Wage Differences between Polish and Romanian Intra-EU Migrants in a Flexi-Secure Labour Market: An Over-Time Perspective

By merging longitudinal register data and a customised survey, this article explores whether sectoral segmentation, migrants’ pre- and post-migration human capital and social structures, shape wages of Polish and Romanian long-term migrants to Denmark. Pronounced wage differences in favour of Polish migrants are evident in the first two years in Denmark, notwithstanding the same regulatory context under the free movement of labour in the EU. Wage differences persist – albeit at a considerably lower level – throughout the eight-year period, mainly because of significant sectoral segmentation. Sectoral segmentation not explained by demographics, pre-migration human capital or crisis effects, might indicate categorical stereotyping by employers. Regarding (co-ethnic) social networks, at least for the early stages of migration, the study does not find significant effects on wages. While the evidence shows a positive return on wages of formal higher education taken post migration, this is not the case for further training and Danish language education.

Conflicts between large carnivores and human activities undermine both the maintenance of livestock practices as well as the conservation of carnivores across Europe. Because large carnivore management is driven by a common EU policy, the purpose of this research was to assess stakeholders’ perception towards bears and wolves at an EU level. We conducted a systematic search and subsequent analysis of 40 peer-reviewed studies collected from 1990 to September 2020 within Member States of the EU. Rural inhabitants and hunters exhibited the most negative attitude compared to urban inhabitants and conservationists, whose attitude was more positive. We showed that direct experience with predators as a consequence of ongoing re-colonization may have affected the degree of acceptance of certain categories and that the long-term coexistence between humans and carnivores does not necessarily imply increased tolerance. To encourage coexistence, we recommend monitoring changes in attitudes over time relative to carnivore population dynamics.

The authority of the classic Diceyan approach to parliamentary sovereignty has, as is well known, been called into question as a result of the UK's membership of the EU and human rights legislation. However, this paper focuses on the implications of Scottish devolution for the orthodox doctrine of parliamentary sovereignty. The constitution, and the legislative supremacy of Westminster within it, remains a controversial political issue in Scotland. Accordingly, rather than hypothesising inductively from constitutional doctrine, consideration is given to the nature of the interaction between the socio-political forces which underlie Scottish devolution and the concept of parliamentary sovereignty. It is contended that the foundations of the Scottish political order have shifted in a way which is already presenting significant challenges. Moreover, looking to the future, the pressure on the orthodox Diceyan approach is likely to intensify over time. In this context, it is questionable whether constitutional conventions of the sort which are already evolving or the possible development by the courts of more formal constitutional norms will, in the long term, be able to reconcile parliamentary sovereignty with Scottish political reality. Indeed, it is argued that — from a Scottish perspective at least — the viability of classic, Diceyan parliamentary sovereignty as a meaningful constitutional doctrine will be called into question in the years to come.

This paper documents the persistence of human capital over time and its association with long-term development. We exploit variation induced by a state-sponsored settlement policy that attracted immigrants with higher levels of schooling to particular regions of Brazil in the late nineteenth and early twentieth century. We show that one century after the policy, municipalities that received settlements had higher levels of schooling and higher income per capita. We provide evidence that long-run effects worked through higher supply of educational inputs and shifts in the structure of occupations toward skill-intensive sectors. This is the first of three chapters that present the population projections by age, sex, and level of educational attainment for all countries in the world with a time horizon of 2060, and extensions to 2100. Before discussing the Wittgenstein Centre for Demography and Global Human Capital (WIC) projections, however, it is worth stepping back to consider how social structures change over time. While understanding the evolution of social structures is important under the conventional demographic approach that breaks down populations by age and sex, a more in-depth understanding of the changes in human capital requires that the interplay between different levels of schooling over time (the flow variable), and the changing educational attainment composition of the adult population (the stock variable) be taken into account. Societies can be stratified along several dimensions. In conventional social science the divisions studied refer to social class, race, or ethnicity. Demographers routinely break down populations by age and sex. Another important demographic dimension is that of birth cohorts or generations, that is, persons born and socialized during the same historical period. Particularly during periods of rapid social change, young cohorts tend to differ from older ones in important respects, and the demographic process of generational replacement is a powerful driver of socio-economic change. This process is analytically described by the theory of ‘Demographic Metabolism’, recently introduced as a generalized predictive demographic theory of socio-economic change by the first author (Lutz, 2013), building on earlier work by Mannheim (1952) and Ryder (1965). Ryder, who introduced the notion of Demographic Metabolism in a qualitative way, saw it as the main force of social change. While this theory applies to many stable human characteristics that are acquired at young age and remain invariant over a lifetime, it is particularly appropriate for studying and modelling the dynamics of the change in the distributions of highest educational attainment by age and sex over time. This perspective on human capital formation is the main focus of this book. This first of the three results chapters will highlight the results with respect to future population numbers by level of education in different parts of the world.

