Amidst the financial crisis affecting UK newspapers, one area of optimism is their online overseas audiences. These foreign visitors often outnumber their domestic equivalents, and some newspapers have made the ‘long-distance’ market a key component of their commercial strategies. Overseas news audiences are, however, under-researched, an omission this study aims to help remedy via an investigation into the audiences for 7 UK newspaper brands (and a public-service broadcaster) across 10 countries using data from a leading source of Internet audience measurement, Comscore. The study uses an innovative, multidimensional model (derived from work by Zheng et al.) to analyse audience engagement across the dimensions of visibility, popularity, depth, loyalty and stickiness. The results reveal that there are significant differences in how audiences behave from country to country, dependent on language and culture. The study has implications for how news organizations serve their overseas audiences and suggests new directions for research into audiences for globalized online journalism.

The concept of outreach has become associated with public service to community, media and business interests, to public and private educational institutions, and to African and Africanist academics at home and abroad lacking access to resources to pursue their studies and research. This paper is concerned chiefly with the role of colleges and universities in African studies outreach, which is not to minimize the importance of other agents of change, private and public, committed to the task of improving the quality and quantity of our understanding and knowledge of African affairs.

Fasilitas pelayanan publik merupakan salah satu fungsi bangunan gedung yang menjadi tujuan masyarakat dalam berbagai urusan administrasi maupun pemerintahan di sebuah kota maupun daerah. Proses administrasi, dengan jenis dan hierarki yang beragam, yang dilakukan sering kali menuntut masyarakat untuk melakukan perjalanan dari tempat tinggal menuju fasilitas pelayanan publik dan sebaliknya. Jenis layanan publik dan jarak jangkau perjalanan dapat menjadi salah satu faktor yang menentukan sebaran dan alokasi fasilitas pelayanan publik dalam sebuah bagian wilayah kota.Artikel ini ditulis dengan tujuan untuk menjelaskan pilihan (preferensi) masyarakat terhadap sebaran lokasi fasilitas pelayanan publik di Kota Pontianak, khususnya Kecamatan Pontianak Utara. Penelitian ini dilakukan dengan menjadikan jenis dan hierarki fasilitas pelayanan publik di Kota Pontianak, radius layanan, perilaku perjalanan, kepemilikan moda, dan lain-lain sebagai variabel penelitian. Selanjutnya artikel ini akan menggunakan pendekatan statistik deskriptif untuk memberikan gambaran pilihan masyarakat terhadap sebaran fasilitas pelayanan publik.Terdapat dua faktor utama yang mempengaruhi pilihan masyarakat di Kecamatan Pontianak Utara terhadap sebaran fasilitas pelayanan publik, yaitu jarak tempuh dan kualitas layanan. Salah satu karakter perjalanan masyarakat di wilayah ini  adalah perjalanan dengan  jarak tempuh dalam rentang yang jauh tidak menjadi kendala untuk dilalui jika fasilitas yang akan dikunjungi adalah fasilitas rekreasi, perniagaan, dan peribadatan.Kata-kata Kunci: fasilitas  pelayanan publik, jarak tempuh, statistik deskriptif, Kota Pontianak DISTRIBUTION OF PUBLIC SERVICE FACILITIES AND COMMUNITY OPTIONS IN NORTH PONTIANAK DISTRICT, PONTIANAK Public service facility is one of the places that the community goals in various purposes and administrative affairs in a city or region. The service processes, with diverse types and hierarchies, often require people to travel from residence to public service facilities and vice versa. The type of public service and travel distance can be one of the factors that determine the distribution and allocation of public service facilities in a part of the city area.This article aims to explain the society's choice to the distribution of public service facilities in Pontianak City, especially Pontianak Utara Subdistrict. This research is done by making the type and hierarchy of public service facility in Pontianak City, service radius, travel behavior, and so on as research variables. Furthermore, this article will use a descriptive statistical approach to provide an overview of society's choice of public service facilities.There are two main factors influencing the choice of people in Pontianak Utara Subdistrict to the distribution of public service facilities, ie mileage and service quality. AbstractThis study analyzes the efficiency of the road production by local governments using data envelopment analysis. The production of roads is a costly public service, which makes an efficiency analysis in this field an interesting subject. I enhance the previous literature, first, by examining the differences in the efficiencies of eastern German counties while considering the deformation of the pavement and foundation of roads, which previous studies have not included due to data limitations. Second, I use a unique dataset on road quality for my efficiency analysis and show that the efficiency levels differ from those in studies that apply proxies, such as the number of accidents, to capture the quality of roads. These findings indicate that there is a great need to develop reliable variables to describe government services. Additionally, I show that the correlations between efficiency levels and county characteristics vary greatly depending on the quality indicator used.

