We use competing risks duration analysis to examine the role of ethnicity and governance institutions in executive turnovers of power in 47 sub-Saharan African countries between 1960 and 2008. Using measures that capture the politically important aspects of countries’ ethnic divisions, we find that as compared to countries characterized by one, and only one, potential majority ethnic grouping, leaders’ tenures are shorter in countries with a majority ethnic group that comprises a majority subgroup and that these leaders are at risk of losing power through both coups and elections. In contrast, leaders of countries with no ethnic majority group are better positioned to stave off coups, perhaps by undercutting rivals’ efforts to coordinate among different ethnic groups. Our results, however, suggest that the effectiveness of this strategy wanes over time. Although the results also suggest that the type of regime matters, they do not indicate a monotonic relationship between democracy and elections and authoritarianism and coups.

Recent literature suggests that African Presidents tend to target co-ethnics with patronage, especially in non-democracies. Coupled with evidence on the role of incentives in driving ethnic identity change, I propose that a change in the ethnic identity of the President should lead to an increase in the proportion of people identifying with the President’s ethnic group. I use survey data from fourteen African countries with Presidential transitions to show that ethnic Presidential change leads to an upwards shift in the percentage of respondents identifying with the new ruling ethnic group in non-democracies, and that this shift increases with the level of autocracy. I also show that countries where citizens perceive more ethnic favoritism see higher levels of ethnic switching. Within-survey evidence from Zambia demonstrates that this shift is immediate, and case study evidence from early modern China suggests that this phenomenon is not limited to Sub-Saharan Africa.

To achieve universal energy access will attract huge capital investments. If sub-Saharan Africa is to realize anything close to the ambitious goals set for its energy access, then new actors, innovative funding mechanisms and sustainable technologies will have to be attracted. Finance is needed for activities such as rural electrification, clean cooking facilities, diesel motors and generators, other renewable energy technologies, oil and gas infrastructures, etc. Finance is also needed in research and development of suitable technologies and funding options as well as investment in the capacity to formulate and implement sound energy policies. This chapter examines the varied financing options for energy access in sub-Saharan Africa. It argues that with appropriate laws in place and effective mechanism for implementation, African countries can significantly engage private sector financing, international financial institutions and foreign donors. The role of the law here will be in creating an enabling environment for financing.

To explore the role expectations of different stakeholders in the health care system on the roles and tasks that nurses and midwives perform, in order to clarify and strengthen these roles and shape the future of nursing education and practice in sub-Saharan Africa. Qualitative focus group discussions were held with different stakeholders (nurses, health service managers, patients and their caregivers, community members and leaders and other health professionals) in eight African countries in order to establish their role expectations of nurses and midwives. Three questions about their role expectations and the interviews were taped, transcribed, and translated into English and analysed. There was consensus amongst the stakeholders regarding eight role functions: taking care of patients; giving health information; managing the care environment; advocating for patients; services and policies; providing emergency care; collaborating with other stakeholders; and providing midwifery care to women, infants and their families. There was disagreement amongst the stakeholders about the role of diagnosis and prescribing treatment. Nursing derives its mandate from communities it serves, and the roles expected must therefore form part of nursing regulation, education and practice standards. Health planners must use these as a basis for job descriptions and rewards. Once these are accepted in the training and regulation of nursing, they must be marketed so that recipients are aware thereof.Om die rol verwagtings van verskillende rolspelers in die gesondheidsisteem aangaande die rolle en take van die verpleegkundiges en vroedvroue te ondersoek, om daardeur uitklaring en helderheid en bekragtiging van hierdie rolle te verkry, waardeur die toekoms van verpleeg-onderwys en praktyk in sub-Sahara Afrika gevorm kan word. Kwalitatiewe fokus groepe is met verskillende rolspelers (verpleegkundiges, gesondheidsdiens bestuurders, pasiënte en hulle versorgers, lede van die gemeenskap, leiers en lede van andere gesondheidsprofessies) in agt Afrika lande gehou om hul rolverwagtings van verpleegkundiges en vroedvroue te bepaal. Drie vrae is oor die rolverwagtings gevra. Die onderhoude is opgeneem, getranskribeer, in Engels vertaal, en geanaliseer. Daar was konsensus tussen rolspelers oor agt rol funksies: versorging van pasiënte; die gee van gesondheidsinligting; bestuur van die sorgomgewing; voorspraak vir pasiënte; dienste en beleid; voorsiening van nooddienste; samewerking met ander rolspelers; en voorsiening aan moeder en kindersorg vir vroue en hul gesinne. Ooreenstemming is nie bereik aangaande die rol van diagnose en voorskryf van behandeling nie. Verpleging kry sy mandaat van die gemeenskappe wat gedien word en daarom behoort die rolverwagtings deel te vorm van verpleeg-regulasie, onderwys en praktyk- standaarde. Gesondheidsdiensbeplanners behoort hierdie verwagtings as basis te gebruik vir werksbeskrywings en erkenning. Na die aanvaarding van hierdie verwagtings in verpleegopleiding en regulering, moet dit bekend gemaak word sodat die gemeenskap daarvan bewus is.