Purpose The purpose of this paper is to examine the relationship between training and development investment and financial performance over time. Human capital literature suggests that training and development investment may not immediately affect financial performance but may instead create effects that are realized over time. However, most existing cross-sectional research explores the influence of training and development investment on performance while overlooking training and development investment’s long-term effects. Design/methodology/approach This study focuses on the recovery period following the Great Recession circa 2008 in the South Korean business context. Longitudinal data from 312 firms, including four distinct waves, were used. Latent growth modeling was used to help identify a pattern of reciprocal relationships between training and development investment and financial performance over time. Findings The results indicate that even though growth in training and development investment is stable over time, there are significant between-firm differences in training and development investment trajectories over time. Prior financial performance was shown to be positively related to higher levels of training and development investment, but it was not related to growth in training and development investment. The initial level of training and development investment did not predict subsequent profit, but growth in training and development investment was positively related to future financial performance. Originality/value This study suggests that as an organization’s training and development investment increases over time, a delayed effect on financial performance may emerge because of this accumulated investment. Ultimately, the results highlight the importance of having a stock of human capital, rather than concentrating upon momentary flows that yield immediate effects.

The purpose of my December 1980 Africana note was to identify two major problems in the rapidly growing literature on the Ethiopian revolution: (1) the failure to honour the academic obligation to be exhaustive in the research enterprise; and (2) the tendency of students of the revolution to draw doubtful long-term conclustions on the basis of a brief time-horizon. To illustrate these points I used Peter Koehn's citations on food production and the conclusions he drew from them. Briefly, I noted that he had overlooked at least one important set of data and reached a conclusion that did not hold up over time. The references to new sources in both my note and the reply by Koehn and Brian D'Silva support my argument, for we have now located important, additional studies on production and rainfall, and Koehn has now altered and expanded his conclusions in the face of evidence from a longer time-perspective.

AbstractIndices of material deprivation are of increasing interest in Britain and the EU as potential markers of poverty, as an alternative, or complement, to measures of low income. This is the first panel regression analysis of the relationship between households' incomes and deprivation scores over time. We show a close underlying link (people with long-term low incomes report long-term deprivation), but only a weak dynamic link (people whose income increases do not always report a commensurate fall in deprivation). The implications for poverty measurement are important both to academic analysts and to policy-makers.

AbstractStudies of policy change have advanced to the point where the basic contours and factors driving policy sequences are now reasonably well identified and understood with a great deal of empirical evidence pointing to the prevalence of punctuated equilibrium processes in many policy fields. However the reasons why such processes occur is less well understood. Most attention to date has focused upon homeostatic models in which exogenously-driven shocks undermine institutionally entrenched policy equilibria. This article addresses the difficulties this account faces and the conceptual challenges which must be overcome to provide a solid grounding for the understanding and analysis of long-term policy dynamics. It focuses on the merits and demerits of alternative explanations featuring either random junctures and ‘positive-return’ sequences – path dependency – or embedded junctures and ‘reactive’ sequences – process sequencing. Models of policy-making over time using the latter two concepts, it is argued, are more likely to account for the large majority of policy dynamic than the former.

AbstractPrevious studies have shown mixed results concerning the effects of participation in active labour market policy programmes (ALMPs) on the longer-term scars in the form of poor income development and low job stability following the end of an unemployment spell. Most previous studies, however, have been limited both in the time frame used and to particular programmes. We argue that human capital investments are long-term investments and should therefore also be investigated from a long-term perspective. ALMP training and ALMPs as subsidised employment also represent different types of human capital investments that may produce effects that are differently distributed over time. In order to handle these issues, this article uses a longitudinal register-based dataset in which all long-term (more than six months) unemployed Swedes in 1993, who had no labour market problems in 1992, were followed for ten years. We found positive effects of ALMP participation concerning both the probability of reaching pre-unemployment incomes and a reduction in the hazard of exiting the labour market, while the effect on the probability of having an unemployment-free year was mixed. The effects of the two forms of ALMPs were differently distributed over time, with ALMP employment having an immediate effect that decreased relatively quickly and ALMP training having a longer-term effect.

This study examines differences in knowledge structures and combinative capabilities that provide family firms with distinct advantages over nonfamily firms in identifying opportunities. Drawing on constrained, systematic search, we explore how noneconomic goals and family relations enhance searching for opportunities. Unique human capital conditions create specific knowledge and economies of scope in knowledge combination. Differences in knowledge stocks, knowledge combination, and the long–term orientation of family firm managers explain differences in finding opportunities between family and nonfamily firms. Furthermore, we propose that family firms are more likely to improve their search routines over time. Fewer endgame scenarios in family firms allow the refinement of search routines.