This paper explores the link between voters’ information, corruption, and efficiency in the context of a career concern model, where politically connected local monopolies are in charge of the provision of a local public service. We find that both a corrupt environment and a low level of voters’ information on managerial actions induce managers to reduce effort levels, thereby contributing to drive down efficiency. We test our predictions using data on solid waste management services provided by a large sample of Italian municipalities. We estimate a stochastic cost frontier model that provides robust evidence that services produced in more corrupted regions with low voters’ information are substantially less cost-efficient.

The relationship between journalism and its audience has undergone significant transformations from the earliest newspapers in the 18th century to 21st-century digital news. The role of the audience (and journalists’ conceptions of it) has been shaped by economic, social, and technological developments. Though the participation of the audience has always been important to news organizations, it has taken very different forms across times, genres, and platforms. Early newspapers drew on letters from their publics as vital sources of information and opinion, while radio established a more intimate relationship with its audience through its mode of address. Though television news genres may not have emphasized audience engagement, research on the medium was heavily invested in understanding how it affected its audience. The rise of the Internet as a platform for journalism has represented a significant turning point in several respects. First, it has challenged conventional hierarchies of news production and value by facilitating user-generated content and social media, enhancing opportunities for audience contributions. This presents new opportunities for engagement but also challenges journalists’ professional identities, compelling them to assert their authority and skill sets. Further, digital journalism has led to the rise of the quantified audience, leading to the increased role of metrics in driving the behavior of journalists. As the audience and its behavior are shifting, so are the practices of journalism. The two actors—journalists and audiences—remain interlocked in what may be a troubled marriage, but one which is structurally compelled to change and grow over time.

Forecasting the spatiotemporal spread of infectious diseases during an outbreak is an important component of epidemic response. However, it remains challenging both methodologically and with respect to data requirements, as disease spread is influenced by numerous factors, including the pathogen’s underlying transmission parameters and epidemiological dynamics, social networks and population connectivity, and environmental conditions. Here, using data from Sierra Leone, we analyze the spatiotemporal dynamics of recent cholera and Ebola outbreaks and compare and contrast the spread of these two pathogens in the same population. We develop a simulation model of the spatial spread of an epidemic in order to examine the impact of a pathogen’s incubation period on the dynamics of spread and the predictability of outbreaks. We find that differences in the incubation period alone can determine the limits of predictability for diseases with different natural history, both empirically and in our simulations. Our results show that diseases with longer incubation periods, such as Ebola, where infected individuals can travel farther before becoming infectious, result in more long-distance sparking events and less predictable disease trajectories, as compared to the more predictable wave-like spread of diseases with shorter incubation periods, such as cholera.

Ethics are important for personal, organizational and societal development. Although the literature has isolated some remedies and causes of unethical attitudes and behaviours, there is a still a need for further research. When focusing on the public context, it has been suggested that the motivation to serve the public interest has a negative relationship with different unethical outcomes. Thus, one interesting avenue of research is to explain how public service motivation can be enhanced by the outcome of certain managerial practices, which may also lead to ethical benefits indirectly. Using data collected from social workers in Catalonia (Spain), this article confirms that goal clarity directly increases the levels of public service motivation and indirectly reduces the acceptance of unethical behaviours by eliciting public service motivation. Research and practical implications of the findings are discussed. Points for practitioners This study highlights the importance of public service-oriented institutional contexts in indirectly shaping unethical outcomes. The findings recommend to public managers and practitioners to provide goal clarity (through certain human-resource management practices such as appraisal or job design) because it increases public service motivation and indirectly reduces the acceptance of unethical behaviour.

A teleradiology link was established between Singapore General Hospital in Singapore and Stanford University in California, USA. Over eight months, a total of 28 cases (involving 27 magnetic resonance investigations and three computerized tomography scans) were transmitted by ISDN to California. Our initial experience with teleradiology for remote consultation was encouraging, although the data transmission cost was higher than we anticipated. However, costs could be reduced by using data compression. Long-distance telecommunication charges continue to fall, so intercontinental teleradiology of this type may be financially viable in future.

Migration represents a significant physiological challenge for birds, and increasing ambient temperatures due to global climate change may add to birds’ physiological burden during migration. We analyzed migration timing in a central New York county and two counties in the Adirondack region by using data from the citizen science network, eBird, and correlating it with historical temperature data. Species of birds sighted in Central NY (N=195) and the Adirondack region (N=199) were categorized into year-round residents and one- and two-stopover groupings based on eBird observations. Using linear regressions, we looked at various relationships between temperature and variables relating to birds’ migration across 2010–2015. Of the total 195 species used within this data in Central NY, 35 species showed some alteration in their migration timing or in the temperature regime they experienced while breeding or on migration stopover. In the Adirondack region, of the total 199 species used within this dataset, 43 species showed some alteration in their migration timing or experienced significantly colder or warmer temperatures while breeding or on migration stopover during 2010–2015. Additionally, many of the bird species affected by temperature changes in the state of New York and those that altered migration timing tended to be long-distance migrants.
