Stakeholder Risk and Trust Perceptions in the Diffusion of Green Manufacturing Technologies: Evidence From China

The Chinese government attempts to use market-oriented measures, such as energy performance contracts (EPCs) rather than mere policy mandates, to encourage manufacturers to voluntarily adopt green technologies. However, the low use rate of EPCs in existing diffusion projects calls for an in-depth examination. This article, therefore, aims to investigate the adoption risks that thwart key stakeholders, as well as the stakeholders' trust that may mitigate the aforementioned risks, through a case study of the national-level diffusion project. Using network analysis, this study identifies four critical risks that are associated to key stakeholders, that is, information asymmetry, funding support, payback period savings potential, and technical competences. Furthermore, it discloses the linkages between stakeholders' trust perceptions and the aforementioned risks. This outcome gives us new insights about what can be improved to better promote EPCs in diffusion projects on a national scale.

China is one of the thirteen countries in the world that lacks water. Rapid economic growth and urbanisation over the past two decades have exerted enormous pressure on China's water resources. The shortage of water resources and serious water pollution have become important factors restraining the sustainable development in the cities. Wastewater reuse has been proven to prevent water pollution and ameliorate the pressure on the water environment. Moreover, wastewater reuse can make up for the lack of funds in wastewater treatment. So, wastewater reuse is a viable choice to realise the sustainable utilisation of water resource in China. There still remain many uncertainties in wastewater reuse. It is strongly recommended that a wastewater reuse policy be pushed forward considering the necessity and the implications to society, the economy and the environment. Strategic environmental assessment (SEA) is seen as an important tool for integrating the environmental factors into decision-making. This paper illustrates a case study for SEA — aimed at Tianjin Wastewater Reuse Policy (TWRP). The process of SEA at the policy level and the related problems are presented within this case study. It provides a good framework for carrying out SEA of waste reuse at the national level. The study will support the Chinese Government in developing a national strategy on urban wastewater reuse through an investigation of the existing situations, evaluation of policy options in different areas, and offering recommendations.

The impact of the last global economic crisis (2008) on the European economy put a strain on higher education (HE), yet it also pushed the sector towards intensive reforms and improvements. This paper focuses on the “Strategy for the Development of Higher Education in the Republic of Bulgaria 2014-2020”. With a case study methodology, we explore the strategic endeavours of the Bulgarian government to comply with the European directions and to secure sustainable growth for the HE sector. Our research question is ‘How capable is the Bulgarian HE Strategy to overcome the economic and systemic restraints of Bulgarian higher education?’. Because the development of strategies for HE within the EU is highly contextual, a single qualitative case study was chosen as the research approach. HE institutions are not ivory towers, but subjects to a variety of external and internal forces. Within the EU, this is obviated by the fact that Universities obtain their funds from institutions such as governments, students and their families, donors, as well as EU-level programmes. Therefore, to explore how these pressures interact to affect strategic action on national level, the case method is well suited as it enabled us to study the phenomena thoroughly and deeply. The paper suggests the actions proposed within the Strategy have the potential to overcome the delay, the regional isolation and the negative impact of the economic crisis on the country. Nevertheless, the key elements on which the success or failure of this Strategy hinges are the control mechanisms and the approach to implementation. Shortcomings in these two aspects of strategic actions in HE seem to mark the difference between gaining long-term benefits and merely saving face in front of international institutions.

This chapter analyses the role of think tanks in generating a distinctive mode of policy knowledge, pragmatically orientated to inform and shape issues of importance to civil society. Drawing on political science literature, we argue that think tanks exploit niche areas of expertise and influence to actively mobilize policy analyses and recommendations across diverse stakeholders. Through our exploratory mapping of think tanks, geographically concentrated within London, we characterize their influence as significantly boosting knowledge intensity across the regional ecosystem. In particular, we study the empirical case of one London-based think tank which powerfully mobilized policy knowledge through its formal and informal networks to build influential expert consensus amongst key stakeholders. We conclude that such organizations act as key knowledge producers and mobilizers, with significant potential to influence policy discourses and implementation.

Previous planning for rural revival in towns has emphasized construction and government-led policies. However, we argue that the dilemmas of peri-metropolitan rural areas, such as Desakota in China, are far more complex faced with rural super village and hollowed village transformations. Rural revival planning needs to coordinate with the development of urbanized and rural areas towards multifunctional goals and plans as a whole. Therefore, we selected the town master plan of Lijia, a typical peri-metropolitan village in China, as a case study. Through a historical–interpretative approach involving analysis of planning policies, questionnaires, and in-depth interviews with the key stakeholders involved, we structured the process and mechanism of rural revival in Lijia into three phases: resource identification, capitalization, and financialization. In different phases, different stakeholders adopt different roles. The government takes a leading role in resource identification and capitalization, while firms take a leading role in the process of financialization. “Market-dominant and government-guided” planning stimulates villagers to participate in rural revival. We highlight the importance of multifunctional land-use in terms of rural revival in the master planning of peri-metropolitan villages and provide a practical reference for uniting multiple stakeholders, including governments, firms, and villagers.

AbstractWith the quest for enhancing competitive position, fulfilling customer and sustainability demands, increasing profitability, asset manufacturing companies are now adapting assets towards product service systems (PSS) offered through performance contracts. Despite several benefits, the shift to performance PSS exposes industrial asset manufacturers' to performance challenges and risks. Currently, PSS designers face a challenge to exhaustively identify potential failures during PSS development. Knowledge of Product failures is critical prior to the engineering of PSS. This paper proposes a failure modes and effects analysis (FMEA) method to support designers' prioritise critical failures in performance PSS development. A case study of an optical sorting machine is used to demonstrate the method's application.

Cities and nations worldwide are pledging to energy and carbon neutral objectives that imply a huge contribution from buildings. High-performance targets, either zero energy or zero carbon, are typically difficult to be reached by single buildings, but groups of properly-managed buildings might reach these ambitious goals. For this purpose we need tools and experiences to model, monitor, manage and optimize buildings and their neighborhood-level systems. The paper describes the activities pursued for the deployment of an advanced energy management system for a multi-carrier energy grid of an existing neighborhood in the area of Milan. The activities included: (i) development of a detailed monitoring plan, (ii) deployment of the monitoring plan, (iii) development of a virtual model of the neighborhood and simulation of the energy performance. Comparisons against early-stage energy monitoring data proved promising and the generation system showed high efficiency (EER equal to 5.84), to be further exploited.
