While earlier news agency studies have often concentrated on Reuters in the United Kingdom (now in Canada) and on the Associated Press in the United States as the leading international news agencies, there is less up-to-date research in English on international agencies outside the Anglo-American sphere. This article intends to help bridge that research gap and to analyse the recent development of Agence France-Presse in France, EFE in Spain and Deutsche Presse-Agentur in Germany. The article uses a case study approach, employing in-depth interviews with agency representatives. The results of the analysis show that all three agencies fulfil the criteria for an international agency. However, to do so, they all not only need a large domestic market, together with linguistic and cultural markets outside their home countries, but also state support, in case of Agence France-Presse and EFE. The findings emphasize the relevance of diversification and innovation in response to the changing structure and demands of national and international markets.

In this article, the authors consider the findings of a multi-year, case study-based research project on young workers and the labor movement in four countries: France, Germany, the United Kingdom, and the United States. The authors examine the conditions under which young workers actively engage in contemporary labor movements. Although the industrial relations context matters, the authors find the most persuasive explanations to be agency-based. Especially important are the relative openness and active encouragement of unions to the leadership development of young workers, and the persistence and creativity of groups of young workers in promoting their own engagement. Embodying labor’s potential for movement building and resistance to authoritarianism and right-wing populism, young workers offer hope for the future if unions can bring them aboard.

Beginning in 2009, and with the passage of the American Recovery and Reinvestment Act of 2009, school districts across the United States began to be held to higher standards and their progress publicly reported.  Student achievement began to be measured by standardized testing and great efforts were being made to reduce the achievement gap. This paper is based on a five-year study of teacher evaluation in two urban districts in Massachusetts where improving teacher practice was seen as an important factor in raising student achievement. This research studied efforts to address those teachers who were identified as underperforming and were supported through individual improvement plans.  This paper used a case study approach to show what the practices of a sampling of these teachers looked like, teachers’ reactions to being rated unsatisfactory, and teachers’ reactions to the improvement planning process.

The global rise of neoliberalism since the 1970s is widely seen as a dynamic originating in the United States and the United Kingdom, and only belatedly and partially repeated by Germany. From this Anglocentric perspective, Germany's emergence at the forefront of neoliberal reforms in the eurozone is perplexing, and tends to be attributed to the same forces conventionally associated with the Anglo-American pioneers. This book challenges this ruling narrative. It recasts the genesis of neoliberalism as a process driven by a plenitude of actors, ideas, and interests. And it lays bare the pragmatic reasoning and counterintuitive choices of German crisis managers obscured by this master story. This book argues that German officials did not intentionally set out to promote neoliberal change. Instead they were more intent on preserving Germany's export markets and competitiveness in order to stabilize the domestic compact between capital and labor. Nevertheless, the series of measures German policy elites took to manage the end of golden-age capitalism promoted neoliberal transformation in crucial respects: it destabilized the Bretton Woods system; it undermined socialist and social democratic responses to the crisis in Europe; it frustrated an internationally coordinated Keynesian reflation of the world economy; and ultimately it helped push the US into the Volcker interest-rate shock that inaugurated the attack on welfare and labor under Reagan and Thatcher. From this vantage point, the book illuminates the very different rationale behind the painful reforms German state managers have demanded of their indebted eurozone partners.

UNSTRUCTURED The COVID-19 pandemic accelerated the uptake of digital health worldwide and highlighted many benefits of these innovations. However, it also stressed the magnitude of inequalities regarding accessing digital health. This article explores the potential benefits of digital technologies for the global population, with particular reference to people living with disabilities, taking the autism community as a case study. We ultimately explore policies in Sweden, Australia, Canada, Estonia, the United Kingdom, and the United States to learn how policies can lay an inclusive foundation for digital health systems. We conclude that digital health ecosystems should be designed with health equity at the forefront to avoid deepening existing health inequalities. We call for a more sophisticated understanding of digital health literacy to better assess the readiness to adopt digital health innovations. Finally, people living with disabilities should be positioned at the centre of digital health policy and innovations to ensure they are not left behind.

The Anglo-American tradition is perhaps the most difficult to characterize. Although there are common roots, there has been a divergence between the United Kingdom and other Westminster systems and the United States. There are common roots among these cases, including a contractarian conception of the state, an emphasis on the separation of politics and administration, an emphasis on management rather than law in the role definition of public administrators, and less commitment to uniformity. But these common values are interpreted and implemented differently in the different countries. For example, the United States has a more developed system of administrative law than do most of the Westminster systems. All these administrative systems, however, have been more receptive to the ideas of New Public Management (NPM) than have other governments, although the United States and Canada had implemented many of those ideas long before NPM was developed.