The International Organization of the Francophonie (Organisation Internationale de la Francophonie, OIF) which developed over the last decades of the twentieth century brings together, as of 2008, 53 State and government full members and 13 observer members, spread out over five continents. The Répertoire des bibliothèques nationales de la Francophonie, which is in its third edition (2008), presents index cards on every national library, or library fulfilling such a role, of each member or observer country. After presenting an overview of the International Organization of the Francophonie, this article looks at the creation of the national library in each country, legal deposit and national bibliography. Then, communication (websites) and international relations (membership of IFLA) are addressed. Of the 63 countries surveyed, only 9 countries do not have a national library, although the majority of these nine countries have another institution – a national documentation centre, public or parliamentary library or national archives – that normally fulfils the functions of a national library. It must be recognized that there is a large disparity between the national libraries of developed countries in Europe and North America and those in developing countries of sub-Saharan Africa, Asia and the Antilles. In some sub-Saharan African countries, the national library has only a nominal existence.

Does ethnic inequality breed coups? The recent literature on civil war shows both that inequality between ethnic groups induces war and, importantly, that civil wars and coups, although fundamentally different, are related. The literature on coups d’état, however, has yet to theorize and test the effect of ethnic inequality on coups. The link is plausible because many coups are ‘ethnic coups’, which depend on the capacity of plotters to mobilize their co-ethnics. We argue that large income and wealth disparities between ethnic groups accompanied by within-group homogeneity increase the salience of ethnicity and solidify within-group preferences vis-à-vis the preferences of other ethnic groups, increasing the appeal and feasibility of a coup. We use group-level data for 32 sub-Saharan African countries and 141 ethnic groups between 1960 and 2005 and provide the first large-N test to date of the effect of ethnic inequality on coups. Between- and within-group inequality measures are constructed based on survey data from the Afrobarometer and the Demographic and Health Surveys. We find strong support for our hypothesis: between-ethnic-group inequality (BGI) increases the likelihood that an ethnic group stages a coup only when within-ethnic-group inequality (WGI) is low. Coups remain frequent in sub-Saharan Africa and coups are the main threat to democracy in the region, by harming democratic consolidation and economic development, and by provoking further political instability. Our work provides a novel rationale to be concerned about ethnic inequality, showing that when ethnic and income cleavages overlap, destabilizing coups d’état are more likely.

