ILO's role in the implementation of the GCM, with specific reference to the Arab states region, where migration for employment is significant and the governance challenges, particularly in relation to the protection of low-wage and low-skilled workers, are especially acute.

PurposeThere is an ongoing debate in the ASEAN Economic Community (AEC) Blueprint 2015 concerning the skilled labour migration policy regimes. This review aims to systematise the free flow of skilled labour migration policies in Cambodia, Lao PDR, Myanmar and Vietnam (CLMV) countries.Design/methodology/approachThis review utilised a qualitative systematic in peer-reviewed journals for the period 2015–2019. The initial search identified 28,874 articles. Of those articles, 10,612 articles were screened, 738 articles were checked, 150 articles were selected and 18 articles met the criteria. Data were analysed using thematic synthesis (e.g. coding, categorisation, synthesis and summarisation).FindingsThe review suggested that free movement from CLMV countries is the cause of the mass exodus of unskilled migration to high-income countries. The review found that the free flow of migration policy in the AEC Blueprint 2015 is associated with illegal, unauthorised and unskilled workers in the host country.Research limitations/implicationsA systematic review is qualitative in nature, in which the relevant existing literature lacks some empirical studies, and the results must be generalisable.Practical implicationsThe current systematic review provides a visual diagram for practical implications to isolate undocumented, illegal, unpermitted and unskilled migrant workers and further reduce the mass exodus of migration from CLMV countries.Originality/valueTo the authors' knowledge, this is the first review to extend the literature to the macro-level determinants of free flow of skilled labour migration policies in CLMV countries. The present review seeks to inform the policy responses of moving freely between sending and receiving countries.