From the outset, the book’s chief policy question has resolved around the problem of how to manage. As this was addressed in the preceding chapters, a new question arises: what are the implications for policies governing the meeting of the twofold management goal of restoring ecosystems while maintaining service reliability? This chapter provides our answer to that question by means of a new case study. It sums up the book’s argument and recasts ecosystem management and policy for ecologists, engineers, and other stakeholders. The best way to draw out the policy-relevant ramifications of our framework and the preceding management insights is to apply them to a different ecosystem. The case-study approach has served us well in contextualizing management recommendations without, we believe, compromising their more general application to ecosystem management. Our analysis of the major land-use planning controversy in the Netherlands underscores the wider applicability of this book’s arguments for both management and policy. What follows is put more briefly because it builds on the analysis of and recommendations for the Columbia River Basin, San Francisco Bay-Delta, and the Everglades. Why the Netherlands? There are human-dominated ecosystems substantially different from those found in the United States, many of which are more densely populated. They have nothing remotely like “wilderness,” but instead long histories of constructing and managing “nature.” The Netherlands is one such landscape. Not only is the landscape different, it is also important to note that the context for ecosystem management is set by different political, social, and cultural values. Sustainability is a much more dominant value in the European context than currently in the United States. Case-by-case management, while also appropriate for zones of conflict outside the United States, now has to deal with the fact that there is a tension between its call for case-specific indicators and the use of more general sustainability indicators in Europe. In die Netherlands, for example, sustainable housing projects are designed and assessed not only in terms of specific indicators but also in light of the “factor 20 increase in environmental efficiency” needed to achieve sustainability.

This chapter tells the story of the research. It first lays out the research question: How do transnational families’ experiences with migration-driven literacy learning shift across their lifespans in relation to changing political borders, economic circumstances, and technologies? It then describes the field sites in which the question was addressed: Latvia, Brazil, and the United States. Next, it outlines the reasoning behind the author’s methodological choices. Specifically, it elaborates on the author’s use of a comparative case study approach to develop the book’s central concept, “migration-driven literacy learning.” In doing so, the chapter describes how the project entailed both “reasearching across lives” and “researching across continents.” Finally, it offers a brief overview of the rest of the book.

The United Nations is often looked to for guidance in conflict prevention and intervention, but its lack of hard power has proven to be extremely limiting. Although the United Nations has been a major improvement from the League of Nations, its ability to maintain world peace is restricted by the aspirations of its member states. The Security Council is especially significant, made up of the United States, the United Kingdom, France, China and Russia. Each state in the Security Council has the ability to veto any initiative proposed by the United Nations. Additionally, the United Nations cannot take action without leadership from one or more of its states, and many states are hesitant to sacrifice their military resources even in the event of major human rights violations. This hesitancy to intervene is especially evident in the case study of the Rwandan genocide, but can also be seen in the Cold War and the Syrian Civil War, amongst other conflicts.

Most commentators on the 1949 sterling crisis have viewed it as an episode with implications merely for the management of the British economy. This paper, based on the public records now available, discusses the impact of the crisis on British economic foreign policy. In particular it suggests that the crisis revealed deep Anglo-American differences, centring on the nature of the Marshall Plan, on the international value of the sterling area, and on the proper relationship between the United Kingdom and Western Europe, Ultimately the British succeeded in resolving these disagreements: but this triumph ironically implied both the defeat of British aims in post-war European reconstruction and a long term delusion that great power status could be maintained on the basis of a special relationship-with the United States.

This chapter provides a comparative analysis of pharmaceutical expenditure levels across major global markets. It identifies several factors for the difference across countries, including national income, spending on overall healthcare, price for substitutable healthcare products and services, age distribution, patient and physician tastes and preferences, and even culture. The discussion focuses on seven of the largest national markets outside the United States: Japan, China, France, Germany, the United Kingdom, Canada, and Brazil. While there are notable differences between these markets, one especially important commonality distinguishes them from the United States: in every single market, the central government plays a pivotal role in the determination of drug prices by using its monopsonist power in negotiations with and regulations of drug manufacturers.