The historically lower level of public health expenditure of sub-Saharan African (SSA) countries could be partly explained by the mounting debt burden of this region. This consumes a sizable proportion of their domestic resources to debt servicing and potentially decreases their overall budgetary allocations to various sectors in the economy and health expenditure in particular. Using the Generalized Method of Moments (GMM) approach on a sample of 43 sub-Saharan African countries, we examined the relationship between the public debt burden and health expenditure highlighting the role of institutional quality for the period 2000 – 2014. The empirical result confirms that the relationship between public debt burden and health expenditure in sub-Saharan Africa is negative. Interestingly, however, the marginal effect of the relationship between the public debt burden and health expenditure has shown that such a negative relationship turns out to be positive when the quality of the institutions is at maximum. This suggests that the relationship between the public debt burden and health expenditure in sub-Saharan Africa is a function of institutional quality.  Therefore, to minimize the negative impact of public debt on health expenditure in sub-Saharan Africa, governments should take determine stand to minimize its debt accumulation and intensify efforts toward the improvement of institutional quality in the region comprehensively.

This article analyses the labour market incorporation of migrants and second-generation minorities in France. Using the 2013–2017 French Labour Surveys and the 2014 adhoc module, we focus on labour market outcomes—activity, employment, occupation and subjective overqualification—and measure the gaps between ethnic minorities and the majority group by origins, generation and by gender. In order to elucidate the mechanisms behind these gaps and explain ethnic disadvantages for immigrants, we take into account different factors, such as education, and factors linked to migration—duration of stay in France, language skills, foreign qualifications, nationality—with additional controls for family, socioeconomic and contextual characteristics. We also investigate the returns to higher education among second-generation minority members compared to the majority population. We show large differences by country of origins, generation and gender. Across generations, most minority members have made clear progress in terms of access to employment and skilled jobs, but ethnic penalties remain for the descendants of North-Africa, Sub-Saharan Africa and Turkey. In contrast, Asian second-generation men and women encounter slight advantages in attaining highly-skilled positions. Controlling for tertiary degrees even increases the gap with majority members mostly in access to highly-skills jobs.

It is important to examine the role of urbanization, government, and school life expectancy (the years of schooling a child is expected to have) on adult literacy because literacy contributes to economic success. Using cross-sectional data on 46 Sub-Saharan African countries, this study examines 1) the impact of school life expectancy on adult literacy, 2) the influence of urban population on adult literacy, and 3) the effectiveness of government educational expenditure on adult literacy. OLS regression analysis showed that the percentage of the population residing in urban centers and the school life expectancy were positively significant at the 5 percent level. Government expenditure, as a percentage of GDP, was positively significant at the 1 percent level.

The article discusses the place and role of the financial system in the development of national economic systems in developing countries. There have been identified the main func-tions of the financial system: mobilizing financial resources, creating a database of investment projects and investors, monitoring and corporate deposit management, forming a block of information on diversification, transformation and risk management, facilitating the sale of goods through a payment system. The existing approaches to determining the concept of accessibility of financial resources are considered. The role of the financial sector in advancing technological innovations and industrialization in sub-Saharan African countries has been identified. The analysis of reasons for low financial integration, low access to financial services in the shadow economy has been carried out. The main reasons for the lack of access to banking services include the language barrier, lack of simple identification documents or data due to a poorly organized local infrastructure. It is noted that about 52% of the population of sub-Saharan Africa have access to formal financial services; 65% of small, medium and micro-enterprises (90% of the economic sector in Africa) do not have access to bank loans. Research and development expenditures in the economic regions have been systematized. The conclusions have been made about the underdevelopment and lag of infrastructure in sub-Saharan African countries, low availability of financial resources retarding the economic growth and innovative development of small and medium-sized businesses. Possibilities for improving the systems of financial innovative development in the investigated countries have been given.

Sub-Saharan Africa (SSA) is one of the highest recipients of remittances; however, this is inconsistent with the region?s growth and the state of its weak healthcare systems. This paper therefore analyses the effect of remittances on health outcomes for 39 selected SSA countries over the period 1996 to 2016. It considers the channels through which remittances affect health outcomes, including financial development and institutional quality. Using dynamic panel estimation, we find that remittances sustain health outcomes, while both financial development and institutional quality complement remittances in this respect. SSA countries should therefore continue to improve their financial sectors and develop the quality of institutions to an adequate level. Achieving sound financial systems and institutions would both allow and attract a substantial amount of remittances, benefitting human capital and health outcomes and alleviating poverty.
